Project Location: The Vicinity Map attached to this application illustrates the location of the proposed Park Boulevard Area Improvements and the adjacent schools that will directly benefit from the improvements. The proposed improvements are located at the following intersections: a. Park Boulevard/Grosvenor Place/Excelsior Avenue; b. Park Boulevard/E 38 th Street/13 th Avenue; and c. Park Boulevard at El Centro Avenue/Everett Avenue. 2. Project Coordinates: The project coordinates for each location with proposed improvements are noted below. a. Project Description: The proposed Park Boulevard Area Improvements focuses on crossing and access improvements for pedestrians and bicyclists at three key locations along Park Boulevard.
Park Boulevard Area Improvements for Safe Routes to School May 2014 II. Project Information 11 Park Boulevard Area Improvements for Safe Routes to School Project Purpose: The purpose of the improvements are to improve the ability for school-age children and their parents to walk and/or bike from surrounding neighborhoods to the adjacent schools including Edna Brewer Middle School, Glenview Elementary, Oakland High School and Bella Vista Elementary School. In addition to these schools, there are a number of schools within one mile of these improvements that are also expected to benefit from improvements along Park Boulevard. These include Bret Harte Middle, Manzanita Community, Sequoia Elementary, Crocker Highlands Elementary, Redwood Day, Fruitvale Elementary, Head-Royce School, and Cleveland Elementary. Project Need: Park Boulevard is a notable barrier to pedestrians and bicyclists primarily due its size and the complexity of the intersections at which pedestrians and bicyclists are required to cross. Park Boulevard varies in width of 65 to 80 feet for pedestrians to cross. The improvements included in the proposed project focus on facilitating crossing Park Boulevard through the use of treatments such as curb extensions, signal modifications, pedestrian hybrid beacon and other similar improvements. The intersections at which improvements are noted below aimed modifications to better manage and reduce conflicts at the intersections. For example, proposed improvements discussed below include removing right-turn slip-lanes to reduce the number of conflicts between vehicles and pedestrians as well as slow vehicle speeds through the intersection. Project Scope of Work: Figures 1, 2, and 3 (beginning on the following page) illustrate the scope of the proposed project by calling out the specific proposed improvements at each location. The following provides a brief written summary of the proposed improvements at each location. The funds obtained for this project would be used for PE phase of project development. Park Boulevard Area Improvements for Safe Routes to School May 2014 II. Project Information 12 Park Boulevard Area Improvements for Safe Routes to School Park Boulevard/Grosvenor Place/Excelsior Avenue o Install curb extensions to shorten crossings for pedestrians. o Extend the curb on the east leg of the intersection to create one-way westbound egress access only from Excelsior Avenue to Park Boulevard. Bicyclists would be allowed to continue to travel both directions on Excelsior; access would only be restricted for motorized vehicles. o Install bicycle lanes along Grosvenor Place; this primarily consists of restriping the roadway. o Install pedestrian countdown signal heads to facilitate pedestrian crossing. o Modify the signal timing to include pedestrian- and bicycle-only phase to allow crossings only along the painted crosswalks during the phase. The intersection was deemed too wide to allow for a pedestrian scramble that would permit crossing the intersection diagonally as a pedestrian. Park Boulevard/ E 38th Street / 13th Avenue o Reconfigure the intersection to improve crossing abilities for pedestrians and bicyclists; reduce and better manage conflicts; and improve overall operations. o Reconfiguration includes closing 13 th Avenue access to Park Boulevard, and removing the slip right-turn lanes from minor streets onto Park Boulevard. o Additional improvements include extend median along Park Boulevard to prevent eastbound vehicles from turning onto Greenwood Ave, install Park Boulevard Area Improvements for Safe Routes to School May 2014 II. Project Information 13 Park Boulevard Area Improvements for Safe Routes to School curb extensions, expand pedestrian refuge island, and install a pedestrian hybrid beacon (i.e., HAWK) for Park Boulevard crosswalk. Park Boulevard at El Centro Avenue and Everett Avenue o Install rectangular rapid-flashing beacons at Park Boulevard crosswalks, repaint transverse crosswalks as ladder-style, and install push button actuation for existing overhead flashing beacons. 