Introduction The Australian Pesticides and Veterinary Medicines Authority (APVMA) is currently considering proposals for the revision of commodity names used in the MRL Standard, namely in Table 1 Maximum Residue Limits of Agricultural and Veterinary Chemicals and Associated Substances in Food Commodities, and in Table 4 Maximum residue limits in food and animal feedstuffs.
The main purpose of the revisions is to ensure consistent use of commodity names in the MRL Standard. This will allow for easier administration of the MRL Standard and will aid users when searching for MRLs. The inconsistencies in the standard at present range from simple spelling and formatting errors to use of different names for a single commodity.
In order to make commodity names consistent, some changes are required to the commodity names currently used in the MRL Standard. The proposed changes are not intended to impact upon either the commodity to which the MRL applies or the magnitude or value of the MRL; both these will remain the same.
There are four main proposals for revision under consideration, (1) consistency with Codex naming conventions and codes which are internationally accepted, (2) use of Australian preferred names alongside Codex names, (3) commodity group MRLs and exception MRLs, and (4) specific proposals for animal feed commodities.
The proposals under consideration are detailed below. 1. Standardized spelling and format, consistency with the Codex name. Under this proposal, standardized format (use of commas and brackets) and spelling will be applied to all commodities. This will be maintained for all future amendments to the MRL Standard.
All commodities will include reference to the appropriate Codex code number, which consists of the Codex group letter code and the four digit number code. However, there are commodities that have not been classified by Codex, and for these, an appropriate Codex group letter code will be assigned for the interim period until they are classified 1 . For Fruits, Vegetables, Dried Foods, Primary animal feeds, these will be designated with the single group letter code of Fruits, Vegetables, Dried foods, and Animal feeds, respectively.
Honey has not been classified by Codex, and for the interim, it will be assigned the letter code of SI Derived Edible Products of Animal Origin, Insect, Processed. A reference to the commodity group will also be included in Table 2 of the MRL Standard. When an appropriate Codex classification and commodity group has been assigned for honey, the MRL Standard will be amended.
1 Revision of the Codex Classification of Food and Animal Feeds is currently under consideration by CCPR. Codex has classified spice commodities as the dry spice powders prepared for international trade. However, in Australia, cultivated spice commodities are not processed and dried, but predominantly sold and consumed as the raw agricultural commodity, for example, turmeric, galangal and ginger. In order to show that the MRL applies to the fresh produce when sampled in the field, the appropriate Raw Agricultural Commodity (RAC) Codex letter code will be used in place of the spice group letter code. The four digit number code, which refers to the species will remain the same. Accordingly, galangal will be referred to VR0783 Galangal, rhizomes, and this replaces existing MRLs for HS0783 Galangal, rhizomes. It will also replace MRLs established for Galangal Greater and Galangal Lesser as both species are covered by the Galangal, rhizomes code. Similarly, VR0784 Ginger, root will replace HS0784 Ginger, root, and VR0794 Turmeric, root will replace HS0794 Turmeric, root.
Also under this proposal, HH1111 Lemon verbena will replace DT1111 Lemon verbena (dry leaves). This is to show that the MRL applies to fresh herb commodity when sampled in the field, not as the dry tea commodity. Consistent with the other proposals above, the magnitude of the MRL will remain unchanged for these commodities.

2. Use of Australian descriptors/names A number of commodities have a common Australian name or descriptor which is different to the international Codex name. Under this proposal, the Australian name will be used first and the Codex name will be placed after the Australian name in a square bracket, ie [commodity]. This will help users to identify MRLs by the common Australian name, which may also appear on the product label. However, it must be stressed that the appropriate Codex reference code and name are maintained to

