Under the Sale and Distribution Code, Known as the Distributors
reasonable technical requirements.

Do I need to comply with the SIRs are they mandatory?
Yes you shall comply;
If you do not comply then FIP (fuse in pocket) usually
applies. No Supply.
For safe connection and metering of electrical
installations you are required to comply with the Sale
and Distribution Code.
Remember any delays will effect your customer.

Application
The Victorian Service & Installation Rules apply to all connections to the
electricity supply networks operated by Electricity Distributors:
CitiPower,
Jemena Electricity Network,
Powercor Australia Ltd,
SP AusNet and
United Energy.
The objective of these Rules is to:
provide Victorian electricity customers with industry agreed reasonable
technical requirements that;
meet all legislative and Electricity Distribution Code requirements
for the supply and metering related aspects of any connection to
the Victorian Distributors electricity supply networks.

Service and Installation Rules
The 2014 SIR are applicable from 1
st
January 2014 with a three month
period of transition allowing the trade to adopt and employ the changes in
the new document. There may be exceptional circumstances, if a
connection post 31

March 2014 exists where a REC wishes to have the
2005 rules applied an SIR exemptions must be submitted by a written
request detailing the reasons why non-compliance with the 2014 Rules is
sought.
An exception to the 2005 Rules will not be automatically granted, electrical
work associated with the exception should be discontinued until approval
from the Distributor is received.

Changes - Section Six (6) Alternative Supplies.
All alternative supplies must comply with The Electricity Safety Act and (Installations)
Regulations, Codes made under the Electrical Industry Act and relevant Australian
Standards and these Rules.
A host of additional standards are also applicable to components and sub systems
including rotation machines, earthing, switchgear and fuses, transformers, cabling,
labelling etc. Alternative supplies that are also embedded generators must comply with
Codes made under the National Electricity Rules and specific Generator Connection
Standards issued by each Distributor.

Generally all alternative supplies shall:
* Be arranged to disconnect from and not back energise the Distributor's
network and service and metering equipment if electricity supply from the
network is de-energised (unless explicitly allowed by the Distributor).
* Have electrical characteristics compatible with the relevant Distributor's
network
* Not interfere with supply quality to other customers or the Distributor's
network.
* Not adversely affect the safety of Distributor employees, customers or the
public.
* Not be connected on the line side of metering equipment.
* Not create a break in the neutral conductor between the Distributor's
network and the MEN connection.

Changes - Section Six (6) Alternate Supplies.
IsolationdevicesshallbeinstalledinaccordancewithAustralianStandards,butshall
alsosatisfythefollowing:
* Isolation devices shall be located either on the switchboard to which the
inverter ac. output connects or as close as practical to the switchboard and
cannot be located in a difficult to find position.
* The isolation device must be capable of locking in the open position using a
Padlock with a hasp/shaft diameter up to 5.5mm without requiring additional
apparatus. If a locking device (e.g. "lock dog") is added to a MCB as a method
of locking, it shall be permanently secured in an appropriate position.

d) For a multiple occupancy installation, a label shall be installed at the
protection devices within un-rnetered switchboards for all circuits that supply
an occupancy containing an inverter system.
e) At the main switchboard and all distribution switchboards to which the
embedded generator is connected.
Where a switchboard is located directly adjacent to a metering panel one
label may be adequate if the label is clearly visible when working on the
metering panel or the switchboard.
Sample labels are shown in Figure 6.9-A, (Typical Labelling
Requirement). Additional labelling within an installation will also be required
to comply with AS3000, AS4777 and other Australian Standards applicable
to generation systems.

Supply Protection requirements
The Electricity Safety Act requires service lines to be protected by
protective equipment that can isolate each of the active conductors of an
electrical installation and prescribes their location.

Supply Protection Devices (SPD).
Main Principle to be achieved.
The customer shall install and maintain an assembly to
accommodate supply protection device/s (SPD) in
accordance with the Electricity Safety (Installations)
Regulations, these Rules and the obligations of the Distributor
to connect and disconnect electrical installations.

Supply Protection Devices (SPD).
A Supply Protection Device shall
Minimise any adverse conditions which may affect other customers
electrical installations and the distribution system. The SPD must
ensure adequate protection is provided up to the electrical protective
equipment of the electrical installations they supply.
Note: In some cases Distributors may utilise their HV protection
equipment for supply protection. It will be necessary to confirm
the supply protection arrangement with the relevant distributor
at the design stage of the electrical installation.