4. Project Status: The proposed project was identified through discussions with stakeholders and assessed at a preliminary level. The project has not been through an environmental clearance process, design plans have not been developed, and right of-way certification has not been obtained. Park Boulevard Area Improvements for Safe Routes to School May 2014 III. Screening Criteria 15 Park Boulevard Area Improvements for Safe Routes to School III. SCREENING CRITERIA 1. Demonstrated Needs of the Applicant The primary purpose of the proposed project is to improve walking and biking access to Edna Brewer Middle School, Glenview Elementary, Oakland High School and Bella Vista Elementary School. The width of Park Boulevard and complexity of some of the intersections is currently a barrier to easy pedestrian and bicycle access from one side to the other. The proposed improvements along Park Boulevard address three critical locations that will facilitate access for walking and biking and thereby enable more students and parents to walk and/or bike to school. Several of the improvements such as the pedestrian hybrid beacon and rectangular rapid flashing beacon (RRFB) will improve mobility and quality of service for pedestrians and bicyclists by reducing delay they experience when crossing Park Boulevard. Several of the improvements will also help reduce the risk of pedestrian and bicycle crashes by reducing the number of conflicts with vehicles and reducing vehicle speed (e.g., improvements proposed at Park Boulevard/E 38 th
Street/13 th Avenue). 2. Consistency with Regional Transportation Plan The improvements proposed for Park Boulevard are consistent with the policies and objectives of the Regional Transportation Plan (RTP). The Metropolitan Transportation Commission (MTC) Transportation 2035 Plan specifically calls out the intent to implement bicycle and pedestrian projects and programs in Alameda County and including local jurisdictions within the County (general project reference number 22007). Improvements along Park Boulevard and to cross Park Boulevard are also consistent with the City of Oaklands Pedestrian Master Plan within which Park Boulevard is identified as a designated Park Boulevard Area Improvements for Safe Routes to School May 2014 III. Screening Criteria 16 Park Boulevard Area Improvements for Safe Routes to School pedestrian route. The improvements are also consistent with Bicycle Master Plan within which Park Boulevard is identified as an Arterial Class Bicycle Route that is crossed by design Bike Boulevard such as Excelsior. Improvements such as those described above at Park Boulevard/Grosvenor Place/Excelsior Avenue intersection are integral pieces to improving connectivity for access to the schools noted above as well as overall bicycle network connectivity. Park Boulevard Area Improvements for Safe Routes to School May 2014 IV. Narrative Questions: Q1 Q8 17 Park Boulevard Area Improvements for Safe Routes to School IV. NARRATIVE QUESTIONS: Q1 Q8 Q1. POTENTIAL FOR INCREASED WALKING AND BICYCLING, ESPECIALLY AMONG STUDENTS, INCLUDING THE IDENTIFICATION OF WALKING AND BICYCLING ROUTES TO AND FROM SCHOOLS, TRANSIT FACILITIES, COMMUNITY CENTERS, EMPLOYMENT CENTERS, AND OTHER DESTINATIONS; AND INCLUDING INCREASING AND IMPROVING CONNECTIVITY AND MOBILITY OF NON-MOTORIZED USERS. (0-30 POINTS) The potential for increased walking and biking due to the proposed improvements can be estimated using the Live/Go Analysis conducted by Oakland Unified School District (OUSD). The Live/Go Analysis summarizes the number of students enrolled within a given schools attendance area and the number of students regularly walking and biking to school. Given the size of the attendance areas, it is generally assumed that students within a schools service area live sufficiently close to walk or bike to school if adequate walking and biking facilities are present. The difference between the number of students currently walking or biking and students within the service area but not walking or biking represent the potential for increased walking and/or biking to the school. The proposed Park Boulevard improvements will directly benefit Glenview Elementary, Edna Brewer Middle School and Bella Vista Elementary. Live/Go analysis for Glenview Elementary indicates the potential to increase walking and biking to school by approximately 65%. This corresponds to having an additional 163 students walking and/or biking to school to reach a total of 252 of the 466 students enrolled at Glenview Elementary. Walking and biking data was not available for Edna Brewer Middle School. Live/Go Analysis for Edna Brewer Middle School does indicate the potential for up to 260 of the 813 students (i.e., 32% of students) enrolled to walk or bike to school based on the proximity of where they live relative to school. The data available for Park Boulevard Area Improvements for Safe Routes to School May 2014 IV. Narrative Questions: Q1 Q8 18 Park Boulevard Area Improvements for Safe Routes to School Bella Vista Elementary indicates a potential shift of 13% to walking and/or biking increasing the total student population walking and/or biking regularly to school from 171 to 197 students of the 505 currently enrolled. Attached to this application are the Live/Go maps for Glenview Elementary, Edna Brewer Middle School, and Bella Vista