Department of Training &Technical Education, Govt. NCT of Delhi, in its endeavour to provide
technical and skilled manpower suited to various needs of industry, is implementing Craftsmen
Training Scheme to impart training in technological and industrial skills through ndustrial Training
nstitutes spread all over Delhi. The Craftsmen Training Scheme was introduced by the
Government of ndia in 1950 to ensure a steady flow of skilled workers in different trades for the
domestic industry, to raise quantitatively and qualitatively the industrial production through
systematic training, to reduce unemployment among the educated youth by providing them
employable training, to cultivate and nurture a technical and industrial attitude in the minds of
younger generation. The scheme is vital in the field of vocational training, as it has been shaping
craftsmen to meet the existing as well as future manpower needs, through the vast network of Ts in
the Country. There are 17 Government and 59 Privately ndustrial Training nstitutes having
approx.10, 000 and 4500 seats for the session 2012-13 respectively in approx 81 different trades
affiliated with National Council for Vocational Training (NCVT) or State Council for Vocational
Training (SCVT).
New trades have been introduced in the para-medical sector as per the Skill Gap Analysis and
Skill Mapping survey awarded by Department to C in the Government & Private Ts namely
Mechanic Medical Electronics, Radiology Technician, Hospital House Keeping, Dental Lab
Technician and Physiotherapy Assistant in addition to other fields such as Fashion Technology,
nterior Designing & Decoration, Food Production (General), Data Entry Operator, Architectural
Assistant, Tourist Guide, Computer Hardware &Networking, Automotive Body Repair &Automotive
Paint Repair on the basis of market survey and demand under the aegis of State Council for
Vocational Training (SCVT) in the previous sessions at various nstitutes. The Department is
running approximately 30 trades under SCVT of different duration presently in Delhi. More courses
are also likely to be introduced on the basis of the market demand in due course of time. The trade of
Stenography (English) has been upgraded to Secretarial Practice (English) & Data Entry Operator
and Cutting & Sewing to Fashion Technology in some of the nstitutes in order to increase
employment opportunities for trainees.
The Department endeavors to implement the idea of "Public-Private Partnership" as
announced by the Union Finance Minister, in his budget speech 2004-05 so that the Ts keep in
pace with the technological demands of the industry and with the expanding universe of knowledge.
The objective of these efforts is to produce a world class work force in consultation with DGE&T,
Ministry of Labour, which has launched a special scheme called "Centre of Excellence".

Accordingly, the Department has set up a Centre of Excellence in the "Automobile Sector" at
T Pusa with Maruti Udyog Limited under Domestic Funding Scheme, "Production &
Manufacturing Sector" at T Arab-Ki-Sarai, Nizamuddin with HMT Limited, "Electrical Sector" at
Sir C. V. Raman T, Dheerpur with NDPLand "nformation Technology at T Jail Road with ncomp
Solutions Limited under Vocational Training mprovement Project (VTP) Scheme funded through
World Bank. The other Ts have been upgraded and identified as centre of excellence under Public
Private Partnership (PPP) Scheme are H.J. Bhabha T, Mayur Vihar in Electrical Sector with GPL,
T Malviya Nagar in Electrical Sector with NTPC, Jija Bai T for Women, Siri Fort in Hospitality
Sector with Sheela Foam Limited, T Nand Nagri in Automobile Sector with Tata Motors Limited, T
Jaffar Pur in Apparel Sector with V&Snternational Pvt. Ltd., T Narela in Construction Sector with
Punj Lloyd Limited, T Jahangirpuri in Automobile Sector with Tata Motors Limited and T
Shahdara in Hospitality Sector with Taj Palace Hotel Limited. The scheme is supervised and
managed by specially constituted nstitute Management Committees headed by ndustry
representatives of the respective sectors.
A Society in the name of "Delhi Skill Mission Society has been registered under the
chairpersonship of Hon'ble Chief Minister of Delhi to cater &monitor the quality training in the State.
Skill Development nitiative Scheme (SD) has been launched by the Director General of
Employment & Training (DGE&T) which has been duly approved by the National Council for
Vocational Training (NCVT) to start the short duration Modular Employable Skills (MES) courses.
Being a active partner to the scheme of the DGE&T, the Department has launched the scheme on
the directive of the DGE&T. The Department has 16 Government Ts and 68
societies/organizations/trust/institutions registered as Vocational Training Providers (VTPs) and a
detailed list of such VTPs are available on the portal https://www.sdi.gov.in
The Department is also skilling the youth of the state through various schemes in addition to
Craftsman Training Scheme (CTS), Centre of Excellence (CoE) under World Bank Assistance and
Modular Employable Skills (MES) Course under Skill Development nitiatives Scheme (SDS-MES)
such as Apprenticeship Training Scheme (ATS), Special Component Plan Scheme (SCPS),
Coaching cum Guidance Scheme (CGS) and Part Time ndustrial Worker Training Scheme
(Evening Class).
Astep further, the Department is going to open new institutes in the state to meet the industrial
requirement of skills. A project is in process of finalization for setting of "Green Field World Class
Skill Centre 'in collaboration with Government of Singapore at village Jonapur to meet the global
requirement of skills.

