The regulations of the Code are not quoted in this Specification. 2 SCOPE 2.1 This specification together with the vessel drawings, requisitions and purchase order / inquiry, indicates the requirements to be met by the Seller in the design, fabrication, inspection, testing and supply of unfired pressure vessels. 2.1.1 In case of conflicts, the purchase order and drawings take precedence over this specification. 2.1.2 All unfired pressure vessels shall be designed, fabricated, inspected and stamped in accordance with the requirements of the latest edition of ASME Boiler and Pressure Vessel Code, Section VIII, Division I or Division II and the respective Addenda, with the conditions expressively indicated in this specification. 2.1.3 All deviations from this Specification, the purchase order, or the drawings shall have the written approval of the PDVSAs representative. 3 REFERENCES The latest edition of following standards and PDVSA specifications shall form part of this specification. Manufacturer shall verify external loads on shell or heads (piping, platforms, etc.) 4.1.3 The Maximum Allowable Working Pressure shall be limited by the shell or head, not by minor parts. 4.1.4 All vessels shall be designed to be freestanding. 4.1.5 All vessels shall be designed for either wind or earthquake loading, whichever is greater: It is assumed that wind and earthquake loads do not occur simultaneously. 4.1.6 The deflection of vertical vessels under normal operating conditions shall not exceed 0,15 m per 30,5 m of length (6 inches per 100 ft). 4.1.7 Localized shell stresses at all supporttoshell locations shall be evaluated and shall include considerations, as applicable, of windload, earthquake and all other loadings described in UG22 of ASME Code. 4.1.8 Manufacturer shall run stress analysis for all pipe supports and platforms clips to be welded to shell and heads. If needed, reinforcing pads shall be welded. 4.1.9 When reinforcing pads are used under supports, consideration should be given to stresses due to possible temperature differentials between the vessels, pads and supports. 4.1.10 PDVSA reserves the right to inquiry Manufacturer Finite Element Analysis (FEM) for stress concentration points. 4.2 Combinations of Loads Design loads definitions and load combinations shall be in accordance with PIP VECV1001, Vessel Design Criteria ASME Code Section VIII, Division 1, subtitles 5.10 (Design Load and Load Combinations) and 5.10.9 (Load Combinations), except for seismic and wind loads. 4.3 Wind Load Requirements Wind loads requirements shall be per COVENIN 2003, Acciones del Viento sobre las Construcciones. 4.4 Seismic Loads Requirements Seismic and earthquake loading shall be calculated in accordance with PDVSA Specifications JA221 and JA222. The maximum displacements shall not exceed stated limits of Section 3.7 herein. 4.5 Supports 4.5.1 Vertical vessels shall normally be supported on skirts or lugs. REVISION FECHA ENGINEERING DESIGN MANUAL PRESSURE VESSEL DESIGN AND FABRICATION SPECIFICATION DEC.98 5 PDVSA D211 Pgina 5 .Men Principal Indice manual Indice volumen Indice norma PDVSA Small slightly loaded vessels may be supported on structural steel legs. 4.5.2 Skirts shall be designed to be attached to both bottom head and base ring by continuous welds. 4.5.3 Welded joints in the skirt shall be double welded butt joints 4.5.4 Skirts shall be provided with openings for ventilation. a. Skirts larger than 900 mm in diameter shall be provided with an access opening of at least 450 mm in diameter, except when the interior of the skirt is accessible from below. b. Openings for piping connections to the bottom of the vessel shall be provided as required. c. When skirt is to be provided with insulation or fireproofing, all opening shall be provided with ring or collars projected to equal the insulation or fireproofing thickness. Sleeves shall be of sufficient size to provide clearance for painting, insulation and expansion. Sleeve material shall be the same material composition as that portion skirt and shall be continuously fillet weld inside and outside. 4.5.5 Horizontal vessels supported by saddles shall be designed according to the method of L. P. Zick. 4.5.6 Horizontal vessels shall be provided with welded steel saddles, one of them anchored and the other free to move in the axial direction on the foundation. 