IV.

RECOMMENDATIONS
Based from the stated problem in part III of this case study, we have
distinguished the real reasons of fast disappearance of Filipino folk songs. In today
society there so many factors that affects the traditional folk songs that lead it to fade
little by little in our environment. Two of that are the colonization of American and the
modernization of our country. Colonization of American affects our traditional folk songs
due to acceleration of our Modernization which the entry of television that televise more
European and American culture. Modernization is the thing that gives great impact on
change in our land. It modernized the life of Filipinos not only in urban areas but also in
rural provinces. It changes the lifestyle of simple Filipinos by this modern technology
that affects our traditional culture. Since we cannot bring back our lifestyle before, we
formulated our recommendations gaining the advantages of modern technology in a
modern era to promote our culture through folk songs.
First recommendation, we have to restore all data related in Filipino folk songs in
different languages of ethnic groups including its lyrics, rhythm, classification of genres,
etc. it helps us to promote those traditional songs by which recognizing where region it
was originated that portrays its culture.
Second recommendation, we will use social network as a form of
advertising/promoting our traditional folk songs, like facebook, twitter, youtube, or a
blog, to promulgate our intent to give some facts and importance about it. Through a
mixed of using games on social network which many youth wont find it as boring but
rather entertaining one with learning.
Third recommendation, we will conduct folk music competition and folk music
seminars in every barangay as possible. An amateur competitions that has price for
winner and non winners. Since Filipinos often joined competition if theres a price. It is
more possible if we seek at least small support fund from barangay officials.
Fourth recommendation, we will form a group to sing folk songs. We will find a
coach that will attract people to join our group to enhance not just their talents but to
appreciate our culture. It is not possible to have a lot of recruits. Then we will try to find
events where we can perform and shows to public those folk music.
Fifth recommendation, we will try to find sponsorship like National Commission
on Culture and Arts or any other music corporation that will help us to promote our
objectives thru advertising in television and radio. I do believe that television and radio
advertisement is the easiest way and very effective form of promoting our folk songs.
People could be familiarize on those songs that they hear every day and they could sing
it as they familiarize to the melody and rhythm.
Last recommendation, with the help of Department of Education and Commission
on Higher Education, we have to introduce folk songs seriously in elementary schools,
secondary schools, and tertiary institutions. Music related subjects should practice or
played it as will require in syllabus. And every school, every class, every student should
require to participate in yearly celebration of Buwan ng Wika to portray a particular
sub-genre of folk songs. We should introduce it to our new generation of youth for them
to understand our old traditional culture.


V. COMPARISON
Here are some solutions of government and other agencies that helps promote of
our traditional folk songs.

Republic act no. 7355 - this act shall be known as the Manlilikha ng Bayan Act
An act providing for the recognition of national living treasures, promotion and
development of traditional folk arts, providing funds therefore, and for other purposes.
This act main objective is to preserve and promote its traditional folk arts whether visual,
performing, or literary. For their cultural value, and to honor and support traditional folk
artists for their contribution to the national heritage by ensuring that the artistic skills
which they have painstakingly cultivated and preserved are encouraged and passed on
to future generations of Filipinos. This act was approved April 3, 1992.

Senate Bill No. 2170
The proposed Philippine National Performing Art Companies Act, was proposed
by Senator Loren Legarda in this year 2014 which will give recognition to various
performing arts groups in diverse fields such as ballet, contemporary dance, orchestral
music, choral music and theatre. The bill proposes to declare one national
ballet/contemporary dance company; national choral ensemble; national orchestra; and
national theater group as a Philippine National Performing Arts Company for a period of
five years. This would promote the exceptional talent of Filipino artists, for greater
investment in various performing arts groups. The groups will also receive government
funding, have access to grants, and be allowed to use government facilities.
Republic act 10533
The newly act known as Enhanced Basic Education Act of 2013 which we know
as K+12 program also give promotion in our culture such as folk dances, folk music, folk
arts, and etc. It helps to expound our traditional culture in our new generation of youth
through maximizing the lectures particular to it and enhance it through practicing.

MTPDP-CA 2004-2010
Medium Term Philippine Development Plan for Culture and the Arts of 2004-2010
(MTDP-CA) promotes, regulates, and facilitates the formation of artistic or cultural
associations that generate these associational ties where social capital is embedded.
The vision and the framework of the program, and assess its culture and arts sub-
section. The goal is to find possible operational concepts for social capital in choral
music groups which can then be claimed as a source of development. An understanding
of the MTPDP-CA framework will lead to an appreciation of artistic productions,
specifically choral music groups, as a venue for the generation of social capital. This
was proposed on March 20, 1992 when the National Economic Development Authority
(NEDA) approved the Philippine Development Plan for Culture and the Arts (PDPCA).
This approval paved the way for the creation of the National Commission for Culture
and the Arts (NCCA).

Philippine Barangay Folk Troupe
For the past 65 years, the troupe continues to research, preserve and showcase
the diverse multi-cultural Philippine life, with its customs, traditions, various religions,
depicting the gaiety and friendliness of its people through its performances of the native
arts in their authentic form.
The troupe has received many citations and awards both nationally and
internationally. The most prestigious of these is the Philippine Presidential Medal of
Merit Award Patnubay ng Kalinangan sa Sayaw (1971)a truly distinguished award of
recognition for the important contribution the troupe is making to its home country. It will
continue to expand to be to attain its mission of educating the Filipino youth towards
appreciation, preservation and promotion of their Philippine cultural heritage.

Hiyas Philippine Folk Dance Company
It was created March 2003, was formed by dance enthusiasts that enjoy the
beauty of Filipino folk dance and Filipino folk music. Hiyas strives to present Filipino folk
dance in its most traditional form in an era where authentic steps and movements are
modernized or forgotten. This group was truly treasure Philippine folk arts and culture.
Hiyas is proudly a part of the Filipino Youth Coalition, a nonprofit organization geared
toward cultural awareness among Filipino youth in the South Bay.

Based on our researches promoting culture through folk songs by Philippine
government and some agencies comparing to our proposed recommendations in part 3
of this case study. We can say our recommendations are more effective than
government in promoting our culture through music and also in some folk
troupe/company. There are so many proposed solutions in promoting our culture by our
government and some agencies but as we see now the reality we cannot feel this
impact on our society and how successful it was propagated. It is not how the form of
promotion was budgeted, it is not how the form of promotion was introduced to public, it
is not how good the form/style of promoting recommendations it was, but rather how
would your proposed recommendations would pursue its aims, the objective to
propagate, the mission to promulgate, and the intent to promote it in public society.
Thats the problem of past recommendations they are budgeted, they introduced it to
public but their determination in promoting was not in their heart. They just proposed
laws then they not been observed how it was implemented. They performed folk
traditions but not in most public usually in performing theater which had expensive
tickets or rather performed outside our country which is not their goal to show and
introduced again in front of Filipinos.
Compare to our recommendations, our main objective is to revive folk songs,
performs it publicly, and let public people performs folk songs publicly. Because the
effective way of promoting is to introduce it in front where you want it to present and
who you wants it to present. Practicing and performing one thing makes us to be
familiarized in that thing and once remembered in our life. With the used of modern
technology in a modern era we want not just introduced our culture to new generation of
a socialized youth but makes active people using social network participate, informed,
and learned our folk traditions by seeking their interest in using technology, seeking
their enjoyment usually gaming challenges, and seeking their source of entertainment.
