1. Scope
This specification lays down the general technical specification, functional features,
performance characteristics and installation requirements for roadside emergency telephone
systems.
2. Definitions
2.1 Symbols and Abbreviations
(a) EMSD means the Electrical & Mechanical Services Department, Hong Kong
(b) HKT means the Hong Kong Telecom
(c) FTNS means Fixed Telephone Network Service
(d) BS means British Standards published by the British Standards Institution
(e) RCCB means Residual Current-operated Circuit-breaker
(f) MCB means Miniature Circuit Breaker
(g) PVC means Polyvinyl Chloride
(h) VDU means Video Display Unit
2.2 Measuring System
SI units of weight and measures are used throughout this Specification. All
documentation submitted by the Contractor shall also use these units.

The following range of BS are generally applicable to guide the Contractor on
design and installation and other Contractual requirements. They are
stipulated in this General or the Particular Specification, these standards will be
mandatory.
(a) BS3573 : 1990 - Polyethylene-insulated copper-conductor
telecommunication distribution cable;
(b) BS EN60529 : 1992 - Specification for classification of degrees of
protection provided by enclosures;
(c) BS 1363 - Specification for 13 A plugs, switched and unswitched
socket-outlets and boxes;
(d) BS EN 60898 - Specification for miniature and moulded case circuit-
breakers;
(e) BS 4293 - Specification for residual current-operated circuit-breakers;
(f) BS 7430 - Code of Practice for Earthing.

Equipment conforming to other National or International Standards, such as
IEC, ANSI, JIS etc. may also be accepted provided they meet all parameters
specified and full documentation of the concerned standard is submitted for the
Engineer s approval. These may be required to be submitted at the
tendering stage for early and ready assessment.
3.2 Case of Conflict
In case of conflict between the above related documents, or between the documents
and other parts of this Specification, the following order of preference shall apply :-

4. Description of System
4.1 System Design
4.1.1 The roadside emergency telephone system shall consist of field equipment
including telephone sets, field concentrator/responder and associated cable
network, and control centre equipment including central equipment,
operator s workstation and engineering workstation in the Control Centre.
4.1.2 The system shall allow expansion with the addition of central and interfacing
equipment. The system expansion shall be involve the addition of equipment
at the operator console.
4.1.3 The roadside telephone sets shall be installed at specified locations at intervals
of approximately 500 metres on both sides of motorways. Generally sitting
of telephones and mounting requirements shall follow the relevant guideline as
stipulated in the Transport Planning and Design Manual (TPDM) issued by
Transport Department.

4.1.4 The roadside telephones shall be linked to the central equipment in the Control
Centre. To reduce the number of telephone channels required for this
connection, the telephones shall first be grouped under some telephone
concentrator type of equipment, referred to as concentrator/responder in
this Specification, located in the vicinity of the road. Each
concentrator/responder shall be able to group at least sixteen (16) telephones
into one telephone channel, and require only a 4-wire telephone channel linked
with the central equipment for system operation. The 4-wire telephone
channel shall be a leased circuit from the HKT or other FTNS Operators in
Hong Kong.
4.2 Operational Requirement
4.2.1 The prime objective of the roadside emergency telephone system is to provide
a means for distressed motorists to call for help from the appropriate authority.
Thus the emergency telephone system shall have the following prime
functions :-
(a) When a motorist lifts the handset of an emergency telephone off-hook,
some form of signalling shall be automatically transmitted to the Control
Centre alerting the Officer-on-duty. No dialling shall be required.
Before the call is attended, the motorist shall hear a ringing tone.
(b) In the Control Centre, there shall be audible alarms to alert the Officer-
on-duty, and visual indications at the operator s workstation to enable
quick identification of the calling telephones. These visual indications
may be by means of flashing lights on the panel, or a suitably activated
graphics symbol on a computerised VDU. The visual indication shall
present the code number of the calling telephone. When a call is being
attended to, subsequent incoming calls shall not be barred from initiating
alarms and bringing up the corresponding visual identification.
(c) The Officer-on-duty shall be able to establish full duplex voice
communication with the caller, in similar manners as conversing over an
ordinary telephone.

