WHEREAS, there is a need to further amend Executive Order No. 309 in order to ensure
more comprehensive and effective coordination of overnment efforts and the active
participation of citi!enr" re#ative to the conduct of nationa# campain aainst crimina#it" and
insurenc"$

Sec. ?. Section 3 of Executive Order No. 309 is further amended to read as fo##o0s.
1Sec. 3. 6uties and &unctions of Su-8Nationa# (ounci#s. %he (hairman of respective
Reiona#, ,rovincia#, (it", >unicipa# ,eace and Order (ounci#s sha## -e responsi-#e
for the proper manaement and supervision of the civi#ian vo#unteer orani!ations in
coordination 0ith other appropriate overnment entities. %he" sha## have the
fo##o0in duties and functions.
2a3 &ormu#ate p#ans and recommend such measures as 0i## improve or
enhance peace and order and pu-#ic safet" in their respective areas of
responsi-i#it".
2-3 %o monitor the imp#ementation of peace and order prorams and pro@ects
at the provincia#, cit" or municipa# #eve#s and the operation of (ivi#ian
7o#unteer Se#f86efense Orani!ations and such other counterinsurenc"
prorams and activities.
2c3 >a:e periodic assessments of the prevai#in peace and order situation in
their respective areas of responsi-i#it" and su-mit a report thereon 0ith
recommendations to the (hairman of the Nationa# ,eace and Order (ounci#.
2d3 %o receive comp#aints aainst overnment personne#, civi#ian, or mi#itar",
and indorse the same to the aenc" concerned and demand<compe# such
aenc" to su-mit reports of action ta:en thereon.1
Sec. 3. Section A of Executive Order No. 309 is further amended to read as fo##o0s.
1Sec. A. ,eace and Order (ounci# Secretariat %here sha## -e a ,eace and Order
(ounci# Secretariat 0hich sha## hand#e the administrative operationa# and technica#
activities of the ,eace and Order (ounci# that is orani!ed in the various
administrative #eve#s of overnment. Specifica##", the secretariat sha## prepare p#ans
and prorams for the consideration of the counci#s$ supervise, direct and monitor, for
the counci#, imp#ementation of approved po#icies, p#ans and prorams$ underta:e
#iaisonin and coordination of activities 0ith appropriate aencies of the overnment
and provide a forum for inter8discip#inar" dia#oue and de#i-eration of ma@or issues
and pro-#ems affectin peace and order.
1%he nationa# and reiona# offices of the NA,O4(O> sha## serve as the secretariat of
the N,O( and R,O( respective#", 0ith the (hairman of the NA,O4(O> actin as
the Secretar" 5enera# of the nationa# #eve# and the NA,O4(O> reiona# director
actin as head of the R,O( Secretariat.

Sec. A. Section B of Executive Order No. 309 is further amended to read as fo##o0s.
1Sec. B. 'mp#ementin Ru#es and Reu#ations. %he Nationa# ,eace and Order
(ounci# sha## issue appropriate imp#ementin ru#es and reu#ations to carr" out the
o-@ectives of this Order.
1%he (hairman of the ,eace and Order (ounci# upon the direction of the ,resident of
the ,hi#ippines ma" -e authori!ed to issue directives and uide#ines to insure an
effective imp#ementation of the Ru#es and Reu#ations.1