Elementary. Collectively, the proposed Park Boulevard improvements facilitate crossings of Park Boulevard at key locations (e.g., 38 th Street, Excelsior Avenue) for pedestrians and bicyclists. As a four- to five- lane road, Park Boulevard can be a notable barrier to walking or biking especially for school age children and/or parents with school age children. The grade on Park Boulevard also can create higher than posted vehicle speeds making it important to have crossings with highly visible treatments (e.g., RRFBs) and more controlled crossings (e.g., pedestrian hybrid beacon) to reduce the risk to pedestrians and bicyclists crossing Park Boulevard. The proposed improvements on Park Boulevard combined with the schools participation in Safe Routes to School Program activities (e.g., bike to school day) enhance the potential for increased walking and biking to school. Q2. POTENTIAL FOR REDUCING THE NUMBER AND/OR RATE OF PEDESTRIAN AND BICYCLIST FATALITIES AND INJURIES, INCLUDING THE IDENTIFICATION OF SAFETY HAZARDS FOR PEDESTRIANS AND BICYCLISTS. (0-25 POINTS) Historic crash data from 2009 through 2011 shows a number of reported vehicle-pedestrian and/or vehicle-bicycle crashes at the locations along Park Boulevard that are proposed for improvement. A vehicle-pedestrian crash was reported at the Park Boulevard/El Centro intersection. There was also a reported vehicle-pedestrian crash near the Park Boulevard/38 th Street/13 th Street intersection. A vehicle-pedestrian crash was reported adjacent to the Park Boulevard/Grosvenor Place /Excelsior Avenue intersection and a vehicle-pedestrian crash reported at the intersection. Park Boulevard Area Improvements for Safe Routes to School May 2014 IV. Narrative Questions: Q1 Q8 19 Park Boulevard Area Improvements for Safe Routes to School The following describes how the proposed improvements will reduce the risk of vehicle-pedestrian and vehicle-bicycle crash frequency and severity. Park Boulevard/Grosvenor Place/Excelsior Avenue The improvements proposed for this location are coordinated to reduce pedestrian and bicyclists exposure to vehicles. The curb extensions will shorten the crossing distance for pedestrians reducing their exposure to vehicle traffic and helping to reduce vehicle speeds through the intersection. The partial closer of Excelsior Avenue to vehicle traffic will reduce the number of vehicle conflicts at the intersection and risk to pedestrians and bicyclists. The bicycle lanes on Grosvenor Place will help to separate bicyclists from moving vehicles and will also visually reduce the width of the vehicle travel-way also helping to reduce vehicle speeds. The signal timing modifications to provide pedestrians and bicyclists their own crossing phase at the intersection will help reduce exposure to crashes by eliminating conflicts with vehicles turning left and right during traditional crossing phases. Park Boulevard/ E 38th Street / 13th Avenue The intersection reconfiguration will help manage vehicle speeds and conflicts by reducing the number of approaches and eliminating the right-turn slip lanes. The right-turn slip lanes, while beneficial for vehicle mobility increase pedestrians exposure to vehicles and also enables higher speed turning movements onto Park Boulevard. The current configuration with multiple skewed approaches is also difficult to navigate as any road user. Closing some of the approaches will help simplify and focus road users decisions whether traveling as a motorist, pedestrian and bicyclist. Park Boulevard Area Improvements for Safe Routes to School May 2014 IV. Narrative Questions: Q1 Q8 20 Park Boulevard Area Improvements for Safe Routes to School The additional treatments such as extending median along Park Boulevard to prevent eastbound vehicles from turning onto Greenwood Avenue further support the intent of reconfiguring and closing some of the approaches to the intersection. The curb extensions and expanding the pedestrian refuge island will help reduce pedestrian exposure to vehicles by shortening the crossing distance and provided a protected space to wait to cross the roadway. Finally, installing a pedestrian hybrid beacon (i.e., HAWK) to facilitate crossing Park Boulevard will help reduce delay, frustration and potentially risky crossing behavior by pedestrians. It will also provide a more controlled crossing environment to help school age children identify clearly when it is safe to cross. Park Boulevard at El Centro Avenue and Everett Avenue The RRFBs proposed for the Park Boulevard crosswalks combined with restriping the existing transverse crosswalks as ladder-style, and installing push button actuation for existing overhead flashing beacons will enhance the visibility of crosswalks to motorists. The enhanced visibility will help slow vehicle speeds and increase yielding to pedestrians waiting to cross. Q3. PUBLIC PARTICIPATION AND PLANNING (0-15 POINTS) The proposed improvements for Park Boulevard were identified through a walking audit with agency and community stakeholders. During the 2012-2013 academic year, TransForm