2. INSTALLATION AND CONSTRUCTION CHECKS

and carry-out

checks:
Insure that the earth resistance test results at all earth points is acceptable
Check that the construction complies with the Distribution Construction Standard
Check the structures are numbered and/or labeled correctly
Check the conductor arrangement and correct clearances from ground, buildings and
trees
Check the conductor for damage/s and are secured correctly
Check that all line taps and earth connections are completed correctly and secured
Check all the ground work is completed

3. ENERGISATION
Energizing HV
overhead line
Ensure that all working earths and programmed earths are removed (if applicable)
Check the HV fuses are correct (if applicable)
Energize the line as per switching program #
Check phasing at NOP (Normal Open Point) if applicable

5. ENERGISATION
Energizing the
LV ABC

Ensure that all short circuiting equipment has been removed
Check the LV fuses are correct (if applicable)
Energize the circuit in accordance with the LV Switching Program. Record the
Switching Program number:


Ensure that the LV network is only supplied from the supply transformer and not
interconnected with any other transformer before proceeding to the next step.

Conduct a Metrel test at the furthermost part of the LV network from the supply
transformer, preferably at the NOP (normally open point) and record results
below

THREE PHASE POLE MOUNTED TRANSFORMER


Note: Following tests/checks must be carried out on all replacements or new installations and before putting into service.
This is the minimum testing requirement for a 3 Phase Pole Mount Transformer before energisation.

1. INSULATION RESISTANCE TESTS
a) Ensure that the earth resistance has been tested and is acceptable
b) All electrical connections have been disconnected including MEN link
c) Insulation resistance must be a minimum duration of 1 minute

2. INSTALLATION AND CONSTRUCTION CHECKS

Tank and bushings
Oil level
Wiring installation
Neutral connection
MEN link
Transformer matches system voltage
Transformer tap is at the position as per network planning
Transformer bushings and tank in good condition (no oil leaks)
Oil level satisfactory (if sight glass available)
Transformer installed as per construction standard
Neutral connected and earthed and MEN link reconnected
All DFIS labels fitted and numbering correct as per DFIS sheet.


3. ENERGISATION

EARTHING SYSTEM RESISTANCE TESTING (ALL EQUIPMENT)


Note: This instruction covers testing of the earth resistance of electrodes or earth systems
Good earthing systems are essential for the protection of personnel from electrical shock and the
protection of electrical equipment from dangerous over voltages and excessive currents.

The following tests must be carried out on all replacements or new installations and before putting into service.
If testing existing earth electrodes are connected to the network then refer to Work Practice Manual.

Check that the earth pits are properly installed, access to the earth electrode is
possible and the earth pit lids are in good condition

Check that the compound earth grid is bonded to the fence and connected to MEN
(if applicable)


2. EARTHING SYSTEM RESISTANCE TEST

Method
Test Equipment:
Earth Resistance Tester, (3 pole Fall of Potential test method)
The earth electrode under test (Electrode # 1) must be disconnected from the earthing
system.
This test involves using two test instrument electrodes (Electrode # 2 and Electrode # 3)
From the electrode under test (electrode # 1) install (electrode # 2), 50 metres away and
electrode # 3, 31 metres (around 62% the distance between electrode # 1 and # 2) in a
straight line.
This test is repeated by moving electrode # 3, 3 metres forwards and backwards from its
initial position.

The final test result is the average of the three test results. (See diagram below).