Enable the Distributor to connect, disconnect and isolate each active
conductor supplying the electrical installation for commercial and/or
safety reasons; and not exceed one device per phase

Supply Protection Devices (SPD).
Assemblies to accommodate LV Supply Protection Devices (SPD)
The customer is responsible for the provision of an assembly to
accommodate Supply Protective Device/s (SPD) provided by the
Distributor. This equipment must be of an acceptable type as
required by these Rules and shall be located and installed in
accordance with the relevant requirements of the current Electricity
Safety Act and Regulations.
Access
The assembly for the purpose of accommodating the SPD shall be
installed in a position where convenient and unhindered access is
readily available for the Distributor to safely operate and work on the
device/s at all hours, unless otherwise agreed by the Distributor.

SPDs and Assemblies
SPD/s and the assemblies shall in part:-
(a) be of a type acceptable to the Service and Installation Rules
Management Committee or the relevant Distributor;
conform to the requirements of the appropriate Australian or
International Standard for the type of device employed;
(c) be installed in accordance with the requirements of the
Electricity Safety Act, Regulations and these Guidelines;
(d) be installed so as to comply with the minimum height
requirement of consumers terminals connected to the distributors
service cables,

be selected with regard to the conditions, taking account of the nature
of the supply (i.e. overhead, underground):
(f) have a rated short circuit current capacity equal to or greater than
the prospective short circuit current at the point it is installed;
(g) have, or be installed with, facilities for sealing un-metered
connections to prevent unauthorised access;
(h) be maintained by the customer in accordance with the
manufacturers specifications.

Fuse Cartridges
All fuse cartridges shall be supplied by the Distributor.
Subject to approval by the relevant Distributor, Miniature Combined
Fuse Switches may be used, however they shall be provided by
the customer.
Fuse carrier assemblies rated at up to 100A shall be capable of
accepting 22mm barrel fuse cartridges of Type 2a.
Fuse carrier assemblies rated in excess of 100A shall be suitable for
use with Din type NH blade fuse cartridges.
All fuse cartridges to AS/NZS 60269.2.1, or a recognised equivalent

Prohibited Fuses
Stick Operated, Panel Mounted Fuses are a specific form of panel
mounted fuse originally designed for mounting on a connection box
mounted on the underside of a shop veranda.
These fuses are no longer acceptable for use as an SPD or
occupancy disconnection device for new connections, alterations or
additions to existing electrical installations.

Capacity Control and types
Electrical installations shall be arranged in accordance with the Wiring Rules
so as not to exceed 130% of the Distributors nominated supply capacity for
more than 2 hours by one of the following means:
Moulded case circuit breakers with a fixed thermal trip unit setting
of 130%.
Miniature circuit breakers with a fixed thermal trip unit setting of
145%.
These circuit breakers must be de-rated to achieve 130% of the
nominated supply capacity.
Adjustable circuit breakers are acceptable provided the thermal trip unit is
set to a level equal to the nominated supply capacity and the overload
duration is set as agreed with the distributor.

Maximum Demand Limitation Device/s (SCCD)
Circuit breakers shall:
Be installed on the main switchboard in accordance with the
Electricity Safety Act and Regulations, the Wiring Rules,
and these Rules;
Be arranged to ensure the aggregate rating of the devices
does not exceed the supply capacity where multiple
devices are used; and
Be provide with a sealing facility when adjustable.

The 2009 Safety Installation Regulations no longer permit a switch
ahead of the Installation Main Switch/s.
-Therefore the SCCD cannot be located on the meter panel or meter
board and shall be the Main Switch or the summation of the Main
Switches, where multiple main switches are used.

Supply Capacity Control Device.
Consumers Mains Overload and Short Circuit requirement
As per Clause 2.5.1.1 of AS/NZS3000:2007 consumers mains are to
have overload and short circuit (overcurrent) protection.
This is best achieved by using circuit breaker/s as the Main Switch or
summation of the Main Switches to be equal to or less than the current
carrying capacity of the consumers mains.
Hint. Use the main switch/es as both consumers mains protection and the
distribution companies SCCD.

the electrical contractors electrical installation wiring plan
(as described in Section 7.8.3 of the current Victorian
Service & Installation Rules); and
the plan of subdivision if already subdivided; or
the proposed plan of subdivision if the land is in the
process of being subdivided; or
a prospective plan of subdivision showing all proposed lot
boundaries and common property.