4.5.7 When temperature expansion will cause more than 3/8inch change in the distance between the saddles, a slide bearing plate shall be used. 4.6 Vessel Drawings 4.6.1 PDVSAs representative shall furnish seller with vessel design drawings, which can not be approved as workshop drawings Seller shall provide complete ASME code design calculations (including wind and earthquake), mechanical details, shop fabrication working drawings, material list, and has the responsibility for ASME code stamping. The Seller shall also furnish: S Welding details. S Details of insulation clips and rings. S Details of nozzles including reinforcements. S Details of tray supporting rings. S List of materials with specifications. 4.6.2 The Seller shall supply fully dimensioned detail drawings including, as a minimum, all the information shown in Sellers data sheet. Drawings are also required of all gaskets and internal, such as trays, cyclones, etc. if applicable. The reference line shall be permanently marked on the shell. 4.6.4 Copies of the Sellers drawings shall be submitted to the PDVSAs representatives for approval before any work shown on the drawings is commenced. One copy shall be returned bearing the PDVSAs representatives stamp and notations of any required changes. Number of copies required of required documents shall be included in purchase order. All drawings shall be on reproducible and electronics format once approved by the PDVSAs representative. 4.7 Wind Induced Vibration of Vertical Vessels Per subtitle 5.11 of PIP VECV1001, Vessel Design Criteria ASME Code Section VIII, Division 1. 4.8 Confined Joints and Gasket Centralizer Per subtitle 5.13.8.3 of PIP VECV1001, Vessel Design Criteria ASME Code Section VIII, Division 1. 4.9 Connections 4.9.1 Flanges shall be per ASME Standards B16.4 and B16.47, or per ASME Code Section VIII, Division 1, Allowable stresses shall be determined by ASME Code Section II. ASME B16.47 Series (A or B) shall be indicated by the PDVSAs representative on the Data Sheet. 4.9.2 Unless otherwise specified the minimum size connections shall be 2, flanged and shall have the same Pnumber as the vessel shell. Corrosion protection equivalent to that of the vessel shall be provided. 4.9.3 Drain connections or other connections which may be used as drains shall be trimmed flush with the inside of the vessel. 4.9.4 All other connections may project internally up to the extent required for welding and be contoured to shell but the projection of nozzles within tray areas shall not interfere with tray installation or removal. 4.9.5 All inside edges of connection, whether flush or projecting shall be ground to a minimum radius of 3 mm. 4.9.6 Flanged connections may be constructed as integrally forged nozzles or may be built up from seamless pipe or rolled plate butt welded to forged welding neck flanges. Forged slipon may be used for 150# ANSI nozzles where the design temperature is under 260 _C. (50 psia) and design temperatures equal or less than 232 _C (450 F) may be of special built up plate design. 4.9.8 Flange rating, facing and finish, material and bolting will be specified on PDVSAs representative drawing or Data Sheet. a. Wherever possible, the flange rating and facing shall be consistent with the specification of the connecting piping. b. Manhole and handhole flange facing shall be similar to nozzles in the same section of the vessel. c. Where adjacent nozzles are ring type joint, manhole facing shall be small tongue and groove with the groove on the manhole flange. d. Flange finish if not specified on PDVSAs representative drawings or Data Sheet shall meet the requirements of ASME B16.5. e. Bolt holes of bolted connections shall straddle the natural horizontal and vertical centerlines for horizontal vessels and the vertical and northsouth centerlines for vertical vessels. f. Vent and drain nozzles shall be sized as specified on PDVSAs representative drawing and Vessel connections may not be less than 2 (see paragraph 5.11.1). 