led a walking audit of roads near the Glenview Elementary School, Edna Brewer Middle School and Bella Vista Elementary School with parents of students, schools administrators and members of the nearby neighborhood. Transform is a nonprofit organization that promotes walkable communities with viable transportation options. The walk audit summary figures are attached to this application. Narrative Questions: Q1 Q8 21 Park Boulevard Area Improvements for Safe Routes to School The proposed project cost for the Park Boulevard improvements is more than $1 million; it is estimated to be $1,147,000. Q4. COST EFFECTIVENESS (0-10 POINTS) Alternatives Considered In addition to the proposed improvements, additional potential treatments were identified as part of the walking audits noted in response to Question 3. The walk audit summaries for Edna Brewer Middle School, Glenview Elementary, and Bella Vista Elementary are attached to this application and illustrate the range of what was previously identified. This application focuses on the Park Boulevard improvements at the locations noted above because they provide direct benefits to two elementary schools, one middle school and a high school. They also address crossing difficulties of a notable barrier, Park Boulevard, and do so with effective lower to moderate cost improvements that fit the context of the roadway and surrounding neighborhood (e.g., at-grade, non-intrusive to adjacent neighbors while effective at demanding motorists attention, meet established warrants). For example, prior to proposing a pedestrian hybrid beacon as part of the improvements, a traffic signal was considered. However, the traffic signal did not meet California MUTCD volume warrants. Other improvements from the walking audits that are not included in this application are those that are sufficiently low cost they can be implemented as part of on-going maintenance and/or they overlap with areas or corridors that have been programmed for further study or improvement as part of a larger capital improvement. Narrative Questions: Q1 Q8 22 Park Boulevard Area Improvements for Safe Routes to School Benefit/Cost Ratio The calculated benefit/cost ratio for the Park Boulevard Area Improvements is 2.15 for both the total project cost and program requested funds. The project cost estimate was developed using unit costs and quantities for materials anticipated to be used to construct the proposed improvements. We added an 18% increase to account for preliminary engineering, 12% increase for construction, and a 10% contingency. The total estimated cost is $1,147,000 to construct the project. A detailed breakdown of the cost estimate is attached to this application. We estimated the benefits associated with the project using information from the report Evaluating Active Transport Benefits and Costs by Todd Litman (available at http://vtpi.org/nmt- tdm.pdf). This report contains a number of user benefits associated with shifting modes from driving to walking and biking (e.g., improved fitness and health) as well as the benefits associated with reduced vehicle use (e.g., pollution reduction). We used the values in Table 16, Table 17,and Table 18 of the above report to estimate the benefits associated with improved walking and cycling conditions, health benefits, and reduced motor vehicle travel. Table 1 presents the assumptions from the above report and results of the benefit calculations for the Park Boulevard improvements.

IMPROVED PUBLIC HEALTH (0-10 POINTS) One of the goals of SRTS projects and programs is to improve public health by teaching children how to integrate exercise into their everyday activities. The individual students walking and biking to school experience the most meaningful and direct health benefits. These habits can in-turn influence family members and friends in their travel behavior and level of activity on a daily basis. At a very large scale, increased walking and biking in replace of driving improves air quality for a community and collectively creates a healthier environment. The proposed improvements along Park Boulevard will help increase walking and biking among students and in-turn provide health benefits to those children and direct school communities. Table 1 summarizes the current student health statistics for Glenview Elementary, Bella Vista Elementary and Edna Brewer Elementary School all of which will directly benefit from the proposed improvements. BENEFIT TO DISADVANTAGED COMMUNITIES (0-10 POINTS) The proposed Park Boulevard improvements will benefit three different student populations that range with respect to degree of disadvantaged from 52.0% to 82.6%. This percentage is based on the percentage of students receiving free or reduced lunch at the school. The combined percentage of students receiving free or reduced lunch across the three schools is 65.8% (i.e., 1,174 of 1,784 students). The project will benefit a substantial number of disadvantaged students by enabling them to more safely and efficiently cross Park Boulevard to reach the schools noted in Table 3.