Overhauling of Automobiles ( Diesel )], [AAT 03- Auto Electricals, Auto electronics
&Air-conditioning n Automobiles], [AAT - 04 - Overhauling of Fuel njection System
&Steering Mechanism], [AAT- 05 - Denting Painting &Welding], [AAT 06- Repair
&Maintenance of Wheel, Re Treading of Tyres &Wheel Balancing].
As per the approved curricula in the area/sector of
"Electrical', uniformrotation of trainees in six modules each of eight weeks duration
as mentioned below is conducted. [ECBT 01- Basic Engineering Skill-
Fitter/*Carpentry/ *Sheet Metal/Electronic Mechanic or Mechanic R&TV], {ECBT
02- Basic Electrical Engineering], [ECBT 03- Basic Electronics] [ECBT 04- Basic
Wiring And Winding], [ECBT 05- Basic Power Generation, Transmission &
Distribution], [ECBT 06- Basic Computers Operating Skill & ts Application], for
each of above module, Trade Practical will be 28 hours /week and Trade theory for 4
hours /week. Apart from above, Generic modules as mentioned below will be taught
throughout the year. [ECBT-07- Workshop Calculation & Science-2 hrs/week],
[ECBT-08-Engineering Drawing -2 hrs/week], [G-01-Enterpreneurship and
Communication Skills-2 hrs/week], There is also a provision for graduates of it is

Substation & Cable Jointing], [EAT-04- Non-Conventional Power Generation,
Battery and nverter], [Repair & Maintenance of Electrical Machine & Power
Supply].
As per the approved curricula in
the area/sector of "nformation Technology', uniform rotation of trainees in six
modules each of eight weeks duration as mentioned below is conducted. [TBT-01-
Basic Electrical & Electronics], TBT- 02- Basic Assembling and Maintenance of
PC's, Computer Hardware Maintenance], TBT- 03- Basic Computer Networking-
Computer Networking/ T&ESM/ Fitter / Sheet Metal], [TBT- 04- Basic Office
Automation], [TBT- 05- Basic nternet & Multimedia], [TBT- 06- Basic Database
Processing], [TBT-07- Workshop Calculation & Science-2 hrs/week], [TBT-08-

As per the approved curricula in
the area/sector of "Production & Manufacturing', uniform rotation of trainees in six
modules each of eight weeks duration as mentioned below is conducted. [PMBT
01- Basic Fitting and Measurement], PMBT 02- Basic Sheet Metal Worker and
Welding], (PMBT 03- Basic Electrical & Electronics and Computer Skill], [PMBT
04 - Basic Turning & Grinding (including knowledge of Material & Heat Treatment],
[PMBT 05- Basic Milling and Gear Cutting (including knowledge of Planning,
Shaping and Slotting)], PMBT 06- Basic CNC Programming & Operation and
Hydraulics & Pneumatics], for each of above module, Trade Practical will be 28
hours/week and Trade Theory for 4 hours/week. Apart from above, Generic

Fixtures], [PMAT-06 - Advanced Welding].
The course gives complete knowledge on
preparation of Tools, Gauges, Fixtures required for ndustries. t also covers
Hydraulic and Pneumatics Exercises, CNC Programming and Work & Project
Organization and Projects, U Bending Tool, Compound Tool, Progressive Tool,
DrawTool and Combination Tool. One can take employment with leading ndustries
and be a self Tool &Die maker.