As the use pattern is specific to pacific salmon, it is proposed that the name is changed to the appropriate Codex name, ie WD 0121 Salmon, Pacific. 10 The cyhalothrin MRLs for legume animal feeds [green] of 1 mg/kg and Legume fodder/straw of 2 mg/kg can be replaced with a single MRL of AL 0157 Legume animal feeds of 2 mg/kg. 3. Commodity group MRLs and exceptions to MRLs. When a commodity group MRL has exception commodities listed after the name, the proposal is to remove the listing and instead of listing each and every exception, there will be an exception descriptor after the commodity group name. In situations where the exception descriptor is used, it will notify the user that 1) There is at least one commodity from the commodity group with a different MRL; and 2) In order to determine which commodities are exceptions to the commodity group, the user will need to check MRL entries with the same Codex letter code for that chemical. For example, checking the FS group letter code for other Stone fruit entries, and checking VL for other Leafy vegetable MRLs etc.
Only those entries listed that have the same Codex group letter code are the exceptions to the commodity group.
Exceptions to Fruit MRLs will be all other MRL entries that have the Codex group letter code starting with F. Exceptions to Vegetable MRLs will be all other MRL entries that have the Codex group letter code starting with V. Exceptions to primary feed commodity MRLs will be all other listed animal feeds for that chemical.
There are some cases where negative exception MRLs have been established, where there is no specific MRL established for the commodity that is listed as an exception. For example, stone fruits, except cherries where no separate MRL has been established for cherries, as cherries do not appear on the product label. Under these circumstances, the current name Stone fruits, except cherries will be retained in the MRL Standard.
Exception descriptors are already used in the FSANZ Food Standards Code for Vegetable, Fruits and Herb MRLs, for example, Vegetables [except as otherwise listed under this chemical]. For convenience and consistency with the FSANZ Food Standards Code, the exception descriptor proposed for use in the APVMA MRL Standard will be except as otherwise listed. It is felt that reference to the whole term except as otherwise listed under this chemical was unnecessary, as it did not convey any additional meaning.
It is anticipated that in the future, search and query functions will allow users to check MRLs that are related to any one commodity group. For example, to find MRLs for peaches, the query function will search for, in the following order, peaches, stone fruit and fruit. All matches will be shown, and this will allow users to clearly identify any relationship between specific MRLs and/or commodity group MRLs.
The proposal will reduce the administrative burden to maintain exception commodity group MRLs. These are prone to errors when not kept up to date. This is particularly evident when a commodity MRL is established and the appropriate commodity group MRL has not been amended to include the exception commodity. It becomes confusing to the user as to which MRL applies for that commodity.

4. Animal feed commodity proposals. 4a. Forage and fodder definitions. In this proposal, definitions for forage and fodder crops will be included in the MRL Standard in the Explanatory Notes section. The definitions proposed are consistent with Codex definitions, such that forage refers to the green succulent foliage plant components, and fodder refers to dry foliage components, that may be cut and exported for trading purposes. The definitions are to aid users of the MRL Standard to distinguish between MRLs for forage and fodder crops. The definitions are primarily intended to assist States and Territories when addressing compliance issues arising from residues in animal feeds and also providers of livestock feeds that are required to undertake residues testing.
The following forage and fodder definitions are being considered for inclusion in the Explanatory Notes section of the MRL Standard:
Proposed MRL Standard Commodity Name Revisions Report, J uly 2006 Page 7 Forage: The succulent or high-moisture stages of the crop which may be grazed directly, or that are cut and fed to livestock without significant drying. Examples include green pastures, failed cereal, pulse or oilseed crops (succulent), corn silage, and lucerne forage.
Fodder: The dry or low-moisture stages of the crop which may be grazed directly after harvest (as in stubble) or cut and readily stored and transported as commodities of trade. Examples include cereal stubble, pasture hay, oaten hay, all types of straw and fodder.
Also under this proposal, green and dry descriptors will be removed from forage and fodder commodity names, unless they are prescribed by Codex for fodder crops. In these situations, the Codex name will be retained so as to lessen any confusion for fodder crops that may be traded internationally. In most circumstances, the definition alone should be sufficient to determine whether a feed is considered green as in forage or dry as in fodder. 4b. The fresh weight descriptor will be changed to [FW]. Animal feed MRLs are normally expressed on a dry weight basis, unless otherwise indicated. In some situations, the APVMA has established MRLs on a fresh weight basis, without requiring correction for moisture percentage. Many of these MRLs are 'at or about' the limit of quantification, and essentially mean that no detectable residues are expected to be found in the raw agricultural commodity, ie on the fresh weight basis. Therefore under these circumstances, moisture correction is not required. In this proposal, animal feed commodities having a fresh weight descriptor will be changed to [FW]. The MRL Standard will include a reference in the Explanatory Notes section to ensure that users understand and become familiar with the term [FW], which represents fresh weight.

4c. Establishment of separate animal feed commodity MRLs. Under this proposal, animal feed MRLs that describe several different commodities, ie such as forage, fodder and hay of several crops will be listed as separate MRLs. Each MRL established will retain the original MRL value. For example, an MRL for Adzuki bean forage, fodder and hay of 5 mg/kg will be replaced with MRLs for Adzuki bean forage and Adzuki bean fodder, each with a value of 5 mg/kg.
As proposed, the definition for fodder crops will include straw or hay commodities, so there will be no need to include these in the fodder commodity name, unless otherwise specified by the Codex name.

Proposed MRL Standard Commodity Name Revisions Report, J uly 2006 Page 10 Summary A full list of the proposed names is included in Appendix 1. The proposals are not intended to impact upon the interpretation of current MRLs. The changes should be viewed as largely administrative, and they will help the APVMA maintain consistency of the MRL Standard. This will benefit users, particularly when search and query capability become available.
Comment is specifically sought on how the proposed changes may impact upon compliance programs performed by State and other government agencies, such as Departments of Primary Industries and the National Residue Survey.
It is also anticipated that upon gaining support for the proposals, they will be proposed for inclusion into the Food Standards Code. This will help maintain consistency between the two Standards. In this regard, comment is sought from Food Standards Australia New Zealand.
