Lo que hoy es moderno y se presenta en su encerrada
individualidad segn las leyes de toda creacin, se ir convirtiendo paulatinamente en monumento y ocupando el vaco que las fuerzas naturales imperantes en el tiempo irn creando en el patrimonio monumental heredado. Alois Riegl 1 Arquitectura moderna y Patrimonio En los ltimos treinta aos el concepto de Patrimonio Arquitectnico se ha ido incrementando de forma extraordinaria, incorporando todo lo que de alguna forma ha podido suponer la herencia constructiva de nuestros antepasados. As de la valoracin exclusiva del monumento indiscutible del pasado, de su con- sideracin como monumento aislado se ha ido pasando gradualmente a la valoracin de su entorno, de los conjuntos histricos, de los jardines y parques, de la arquitectura popular, de la ingeniera, de la arqui- tectura industrial, del paisaje, del territorio, etc., pasos decididos de la sociedad del siglo XX por exten- der su Patrimonio Cultural cada vez a un mayor nmero de bloques de su pasado que desea mantener como testimonio del mismo. 2 Sin embargo la arquitectura moderna sigue teniendo una presencia escasa en los inventarios, catlogos o listados que aseguran la conservacin del Patrimonio Arquitectnico. La consideracin como Patrimonio de gran parte del mundo reciente se debe entender como una nueva conquista de la sociedad postmoderna por conservar su memoria. Qu es lo que hace monumento a una arquitectura o ingeniera de nuestro tiempo?. Qu valores patrimoniales pueden tener las construc- ciones actuales?. Por qu nuestra sociedad todava no las considera?. Estos interrogantes aunque fciles de contestar han sido difciles de explicar a nuestra sociedad. Es indudable que muchas arquitecturas modernas tienen valores histricos o artsticos considerables, que sin embargo ha costado reconocer como Patrimonio. Seguramente, el factor que ms ha contribuido a ello, haya sido hasta ahora la exclusiva consideracin como Patrimonio a la arquitectura perdurable, construida intencionalmente con solidez, con voluntad de permanencia. 3 La arquitectura moderna, por el contrario, es en muchos casos efmera y en casi todos extremadamente frgil. Sus valores son de orden espacial, innovador, tcnico, de programa, etc. stas y otras consideraciones de orden conceptual adquieren en nuestro momento un gran valor en el campo disciplinar pero de difcil traslado al patrimonial. 217 A la izquierda. Arquitectura moderna y Patrimonio Mundial Alberto Humanes Bustamante Arquitecto del Instituto del Patrimonio Cultural de Espaa Desde los aos 80 del siglo pasado, el concepto de Patrimonio Arquitectnico ha incor- porado a su significado todo lo que de alguna forma ha podido suponer la herencia cons- tructiva de nuestros antepasados, pasando de contemplarse como monumento aislado a valorarse su entorno y el paisaje en el que el bien cultural est inserto. Sin embargo, la arquitectura moderna sigue teniendo una presencia escasa en los inventarios, catlogos o listados que aseguran la conservacin del patrimonio arquitectnico. Es incuestionable que, en el momento actual, la arquitectura del Movimiento Moderno forma parte del Patrimonio Histrico. Por ello son inexplicables las reticencias en la consideracin monumental de este Patrimonio por los distintos gobiernos (estatales o autonmicos) y por la UNESCO como lo manifiesta su notoria escasez en los listados protectores. Los primeros edificios modernos que tuvieron consideracin patrimonial fueron los que hemos diferen- ciado como premodernos, (eclcticos, regionalistas, modernistas, Art Nouveau, etc), las construcciones destinadas a las grandes industrias, (siderurgias, instalaciones mineras, centrales hidroelctricas, etc), o las obras publicas, (puentes, ferrocarril, canales, etc), es decir los mas asimilables a las arquitecturas per- durables. En la dcada de los ochenta del siglo XX, una vez asumida la herencia postmoderna que convirti al Movimiento Moderno en un periodo ms de la historia, comienzan a tener consideracin como monu- mento algunas construcciones modernas. En Francia se protegern algunas arquitecturas de Le Corbusier, de Mallet-Stevens o de Sauvage; en Alemania algunas de Peter Beherens o Gropius; en Espaa la Casa de las Flores y el Hipdromo de la Zarzuela, en Madrid, la Casa Bloc, en Barcelona o el Club Nutico de San Sebastian; y as mismo en muchos otros pases. La arquitectura del Movimiento Moderno tiene, como exponamos antes, valores patrimoniales indiscu- tibles, como lo son sus valores estticos y espaciales intrnsecos, y los especficos como ejemplo de un movimiento arquitectnico determinado y como testimonio de un momento irrepetible. Pero, adems, en casi todos los casos hay que tener en cuenta ya que el imparable paso del tiempo los va convirtiendo en historia, como precis Riegl. Es incuestionable que, en el momento actual, la arquitectura del Movimiento Moderno forma parte del Patrimonio Histrico. Por ello son inexplicables las reticencias en la consideracin monumental de este Patrimonio por los distintos gobiernos (estatales o autonmicos) y por la UNESCO como