Salary Range: $112,334 - $157,267

Duties

Serves as a key member of the Director's executive and advisory staff, and participates in recommending
and formulating policies and strategies on agency and programmatic performance, development, and
compliance. Utilizes demonstrated leadership skills to provide managerial direction and guidance in
support of the operation of the various programs within the agency.

Incumbent develops plans for Department's support of research; develops and coordinates research
activities an programs carried out or funded by the Department; evaluates research activities; analyzes
data and information related to research; engages in research activities; and prepares written products
to convey research-based knowledge and information to a variety of audiences in the area of continuum
of care of youth.

Oversees the compilation and production of in-depth studies. Develops initiatives and changes to


improve professional standards of subordinate programs.

Collaborates with local and national officials to develop policies and strategies to improve the quality
and effectiveness of DYRS programs and services.

Develops and recommends comprehensive policy objectives an long-range program plans for
establishing and refining agency and programmatic goals and in the formulation and continuing
reappraisal of objectives and strategies. Initiates, develops, reviews, evaluates, analyzes, and revises
policies and procedures to resolve immediate as well as recurrent long-range problems.

Represent the Director at meetings, conferences and other forums with local stakeholders, the media,
business and public interest groups; communicates the Director's position on matters relevant business
matters, current needs and other departmental initiatives.

Provides the Director and DYRS executive staff with the management and analytical information
necessary to plan for and assess the efficiency and effectiveness of DYRS' program of operations and
operating policies and procedures to implement the offices assigned functions.

Administers office programs by establishing program goals and objectives for subordinates, and meets
frequently with the subordinates program managers to provide leadership and direction.

In the absence of the Director, is one of the Deputy Directors who may be designated to assume
oversight responsibility for the department. May be designated to serve or represent the Director on
local and national boards requiring departmental representation.

Qualifications

Education Requirement: Bachelor's degree in economics, statistics, mathematics, applied sciences, law
or other fields related to the position. A minimum of five (5) years of supervisory experience
required. Master's degree preferred.

Specialized Experience: Experience that demonstrated knowledge, skill, and technical competence in
the use of statistical and mathematical theories applicable to regulatory impact, policy analysis,
professional methods of scientific inquiry and analysis in the solution of problems in determining
economic and other impact on regulatory programs. To be creditable, at least one (1) year of
specialized experience must have been equivalent to at least the next lower grade level in the normal
line of progression for the occupation in the organization.
