PUBLIC WORKS DIRECTOR

Management and oversight of the daily operations of the Department of Public Works which is comprised of 16 full-time
employees and divided into utility and streets divisions. Budgetary oversight and implementation to provide Village services
with focus on manpower and equipment needs to meet or exceed customer expectations. Manage all infrastructure
improvement projects with outreach to consultants where needed. Recruited to develop multi-year pavement maintenance
program as well as maintenance of water distribution and sanitary sewerage systems.

Developed multi-million dollar roadway rehabilitation program utilizing extensive pavement maintenance experience;
gained Village Board confidence and approval.
Gained Village Board approval for implementation of a 5-year capital equipment replacement program with budget
savings through reducing reliance on contractual assistance.
Expanded on budget preparation and administration experience utilizing previous successes and knowledge of trends.

Recruited to oversee the operations and performance of the Departments of Public Works, Engineering, and Parks which
comprise 19 full-time employees in total. Prepare and administer annual budget of 3.5 million dollars and multi-year capital
improvement project budgets (1.5 Million dollars annual average) to support cost-containment efforts as well as short- and
long-term city development initiatives. Land development and plan review expert; utilize extensive knowledge and experience
to develop multi-year infrastructure improvement programs. Member of the City Plan Commission; secretary of Government
Operations Committee.

Administrator of and having played key role in engineering and launching the Citys first stormwater utility (w/associated
$800K annual budget), which is successfully addressing mandated suspended solid removal goals as well as system
improvements and maintenance. Successfully planned the departmental operations budget for 3
rd
consecutive year,
including snow and ice removal operations, street repairs & multi-year street improvement program, sewer
replacement, leaf collection, and equipment needs; received accolades from the Mayor & Common Council for the final
budget figures.
Created a plan for a redesign of a dangerous intersection that subsequently became 1 of 6 projects chosen statewide
by the Wisconsin Department of Transportation to receive grant funding.
Achieved status of Certified Floodplain Manager to insure responsible development within the flood fringe, and
compliance with national flood insurance program.

Coordinated and implemented all street maintenance elements, including concrete curb, sidewalk, and whitetopping
programs. Pavement maintenance and reconstruction expert: designed and managed dozens of road reconstructions.
Reviewed site development plans supporting the design of infrastructure improvements including extensions for storm
sewers, sanitary sewers, and water mains. Communicated extensively with engineers, contractors, developers, city leaders,

testing techniques. Field engineer/project manager for annual pavement maintenance program (MFT), personally indentified
areas requiring curb and gutter replacement, pavement patching, and public sidewalk replacement. Developed and
implemented project plans from concept to completion for 13 roadway reconstruction projects to include surveying, drafting,
design, construction layout and inspection for quality control.

Total project management of annual MFT pavement maintenance program from IDOT approval to final project close-