(d) The Officer-on-duty shall be able to put the caller to hold and attend
to another incoming call and afterwards re-establish conversation with the
first caller. It shall be possible to simultaneously hold any number of
calls. When a called telephone is put on hold, the caller shall be able
to hear a hold tone in the outstation earpiece - this may be in the form
of music or an approved tone. The Officer-on-duty must be able to re-
establish conversation with a telephone being put a hold, in a quick
and intelligent manner, without going through a re-dialling procedure or
manual retrieval of called telephone number.
(e) The Officer-on-duty shall be able to ring back the caller.
4.2.2 The roadside emergency telephone system shall be self-checking against faults.
In particular, there shall be continuous automatic supervision of the telephone
channel between the central equipment and the field equipment. In case of
system fault, including the failure of mains supplies to the field equipment and
central equipment, appropriate alarms showing the nature of the cause shall be
brought up on the operator s workstation for the attention of the Officer-on-
duty.
4.2.3 The fault detection function shall be powerful enough to cater to faults
associated with each telephone set and the interconnecting cable with the
concentrator/responder.
5. Environmental Requirements
The outdoor roadside equipment shall be designed to satisfy the following requirements :-
5.1 Since the inside temperature of the equipment enclosure can reach up to 70

C in
summer when the enclosure is subject to direct sunlight, the equipment shall maintain its
proper functions in such temperatures.
5.2 The enclosure of the roadside equipment shall be of the dust and weather proof type
conforming to IP55 standard of BSEN 60529. Gaskets shall be fitted to door gap
and there shall be no ventilation openings.
5.3 The equipment enclosure shall be constructed of anti-rust sheet metal of at least 1.6mm
thick and finished with a layer of epoxy-paint or other similar corrosion-resistant coating.
All screws and fitting parts used shall also be of the anti-rust type.
5.4 All screws, bolts and nuts shall be fitted with vibration proof washers in view of the
vibrations generally experienced on an elevated road structure.

5.5 The roadside equipment shall be fixed to withstand wind dynamic pressure from any
direction up to 1.5kN/m
2
.
5.6 All roadside equipment shall pass the environmental tests as described in Appendix T1.
6. Equipment Functional Requirements and Performance Characteristics
6.1. Roadside Telephone Set
6.1.1 The roadside telephone set shall consist of a simple ordinary telephone handset
housed in a weatherproof casing. The casing shall also house the ringing bell
(or electronic sounder), the cradle switch, the anti-sidetone circuit and other
associated circuitry.
6.1.2 The telephone set shall be suitable for mounting on a galvanized-iron pole of
50mm external diameter to be provided by others. The tenderer shall submit
with his tender details of his proposed mounting method.
6.1.3 The telephone set shall be robust and sturdy construction and comply with the
environmental requirements stipulated in section 5 above. It shall require
minimal preventive maintenance.
6.1.4 The size and shape of the casing shall be large enough for easy identification
from a distance. However, the width and depth of the casing shall not
exceed 250mm (width) x 400mm (depth).
6.1.5 The casing shall be covered with a layer of reflective or fluorescent material in
yellow colour for easy identification at night. The front of the casing shall be
indelibly painted with a telephone handset symbol in live size in the black
colour. The Contractor shall also fix a label at an appropriate position inside
the casing such that it can draw the attention of the user to put the telephone
handset back to the rest position after use. The wording engraved on the
label shall be written both in English and Chinese. Details of the label and
fixing method shall be durable, worn-and dirt-resistant and shall be subject to
the approval of the Engineer.
6.1.6 The telephone reference code shall be displayed on both sides of the casing,
and shall be both simple and prominent in order to ease the identification of
location by motorists. Details of the code numbers will be advised by the
Engineer.
6.1.7 The cable connecting the handset to the telephone shall be within 400-600mm
in length and fully protected with stainless steel flexible conduit.

