CONVERSION OF OIL/GAS FIRED CONVENTIONAL GENCOS THERMAL UNITS AT
GUDDU, JAMSHORO & MUZAFFARGARH TO COAL


Terms of Reference

1. Background

Pakistan faces energy shortage that decreases industrial productivity and adversely affects the social
welfare of the people. To sustain economic growth and make it more inclusive, a reliable and cost
effective supply of electricity is essential, as electricity is central to almost every aspect of the
countrys sustainable socioeconomic development. It supports commerce and business, maintains and
attracts industrial activities for job creation, and enhances peoples well-being. The fastest and
cheapest way of getting more reasonably priced power into the system is maximizing the use of the
existing power plants. Gencos currently are not operating their power plants due to expensive furnace
oil, and shortage of gas. Therefore, Gencos prefere to consider all possible options, and under present
circumstances coal cannot be ignored, due to extremely low cost as compared to fuel oil. In order to
convert on coal, the existing boilers on conventional steam units in the system will have to be
replaced. To implement the same, the other all areas also need to be addressed such as, technology
will be selected on i) least cost, ii) maximum increase in output, iii) least implementation time and iv)
environmental benefits criteria.

To start with the program, currently following three plants conversion to coal are being considered as:

1. 450 MW at Thermal Power station (TPS) at Jamshoro (Units 1&2)
2. 1350 MW at Thermal Power Station (TPS), Muzaffargarh (Units 1-6)
3. 640 MW at TPS Guddu (Units 1-4)

With the understanding, that it will result in reduced load shedding, by maximum and economical
operation of these plants, thereby reducing the need for the industrial sector to resort to costly self or
captive power generation and other consumers from incurring cost of alternatives. This will provide
the power needed to immediately help address the countrys power shortage in a least-cost manner
that will also add reliability and energy security by diversifying the fuel mix.

2. Objective of the Assignment

The project will require the service of a multidisciplinary team of consultants. An international
consulting firm (the Firm) with national experts experienced in preparation of project documents &
design of power plants in coal area is required to perform for not limited to, the following:
(i) Feasibilities for conversion to coal of three GENCO power plants as enlisted above;
(ii) Environmental Impact Assessment reports for the respective plants;
(iii) PC-1s
(iv) Bidding documents to invite the prospective EPC Bidders


3. Scope of Work

The scope of work will be divided manly into three parts. Part A will focus on feasibilities of a level
acceptable to the local & international donors, and to provide coverage to all areas not limited to as:

Field investigations, soil, Geo-tech, surveys etc as per requirement.
International & Local coal market information, best possible coal specifications options
Finalize the fuel specifications with GHCL before initiating boiler design/related studies
Coal logistics, estimated requirement, handling & storage
Boiler technical aspects
Ash handling, water requirements and waste disposal issues.
Feasibility stage civil related design for structures and foundations
Suggestions/recommendations on the respective units rehabilitation
Estimate the plant life/unit wise capacity after rehabilitation & conversion to coal
Necessary process flow diagrams
Electrical, instrumentation & controls, and mechanical aspects/ specifications.
Man power requirement for plant O&M, and GHCL capacity building guidelines.
Current power market & forecasts for future demand/ country planning
Any issues related to interconnectivity with the system
Project cost estimates, economic, Financial & sensitivity analysis etc.

Secondly part B, EIAs following the internationally accepted guidelines as well as national standards,
and thirdly Part C, the tender documents briefly detailed for the individual units covering all
necessary technical components and commercial conditions (as per the national and international best
practices) enabling GHCL to invite the prospective EPC bidders through international competitive
bidding and shortlist a preferred EPC bidders for further contract award. In order to formalize the
GOP approval PC-1s are required to be furnished side by side to the feasibilities.

4. Qualification of the Firm

The firm shall have provided consulting engineering services involving preparation of project
documents on at least three coal-fired power plant projects and three gas/oil fired projects in the last
10 years of at least 200 MW capacity. Experience in coal conversion & rehabilitation work on
thermal power stations would be preferred. The firm anticipated to have international consultants with
expertise in coal-fired boiler design and operation.

5. Reporting Requirements

The Consultants will prepare and submit to GHCL for review the Feasibilities, EIAs, PC-Is and the
bidding documents, as follows:
(i) The Power plant wise feasibilities (as per the order of priority) for all the individual units/
or identical blocks conversion from oil/gas to coal. Imported coal will be used with
blending option with local coal to an extent that the environmental values remain within
limits. The consultant to provide international coal market study and local coal resources
details. The draft feasibilities to be provided for GHCL review, and after review by
GHCL the final feasibilities to be delivered in hard & soft copies in given time frame.
(ii) EIAs (plant wise) to be completed in parallel to feasibilities (as per order of priority), and
should be completed within the contractual time frame while including public
consultations.
(iii) PC-1s (plant wise, as per order of priority) to be furnished as per the Planning
Commission updated guidelines, the cost estimates of these documents are envisaged to
be matched with feasibilities.
(iv) The inception report shall be submitted to GHCL within the first month of the
commencement of services. The inception report shall outline the proposed work
program and any apparent barriers to prevent the successful completion of the
assignment.
(v) Monthly progress reports shall be submitted to GHCL to address the progress and related
issue. A performance-based payment will be made to the Firm after receiving the
monthly progress report.
(vi) The bidding documents drafts (as per the order of priority) to be submitted, subsequently
the final documents after GHCL review within the contractual time frame.
(vii) And the final reports/documents will be submitted within 15 days of receipt of comments
from GHCL.

6. Implementation period
The project documents are envisaged to be completed within nine (09) months after the
contractual commencement date.

7. Instruction to the Consultants
I. Consultants or association/Joint Venture of consultants who are interested to be
considered for the assignment should submit information in the format indicated in
the attachment form. Firms are required to support their experience specifically.

a. Certificate of registration of the firm as Legal Entity.
b. Registration of firm with relevant professional body i.e., Pakistan Engineering
Council (PEC) as Consultant or with the professional body of their respective
Country.
c. Documents to substantiate the forming of JV/Association (If any)
d. National Tax Number.
e. Audited Statements of Accounts and Annual Turnover for the past three years.
f. List of permanent professional staff along with CVs of relevant core staff.
g. List of total employees from professional staff committed on other projects
h. List of similar works conducting studies for conversion/Coal Fired Power
Plant completed by the firm during last 10 years and similar works
conversion/Coal Fired Power Plant in hand, indicating total cost of such works
and cost of consultancy services received against those works along with date
of start and completion or expected date of completion
i. A certificate / affidavit that the firm has not been blacklisted or debarred by
any Government / Semi-Government/Autonomous / International Body.
j. Status of litigation/arbitration by the firm(s) or by any member of the joint
venture against the client(s), if any

II. Please restrict to the essential information only and do not make your application
cumbersome. On the basis of information received in these applications from
applicants, the GENCO HOLDING COMPANY LIMITED (GHCL) will
prequalify and shortlist consultants who will be invited to submit their
Technical/Financial Proposals through RFP/bidding process.
