ballinger|leafblad Page 3 PRESENTING THE POSITION OF ASSISTANT VICE PRESIDENT, UNIVERSITY HEALTH AND SAFETY
The Assistant Vice President is responsible for the development, implementation, administration, facilitation, and monitoring of health, safety, and preparedness policies and programs for the University of Minnesota system. The position is based on the Twin Cities campus. It reports to the Vice President for University Services and works collaboratively with faculty, academic administrators, and staff to support academic and research excellence while developing and sustaining a culture of safety in compliance with regulatory agencies.
University Health and Safety was recently expanded, and now includes the Department of Environmental Health and Safety, the Office of Occupational Health and Safety, Department of Emergency Management, and the Building Code Division. A more detailed description of each unit is below. The next leader will have the opportunity to create a new strategic vision for University Health and Safety.
Department of Environmental Health and Safety This department works with students, staff, and faculty to prevent accidents and illness, assess workplace exposures, and protect the environment. DEHS offers training and support to Principal Investigators and research staff in all areas of sponsored project research including biological safety, lab safety, chemical waste, and use of radioactive materials. DEHS also provides direct research support across the University. Staff work in conjunction with the University advisory committees (Institutional BioSafety Committee; Institutional Animal Care and Use Committee; Occupational Health and Safety Committee; Storm water Linkage Committee; Storm water Task Force; All University Radiation Protection Advisory Committee; Permit Review Subcommittee; Human Use Subcommittee) to inspect research facilities, approve research practices and procedures, and help ensure compliance with federal, state, and local regulations and relevant University policies.
Building Code Division The University of Minnesota has its own Building Code Official, with a dotted line to the States Department of Administration. The Building Code Division provides education and code enforcement to protect the health, welfare, and safety of University of Minnesota students, employees, and visitors in newly constructed or remodeled buildings. This departments focus is on the built environment.
Office of Occupational Health and Safety Occupational Health and Safety was historically a part of the Academic Health Center and the University's Office of Human Resources. It has just been aligned with University Health and Safety to create collaboration with the Universitys other system-wide safety units. This department manages many programs that contribute to the health and safety of staff and students. Programs include: Animal Allergen Exposure Control Program Bloodborne Pathogen Exposure Program BSL-3 Medical Surveillance Program Drug and Alcohol Testing Program Hearing Conservation Program Research Occupational Health Program Respiratory Protection Program

ballinger|leafblad Page 4 Department of Emergency Management The Department of Emergency Management (DEM) was historically a part of the University's Department of Public Safety, and is now aligned with University Health and Safety to provide synergy with the Universitys other system-wide safety units. The Department of Emergency Management's mission is to help the University prepare for, respond to, recover from, and reduce the effects of disasters. The mission is accomplished through preparedness, response, recovery, and mitigation. This Unit also provides Emergency Medical Services (basic life support coverage) at University sponsored events through a staff of well qualified volunteers, and oversees several other emergency preparedness initiatives such as automated external defibrillators, outdoor warning sirens, tone alert radios, and TXT-U.
The primary responsibilities of the role:
Directs department resources to support a culture of safety, mitigate risks, and serve the critical safety interests of the University. In partnership with University administrators and their departments, develops a customer-focused service environment. - Fiscal responsibility for consolidated program operating budgets of approximately $10 million dollars - Leadership responsibility for approximately 70 full time positions
Directs and supports a high-impact and metric-based environmental health and safety program and ensures that it is communicated, embraced, and enforced: - Develops and maintains active partnerships with academic and administrative departments across the University system to ensure that the institutions safety and regulatory compliance requirements are met - Ensures access to health and safety resources, timely consultative assistance, management of hazardous substances, and facilitation of prevention efforts
Directs and supports the work of the University Building Official and the Building Code Division office. Ensures the administration of the Minnesota State Building Code (MSBC) is integrated with University design and construction standards and the operation and maintenance of University facilities and physical assets in the built environment. Promote the Building Code Division in the delivery of inspection services and business processes on all University campuses.
Directs and supports the work of the Department of Emergency Management in the development and implementation of emergency preparedness, response, recovery, and mitigation efforts. Evaluates and ensures an All-Hazards 24/7 response to emergencies and large scale events between emergency management and environmental health and safety and our public safety partners. Ensures system- wide support for emergency management and advises University leadership on emergency preparedness, crisis management, and business continuity and safety.
Directs and supports the work of the Office of Occupational Health and Safety to promote and protect the health and safety of all employees, students, volunteers, and visitors who participate in activities related to the University's missions of teaching, research, and service. Ensures alignment between occupational health and safety and environmental health and safety staff.

ballinger|leafblad Page 5 Serves as the University's responsible official and primary interface with local, state, and federal regulatory agencies including, but not limited to: the Minnesota Pollution Control Agency, Minnesota Department of Health, Centers for Disease Control and Prevention, Environmental Protection Agency, Metropolitan Council Environmental Services, U.S. Nuclear Regulatory Agency, and Department of Homeland Security. Provides support to direct reports in their interface with the Minnesota Departments of Administration, Labor and Industry, and Public Safety Division of Homeland Security and Emergency Management.