6.1.8 All screws and fittings shall not be exposed.
6.1.9 The telephone set shall be designed such that the effect of background noise
on the motorway can be minimised. In this respect, the sound pressure
output at the receiver of the handset shall be adjustable to a maximum output
of not less than 10 dB higher than that emitted by ordinary telephones. If
electronic sounder is used instead of ringing bell, the tone of the electronic
sounder shall have the same cadence as described in clause 6.2.4 and be
subject to the approved of the Engineer. Its maximum sound pressure output
shall be greater than 100 dB at a distance of 100mm.
6.1.10 The door of the telephone casing shall be spring-loaded and shall not be easily
blown open by strong wind.
6.1.11 The telephone sets shall be connected to the concentrator/responder by means
of a telephone cable network consisting of telephone trunk cables and branch
cables. Each telephone shall require electrical connection of a single wire
pair for operation.
6.2 Concentrator/responder
6.2.1 The concentrator/responder shall be able to group at least sixteen (16)
numbers of roadside telephones to share one 4-wire telephone channel linked
with the central equipment.
6.2.2 The field concentrator shall be powered by mains supply and backed up by a
rechargeable battery. The battery shall normally be float charged by a built-
in charging circuit. It shall be of the maintenance free, completely sealed type
with a minimum service life of five years. During failure of mains supply, the
battery shall automatically maintain the field concentrator in normal operation
for at least 8 hours with a duly cycle of :-
(a) Aggregate total of 10 minutes of ringing current fed to any one of the
telephones.
(b) Aggregate total of 50 minutes of conversation between any one
telephone and the Control Centre.
(c) 7 hours of idle time with all telephones on hook and there is continuous
line supervision between the concentrator/responder and the central
equipment.

6.2.3 The concentrator/responder shall be able to interface with the roadside
telephone sets with the following functions :-
(a) Provide a d.c. supply for the operation of the telephone sets.
(b) Provide ringing tone to a particular telephone set, as selected by the
Officer-on-duty in the Control Centre.
(c) Upon detection of a telephone being off-hook, send a signal to the
Control Centre with the corresponding telephone code identification.
(d) Provide ringing tone to the emergency telephone handsets until the call is
attended in the Control Centre.
(e) Provide a hold tone to the emergency telephone handsets when being
put on hold.
6.2.4 The cadence pattern of the ringing tones described in clause 6.2.3 above shall
be a cyclic pattern of a 1-second on (ringing) period, with the ringing tone
frequency of approximately 400Hz, followed by a 2-second off (silent)
period. The on period may also be made up of two 400ms bursts of
ringing at approximately 400Hz, separated by a 200ms silent duration.
6.2.5 The concentrator/responder shall interface with the central equipment in the
Control Centre with the following functions :-
(a) Continuously transmit a signal to the central equipment for line
supervision.
(b) Continuously receive a signal from the central equipment for line
supervision. In case the signal from the central equipment is not
received, the transmitted signal to the central equipment shall contain an
alarm code.
(c) Transmit a unique identification code signifying which telephone is calling.
When more than one telephone is operated, the identification code shall
correspondingly indicate all of the calling telephones.
(d) Upon receipt of a particular answer selection code from the central
equipment, establish the speech path between the central equipment and
the particular telephone.

(e) Upon receipt of a particular ring-back selection code from the central
equipment, inject ringing current to the selected telephone and establish
the speech path when the selected telephone is answered.
6.2.6 Code and speech transmissions between the field concentrator and the central
equipment shall be via the same 4-wire telephone circuit. Code transmission
shall be by means of the frequency-shift-keying (fsk) method. The protocol,
bit length, transmission speed of the code circuit shall be designed to satisfy
response time, error rate and other major performance requirements as stated
in this and the Particular Specification. The following are provided as a
general guideline :-
(a) The transmit and receive frequencies shall be within 300 to 2,200Hz for
speech transmission and within 2,200 to 3,000Hz for code transmission.
(b) For speech transmission, the transmit level shall be adjustable from -20
dBm to 0 dBm and the receiver sensitivity shall be better than -
20dBm. For code transmission, the transmit level shall be adjustable
from -20 dBm to -2 dBm and the receive sensitivity shall be better than -
40 dBm.
(c) The minimum data rate for code transmission shall be around 50 bauds.
(d) The code transmission and reception circuitries shall have built-in
provisions for error detection to achieve an error rate of better than 1 in

