Dear Mister President:
The Polytechnic University of the Philippines, the largest state university in terms of student population and the countrys frst
polytechnic university, is pleased to submit to you its achievements in this 2012 Annual Report. The university underwent meaningful
changes throughout the years as evidenced by the numerous structural, academic, administrative, and community developments in
its 108 years of existence. As such, this report is hoped to add another feather to PUPs cap.
The university is guided by its philosophy which looks at education as an instrument for the development of the citizenry and for
the enhancement of nation building; and the ideal that meaningful growth and transformation of the country are best achieved in an
atmosphere of peace, freedom, justice and a nationalist-oriented education imbued with the spirit of humanist internationalism. Such
lofty ideas run parallel with your vision of daang matuwid which is best achieved through an educational institution like PUP.
We at the university would like to take this opportunity to commend your efforts in uplifting the state of education in our country.
We also extend our sincere gratitude for your tireless efforts in supporting government and state-run institutions in the promotion,
development, and improvement of the citizenry through the various support mechanism of the government which are extended to
many Filipinos who choose to take higher education especially in an academic institution such as PUP.
In like manner, the PUP community extends its support n improving instruction, providing meaningful and worthwhile extension
activities, and research contributions to uplift the lives of our fellow Filipinos. It is with pride and humility that we showcase through

Highlights of Accomplishments
A. PROGRAMS
I. GENERAL ADMINISTRATION AND SUPPORT SERVICES
New governance towards quality education
The present administration, guided by the 8 point-agenda, had accomplished the following in 2012:
Pursuing Academic Excellence through Disciplinal
Integrity
Prepared the plan for strong collaborative
research through a new clustering of
disciplines in the colleges.
Started reviewing the proposals of
International Foundations and Schools for
possible fellowship grants as well as faculty
and student exchange programs.
Established linkages with some experts to
develop students and faculty members in
producing books, journals and anthologies.
This endeavor aims to and to pioneer the
creation of knowledge production units in the
University.
Embedding a Culture of Research in PUP
Formed a committee to review the Research
Manual and proposed the implementation of
additional incentives for faculty researchers.
Scheduled a Middle-Level Management Strategic
Planning-Workshop in July 2012 to map out
strategies and courses of action in laying the
foundation for the Universitys vision of becoming
an epistemic community. A sound research
capability program was one of the outputs in this
planning-workshop.
Recruited young, promising and talented faculty
applicants who have completed their theses and
are highly interested to work in PUP.
Assuring Transparency and Participatoriness in
Giving Rewards and Sanctions
Opened all paths for promotion. Regular
faculty members can apply for promotion
through Merit System, NBC 461 of PASUC
(Cycle 5)and an internal evaluation system for
the University.
Constituted the Administrative Employees
Selection and Promotion Board and the
Faculty Merit System Promotion Board with
ofcial representation from the Employees
Union and Faculty Association, respectively.
The criteria and guidelines have been framed
for these purposes. Around 275 administrative
and faculty plantilla items are to be flled up
within the next six (6) months.

Revisited Research Policies (University Intellectual
Property Policy -for public presentation; University
Research and Development Manual -for public
presentation; increased fnancial assistance to
faculty researchers and Copyright Guidelines -for
implementation)
Strong research collaboration with other universities
and institutions e.g. PASUC-NCR, UST, Pi Lambda
Theta, PSUCCESS, National Youth Commission,
ASAIHL).
Strong Research Collaboration with other
universities and institutions, e.g., initiated proposal
for establishment of Natural Gas Institute with
initial capital of PhP100M; received CHED grant of
PhP100,000 for Annual Research Awards; forged
PUP-DOST NCR MOA for Energy Audit Consultancy
Services.

Recommended the implementation of the NBC
461 third cycle results which was approved by the
Board of Regents. One hundred eighty-seven (187)
faculty members were promoted.
Recommended and received approval by the
BOR on the change in status and promotion of
faculty members. After fve years of waiting, 50
qualifed part time faculty members were granted
temporary status. Likewise, 32 faculty members
with temporary status got their permanency. This
is the biggest batch of change in status promotion.
Modernization and Upgrading of Physical Facilities,
Equipment, Library and Campus Development
Reconceptualization of Academic Freedom
Visited all PUP Branches and Campuses for
ocular inspection and dialogues with faculty
and staf.
Adopted transparent and participatory process
by holding dialogues with faculty members
of the diferent colleges before the opening
of frst semester 2012-2013. Faculty members
had the opportunity to mingle and talk with
the President during faculty meetings of the
diferent colleges.
The President presented his plans and listened
to various feedbacks on the Administrations
proposed changes in the Organizational
Structure of PUP.
Presented the vision and 8-point agenda
to the Universitys top and middle level
administrators.