4.10 Inspection and Access Openings 4.10.1 The location, quantity, and size of manholes shall be specified to ensure that all interior areas are accessible as required. Additional manholes over and above the minimum requirements of the respective division of Section VIII of the ASME Code, shall be provided in vessels for installation and removal of vessel internals such as fractionating trays, moisture separators, etc. 4.10.2 Manholes shall be usable from a ladder, platform or grade 4.10.3 Manholes shall normally be 24 nominal pipe size and shall be provided with bolted cover and davit or hinges for handling, except where larger manholes are required for installation of internals or similar purposes. 4.10.4 Manholes shall be equipped with either a davit or hinge to facilitate handling of the blind flange 4.10.5 Handholes shall be a minimum of 6 nominal size. Studded pad or nozzle type may be used and shall be provided with a bolted cover. Minimum external projection for nozzle type shall be used. Materials shall not be substituted for those specified without prior written approval of PDVSA. 5.1.2 Materials of construction for vessel parts subject to internal or external pressure shall conform to the specifications given in the specified Division of Section VIII of the ASME Boiler and Pressure Vessel Code limited to the extent indicated in the following paragraphs of this section. 5.1.3 Equivalent substitutes may be specified for materials of construction for pressure vessels with the approval of PDVSAs representative, however, to assure code stamping, all materials for pressure parts must comply with the respective Division of Section VIII of the ASME. 5.1.4 Pressure holding components constructed of rolled plate for carbon steel vessels shall generally be of the same or comparable material as that used for the shell and heads. 5.1.5 The plate used for reinforcing pad shall be the same composition steel as that used for the shell or head to which it is connected. 5.2 Bolting and Gaskets 5.2.1 Bolting and gaskets for service operation shall be supplied with the vessel by the Seller in accordance with the material specifications shown on the PDVSAs representative drawings for all flanged connections for which cover plates are being furnished Following is a list of minimum requirements for bolting and gaskets: Bolting: 5.2.2 When the design temperature is less than 450 _C (850 _F) all external bolts such as those used on manholes and pipe connections shall conform to A193 Gr. B7 material and nuts conforming to A194 Gr. 2H. 5.2.3 For temperatures between 450 _C (850 _F) and 590 _C (1100 _F), all external bolts shall conform to ASTM A193 Gr. 16 and the nuts conforming to ASTM A194 Gr. 7. 5.2.4 For carbon steel vessels all internal bolts shall be conforming to A193 Gr. B6 (AISI 416) material. 5.2.5 All internal bolts for connections, tray supports and corrosion areas shall be stainless steel 304 or 316, except for fluids containing chlorine or other stainless REVISION FECHA ENGINEERING DESIGN MANUAL PRESSURE VESSEL DESIGN AND FABRICATION SPECIFICATION DEC.98 5 PDVSA D211 Pgina 9 .Men Principal Indice manual Indice volumen Indice norma PDVSA steel corrosive elements. On such case, Manufacturer shall obtain PDVSAs representative approval. Gaskets: 5.2.6 Gasket specified shall be supplied by the manufacturer unless otherwise specifically noted. 5.2.7 For pressures less than 30 kg/cm 2 (400 psi) and temperatures between 30 _C (20 _F) and 340 _C (650 _F) the use of compressed gaskets 1/16 thick in accordance with ASME B16.21 is recommended. 5.2.8 Over 340 _C (650 _F) and/or 30 kg/cm 2 (400 psi) spiral wound gaskets, in accordance with ASME B16.20, shall be used. 5.2.9 Use Teflon impregnated gaskets for temperatures below 30 _C (20 _F). 5.3 Skirt for Stainless Steel or HighAlloy Vessel 5.3.1 Per subtitle 5.18.2.5 of PIP VECV1001, Vessel Design Criteria ASME Code Section VIII, Division 1. 6 FABRICACION 6.1 General 6.1.1 The thickness of plate used for shell and heads shall be minimum. 6.1.2 Shell plates shall be laid out so there will be a minimum of welded seams. For vessels having more than one course, longitudinal joints shall be staggered. 6.1.3 Longitudinal and circumferential seams of shells, all seams in spherical shells and builtup heads shall be located to clear openings, theirs reinforcing pads, saddle wear plate, tray and insulation support rings. When any case mentioned above is unavoidable, the seam shall be ground flush and examined prior to welding. 6.1.4 External shell attachments such as platform clips, pads, pipe support and guide clips shall be provided as required. 