lo manifiesta su notoria escasez en los listados protectores. La arquitectura moderna en la lista de la UNESCO La Lista del Patrimonio Mundial va incluyendo cada vez ms monumentos de arquitectura contempornea. MODERN ARCHITECTURE AND HUMAN HERITAGE Alberto Humanes Bustamante Architect of the SCHI Since the 1980s, the concept of Architectural Heritage has included everything that in some way constitutes the constructive inheritance of our ancestors, passing from considering architectural properties as isolated monuments to valuing their background and the landscape in which they are found. Nonetheless, modern architecture still has a scarce presence in the inventories, catalogues, or lists which assure the conservation of said Architectural Heritage. It is unquestionable that, in the present, the architecture of the Modern Movement forms part of the historic Heritage. Therefore the reticence in the monumental consideration of these cultural works on the part of the different Public Administration and by the UNESCO is inexplicable, as manifested by the scant inclusion of these properties in the protective lists. What is modern today and is presented in its closed individuality according to the laws of all creation, will slowly become converted into monument and occupying the space that the natural forces prevailing in time will come to cre- ate in the inherited monumental heritage. Alois Riegl 1 Modern Architecture and Heritage Over the past thirty years the concept of Architectural Heritage has grown in an extraordinary fashion, incorpo- rating everything that in some way has been able to pre- suppose the constructive inheritance of our ancestors. Thus it has gradually evolved from an exclusive valuation of the indisputable monuments of the past, from a con- sideration as isolated monuments to the valuation of their backgrounds, of the historic complexes, of the gardens and parks, of the popular architecture, of engineering, of industrial architecture, of the landscape, of the territory, etc., decisive steps for the 20th Century to constantly extend its Cultural Heritage to a greater number of eras of its past that it wishes to maintain as testimony of itself 2 . 219 220 europeos, consecuencia de que las decisiones de la UNESCO corresponden a las propuestas de sus pases miembros y a que la seleccin de las declaraciones se ha realizado desde el principio con criterios euro- centristas. A los monumentos de Patrimonio Industrial y a las arquitecturas de los aos inmediatamente anteriores y posteriores a 1900 se han ido incorporando importantes elementos del Movimiento Moderno, algunos iconos del mismo. A parte de esto, en las declaraciones de los ltimos aos se observa una decidida tendencia a la valoracin de los Paisajes Culturales, especialmente de los espacios que suponen transformaciones territoriales, de los elementos que comprenden un lugar, de los que suponen integracin con otras artes, en definitiva, de los bienes a los que se les supone un plusvalor al detentar adems del arquitectnico otros valores culturales. Entre los monumentos incluidos en la lista que podemos calificar como premodernos sobresalen los rela- tivos al Patrimonio Industrial, como las reas mineras de Zollverein, en Essen, Alemania, de Cornwall y West Devon, en el Reino Unido, y Hummberston y Santa Laura, en Chile, o los relativos a la siderurgia como Engelsberg, en Suecia, y Vlkingen, en Alemania, o a otras actividades productivas como el pai- saje industrial de Blaenavon, en el Reino Unido, o recientemente las factoras relojeras de Chaux de Fonds, en Suiza. Los relativos a las obras publicas, especialmente las destinadas al transporte, como Iron Bridge sobre el ro Severn, la primera construccin realizada en hierro en el mundo, por Thomas Pritchard en 1779, el acueducto y canal de Poncystyllte, otra de las obras pioneras de la construccin en hierro por Thomas Telford en 1805, ambas en el Reino Unido, el Puente de Vizcaya, construido en 1893 por Alberto del Palacio sobre la ra de Bilbao, Espaa, y que ser uno de los primeros puentes transbordador, el Canal du Midi en el sur de Francia, el Canal del Centro y sus ascensores hidrulicos en Walonia, Blgica, el Canal de Rideau en Canad, las lneas de ferrocarril de Semmering en Austria, y de Rhaetian, entre Albula y Bernina, Italia, y la estacin de Chhapatri Shivaji, (Estacin Victoria), construi- da por Frederick Williams Stevens en Bombay, India. Nonetheless, modern architecture continues to be a scarce presence in the inventories, catalogues, or lists which insure the conservation of the Architectural Heritage. The consideration as Heritage of a great part of the recent world should be understood as a new conquest of the post-modern society to conserve its memory. What is it that makes a piece of contemporary architecture or engineering a monument? What patrimonial values can these current constructions have? Why does our society still not consider them? These questions, although easy to broach, have been difficult to explain to our society. It is unquestionable that much