Process
(1) Configuration Data Check
From the Dump,before the configuration set RbSetupRspTmr and SRB RestTime
both are 5s. when RbSetupRspTmr modify to 8s, but the SRB Resttime still 5s, the count
before calculate on VS.RAB.FailEstabCS.UuNoReply will transfer to SRB Rest, but
during the access there is no special count for SRB Rest, the count will calculate on
VS.RAB.FailEstabCS.RNL, thats why the failure of CS Establish not change too
much.

(2) PCHR Data Check
Form the PCHR , the times of RAB REQ Failure caused by the SRB rest (178) more
than Noreply(37), most of failure caused by SRB Rest time out

These two timer take effect on RB Setup. RbSetupRspTmr is the time wait for RB
setup complete after send RB Setup; And SRB Rest timer is the time RB Setup
Message retransmit in Layer2 while it not receive the ACK message. If the

RbSetupRspTmr longer than SRB Rest timer, it is possible that the SRB reset before the
respond of RB setup message , and the failure will be updated at SRB reset instead of
No reply.
