FISHERIES IN INDIA

India ranks third in the total fish production of the world. The major contributors to Indian fish
production are marine capture fisheries (2.99 million tonnes) and freshwater aquaculture (2.93 million
tonnes) and they constitute about 86% of the total fish production in India which is over 6.8 million
tonnes with a turnover of Rs. 300 billion. Though Indian fisheries sector started on subsistence level, it is
slowly growing out to be an industry, both in marine and inland fisheries. Compared to the present total
fisheries production, the potential production in 2012, including marginal increase in mariculture, inland
capture fisheries and cold water fisheries is projected at Rs. 9.95 million tonnes, which is over 40% gap to
be bridged.
Fisheries are an important sector in India--it provides employment to millions of people and
contributes to food security of the country. With a coastline of over 8,000 km, an Exclusive Economic
Zone (EEZ) of over 2 million sq. km., and with extensive freshwater resources, fisheries play a vital role.
Presently, fisheries and aquaculture contribute 1.07 per cent to the national GDP, and 5.30 per cent to
agriculture and allied activities, while the average annual value of output during the Tenth Five Year Plan
(2002-2007) was Rs31,682.50crores.
India has played an important role in global fisheries as the third largest producer of fish in the world
and the second largest producer from aquaculture. With a contribution of 2.9 million tonnes from marine
and 4.2 million tonnes from the Inland sector, fisheries continue to make a significant contribution to
nutritional security. The contribution of the fisheries sector, at an annual growth rate of 4.5%, is estimated
at 1.07% to the GDP. The sector is a major foreign exchange earner, with revenue reaching
Rs.7,620crores in 2007-08; this accounts for about 14% of agricultural exports. Apart from a long
coastline India has a vast area covered by estuaries, backwaters, lagoons, etc. We also have huge inland
fisheries resources with enormous scope for increasing fish production through freshwater aquaculture.
The Government is developing a road map for enhancing food fish production to 10 million metric tonnes
by 2012. In addition to meeting the domestic demand, we intend to enhance our export earning potential
in terms of value added products and ornamental fish trade.
The country has 429 Fish Farmers Development Agencies (FFDAs) and 39 Brackishwater Fish
Farms Development Agencies (BFDAs) for promoting freshwater and coastal aquaculture. The annual
carp seed production is to the tune of 20 billion and that of shrimp about 8 billion, with increasing
diversification in the recent past. Along with food fish culture, ornamental fish culture and high value fish
farming are gaining importance in the recent past. With over 2.4 lakh fishing crafts operating in the coast,

six major fishing harbours, 40 minor fishing harbours and 151 landing centres are functioning to cater to
the needs of over 3.5 million fisherfolk.

FISH PRODUCTION IN INDIA


Fish production in India is set to cross 13 million tonnes (MT) mark by 2016 from the current level of
over nine million tonnes, according to a study brought out by the top industry body Assocham. "With
appropriate incentives, coupled with robust investments in infrastructure, fish production in India can
grow at a compounded annual growth rate (CAGR) of about 7 per cent during the next four-five years
from the current level of over 3.5 per cent CAGR," according to the study titled `Fisheries A Prize Catch
in Indian Export Basket'. The study was released here today by the Associated Chambers of Commerce
and Industry of India (Assocham). "India is the second largest source of aquaculture production in the
world after China. Inland fisheries, reservoirs and freshwater aquaculture are the pillars of growth.
Besides floodplain lakes and wetlands, irrigation canals, saline and waterlogged areas too contribute
towards output," Assocham Secretary General D S Rawat told reporters. India's share in fisheries
production globally is about 5 per cent and marine inland fishery exports account for just 2 per cent of the
global trade in the sector, it said. Considering an erratic and lower marine catch in India, the industry
body has asked the Government to incentivise aquaculture and inland fisheries to achieve steady to higher
growth rate and offset the lower growth in marine fisheries.
Indian fisheries and aquaculture is an important sector of food production, providing nutritional
security to the food basket, contributing to the agricultural exports and engaging about fourteen million
people in different activities. With diverse resources ranging from deep seas to lakes in the mountains and
more than 10% of the global biodiversity in terms of fish and shellfish species, the country has shown
continuous and sustained increments in fish production since independence. Constituting about 4.4% of
the global fish production, the sector contributes to 1.1% of the GDP and 4.7% of the agricultural GDP.
The total fish production of 6.57 million metric tonnes presently has nearly 55% contribution from the
inland sector and nearly the same from culture fisheries. Paradigm shifts in terms of increasing
contributions from inland sector and further from aquaculture are significations over the years. With high
growth rates, the different facets of marine fisheries, coastal aquaculture, inland fisheries, freshwater
aquaculture, coldwater fisheries to food, health, economy, exports, employment and tourism of the
country.

INLAND FISH PRODUCTION IN INDIA


Indias freshwater resources consists of rivers and canals (197,024 km), reservoirs (3.15 million ha),
ponds and tanks (235 million ha), oxbow lakes and derelict waters (1.3 million ha), brackish waters (1.24
million ha) and estuaries (0.29 million ha). The inland capture fish production has increased from 2845
tonnes in 2001 to 4981 tonnes in 2011.
The country is endowed with vast resources in terms of ponds & tanks, rivers & canals, reservoirs,
lakes and other water bodies having immense scope for development of fisheries to strengthen the food
security, generate employment opportunities and earn foreign exchange with the ultimate objective of
improving the socio economic status of fishers and other people engaged in the sector. In this direction,
the Government of India formulated and launched the Centrally Sponsored Scheme on Development of
Inland Fisheries and Aquaculture under macro-management approach in States/UTs during the 10th
Plan. The total outlay approved for the entire 10th Plan period is Rs 135.00 crore. The components
approved under the scheme are: i) Development of Freshwater Aquaculture;
ii) Development of Brackishwater Aquaculture;
iii) Coldwater Fisheries and Aquaculture;
iv) Development of Waterlogged Areas;
v) Productive Utilization of Inland Saline/Alkaline Soils for Aquaculture; and
vi) Integrated Development of Inland Capture Resources (reservoirs/riversetc.)