modern architecture has considerable historic or artistic value, which nonetheless has with difficulty been recognized as Heritage. Surely the factor which has most contributed to this has been the exclusive consideration as Heritage of enduring architecture, intentionally constructed with solidity, with the goal of permanence, until now. 3 Modern architec- ture, by contrast, is in many cases ephemeral and in almost all instances extremely fragile. Its values are spa- tial, innovative, technical, of programming, etc. in nature. These and other considerations of conceptual order acquire a great value at this time in the disciplinary field but are difficult to transpose to that of Heritage. The first modern buildings that received consideration as Heritage were those which we've differentiated as pre- modern (eclectic, regionalist, modernist, Art Nouveau, etc.), the constructions aimed at the great industries (steelworks, mining installations, hydroelectric centres, etc.) or public works (bridges, railways, canals, etc.) that is to say those most similar to the enduring architectures. In the 1980s, once the postmodern inheritance that con- verted the Modern Movement in another period of histo- ry was acknowledged, some modern constructions begin to have consideration as monuments. In France some architectur by Le Corbusier, by Mallet-Stevens, or by Sauvage are protected; in Germany, some by Peter Beherens or Gropius; in Spain the Casa de las Flores or the Hippodrome of the Zarzuela in Madrid, the Casa Bloc in Barcelona, or the Nautical Club in San Sebastian; and likewise in many other countries. The architecture of the Modern Movement has, as we explained earlier, unquestionable patrimonial values, such as their intrinsic aesthetic and spatial values, and the specifics as examples of a particular architectural movement and as testimonies of an unrepeatable moment. But in addition in almost all instances one must keep in mind that the unstoppable passage of time transforms them into history, as Riegl required. Un aspecto muy interesante lo supone la declaracin de ciudades, como las de concepcin utpica como Arc et Senans, construida por Claude Nicholas Ledoux para las Reales Minas de Sal en Francia, o New Lanark, construida por Robert Owen en Escocia a principio del siglo XIX, o las ciudades industriales como Saltaire, en Yorkshire, Reino Unido, construida en 1853 por Titus Salt como centro de produccin de la lana, o como la ciudad minera de Sewell, en Chile, construida por William Braden a principio del siglo XX. Igualmente es interesante la declaracin de un jardn, como Kew Gardens, en Londres, con su invernadero que es una de las primeras arquitecturas de hierro y cristal construidas en el mundo. Finalmente un monumento declarado mas all de por sus valores artsticos o histricos por su valor sim- blico, la Estatua de la Libertad de Nueva York, proyectada por el escultor Frederic Auguste Bartholdi y en la intervinieron en su construccin genios de la talla de Gustave Eiffel o Eugene Viollet le Duc, pero su valor mayor no ser el artstico sino el de ser desde siempre uno de los lugares de la memoria indis- cutibles de la humanidad. Entre los monumentos rotundamente modernos incluidos en la Lista del Patrimonio Mundial, en cambio, los ms numerosos son los residenciales. La vivienda ha sido un campo de experimentacin siempre presente en el proceso de formacin de la arquitectura moderna y es normal que se detecte en la con- sideracin de la UNESCO. Entre las viviendas unifamiliares se encuentran el precursor Palacio Stoclet, construido entre 1905 y 1911 por Joseph Hoffman en las afueras de Bruselas, la casa Schroeder, cons- truida en 1924 por Gerrit Rietveld en Utrech, Holanda, la casa Tugendaht, construida en 1930 por Mies van der Rohe en Brno, Republica Checa, y la casa y estudio de Luis Barragn, en Mxico DF en 1948. Entre las viviendas colectivas recientemente se han declarado las seis siedlungen (colonias) construidas alrededor de 1930 por Bruno Taut, Martin Wagner y Walter Gropius en Berlin. Therefore the reticence in the consideration of this Heritage by the different governments (Federal or Autonomous) and by the UNESCO as evidenced by their notable lack in the protected lists, is inexplicable. Modern Architecture in the UNESCO List. The List of the World Heritage is constantly including more monuments of contemporary architecture. The process has paralleled that which has taken place with the declaration of monuments in the different European countries, a consequence stemming from the decisions that the UNESCO reflect the proposals of its member countries and that the selection of declarations has had Eurocentric tendencies from the beginning. To the monu- ments of Industrial Heritage and of the architecture of the years just before and after 1900, important elements of the Modern Movement have been incorporated, some of them icons of the movement. Aside from this, in the declarations of recent years one can see a notable tendency toward the valuation of the Cultural Landscapes, especially from