The course gives a wide knowledge on construction
related drawings, Surveying, materials, Concrete Technology, Building
Specialization in Construction. One can take gainful employment with construction
ndustry, Architectural firms / Designers / PWDetc.
The course gives a wide knowledge on
machinery related drawings, materials, Construction of machine & its materials.
One can take gainful employment with manufacturing ndustries of Govt. / Private
Sectors.
The course covers the knowledge of preparing
moulds of teethes and produce a wax replica of the teeth, from which he constructs
any needed crowns, bridges, or false teeth, and later makes any adjustments to
these appliances as directed by the dentist. Dental technicians provide back office
support to dentists. They can take employment as assistants to Dentists.
The course has been designed in order to give in-depth practical
and theoretical knowledge of conventional and emerging areas related to electrical
engineering with emphasis on electronics like Electrical Circuits, Basic Electronics,
Wiring practice, Electrical machines, Measuring technique, Winding practice,
Domestic Appliances & Lighting and nstallation service & maintenance of electrical
equipments. On successful completion, one can take employment with Govt. /
Private sectors as well as self employment.
This Trade broadly covers the knowledge & repairs
of Tape Recorder, Digital Electronics, ndustrial Electronics, B/WTelevision, Colour
Television, VCR/VCP & CD players, CC TV & Cable TV, Communication
equipments, Measuring nstruments and Microprocessors & Computers.. After
successful completion one can take gainful employment with manufacturing and
servicing industries of Electronic equipments.
This Trade broadly gives in-depth knowledge of Cables, connectors,
Telephones , Cordless instruments, Telephone Exchange & EPABX System , Fax
Machines , Satellite Communication system, Measuring nstruments , Servicing
VCR, VCPand VCD, Domestic ElectronicAppliances and computers, One can take
employment with Govt. / Private manufacturing ndustries and also self
employment. .
This course has been started with a view to train
students in the vastly Emerging industries of ndia using new technologies like
Petro-Chemical Engineering, Manufacturing Engineering, Aviation etc. To cope up

general category. n case of certificate on father's name, admissions will be provided for

DeIhi OBC Iist shaII be considered. Candidates passing qualifying examination from
institutions located in Delhi and having OBC certificate from outside Delhi shall be

14. DISPLAYOF MERIT LIST
15. ADMISSION
Consolidated merit list shall be displayed on the Notice Board of each T/BTC Admission
Centers on 28.07.2012. Objection, if any, against consolidate merit list can be filled on
28.07.2011 at the respective admission centre. The merit list will also available on the
website of the department according to the Admission Centers.
Admission as per merit list schedule:-
The admission schedule will be displayed on the website of the Department along with
consolidated merit list of individual nstitute as well as displayed on the Notice Board of the
respective nstitute.
Admission to various trades/courses will be offered to candidates strictly according to the
schedule of merit lists displayed by the each T/BTC Admission Centers Notice Boards. The
courses will be offered on the basis of availability of seats and order of preference given by
the candidate on the application form. If any discrepancy in the merit Iist is noted, it
shouId be brought to the notice of the PrincipaI/Admission Incharge on the day of
dispIay of merit Iist and before the actuaI date of admission in writing in any case. Any
compIaint afterwards wiII not be entertained.
n case of candidates having equal percentage, the candidate who is elder in age will be
given preference. Candidates may see their actual dates of admission in the Notice Board of
the all T/BTC Admission Centers according to percentage of marks obtained in the
qualifying examination.
The candidates whose names appear in the merit list must report on the prescribed date and
time at the centre indicated in the Notice Board of the all T/BTC Admission Centers. No
separate communication to the candidate will be made. migration/transfer/mutuaI

Candidate shall preserve registration / admissions slip till he/she is enrolled in .T.. f a
candidate does not report for admission within 7 days of issue of admission slip issued to him/
her, thereafter the admission shall stand cancelled and no request will be entertained

1 Working hours: - T trainees are required to observe 42 Hrs. of training per week, as

2 Uniform: - Trainee shall get two sets of prescribed uniform as approved by D.T.T.E.
(HQ) stitched within 7 days from the date of admission and shall wear the same daily right
from his residence till reaching back to the residence.
3 HOLIDAYS/LEAVEADMISSIBLETOTRAINEES
Trainees are allowed the same holidays as fixed by Delhi Government for its staff. f the
trainee is a scholarship holder, he/she will be paid stipend at full rate during holidays.
There will be no summer/winter holidays.
CasuaI Leave: n addition to usual holidays, trainees are admissible to avail casual leave
@ 8 days per year, 6 days at any one time subject to the sanctioning of leave by
competent authority. Casual leave can't be combined with another kind of leave.
Scholarship holders will be allowed to draw scholarship at full rate during the period of
Casual Leave (C.L).
MedicaI Leave: Medical Leave up to 15 days subject to production of Medical Certificate
from a Medical Officer may be granted. Scholarship holders will be allowed to draw
scholarship at full rate during the period of Medical Leave.
17. GENERALRULES&INFORMATION FORSTUDENTS

