This is a chain of emails showing the unwillingness and outright refusal of the executive director of

the (known at that time as) Kent County SPCA (KCSPCA) now operating as First State Animal
Center and SPCA (FSAC)/Delaware Animal Care and Control (DACC) to cooperate and disclose
information during the independently performed audit of the NCC/KCSPCA contract by New Castle
County.
The inflammatory email referenced on page 10 of the audit is on page 3 (June 28th, 2012 at 8:49
pm). The audit refers to it as inflammatory. It sounds more like extortion to me.

Dear New Castle President;
Below is the dialogue about an audit ordered by New Castle County on the KCSPCA. Many items
on the audit list are CAPA requirements, which are not currently part of the Contract scope with New
Castle County. If we are to provide access to this information, the KCSPCA feels that NC is accept-
ing responsiblity, and then will compensate the KCSPCA for compliance with this currently unfunded
mandate. Additionaly, we have no idea why an audit of this nature has been ordered, and why it is
an emergency for completion. We would be most grateful to understand.
The emergency issue has created a huge crunch for our agency. After a lengthy discussion with
Kristen Dwyer, I decided to utilize the animal control officers who are paid by our contract to meet
with the Auditor on Monday. This will leave New Castle with no active animal control officers until the
scope of audit is complete. We have no other personnel available at this time.
Thank you for allowing me to present this emergency issue to you attention, and hopefully a solution
can be secured that doenst have such negative impact. I look forward to hearing from you.

Mr. Wasserbach,
I now clearly understand that this audit is a emergency crisis. In order to comply and give total
access to our operations I will have all new castle officers suspend all field work starting Monday
July 2, 2012 starting at 9: 00 am thru Friday July 6th. Hopefully this will be enough time to answer
any questions and most important to improve our relationship which you have comprised.
Please let whoever you have control over to take over our field efforts for the week. I can't wait to
accomplish this emergency crisis, and better underdtand. Please feel free to email any questions.

Unfortunately, this is going to have to wait. At this time we have critical issues with Kent County, and

me to outline the basis for, and my approach to, the NCCo audit of KCSPCA. Further, I appreciate
your openness in having Amanda provide me with a tour of the dog areas of the Camden facility.
