Introduction

It is important to adhere to fire safety
standards in the design and
construction of all buildings, so as to
provide a safe environment for
Singapore to develop and for its
people to work and live in. Therefore,
the building and construction industry
must continue to observe fire safety
requirements stipulated in the Code
of Practice for Fire Precautions in
Buildings 2007 <full-text available via
Singapore Civil Defence Force
(SCDF) website
<http://www.scdf.gov.sg>.

Basically, fire safety in buildings can
be achieved by integrating both the
passive and active fire protection
systems to ensure life safety in
buildings.

Passive fire protection helps to prevent the
spread of fire or smoke within the building
through construction of fire- resistive doors
or walls, which helps to provide a barrier
between the building structure and the fire.
This type of fire protection was widely
used in the past. However, with the
increase in the construction of high-rise
buildings, active fire protection systems
have become more evident. Active
protection systems such as fire sprinklers
automatically detect and suppress fire or
smoke. This allows the building structure
to remain intact for a longer period of time
than without any protection.

building and construction, which are

Singapore Standards


1. CP 29: 1998
Code of practice for fire hydrant systems and hose reels
(Incorporating Amendment No. 1, November 1998 and Amendment no. 2, September 2007)

This code provides guidance on planning, installation, testing and upkeep of fire hydrant, wet and dry rising
main and hose reel systems on building premises.


2. CP 52: 2004
Code of practice for automatic fire sprinkler system
(Incorporating Erratum No. 1, June 2005)

This code provides guidance on design, installation, commissioning and maintenance of automatic fire
sprinkler systems in buildings.


3. CP 55: 1991
Code of practice for use and maintenance of portable fire extinguishers

This code covers the requirements and procedures on the selection, installation, inspection, servicing,
maintenance and recharging of portable fire extinguishers used in buildings.

4. SS 332: 2007
Specification for fire doors
(Incorporating Amendment No. 1, August 2009)

This standard specifies the requirements for the construction and installation of fire-resistant doors to
protect openings in walls or partitions and to resist passage of fire.


5. SS 489: 2001
Specification for fire shutters

This standard specifies the requirements and testing methods to assess the fire-resistance of shutter to
protect openings in walls and to resist passage of fire.

6. ASTM E119- 10b
Standard test methods for fire tests of building construction and materials

This standard measures and specifies the performance of the fire-resistive properties of materials and
assemblies under fire-exposure conditions.


7. BS EN 671- 3: 2009
Fixed firefighting systems- hose systems
(Part 3: Maintenance of hose reels with semi- rigid hose and hose systems with lay- flat hose)

This standard is applicable to hose reel and hose system installations in all types of buildings. It specifies
the requirements for inspection and maintenance of hose reels and hose systems, so as to ensure a first
emergency intervention to fight a fire.


8. ISO 834- 1: 1999
Fire-resistance tests- Elements of building construction
(Part 1: General requirements)

This part of ISO 834 specifies a test method to determine the fire resistance of the elements of building
construction when they are subjected to standard fire exposure conditions.


9. ISO 3008: 2007
Fire-resistance tests- Door and shutter assemblies

This standard, used in conjunction with ISO 834-1, specifies the requirements for fire-resistance testing
which are unique to the elements of building construction - doors and shutters.
