147.1
For the purpose of this Part, the competent authority shall be:
1. for the organisations having their principle place of business located in the territory of a Member State, the authority
designated by that Member State;
2. for the organisations having their principle place of business located in a third country, the gency.

GENERAL
147.A.05 Scope
$his section establishes the re%uirements to be met by organisations see&ing approval to conduct training and
e'amination
as speci(ed in Part)**.
147.A.10 General
training organisation shall be an organisation or part of an organisation registered as a legal entity.
147.A.15 Application
n application for an approval or for the amendment of an e'isting approval shall be made on a form and in a manner
established by the competent authority.

THE APPROVED BASIC TRAINING COURSE
147.A.200 The approved basic trainin co!rse
,a- $he approved basic training course shall consist of &no.ledge training, &no.ledge e'amination, practical training
and a practical assessment.
,b- $he &no.ledge training element shall cover the sub/ect matter for a category or subcategory , "1 or "2 aircraft
maintenance licence as speci(ed in Part)**.
,c- $he &no.ledge e'amination element shall cover a representative cross section of sub/ect matter from the
paragraph
,b- training element.
,d- $he practical training element shall cover the practical use of common tooling0e%uipment, the
disassembly0assembly
of a representative selection of aircraft parts and the participation in representative maintenance activities being
carried out relevant to the particular Part)** complete module.
,e- $he practical assessment element shall cover the practical training and determine .hether the student is
competent
at using tools and e%uipment and .or&ing in accordance .ith maintenance manuals.
,f- $he duration of basic training courses shall be in accordance .ith ppendi' 1.
,g- $he duration of conversion courses bet.een ,sub-categories shall be determined through an assessment of the
basic
training syllabus and the related practical training needs.
147.A.205 "asic #no$lede e%a&inations
"asic &no.ledge e'aminations shall:
,a- be in accordance .ith the standard de(ned in Part)**.
,b- be conducted .ithout the use of training notes.
,c- cover a representative cross section of sub/ects from the particular module of training completed in accordance

,a- "asic practical assessments shall be carried out during the basic maintenance training course by the nominated
practical
assessors at the completion of each visit period to the practical .or&shops0maintenance facility.
