particular co#pany for 4 consecuti!e #onths or for any 7 #onths in a rolling 22
#onth period the follo&ing procedure &ill apply*
The alar# installation / #aintenance co#pany &ill be notified in &riting that their
false alar# rate e.ceeds their upper action le!el* They &ill be re,uested to reduce
their false alar# rate to inside of their upper action le!el &ithin 4 #onths* The
co#pany"s inspectorate body &ill also be infor#ed*
.i/ $here a clai# is #ade that the upper action le!el has been e.ceeded on the
grounds of uni,ue types of alar# installations a re!ised rate #ay be introduced at
the discretion of the Chief Officer of (olice* $here the Chief Officer considers a
clai# for a re!ised upper action le!el is unacceptable he #ay refer the #atter to
the appropriate independent inspectorate for arbitration*
.ii/ $here a reduction to the false alar# rate is not achie!ed &ithin a three #onth
period the Chief Officer &ill consider the follo&ing options6
.a/ if the co#pany appears to ha!e #ade little or no effort to resol!e the proble# an
i##ediate &ithdra&al of facilities to ac,uire ne& uni,ue reference nu#bers
-@:5s0 &ill ta%e place until the co#pany has reduced their false alar# rate to
&ithin their upper action le!el* The circu#stances &ill be reported to the
appropriate inspectorate body as a serious non6co#pliance &ith the AC(O
:e,uire#ents for Security Syste#s Ser!ices docu#ent**

.b/ if the co#pany de#onstrates it has tried but been unsuccessful in reducing
their false alar# rate to &ithin their upper action le!el the circu#stances &ill be
reported to the appropriate inspectorate body as a non6co#pliance* The Chief
Officer #ay agree ob1ecti!es &ith the co#pany to resol!e the #atter+ in such cases
the @:5 facility &ill not be &ithdra&n*

The follo&ing charging structure is adopted by all police forces see%ing to reco!er
ad#inistration costs in respect of security syste#s* (ay#ent shall be #ade to the
indi!idual police force in accordance &ith arrange#ents set out at A--end&: A*
1. =ach application for a @:5 or ele#ent of a @:5 is sub1ect to an ad#inistration fee
payable by the syste# user* The @:5 Fee is KB4*B8 plus /AT and &ill be
re!ie&ed annually by AC(O* -See Appendices @ J / for !ehicle trac%ing and
lone &or%er syste#s0*
2. @pon receipt of the ad#inistration fee+ a @:5 &ill be allocated to the syste# and
issued to the #aintaining co#pany* If the applicant"s che,ue or other
pay#ent #ethod fails to clear or is not honoured+ the @:5 &ill be cancelled
and the security syste# co#pany infor#ed*
4* $here a syste# includes both intruder detection and personal attac%
e,uip#ent the ad#inistration fee &ill nor#ally be payable for the
allocation of a @:5 for each ele#ent* This &ill be irrespecti!e of &hether
Forces issue separate or co#bined @:5"s* The fee &ill be applied as
follo&s:

a0 A co#pliant security co#pany ac,uires/purchases another co#pliant
security co#pany*
b0 A security co#pany ceases to trade and another co#pany ta%es o!er

08 INTRODUCTION

1.2 AR%s who meet these police re,*iremets will be able to apply for a 1R$ to )ai police
respose for loe wor(er systems.
1.3 Alarm Recei!i) %etres shall ha!e filteri) ad !erificatio processes i place to c*t o*t ay
false alarms from >F4s ad the police shall oly be called i sit*atios where a police
respose is re,*ired. ' o-threat sit*atios other types of respose from other a)ecies

7.3 8ce the AR% operator has determied that the icidet does re,*ire a emer)ecy police
respose the AR% operator is to cotact the police )i!i) as m*ch iformatio abo*t the
icidet as possible icl*di) the loe wor(er details ad ay iformatio abo*t other
respoders dispatched to the icidet.
7.4 The AR% operator is to *pdate the police cotrol room o ay cha)es to the icidet or loe
wor(er locatio whilst the police are attedi) the icidet.
7.5 The AR% operator shall moitor the icidet *til iformed otherwise by the police.
The a*dio recordi)s of the icidet may be re,*ired for police i!esti)atio ad&or e!idetial
p*rposes ad sho*ld be maa)ed as per the 4ata Protectio Act.