6.1.5 Reinforcing pads shall be provided with a tapped telltale hole located at 90_ off the longitudinal axis of vessel. 6.1.6 When required, opening shall be reinforced for new and cold, as well as for corroded condition. 6.1.7 Vessels to be insulated shall be provided with insulation supports as required in accordance with Engineering Design Standard PDVSA 10603.2.404 Insulation Supports for Vertical Vessels Hot Service and A2.224 Insulation Supports for Horizontal Vessels Hot Service. REVISION FECHA ENGINEERING DESIGN MANUAL PRESSURE VESSEL DESIGN AND FABRICATION SPECIFICATION DEC.98 5 PDVSA D211 Pgina 10 .Men Principal Indice manual Indice volumen Indice norma PDVSA 6.1.8 When required, vessels shall be provided with lifting lugs. 6.1.9 The PDVSAs representative shall approve necessity for and location of lifting lugs. 6.1.10 Vessels provided with manholes, liquid level controls or relief valves 12 feet above grade, shall be equipped with caged ladders and platforms. 6.1.11 Ladder and platform lugs shall be shopwelded to the vessel. 6.1.12 Where vertical vessels require insulation, fabricator shall furnish and install support rings. 6.1.13 Reinforcing rings may also be utilized in supporting insulation. 6.2 Welding 6.2.1 Vessels shall be designed on the basis that pressure holding welds shall normally be full penetration double welded butt joints. 6.2.2 Internal shell attachments such as deck supports angles, lugs, clips and seats shall be designed to be welded to the vessel shell or head by continuous fillet welds. 6.2.3 The layout of seams shall be, to the maximum extent possible, such that the longitudinal seams are not within the downcomer area of trays or behind any obstruction that prevents inspection of these welds. 6.2.4 Welding procedures shall conform to ASME code, Section IX, manufacturers welding procedure and qualification records shall be submitted for approval of PDVSA upon receipt of purchase order. Welding shall not be performed prior to purchasers order approval of welding procedure and qualification. 6.2.5 Vessels shall be welded by fusion arc process. 6.2.6 Pressure holding seams shall be normally full penetration double welded butt joints. 6.2.7 Where double welded butt joints are not practical, full penetration welds shall be made by GTAW or GMAW process. 6.2.8 Backing strips are only permitted for small diameter vessels when the second side or back side of the weld is not accessible. The backing strips shall be nonconsumable. 6.2.9 Nozzle attachment welds shall be of the full penetration type. 6.2.10 Unless internal piping is required, all drain nozzles shall be flush with inside of vessel. Other nozzles may not extend more than 12 mm inside vessel and must be contoured to shell and rounded. Either magnetic particle or dye penetrant inspection of root pass shall be done. A final dye penetrant or magnetic particle inspection is to be done after PWHT. 6.2.13 All external supports, support rings, pads, and structural brackets attached to the vessel shall be seal welded all around to prevent corrosion between the vessel and attachments. When seal welding all around is not practical, provision for drainage shall be made; e.g., a gap in the lowpoint weld. 6.2.14 No welding shall be allowed within the any place where proper visual inspection of the weld is impossible. 6.2.15 Radiographic examination shall be performed when required by the ASME Code. 6.3 Internals 6.3.1 Trays shall be furnished by tray fabricator and installed by vessel manufacturer. 6.3.2 Tray support rings and downcomer bolting bars shall be furnished and installed by vessel manufacturer. 6.3.3 On vessels with internals, where a vessel manhole is not located in the top head, internal rigging clips shall be provided to facilitate handling of the internals. 6.3.4 An external Davit for lifting the removable internal components shall be provided. 6.3.5 Vessels internals and all portions of each vessel shall be selfdraining and selfventing to ensure complete elimination of liquid and vapors from the vessel when drained and vented. 6.3.6 The tray fabricator shall submit complete shop details, including installation instructions and packing list, to purchaser for approval and transmittal to vessel fabricator. 