Subject: FIR against Balraj Singh, IAS (Rtd) and Raj Krishan Sharma, Section Officer (Legal
and Recovery), Haryana Khadi and VI Board, Bays 63-65, Sector-2, Panchkula with others.
Sir,
Please find attached here with all relevant noting part, copies of false complaints along with
defamation notice issued by my Advocate to the fake persons.
It is submitted that:
1. Naresh Kadian, working as Technical Supervisor (Leather), Haryana Khadi and Village
Industries Board, Bays 63-65, Sector-2, Panchkula, now placed under suspension.
2. Shri Balraj Singh, IAS, now retired and working as Vice Chairman, Tau Devi Lal Trust, was the
Chief Executive of the Haryana Khadi and VI Board and Naresh Kadian efficiency bar crossing
matter was placed before him many times, with the recommendations of the Establishment
branch with the comments of then Member Secretary of the Board but instead of approving the
proposal he twisted the matter ignoring the instructions issued by the Chief Secretary of Haryana
about treating blank of unrecorded ACRs of Naresh Kadian, in fact he failed to perform his
official duties and to obey the time frame policy of recording ACRs of subordinate staff of the
Board, in case of Naresh Kadian.
3. On December 15, 2009, Raj Krishan Sharma,Section Officer (Legal and Recovery) discussed
the matter of crossing of EB of Naresh Kadian with CE and with the consultation of Balraj
Singh, IAS then CE of the Board recorded unnecessary and biased facts misusing their power
and Authority to harass, create heavy financial loss and mental torture to Naresh Kadian, which
became great hardship to him along with his dependents because his junior officials always get
more financial service benefits and Naresh Kadian interests were being ignored till date, due
melafide proposal and decision dated December 15, 2009. In fact it was a criminal conspiracy
against Naresh Kadian, to compelling him to take suicidal attempt.
4. Raj Krishan Sharma, SO (L&R) lodge false complaint with EoW, Panchkula against Naresh
Kadian, like wise misusing the office of Secretary, Haryana Khadi and VI Board, he managed
another false complaint against Naresh Kadian, claim to be this complaint and the forwarding
letter, both were typed and printed on same equipments of Haryana Khadi Board, defamation
notice was issued but Ishmylabad, Kurukshetra Police reported that both complainant were not a
resident of address claimed by them in the complaint, hence all these were fabricated by Raj
Krishan Sharma, SO (L&R) adopting criminal conspiracy, misusing his power and Authority
with melafide intention.
5. Raj Krishan Sharma, SO (L&R) of the Board running another profession of tanter manter at his
residence in Panchkula and Kaithal, even during office hours of duty period, managing website
as well for this purpose Aradhana Mission, for personnel gain and profit besides Khadi Board
duties, in fact he is involved in misguiding and cheating public and his clients, promoting
undhvishwas all around. He had been arrested by the Panchkula Police, claimed to be under
Police custody for more than 48 hours, concealed these facts from Khadi Board.
6. Raj Krishan Sharma managed the position of Secretary of the Board, which is against section 4
and 6 of the Board Act, where as these orders were not placed before the Law Department for
vetting, violating the Honble High Court orders, passed in CWP No. 4274 of 2011 Nanak
Chand, 24106 of 2011 Ravinder Pal, 9974 of 2012 Vijay Kumar and Anr.
7. FIR may kindly be lodged against Raj Krishan Sharma, SO (L&R) along with Balraj Singh, IAS
(Rtd) with others, their lie detector test, brain mapping and Narco test required, for fair
investigation and natural justice.
It would be pertinent to mention here that being an Establishment branch In charge, he always
twisted the matter relating to Naresh Kadian, many times pay and suspension allowances were
illegally withheld along with annual increments, as per Govt. policy official substance
allowances of suspended official can increased but Raj Krishan Sharma never placed this
proposal willingly with melafide intention, in past he proposed two charge sheet for same reason
and never properly examining the matter related Naresh Kadian, his replies and papers
countersigned by the Civil Surgeon, Faridabad.