Institutionalizing Civil Society Engagement and
Involved Extension Service Program
Entered into the Dual Tech Program Tie-Up with
TESDA to strengthen the technical education
programs in PUP.
Strengthened the communication arm of the
University. The Communication Management
Ofce, Community Relations and Extension for
Development Ofce, and Publications Ofce
joined forces to intensify internal relations by
closely working with the stakeholders and
The newly-designated Director of the Ninoy
Aquino Library and Learning Resources Center
(NALLRC) was instructed to devise and submit to
the President a strategy for the implementation
of an open-shelves library system and the
improvement of the Universitys e-library; and
The bidding of air-conditioning units for CM Recto
Hall and other ofces was completed while there
is an on-going bidding process for ICT network
core, teachers tables as well as students chairs. In
the pipe line are bidding for computers, printers
and electronic equipment, and construction and
repairs supplies.
The Board approved the PhP 7.5 Million budget for
the rehabilitation of classrooms, comfort rooms,
student center, tennis court and 2nd foor of the
university canteen in the Main campus as well as the
PhP 5 million- worth rehabilitation of the gymnasium
in Lopez Campus.
CHED granted more than PhP 14 Million budget for
the refurbishment of laboratory and equipment in
the College of Engineering.
CHED approved an additional allotment of PhP78
Million for MOOE for 2013.
A master plan for the upgrading/improvement of the
following physical facilities and campus development
projects was completed:
9 Relocation and improvement of the HRMD
Office; and
9 Expansion of the Student Records Office (that
processes and releases the students Transcript
of Records) and the Accounting Department
Payroll Section.
The Janitorial Services Ofce was transferred to
extend the area of the Central Records Section of the
HRMD;
The stalls of food and non-food concessionaires from
the Main Academic Building to the lagoon area are
relocated to make the Main Academic Building more
conducive to learning;
Negotiations with National and LGU ofcials were
undertaken;
The implementation plan for re-allocation of some 44
million pesos for the improvement of classrooms in
the Main Campus was drawn;

engaging the community into participatory
and communicative actions. Promotion of the
Universitys image to external public focused
more on academic and research excellence
of the faculty and students, including the
achievements of the alumni as well as the
administrative employees good working
attitude and client relations.
Renegotiated the schedule of fees of PUP
Paraaque students with the local government
that resulted to the 67 percent reduction of the
local governments share in the total tuition and
other fees collected from students - from PhP
6,000.00 (with PhP 4,500.00 as the LGU share) to
PhP 3,000.00 (with PhP 1,500 as the LGU share)
only.
Expanded access to education to the youth in
provinces by successfully negotiating with the
government ofcials of Sto. Tomas, Batangas and
Unisan, Quezon for the funding of the Diploma
in Electronics and Communication Engineering
Management Technology (DECEMT) and
Diploma in Electrical Engineering Management
Technology (DEEMT) in PUP Sto. Tomas and the
Bachelor of Science in Information Technology
(BSIT) in PUP Unisan. The BSIT program is already
assured of a four-year implementation with the
Php2.6 million fund approved by Governor
Suarez.
Fiscal Responsibility
Realigned scarce fnancial resources to
projects that are attuned to the needs of
the students. For example, the money
used for the improvement of the faade
at the end of the north wing facing the
Prudente Freedom Plaza was realigned for
the refurbishment of classrooms in the Main
Academic Building. The Classroom Project
aimed at addressing the problem on lack of
space for instructional purposes.
Full observance of the provisions of the
Procurement Law (RA 9184) by the Bids and
Awards Committee (BAC) for a competitive
and transparent process of procurement
of goods (e.g. IT equipment and ofce and
laboratory supplies) and services (e.g.,
janitorial services) was upheld.
Systematized the operations of the IGP
Ofce resulting in the efcient collection
of arrears by food and non-food stall
concessionaires amounting to close to 0.5
million pesos.
Agenda 8:
Assessment of Institutional Processes and Critical-Rational Review of the Entire Organization
Reviewed and presented the proposed organizational structure to faculty, Executive Committee (EXECOM)
and Bord of Regents (BOR).
Constituted a committee to review the policies and procedures on admission and enrollment of new students
both freshmen and transferees.
Constituted a committee to review existing procedures in the processing and releasing of students transcript
of records (TOR) and other academic records with particular focus on reducing the wait time of students in
receiving the requested documents from an average of fve (5) months to no more than one (1) month.

The Guidance, Counseling and Testing Center administered and interpreted psychological tests to 2,377 PUP
personnel to include, among others, faculty (60), administrative applicants (151), student assistants (51), returning
students (50), and DOST employees.
The Ninoy Aquino Library and Learning Resources Center acquired 448 volumes of books through purchases and
donations. The center generated income from the rentals of Bulwagang Balagtas and Bonifacio Hall.
The Admissions Ofce and Registrars Ofce processed and evaluated credentials submitted by 10,262 newly
admitted students for SY 2012-2013.
The Ofce of Scholarship and Financial Assistance processed applications of academic and non-academic scholars:
full scholars (697), partial scholars (174), special grants (142), and sourced P 6,012,057 scholarship funds through
donations and sponsorships.
The Medical and Dental Services provided medical assistance to the community through consultation and
treatment, updates on health promotion and disease prevention, and health education seminars.
The University Canteen has catered and serviced diferent conferences and activities of the university.
