The intervention area
Confluence is supporting 12 villages in Luang Prabang province. Target villages are locat-
ed in remote areas of two districts, Xieng Ngeun (5 villages) and Phonexay (7 villages) with
limited access to health infrastructures.

How to support the initiative ?
The success of the Luang Prabang soaps for schools initiative lays on the reliable
supply of soaps, a sustain source of free used soaps and an effective collect & produc-
tion and a good distribution network. The hotel sector in Luang Prabang has a key role
to play in the project.
Hotels and guest-houses could organize the collection of used soap left by
guests with their room service personnel. Used soaps would then be collect-
ed, recycled and distributed for free to schools.
How does it work?
Confluence is a French non-governmental organisation active in the sector of rural devel-
opment in Laos. Since April 2013 Confluence is supporting rural communities in Luang Prabang to
develop sustainable access to clean water and improved sanitation facilities and to help them adopting
safer hygiene practices.
Developing access to clean water supply - Construction of new water supply systems and rehabil-
itation of damaged ones ; Assistance to the communities in the establishment of village water commit-
tees to operate and maintain the water systems ; I ntroduction of water treatment solutions like water
filters or domestic chlorine water treatments for households, schools and health centers as alternatives
to fire boiling water.
Sanitation and hygiene - Construction of child-friendly toilet blocks in schools with permanent ac-
cess to water and soap supply ; Promotion of safe hygiene practices in schools ; Development of sani-
tation services for the rural communities by small local private operators ; Stimulation of the demand
for sanitation and sustaining communities behavior change towards.
Through partnerships with the Department of Natural Resources and Environment and the Department
of Health, Confluence reinforces the capacities of the local authorities on technical aspects, tools and
methodologies while defining appropriate approaches based on local partners knowledge.
Confluence and AEP NK2 project in brief Hand-washing with soap
In rural areas of Laos, poor sanitation and unsafe hygiene behaviors are impacting on the development
of young children. A sick child has limited learning capacities and reduced school attendance.
Children must have access to safe water and good sanitation facilities and hand-washing with soap
at critical times (after defecating and before eating or preparing food) is determinant for their health.
Hand-washing with soap can significantly reduce the incidence of some of the deadliest disease for chil-
dren under 5-years old like diarrhea and diarrhoea-related diseases (cholera and dysentery), pneumo-
nia, trachoma, scabies, skin and eye infections.
The promotion of hand-washing with soap is a key aspect of Confluence strategy to improve health
conditions in rural communities. Confluence designs schools toilets where young students have per-
manent access to water, adapted facilities and soap and implements with the teachers hygiene
education activities in for the kids.