Serves as a member of the University Services Leadership Team. Contributes to the overall strategic direction of University Services and advises on University-wide strategy as necessary.
Leads the formulation and execution of the Department of University Health and Safety strategic work plan in coordination with other University Services units.
Minimum qualifications:
A masters degree from an accredited institution Seven or more years of experience leading chemical hygiene, biosafety, radiation safety, occupational health and safety, environmental protection, research safety, emergency management, or other health and safety activities, of which three years must have been at an upper management level in a large complex organization Successful experience in supervising professional managers and technical staff Must be eligible to successfully complete a security risk assessment conducted by the U.S. Attorney General/FBI in accordance with CDC/USDA Select Agent Regulations

Strategic management skills with demonstrated experience formulating and implementing preventative and remedial strategies for a variety of safety, health, and environmental issues as well as emergency management. Ability to communicate effectively and articulately in both oral and written communication and have command of enough logic to be able to effectively form a position on an issue, while taking into account multiple perspectives and competing interests. Ability to develop professional skills of staff. Ability to work cooperatively with faculty, academic administrators, and staff to develop new programs consistent with the needs of the institution, including education, record keeping, public relations, and related functions. Strong problem solving, analytical, and organizational skills, with the ability to prioritize in a rapidly changing environment. Demonstrated understanding of the nature and purpose of health and safety functions within a higher education institution, including building code compliance, occupational health and emergency management, and the inter-relationship of the environment, safety, and health in the workplace, laboratories, and general campus environment. Demonstrated leadership in implementing technology to support organizational strategies within a large and complex organization. Personal characteristics which distinguish the incumbent as being an effective leader: team builder, customer-oriented, decisive and result-oriented, and committed to improvement. A management style that entrusts decision-making into the organization with minimal intervention. Possesses both the wisdom and the political savvy to determine which initiatives are important enough to champion and which ones to relinquish.

Minnesota is the Land of 10,000 Lakes and a perfect blend between small town and a major thriving cosmopolitan hub. The outdoors is a major attraction, the twin-cities offers more than 250 parks, and miles of biking and walking trails.
The Twin Cities have hosted the World Series, Super Bowl, NCAA Basketball Finals, the USGA U. S. Open, the PGA Championship, and the Special Olympics. In 2014, Target Field was the setting for baseball's All-Star Game, and in 2018 the Super Bowl will be played in a newly built stadium.
The Twin Cities are home to many professional sports teams: the Twins, Vikings, Wild, Timberwolves, Minnesota Lynx (current WNBA champions), Minnesota United FC (soccer), and Minnesota Swarm (lacrosse).
Of course, the University of Minnesota itself provides plenty of athletic entertainment as well. TCF Bank stadium brought football back outdoors and back to the campus, and the team has qualified for bowl games the past several years. The women's basketball team was selected to play in the NCAA tournament, and the men's basketball team won the NIT tournament in coach Richard Pitino's first year. The womens hockey team narrowly missed a WCHA three- peat in 2014 and the mens hockey team was the #1 overall seed for the NCAA tournament. The volleyball team and wrestling squad are consistently ranked among the top ten in their respective sports.
The Twin Cities have more to offer than participatory and spectator sporting events. There are countless arts and culture offerings here. The Grammy Award- winning Minnesota Orchestra has a reputation as one of the top orchestras in the world. Since the early 1960s, the Guthrie Theatre has staged A-plus shows from the classical to the contemporary. There are over 30 theatre venues, 10 dance companies, and 30 classical music groups in the cities of Minneapolis and Saint Paul alone. Our community has the most theater seats per-capita outside of New York.
For the museumgoer, there are over 60 museums in the Twin Cities. The Science Museum of Minnesota and the Minnesota Children's Museum (both in Saint Paul) are highly interactive learning and fun experiences for the entire family. The Minneapolis Institute of Arts has a collection of over 100,000 pieces. The Walker Art Center has been called "possibly the best contemporary art museum in the U. S." by Newsweek, and has over 11,000 pieces. Not to be outdone, the University of Minnesota's Weisman Art Museum is also a contemporary art destination, and the Frank Gehry- designed building is a work of art itself.

Forbes hailed Minneapolis and Saint Paul as the nation's healthiest cities. USA Today named Saint Paul as North America's "Most Romantic City." The Twin Cities offer award-winning restaurants (several chefs have been regional James Beard Award winners). In addition to the popular Mall of America, there are plenty of unique shopping districts in both cities (including the Dinkytown neighborhood next to the University's Minneapolis campus), and in the suburbs.
According to 24/7 Wall Street News, Minnesotas school districts rank 6th in the nation. The Business Journal ranks seven Twin Cities high schools amongst the best 500 in the nation (Edina, Mahtomedi, St. Louis Park, Eastview, Central in Saint Paul, and Minnetonka).