6.3.7 Trays shall be designed for a uniform live load of 14.88 kg/m 2 (10 psf pounds over square foot) or the weight of water setting, whichever is greater, and for a concentrated live load of 111 kg (250 lbs). 6.3.8 At the design loading the maximum deflection of trays shall not exceed: a. Up to 3 m (10 ft) diameter 3,2 mm (1/8 inch) b. Larger than 3 m (10 ft) diameter 4,8 mm (3/16 inch) REVISION FECHA ENGINEERING DESIGN MANUAL PRESSURE VESSEL DESIGN AND FABRICATION SPECIFICATION DEC.98 5 PDVSA D211 Pgina 12 .Men Principal Indice manual Indice volumen Indice norma PDVSA 6.3.9 The minimum thickness of internal plateworks and support rings shall not be less than 6,4 mm (inch). 6.3.10 Internal flanges shall be ASME Class 150lb slipon type or fabricated from plate. 6.3.11 Carbon steel internal flanges shall be fastened with carbon steel squaredhead machine bolts and square nuts tackwelded to the flanges to avoid loosening. 6.3.12 Removable internals shall be made in sections that can be removed through the manholes. 6.3.13 Removable internals shall not be provided with corrosion allowance. 6.3.14 For openings connected to pump suction, a vortex breaker shall be provided. 7 INSPECTION 7.1 Purchaser reserves the right to inspect the vessels at any time during fabrication to assure that the vessel materials and workmanship are in accordance with this specification. 7.2 The approval of any work by the purchasers representative and his release of a vessel shall not relieve the manufacturer of any responsibility for carrying out the provisions of this specification. 8 POSTWELD HEAT TREATMENT (PWHT) 8.1 No welding shall be performed on vessel after PWHT without written specific approval of PDVSAs representative. 8.2 No service bolting shall be subjected to PWHT. 8.3 No service bolting shall be subjected to PWHT. 8.4 Removable internals shall be installed after stress relieving. 9 HYDROSTATIC TEST PRESSURE 9.1 A Hydrostatic test pressure shall be maintained for an adequate time to permit a thorough inspection, in any case not less than 60 minutes. 9.2 The vessel shall be not painted prior to the pressure test. 9.3 If field assembly/erection is involved, the final hydrostatic test shall be on the Users site. The manufacturer shall provide the Purchaser a detailed test procedure for review prior to testing. These vessels must be adequately supported during the test to prevent damage. 9.6 No welding, burning or grinding of pressure resisting weld shall be performed on vessels that have been pressure tested and stamped unless approved by the user. This includes, but not limited to, welds for shipping attachments, refractory or insulation clips, stiffeners, spiders, or grinding for surface preparation. 10 PNEUMATIC TEST 10.1 Per subtitle 7.2, Pneumatic Test, of PIP VECV1001, Vessel Design Criteria ASME Code Section VIII, Division 1. 11 NAMEPLATE The completed vessel shall be provided with a nameplate securely attached to the vessel by welding. 12 PAINTING AND MARKING 12.1 External surfaces, excluding machined surfaces, shall be given a coat of primer paint when specified on PDVSAs representative vessel drawing. 12.2 Surface preparation, painting, and painting material shall be in accordance with the Engineering Specification Painting Material and Application Requirements, PDVSA O201. 12.3 Piece marking or other lettering on vessels fabricated of austenitic alloys shall be done with paints or inks which contain nonmetallic pigment. 12.4 The purchase order number and vessel number shall be prominently marked on the side of the vessel as shipped with white paint in block letter at least 300 mm high. The same applies to the vessel empty weight, which shall also be painted on the surface of the vessel. 12.5 Vessels which have been post weld heat treated shall be prominently marked on two sides of the vessel with white paint in block letters at least 300 mm high as follows: REVISION FECHA ENGINEERING DESIGN MANUAL PRESSURE VESSEL DESIGN AND FABRICATION SPECIFICATION DEC.98 5 PDVSA D211 Pgina 14 .Men Principal Indice manual Indice volumen Indice norma PDVSA PWHT Do Not Burn or Weld 12.6 All vessels with nonmetallic linings shall be prominently marked on two sides of the vessel with white paint in block letters at least 300 mm high as follows: Lined Vessel Do Not Burn or Weld 12.7 Before shipping painting shall be complete as required by the purchase specification. 