Leave for a further period of not exceeding 3 weeks for one year course and 6 weeks for
two year trades course can be granted in case of serious illness. This leave can be
granted only once in the training period on recommendations of medical officer
acceptable to competent authority.
SpeciaI Leave: Special leave up to 10 days on private affairs may be allowed only in
extraordinary cases where head of institute is satisfied that the requirement is genuine.
No scholarship/stipend will be admissible during the period of special leave.
Unauthorized Absence: For unauthorized absence up to 10 consecutive days at a time,
trainee is issued a written warning for first occasion. f the offence is repeated, trainee will
be discharged from rolls. Proportionate deduction of scholarship is made from such
trainees who are scholarship holders.
Absconders: A trainee who absents himself from training institute for 10 consecutive
days without permission and without informing the reasons of his absence is treated as
an absconder and struck of the rolls.
4 SUSPENSIONS, DISCHARGE
(a) Trainees are liable for discharge on account of unsatisfactory progress in training.
(b) For acts of indiscipline and misconduct.
(c) f attendance percentage falls below 50%.
(d) Thepending investigation of allegations against him/her.
5 MINIMUM COMPULSORYATTENDANCEFORTRAINEE
(a) The minimum compulsory attendance in each subject for trainees in regard to their
eligibility for final trade test is 80% of the actual number of working days.
(b) Where a trainee absents himself/ herself for more than half the number of days, for
whatsoever reasons, he/she is not allowed to continue his training and is discharged
from the rolls.
6 SCHOLARSHIPTOTRAINEES
Trainees are given following concessions while at theinstitute:
(a) Merit schoIarship: Merit scholarship of 125/- p.m. is awarded to 4% of the total
number of trainees on rolls on the basis of an internal examination conducted at
each T.
(b) Merit & Merit-cum-Means SchoIarship for EconomicaIIy Weaker Sections:
Deptt. has introduced Merit &Merit-cum-Means Scholarship to the weaker Sections
of the Society on the basis of the marks obtained by a trainee in the qualifying
examination required for admissions. The Merit Scholarship @ 825/- per month
for 1% of the total intake of the institute for the trainees secured 80% marks in the

qualifying examination with no ceiling of parental income and the Merit-cum-Mans
scholarship @ 575/- per month for day scholars & @ 825/- per month for
hostellers for 2% of the total intake of the institute for the trainees secured 75%
marks in the qualifying examination subject to the ceiling of the parental income up
to 1,00,000/- per annum.
(c) SkiII Competitions: n order to foster a spirit of healthy competition among trainees
of the institutes, with a view to raise the standard of skill, All ndia Skill Competition
are held every year, the trainees under the regular Craftsmen Training Scheme only
are eligible to compete in the State Level Competition. At present it covers
15 Engineering and Non-EngineeringTrades. Trainees securing st position at State
Level Competition are eligible to compete All ndia Skill Competition.
The complete disciplinary control of the Principal of the institute or any other officer(s)
appointed by the competent authority for the purpose and the trainees must conduct
themselves in accordance with the disciplinary rules of institution as framed and notified by
the Principal.

d) Use of drugs or intoxicants except for those prescribed by a registered medical

a) Cancellation of the scholarship/free ship/stipend (in part or in whole, temporarily or

The candidates for admission have to give an undertaking that they will abide by the rules and
regulations prescribed by the Principal and any action taken in this regard on the student by
the Principal shall be final.
Student Amenities
Common room, steel lockers, water coolers and canteen facilities are provided for the
convenience of trainees, wherever possible.
MedicaI FaciIities
First Aid and emergency facilities are available in each institute.
HosteI FaciIity
Limited hostel facilities only for boys are available in two of the biggest Ts namely T
Arab-ki- Sarai, Nizamuddin and T Pusa. At their full capacity, the hostels can
accommodate approximately 100 Trainees belonging to other states on priority.

Library FaciIities
All the institutes have been provided with good libraries and the trainees are advised to
make full use of them. The books in the libraries are, however, not meant to be substitutes
for textbooks, which should be acquired by each trainee.
PIacement
Facilities of training during their course of study and placement after completion of the
course are arranged to the extent possible by the Training & Placement Cell. Most of the
Trainees passing out are assisted by this Cell to secure suitable and satisfactory jobs
within a short time after the final trade test and even before the final trade test through
campus interviews. With effect from 2008, the Department introduced Job Fair. Job
portal also is being provided.
IndustriaI and FieId Visits
Trainees are exposed to the world of work by arranging industrial and field visits.
Presence of trainees during the visits is obligatory.
Examination
A trainee admitted to a trade/course will have to undergo a regular training of the trade
concerned as per the syllabus laid down by the Directorate General of Employment &
Training (DGET) or Board of Technical Education, Delhi and shall be eligible to get the
N.C.V.T. /S.C.V.T. Certificate on passing such examinations as may be prescribed by the
Directorate General of Employment &Training (DGET) or Board of Technical Education,
Delhi.
SpeciaI Note : Every trainee admitted to the Government/Private T has to qualify the
Basic Computer Course (T Literacy) having 36 hours duration conducted by the
Department or any other agency authorized for the purpose. The examination fee for
BCCshall be charged extra as per the approval of the State Government. t is mandatory
otherwise NTC/STC will not be issued to the trainee even though qualifies the All ndia
Final TradeTest.

consecutive days without information / sanction of leave, unsatisfactory progress in the
training, short of attendance below 50 %, failing in the aptitude test, committing breach of