bits with 15 dB signal to inband uniform noise ratio.
Other signalling protocol and codes may be proposed by the Contractor,
subject to approval by the Engineer, HKT or other FTNS Operators in Hong
Kong. Additionally all equipment proposed shall have obtained Permission
to Connect (PTC) from HKT for connection to 4-wire category-3 leased
circuits, or any equivalent circuits from other FTNS Operators in Hong Kong.
6.2.7 The 4-wire telephone circuit described in clause 6.2.6 will be a 4-wire
category-3 leased circuit rented from HKT or any other FTNS Operators.
The Characteristics of this leased circuit are summarised as follows :-
(a) Maximum insertion loss : 16 dB at 1000 Hz.
(b) Nominal band-width : 300 to 3,000 Hz.

(c) Circuit random noise : -45 dBmp maximum.
(d) d.c. continuity : Nil
6.2.8 Line surge protector shall be fitted to line terminations to protect the equipment
against lightning strikes and electrical surges.
6.2.9 The exact location of the concentrator/responder is specified in the Particular
Specification. Since the concentrator/responder will be installed in the
roadside outdoor environment, the design and construction of the concentrator
shall comply with the environmental requirements depicted in Section 5. In
addition, the concentrator/responder shall have key-lockable doors (padlock
will not be accepted), with two sets of keys for the locks supplied.
6.2.10 Two nos. of 5A MCBs to BS EN 60898, a 30mA RCCB to BS4293 and a
13A switchable power socket to BS1363 for servicing purpose shall be
provided in the concentrator/responder. The power to the
concentrator/responder and the power socket shall be controlled by the 5A
MCBs which are in turn protected by the 30mA RCCB.
6.2.11 The Contractor shall install the concentrator/responder over and above a
concrete base pit. When the concentrator/responder had been installed and
all cable properly lead-in and terminated, the Contractor shall sand-fill the void
in the concentrator pit to level with the bas line of the concentrator.
Thereafter the Contractor shall seal the base of the concentrator with a layer of
moisture sealant such as silicon rubber or epoxy resin.
6.2.12 The tenderer shall submit with his tender details for fixing the
concentrator/responder to the concentrator pit. The tenderer shall also give
details of his standard fixing method, including, but not be restricted to, priorly
planting a steel frame into the concentrator pit. The Engineer shall, wherever
possible, adopt the standard design of the Contractor. However, the
Contractor shall be responsible for any additional works required in modifying
the concentrator pit for fixing the concentrator/responder.
6.3 Operator s Workstation
6.3.1 The operator s workstation shall be of ergonomic design and integrated with
the operator s console.
6.3.2 The operator s workstation shall be equipped with, but not limited to, the
following facilities :-

(a) A handset for telephone conversation;
(b) Means, both visual and audible, of alerting the Officer-on-duty when a
call is initiated;
(c) Means of immediate identification of an incoming call;
(d) Means of holding a line, and after attending to a second incoming call,
means of re-establishing conversation with the first line;
(e) Means of ringing-back any one telephone in the system as selected on
the panel.
(f) Audible alarm, with associated muting button, for alerting the Officer-on-
duty of the occurrence of system fault, including failure of mains supply;
(g) Visual indications on the type of system faults, including failure of mains
supplies. These visual indications shall remain to be displayed until the
fault has been cleared.
The layout of the workstation shall match with the operators console. To
facilitate ease and efficiency of operation, the workstation shall be so
configured such that the Officer-in-charge may pick up the telephone handset
and communicate with the motorist with the left hand and input commands to a
panel or computer VDU with the right hand. The layout shall be easily re-
configurable to suit left-handed operators.
6.4 Central Equipment
6.4.1 The central equipment shall consist of functional assemblies/sub-assemblies
interfacing the operator s workstations with the concentrator/responders via
4-wire telephone channels. The specific interfacing operation shall be as
follows :-
(a) Continuously transmit signals to the concentrator/responder for line
supervision;
(b) Continuously receive signals from the concentrator/responders and give
out an alarm in case a signal is not received;
(c) Initiate any system alarm as identified in the coded message of the
received signals;
(d) Trigger alert/alarm annunciation at the operator console to alert the