13 SHIPMENT 13.1 After final hydrostatic test, vessels shall be dried and cleaned thoroughly inside and outside to remove grease, loose scale, rust and dirt. 13.2 All flange faces and other machined surfaces shall be coated with a readily removable rust preventative coating and properly protected against damage during shipment. 13.3 All flanged openings which are not provided with covers, shall be protected by suitable steel plates. 13.4 The vessel internals not installed in the vessel by the Seller shall be crated, boxed and loaded to protect all parts from damage or loss in transit and shall be shipped so they arrive at the erection site prior to or with vessel. All internals shall be properly identified in accordance with the packing list. 13.5 Gaskets and bolting shall be supplied and boxed separately for each vessel and properly identified for field installation by others. 13.6 One spare gasket shall be supplied for each connection for which cover plates are furnished. 13.7 Suitable temporary supports, marked and tagged for removal after vessel installation, shall be provided for internal parts not separately shipped to prevent damage during shipment. 13.8 Austenitic stainless steel used in vessels shall not be exposed to wetting by salt water or salt spray. The PDVSAs representative shall approve protective coating or covering used to prevent such exposure. 13.9 For internal protection of steam drums, after thoroughly drying, desiccant bags shall be provided. The desiccant shall be activated alumina or silica gel. A warning notice to remove the desiccant before placing the unit in operation shall be placed on each manhole cover. After placement of desiccant, all connections and openings shall be covered with tight fitting sheet metal enclosures and all openings shall be carefully sealed with an adhesive backed waterproof cloth tape. Sealing shall be adequate to prevent air from entering the unit during the shipment and storage. 13.10 Small parts, which are to be shipped loose, shall be bagged or boxed and marked with the order and item number of the vessel. 13.11 Vessel fabricator shall take all necessary precautions in loading by blocking and bracing the vessel and furnishing all necessary material to prevent damages. 14 REPORTS 14.1 When each vessel is released for shipment, bound copies containing the following reports and data sheets, each properly and individually identified, shall be supplied by the Seller to the PDVSAs (number of copies required per table of documents required included in purchase order). 14.2 Sellers data sheet (code form). (ASME Code, Section VIII, Div. 1 Appendix W) or (Div. 2 Appendix I) or as specified. 14.3 Complete sets of assembly and shop detail drawings showing all actual dimensions of the vessel as fabricated and shipped; all drawings to be stamped Certified as Built. All drawings shall be reproducible. 14.4 Certified Material Record Report showing location, heat numbers, chemical analysis and physical properties of all materials used in the fabrication of the vessel. 14.5 Report of tests made on welded vessel test plates, if any such tests are made. 14.6 Photostatic copy of the temperaturerecording chart obtained during thermal stress relief, including the cycle of heating, soaking and cooling. 14.7 Photostatic copy of the hydrostatic test pressure chart. 14.8 Copy (rubbing) of nameplate. 14.9 Records of radiographic inspection. Where a calculation software has been used, the program description shall be given, including name and version. Print outs shall include: 14.12 ASME Code calculations 14.13 Wind and earthquake calculations, as applicable 14.14 Support calculations 14.15 Calculations associated with lifting and erection of the vessel. 14.16 Nozzle load analysis for local and gross effect, when required. 14.17 Design of attachments, internal and external. 14.18 Fatigue analysis as applicable services. 14.19 A detailed list of this PDVSAs specification exceptions. 15 GUARANTEE 15.1 Manufacturer shall guarantee that the vessel fulfills all conditions as stated in this Specification and that it is free from fault in design, workmanship and material. 15.2 In case of design or fabrication defects arise during the first year of operation, the Manufacturer agrees to make all necessary alterations, repairs and replacements free of charge to PDVSA.