The expenditure on developmental activities will be shared on 75:25 basis by the Government of India
and the State/UT Governments in respect of all aforesaid components. The two components namely,
Development of Freshwater Aquaculture and Brackishwater Aquaculture are to be implemented by a
single agency (FFDA). The remaining four components are to be implemented through the Fisheries
Department of the respective States/UTs. The States/UTs is required to bear full cost on base as well as
incremental staff salary, maintenance of vehicle, office contingencies and acquisition of land wherever
necessary, etc. The cost towards purchase of vehicles will, however, continue to be shared on 50:50 basis
between

the

Government

of

India

and

the

State/UT

Governments.

The Government of Indias share is in the form of grant-in-aid for all the items given under each
component as per the approved norms. Subsidy on these items is given only once to a beneficiary. In

addition to individual beneficiary, the financial assistance under the above components of the scheme is
also available to Self-Help Groups, Women Groups, and Fisheries Cooperative Societies etc. The
State/UT Governments on all these components have to make a matching contribution.

Besides subsidy on the approved items under the scheme, the balance amount for these items may be
obtained as loan made available to the beneficiaries through FFDAs/States/UTs Fisheries Department
from lead banks/participating banks. Subsidy for all approved items under the scheme can also be given
to a beneficiary if the remaining cost of items is contributed by him from his/her own resources and is
duly certified by the FFDAs/States/UTs Fisheries Department.

Marine Fisheries contributes to food security and provides direct employment to over 1.5 mn fisher
people besides others indirectly dependent on the sector. According to the CMFRI Census 2010, there are
3,288 marine fishing villages and 1,511 marine fish landing centres in 9 maritime states and 2 union
territories. The total marine fisherfolk population was about 4 million comprising in 864,550 families.
Nearly 61% of the fishermen families were under BPL category. The average family size was 4.63 and
the overall sex ratio was 928 females per 1000 males. Almost 58% of the fisherfolk were educated with
different levels of education. About 38% marine fisherfolk were engaged in active fishing with 85% of
them having full time engagement. About 63.6% of the fisherfolk were engaged in fishing and allied
activities. Nearly 57% of the fisherfolk engaged in fish seed collection were females and 43% were
males. Among the marine fishermen households nearly 76% were Hindus, 15% were Christians and 9%
were Muslims. The overall percentage of SC/ST among the marine fishermen households was17%.
The Indian coastline can be delineated into 22 zones, based on the ecosystem structure and functions. The
Indian boat type ranges from the traditional catamarans, masula boats, plank-built boats, dug out canoes,
machwas, dhonis to the present day motorized fibre-glass boats, mechanized trawlers and gillnetters. In
the marine fisheries sector, there were 194,490 crafts in the fishery out of which 37% were mechanized,
37% were motorized and 26% were non-motorized. Out of a total of 167,957 crafts fully owned by
fisherfolk 53% were non-motorized, 24% were motorized and 23% were mechanized. Among the
mechanized crafts fully owned by fishermen, 29% were trawlers, 43% were gillnetters and 19% were
dolnetters.
The bulk of the catch comprises oil sardines, followed by penaeid and non-penaeid shrimp, Indian
mackerel, Bombay duck, croakers, smaller quantities of cephalopods, other sardines and threadfin
breams.(CMFRI 2008). India's marine capture fish production ,increased from 2811 tonnes in 2001 to
3250 tonnes in 2011.

EXPORTS OF FISH PRODUCTS


Fish and fish products have presently emerged as the largest group in agricultural exports of India, with
5.2

lakh

tonnes

in

terms

of

quantity

and

Rs.7,200crores

in

value.

This accounts for around 3% of the total exports of the country and nearly 20% of the agricultural
exports. More than 50 different types of fish and shellfish products are exported to 75 countries around
the world.

FISHERIES IN KERALA
Fisheries play a crucial role in the overall economic development of the State. Kerala holds the number
one place in the countrys fishery economy. The three estate of the fishery economy, viz the water
resources, the fish resources and the human resources are at their best in the Kerala fishery economy. All
our efforts to the development, conservation and perpetuation of these estates of our fishery economy
were pioneered by Kerala. Governance of the Fisheries sector is vested with the Minister of Fisheries. All
the development and management programmes envisaged by the Government in the Fisheries sector are
being implemented by the State Department of Fisheries.
The Department of Fisheries is headed by the Director of Fisheries. Sustainable utilization and
development of fisheries sector, both marine and inland aiming to the economic growth, food &
nutritional security and for socio-economic development of fisher folk. The sustained development of the
fisheries sector imparting training to the functionaries and in turn to the Farmers/ Fishermen in areas of
special interest is the most crucial factor. With the complexity in technology the task of dissemination of
knowledge and skill become complex which warrants sustained and systematic efforts on the part of
Department of Fisheries.
In Kerala, fishing industry occupies an important position in its economy. Keralas share in the
national marine fish production is about 20-25%. The water resources of this state comprise of a coastline
of 590 km length having a continental shelf area of the sea adjoining the Kerala state is 39139 sq. km.
Fisheries sector contribute 3% of the economy of the state.