Officer-on-duty when a call is initiated;

(e) Display the identification of the calling telephone, according to the coded
message of the received signals. There shall be provisions for arranging
queuing of simultaneous incoming calls from any number of the
telephones n the system;
(f) Transmit to the concentrator/responders the coded message selecting the
telephone to be answered, as suitably input at the operator s
workstations;
(g) Transmit the message for ring-back to a selected telephone, as suitably
input at the operator s workstations;
(h) Provide identifications of calling or conversing telephones by means of
the display device at the workstation;
(i) All other ancillary functions, more particularly described in the Particular
Specification, when a computerised man-machine device (e.g. VDU and
keyboard) is used as the operator s workstation.
6.4.2 The central equipment shall be powered by mains supply and backed up by a
rechargeable battery. The battery shall be of the maintenance free,
completely sealed type with a service life of not less than 5 years. It shall
normally be float-charged by a charging circuit of the equipment. In the
absence of mains supply, the battery shall maintain the central equipment and
the operator s panels in normal operation for at least 8 hours under the duty
cycle conditions depicted in clause 6.2.2.
6.4.3 Suitable miniature circuit breaker to BS EN 60898 and RCCB to BS4293
shall be provided for the termination of the mains power supply. Two 13
ampere switchable power sockets to BS1363 shall be fitted for maintenance
use.
6.4.4 The code and speech transmissions shall be matched with the requirements
described in Clause 6.2.6 for the concentrator/responder.
6.4.5 The central equipment shall have obtained Permission to Connect (PTC)
from HKT for connection to HKT 4-wire category-3 leased circuits, or other
PTC of equivalent circuits from any FTNS Operators in Hong Kong.
6.4.6 Line surge protectors shall be fitted to the line terminations to protect the
equipment against lightning strikes and electrical surges.
6.4.7 The cabinet of the central equipment shall accommodate standard 483 mm
card frames and shall have lockable doors, with two keys per lock supplied.

The colour of the cabinet shall be to the approval of the Engineer.

6.5 Display Device and Man-machine interface
6.5.1 The display device shall be either a mimic diagram with light emitting elements
or computer terminal display such as VDU. The basic requirements of the
display device shall be :
(a) displaying of telephone codes and locations of the called telephone.
(b) different forms of display for different called states and alarms.
(c) configuration to be designed for easy access for maintenance and
component replacement.
6.5.2 Other man-machine interfaces shall be designed for intelligent, simple inputs of
commands and other action, without memorising complicated procedures or
inputting of lengthy text.
6.5.3 The exact functional details, dimensions and installation method for the display
device and man-machine interface are specified in the Particular Specification.
6.6 Telephone Cables
6.6.1 The telephone trunk cables shall be installed in reserved ducts of between
50mm to 100mm diameter laid inside parapets of elevated roads, or under
footpaths and carriage ways. The trunk cable shall be of the 30 pair 0.9mm
diameter copper conductor type unless otherwise specified in the Particular
Specification. In view of the cable being installed in ducts, wire-armoured
cable is considered not necessary. However, the cable shall have an
aluminium tape for earth continuity and as a moisture barrier.
6.6.2 Branch cables connecting to the telephone sets shall be jointed to the trunk
cable pair by T-joints. The branch cable shall be of the 2 pair 0.63mm
diameter copper conductor type. The two wire-pairs shall be jointed
together in parallel during installation to form a single pair so as to improve
reliability.
6.6.3 General Requirements
(a) The telephone cables offered shall conform to BS3573.
(b) The cables shall be suitable for installation in PVC or galvanised iron
conduits not exceeding 100mm diameter, laid inside parapets of elevated

roads or under footpaths and carriageway.

