CHAPTER 1

The Problem

Introduction
The Bureau of Fire Protection is an agency of the Department of
Interior and Local Government, responsible for executing national policies
associated to firefighting and protection. BFP is in duty of the administration
of fire and emergency services in the Philippines. BFP also host programs
regarding fire prevention to lessen the rate of fire in our country. However,
fire is one of the calamities that nobody can detect ahead of time nor can we
say that it will happen tomorrow. They are on duty day and night to secure
and make sure that in case they are needed they will be there. But before
they make any actions, fire equipment are the things they have to prepare.
Be it fire truck, hose, ladder, and fire hydrants.
Fire equipment is the main help to firefighters to quash fire. Fire
doesnt happen every day, it only happens in the most unexpected time. In
this aspect, we can ask, is the equipment of BFP prepared in case of
emergency? Based on what happened in Vinzons, Camarines Norte, this
incident shows the lack of preparation of BFP. Wherein, the BFP is located
right in front of the burning church but cant be suppress the fire because of
lack of water, not handy fire truck, and lack of fire hydrants. This is one of
the events that bring into question the level of preparedness of BFP, their
personnel and equipment in case of emergency.
Ideally, BFP should commendably respond to fire emergencies in the
span of five (5) minutes which would lead to faster suppression of fire. But,
in reality, BFP is far from being able to respond to fire, because of lack of
preparation on their equipment and because of being too relaxed. In
actuality, because of these circumstances, BFP is responding to fire,
averaging to ten (10) to fifteen (15) minutes which lead to slower
suppression of fire. And to think that the government has allotted money for
BFPs equipment for it to be more useful and be more reliable. The
equipment must be always ready and checked to ensure the effectiveness
and preparedness of it in case of emergency. In this case, lack of fund is not
a reason to just leave the equipment in not a good condition. As we
assumed, fire comes in a much unpredicted time, how can a fire be easily
suppressed if in the first place BFP is not taking care of it. In this way, we
can measure the level of effectiveness of personnel and the level of
preparedness of their equipment.
This is the reason why we chose to study about this topic, to evaluate
the preparedness of the equipment of BFP in times that they would not think
will be needed. This will also show the effectiveness of BFPs response
methods, and try to come up with proposals that would increase the
preparedness of fire equipment of Daet, Camarines Norte.

Statement of the Problem
This study is aim to answer the preparedness of the equipment of
Bureau of Fire Protection in Daet, Camarines Norte in case of emergency.
Specifically, it answers the following question:
1) What are the emergency equipments of Daet BFP?
2) What are the preparatory maintenance activity of Daet BFP?
3) What is the level of preparedness of the equipment of BFP as
perceived by the respondent?
4) Is there a significant difference on the preparedness of the
equipment of BFP in case of emergency?

Assumption
1) That the equipment of BFP is prepared in case of emergency.

2) That the perceive level of preparedness of BFP by the respondent
varies.

Null Hypothesis
There is no significant difference between the preparedness of the
equipment of BFP in Daet, Camarines Norte in case of emergency.



Scope and Delimitation
This shall cover the preparedness of the equipment of BFP used in
extinguishing fire in Daet, Camarines Norte in case of emergency by survey
and research.
This shall not cover the preparedness of the equipment of BFP in other
municipalities in case of emergency except for Daet, Camarines Norte.

Significant of the Study
Community and the citizen. The result of this research shall give them
knowledge on the preparedness of the equipment of BFP and will give them
basis on what would they do in case of emergency.
BFP. This shall give them basis on how would they improve their equipment
for the peoples safety.

Student. This may serve as a guide and will brought awareness to them
about fire safety.
Future Researchers. The result of this study may be of help to future
researchers that will focus on the same topic regarding BFP.

Emergency- It refers to an unexpected happening or situation. (Dictionary)
Preparedness- It refers to the state of being ready in an emergency
situation. (Dictionary)
Equipments- It refers to machine or tools used by BFP in suppressing fire
Community- It shall refer to the people of Daet, Camarines Norte
