A BRIEF ON RCI P TANZANI A




1.0 I NTRODUCTI ON
Tanzania Communications Infrastructure and eGovernment Project
(RCI P Tanzania) is a World Bank funded project whose objectives are to
support the Governments efforts to:
(i) Lower prices for international capacity and extend the geographic
reach of broadband networks; and
(ii) I mprove the Governments efficiency, transparency and quality of
service delivery to the public through e-Government applications.


The above objectives are in line with the National Development Vision
2025 that envisages Tanzania to become a Regional HUB OF I CT
I NFRASTRUCTURE AND SOLUTI ONS for enhancing sustainable
social economic development and accelerated poverty reduction, and are
also addressing the goals of MDGs of 2015, all of which are stated in the
National I CT Policy (2003). The policys key objectives are to transform
Tanzania into information- and knowledge-based society and to enhance
nation-wide economic growth and social progress through encouraging
the application of I CTs in all sectors.

1.1 RCI P Tanzania Project I mplementing Agencies:


The Principal Project Implementing Agencies are the Ministry of
Communications, Science and Technology (MCST) and the Presidents

Office Public Service Management (PO-PSM). The implementing
agencies are responsible to ensure that the respective project activities
are carried out in accordance with agreed project objectives and
performance targets. Other stakeholders of the project are the
beneficiaries namely; Central Medical Stores Department - MSD of the
Ministry of Health and Social Welfare; Muhimbili National Hospital
MNH; Registration of Insolvency and Trustees Agency-RI TA; Land
Acquisition and Registration Department of the Ministry of Lands,
Housing and Human Settlements; and Ministry of I ndustries and Trade -
MI T.

1.2 RCI P - Tanzania Project Components:

There are four project components which are:

(i) Component 1 - Enabling Environment
The intention is to build and strengthen internal capacity for the
formulation, and review of policy, and regulatory environment, and
promote further sector reform so as to maximize benefits from access to
international capacity; and review and improve on institutional
arrangements for the implementation and operation of the national ICT
backbone network.
Some of the activities include:
Drafting of e-legislation and regulatory framework
Development of PPPs in the context of e-Government applications
and Universal Access strategy
Feasibility studies for e-Procurement and Workflow and Document

Management applications,
Capacity building for Monitoring and Evaluation (M & E), and
Environmental studies on Connectivity project activities

(ii) Component 2 Connectivity
The component facilitates the carrying out of Feasibility study on
determining connectivity conditions and requirements for cross-border
facilities and services at all Tanzanian border points; the purchase of
equipment for Government Communications Network and support for
the extension of coverage and access to ICT services in rural areas using
PPP arrangements.
Support the operationalization of the Universal Communications Access
Fund (UCAF), and the conducting of a study to identify and set up best
criteria for selecting (on a priority order) areas which should benefit with
the Fund.

(iii) Component 3 e-Government Applications

This component encompasses implementation of e-Government
applications of:
creation of a National Business Portal that will provide a one stop
shop (i.e., website) for registration of business information needed by
the public and the business community;
implementation of a pilot exercise on e-Procurement for Medical
Stores Department (MSD);
improvement of health care and delivery of health services using

Tele-medicine system (e-referrals, e-radiology, etc) at MNH;
scaling up of the National Vital Registration System by extending
coverage of an electronic vital records registration systems for births,
deaths, marriages, divorcees, and wills; and
enhancing accessibility of Land Records in order to improve the
quality of land records and associated facilities and services and make
them available to the public.

o Development of eGovernment guideless and standards
o Development of eGA M &E Framework
o Development of Framework of ICT Units within MDAs
o Development of eGA Information ,Education and Communications (IEC)
Strategy
o Development and Airing of TV Programmes

(iv) Component 4 Project Management Support

This component is meant to strengthen the institutional arrangement;
and provide support to the coordination of the implementation of the
RCIP Tanzania project in relation to Project Management related issues
that include; Project Coordinator, Procurement Specialist, Financial
expert, and an Environment Expert.