(c) The cables shall be suitable for use in the tropical weather conditions and
shall have an expected useful life of at least 10 years.
(d) The cables shall operate satisfactorily in the presence of water, even
immersed in water, without any degradation in the quality of signal
transmission.
(e) If cables of materials which conform to standards other than those
published by the British Standard Institution are offered, full details of the
differences between the proposed standard and the equivalent British
Standard, in so far as they affect the performance of the cables, shall be
submitted for the approval of the Engineer.
6.6.4 Construction
(a) Conductor
The conductor used shall be tinned or plain annealed copper wire, solid,
0.9mm diameter for the trunk cable, and 0.63mm diameter for the branch
cable leading to the telephone sets.
(b) Insulation and Filling Compound
The cable shall have cellular polyethylene insulation and shall be fully filled
with petroleum jelly compound of tropical grade. The filling compound
used shall be free from unpleasant odour and shall present no toxic or
dermatitic hazards.
(c) Cabling Element and Colour coding
The insulated conductors shall be uniformly twisted to form pairs. The
pairs shall be stranded in concentric layers. The colour scheme and
make up of the complete cable shall conform to Tables 3 and 4 of
BS3573. The tenderer may offer other colour scheme but full details of
such scheme must be submitted as part of his tender.
(d) Screening and Sheath
The cable shall have a polyethylene sheath and shall have an aluminium
tape screen.
6.6.5 Electrical Requirements
The telephone trunk cable shall meet the following electrical specification :-

6.7 Cable Joints and Connectors used for Telephone Cables
6.7.1 The cable joints and connectors shall be suitable for connection of the
telephone cables described in Clause 6.6. Details of the cable joints,
connectors and cable joint filling compounds shall be submitted with the
tender.
6.7.2 The size of the cable joints shall be small enough such that the joints can be
placed inside the cable drawpits.
6.7.3 The cable joints shall be water-tight.
6.7.4 For straight joints and T-joints (for branch connection to telephone sets), the
joints shall be compound-filled. The compound shall be a type which is
easily broken-off by hand, and easily peeled off from the cable insulation.
This is to ensure that the joints could be re-entered for future cable
checking/modification.
6.7.5 The compounds used in any joints shall not be of a type which chemically
reacts with any part/material of the cable. It should be generate heat when
setting-in.
6.7.6 The connectors used shall be of the insulated crimp type and shall give secure
electrical and mechanical connections without the use of soldering.
7. Installation Requirements
7.1 All equipment, cabling etc. shall be installed in locations as indicated on the drawings
provided by the Engineer.
7.2 All cables shall be, as far as practicable, run inside the provided conduits, trunkings or
ducts.
7.3 The Contractor shall provide and install all necessary conduits, trunkings and adaptable
boxes to supplement the existing conduits or trunkings.
7.4 Allowance shall be made for slack as detailed below in the length of each telephone
trunk cable run and branch cable run to permit future adjustment or realignment of the

(a) whenever a cable passes through a draw/jointing pit at lest one meter slack
shall be provided;
(b) one meter slack of cable shall be provided at each end of each cable joint;
(c) a meter loop shall be provided at the end of the cable route, immediately
before its termination at the roadside telephone set and
concentrator/responder.
7.5 Cable joints shall be made in strict compliance with the cable joint manufacturer s
instruction. Connectors shall be crimped with proper crimping tools. Pull tests shall
be performed on either side of the connector to ensure the cable cores have been
properly crimped.
7.6 The enclosure of the concentrator/responder shall be properly earthed by connecting it
to the nearest earthing electrode using 25 x 3 mm thick earth tape. The termination to
the equipment shall be secured by bolt, washer and lock-nut. All exposed joints shall
be protected against corrosion by means of anti-corrosion paint and PVC tape.
7.7 All tools and test equipment required for installation and commissioning shall be made
available by the Contractor and any charges shall be deemed to have been incorporated
in the contract price.
7.8 The Contractor shall make good any work disturbed during installation at his own
expense.
7.9 All equipment except portable equipment shall be firmly held in place. Fastenings and
supports shall be adequate to support their loads with a safety factor of a least three.
If attachment to roof truss members is required to lift equipment into place, attachment
shall be made only at permanent lifting eyelets provided in the roof truss. Welding or
drilling of the steel roof truss is not permitted; permanent attachment to trusses shall be
made by approved clamping arrangements employing neoprene or similar bearing pads
to protect the truss finish.
7.10 Roadside telephone sets shall be mounted such that users can face the oncoming traffic
when using the telephones. In the rest position, the centre point of the telephone
handset shall be at a level of around 1500mm above road level. The Contractor shall
extend or shorten the mounting pole, which will be approximately 1350mm in height
above road level, provided by others to achieve this mounting height.