Additional Information Regarding Project Need: Park Boulevard is a notable barrier to pedestrians and bicyclists primarily due its size and the complexity of the intersections at which pedestrians and bicyclists are required to cross. Park Boulevard varies in width of 65 to 80 feet for pedestrians to cross. The improvements included in the proposed project focus on facilitating crossing Park Boulevard through the use of treatments such as curb extensions, signal modifications, pedestrian hybrid beacon and other similar improvements. The intersections at which improvements are noted below aimed modifications to better manage and reduce conflicts at the intersections. Dear Mr. Blackwell: On behalf of the City of Oakland Bicycle and Pedestrian Advisory Committee (BPAC) I am very pleased to recommend all of the Citys proposed projects for the Active Transportation Program funding, which includes both the Safe Routes to Schools set aside, as well as projects eligible for general Active Transportation Program funds. The BPAC reviewed the City of Oaklands proposed Active Transportation Program submissions on Thursday, May 15, and agree that the proposed project fulfills the needs of critical improvements that benefit the most dangerous intersections around schools, closes critical gaps that improve walking and bicycling experiences of the most vulnerable roadway users, and meets the challenge of improving access to some of our most socio-economically disadvantaged communities.
The projects proposed are as follows:
1. International Boulevard Bus Rapid Transit Supportive Pedestrian Projects Median Pedestrian Refuges at International/Hegenberger and at International/98th Corridor-wide Pedestrian Lighting and Sidewalk Repair 2. Lake Merritt/Bay Trail Bicycle Pedestrian Bridge 3. Laurel Access to Mills, Maxwell Park and Seminary Ave Active Transportation Project 4. Safe Routes to School Projects Park Boulevard Area Improvements for Safe Routes to Schools Thornhill Drive/Mountain Boulevard Improvements for Safe Routes to Schools Harrison St/27 th Street/24 th Street Improvements for Safe Routes to Schools High Street/Courtland Avenue/Ygnacio Avenue Improvements for Safe Routes to Schools City of Oakland Improvements for Safe Routes to Schools at various locations, including 35 th /Wisconsin, 81 st /Rudsdale, 38 th /Mera, 105/E. School/Coolidge, 73 rd /Krause
International Boulevard Projects With the East Bay Bus Rapid Transit (BRT) project funded to be implemented on International Boulevard over the next few years, it is critical to ensure that residents in Central and East Oakland have safe access to this important new transit facility. The proposals will augment the improvements already programmed by the AC Transits BRT Project by extending lighting and sidewalk repair beyond the individual BRT stations along the entire corridor. In addition, median pedestrian refuges at busy cross streets will allow the elderly and disabled to cross wide busy streets safely. This corridor, which includes some of the most disadvantaged communities in Oakland desperately needs investments that make the streets safer for all users.
Lake Merritt/Bay Trail Bicycle Pedestrian Bridge This multi-use trail project will provide a critical missing link between a rejuvenated Lake Merritt with the waterfront Bay Trail. It will provide an alternative to dangerous and often illegal crossings of train tracks and busy roadways. And for the first time will allow both recreational and commute access between downtown and waterfront neighborhoods at the very center of the City. The request is for design development and right of way phases of this multi-million dollar project.
Laurel Access to Mills, Maxwell Park and Seminary Ave Active Transportation Plan This project will complete the design and construction of a multi-use path along a very busy arterial street and underneath a freeway, opening safe access from disadvantaged Oaklands flatlands neighborhoods to neighborhood commercial area, Mills College, and the Laurel district. This is both a bike and pedestrian project that has strong community support.
Safe Routes to Schools Projects These projects will improve safety in the vicinity of Oakland public schools, encouraging more students to walk and bike to work. All of these projects specifically benefit neighborhood schools, but also serve the general Oakland population by calming traffic and adding pedestrian bulbouts, sidewalks and plazas in areas of high vehicle/pedestrian conflict. Several of these projects are in disadvantaged neighborhoods.
We believe all of these projects will provide important benefits to the citizens of Oakland, and are pleased to endorse them. BPAC looks forward to working closely with the City of Oakland to fulfill the mission of the Active Transportation Program.