7.11 All switches, connectors, jacks and receptacles shall be clearly, logically and
permanently marked during installation. All wires and cables shall be identified at
every termination and connection point with permanent type markers. Telephone
trunk cables and branch cables shall further be indelibly marked at suitable points not
exceeding 20m apart throughout the whole cable lengths, in all sections inside draw pits,
and at every cable joint to permit easy identification. The markings shall include the
letters E/Tel and a circuit number associated with each cable.
7.12 Telephone branch cables shall have their two wire-pairs jointed in parallel to form one
single pair of connection to telephone sets, so as to improve reliability.
7.13 Interconnection of various items of equipment shall be mechanically and electrically
effected by multi-pin terminals.
7.14 Where terminal blocks are used for connecting cables, the tip of each conductor shall
be crimped with a suitable terminal pin before it is inserted into the terminal block.

Appendix T1
Environmental Tests Specification
1. Introduction
This appendix describes the environmental tests for assessing the ability of equipment to
withstand different climatic conditions.
2. General
2.1 A total of five tests are described in this specification and the equipment shall pass these
tests unless otherwise specified in the Particular Specification. These five tests are :-
i) Damp Heat;
ii) Vibration;
iii) Driving Rain;
iv) Bump;
v) Solar Radiation.
2.2 The tests shall be carried out in a recognised, independent test house which has test set-
ups and chamber(s) suitably equipped to standards stated in the relevant sections in the
current BS2011 series of BS standards.
2.3 The successful completion of these tests shall in no way release the Contractor from the
responsibilities for correct operation after installation on site.
2.4 The Employer reserves the right to repeat some or all of the tests during equipment
acceptance testing.
2.5 Unless otherwise specified the environmental tests shall be carried out with the
equipment in it normal housing.
3. Damp Heat
The equipment shall satisfactorily has the damp heat test in accordance with BS2011 part 2.1
Test Db excluding the storage test. The initial temperature prior to the recovery period shall
be 55
o
C and the period of exposure to this temperature shall be 16 hours. The equipment
shall perform in accordance with its specification.

4. Vibration
The test shall be in accordance with BS2011 Part 2 Test Fc procedure B3 and shall apply to
outdoor equipment only. The test shall cover the whole frequency range from 5 Hz to 60 Hz
with a constant displacement of 0.75mm. The endurance sweep test shall be of 6 hours
duration which shall be equally divided among the directions specified. The equipment shall
be mounted in its normal operational position and subjected to vibration in the vertical plane
and in each of the two principal horizontal planes. Endurance conditioning at resonant
frequencies shall be of 10 minutes duration. The equipment shall perform in accordance with
its specification throughout the test.
5. Driving Rain
The driving rain test shall be in accordance with BS 2011 : Part 2.1R Test Rb3. The test
shall be based on a flow rate of 12.5 +/- 1 dm

per minute for a duration of 1 minute. The
equipment shall perform in accordance with its specification before, during and after the test.
There shall be no evidence of water inside the enclosure after the test.
6. Bump
The equipment shall satisfactorily pass BS EN 60068-2-29. Unless otherwise specified, the
bump severity shall be :-
a) peak acceleration : 98m/sec

b) pulse duration : 16 ms
c) corresponding velocity change : 1.00m/s
d) no. of bumps : 1,000
7. Solar Radiation
7.1 The test shall be in accordance with BS2011 Part 2 - Test Sa, Procedure A.
7.2 The ambient temperature shall be 40

7.3 The solar radiation shall be at an intensity of 1.120 kW/m

and the angle of radiation
shall be 30

to the plane of the top of the equipment.
7.4 The equipment shall be inspected after the test for any breakdown or degradation of
materials and components.