the spaces which presuppose territorial transformations, from the ele- ments that make up a space, from those which presup- pose integration with other arts, in short, the properties which presuppose an added value for having, in addition to an architectural value, other cultural values. Among the monuments included in the List which we could label as premodern, those relating to Industrial Heritage are the most numerous, such as the mining complexes of Zollverein, in Essen, Germany; of Cornwall and West Devon in the United Kingdom; and Hummberston and Santa Laura, in Chile; or the steelworks such as Engelsberg, in Switzerland; and Vlkingen, in Germany; or those other productive activities such as the industrial landscape of Blaenavon, in the United Kingdom; or recently the watchmaking factories of Chaux de Fonds in Switzerland. Those relating to the public works, espe- cially those concerning transportation, such as the Iron Bridge over the Severn river, the first construction made in iron in the world, by Thomas Pritchard in 1779, and the aqueduct and canal of Poncystyllte, another of the pio- neering works of construction, by Thomas Telford in 1805, both in the United Kingdom; the Vizcaya Bridge, built in 1893 by Alberto del Palacio over the Bilbao River, in Spain, and which is considered one of the first transport bridges; the Canal du Midi in the south of France; the Canal of the Center and its hydraulic elevators in Waloon, Belgium; the Rideau Canal in Canada; the Smmering railway line in Austria, and the Rhaetian railway line between Albula and Bernina, Italy; and Chhapatri Shivaji (Victoria Station), built by Frederick Williams Stevens in Bombay, India. Among the preomodern examples, homes are very little represented. Los nicos elementos industriales, si se puede con- siderar as, son las obras defensivas holandesas, del nivel del mar como la estacin de bombeo de D.F. Wouda en Lemmer, Frisia, o militares como la lnea de defensa de msterdam, ambas de la primera dcada del siglo XX, y la Estacin de Radio Varberg construida entre 1922 y 1924 por el ingeniero Carl Akeerblod en Grimeton, Suecia, y que supone el comienzo de la comunicacin inalmbrica. Dos obras dedicadas al ocio, el Jahrehundershalle, cons- truido en 1911 por Max Berg en Wroclaw, Polonia, edificio clave de la arquitectura expresionista, y la 226 Arriba. Other notable buildings from this peri- od would be those of the maritime and commercial area of Liverpool, and the Palau de la Msica Catalana and the Hospital de San Pau, both by Lluis Domenech i Muntaner and located in Barcelona. One very interesting aspect is occasioned by the declaration of cities, such as those of the utopic conception like Arc et Senans, built by Claude Nicholas Ledoux for the Royal Salt Mines in France, or New Lanark, built by Robert Owen in Scotland at the beginning of the 19th Century, or industrial cities like Saltaire, in Yorkshire, United Kingdom, built in 1853 by Titus Salt as a centre for wool production, or like the min- ing city of Sewell, in Chile, built by William Braden at the beginning of the 20th Century. The declaration of a gar- den is likewise interesting, such as Kew Gardens in London, with its hothouse that is one of the first iron and glass architectures built in the world. Finally a monument declared beyond its artistic or historic values for its sym- bolic value, the State of Liberty in New York, designed by the sculptor Frederic Auguste Bartholdi and contributing to its construction geniuses of the level of Gustave Eiffel or Eugene Viollet le Duc, but its greatest value will not be artistic but rather that of being since forever one of the unquestionable places of the memory of humanity. Finalizando nuestro repaso a la lista encontramos tres edificaciones consagradas a la conme- moracin de la muerte. El Cementerio del Bosque, en Estocolmo, Suecia, construido entre 1918 y 1940 por Gunnard Asplund y Sigurd Lewerentz, es un destacado monumento de la arquitectura moderna. Los otros dos, el Memorial de la Paz de Hiroshima, Japn, y el Campo de Concentracin de Auschwitz, Polonia, no poseen ningn valor patrimonial y si la UNESCO ha decidido incluirlos en su relacin es por su significacin como espacios simblicos, como espacios de la memoria, que pretenden recordarnos que lo que representan jams se pueda repetir. 4 Como hemos podido comprobar en el repaso de la lista del Patrimonio Mundial cada ao se incorporan ms muestras de arquitectura moderna, algunas de gran significacin en su evolucin, sin embargo su nmero es ciertamente escaso y, sobre todo, existen notables ausencias. De entre los arquitectos ms importantes de la modernidad no existen ejemplos. No hay ninguna obra declarada de Frank Lloyd Wright, ninguna de Le Corbusier, ninguna de Alvar Aalto, ninguna de Louis Kahn, etc. Es sorprendente que las casas de la pradera, la Casa de la Cascada, o el Museo Guggenheim, de Wright, o que la Villa Saboya, la Capilla de Ronchamp, o el rea gubernamental de Chandigarh, de Le Corbusier, o que la casa Mairea, o el Sanatorio de Paimio, de Aalto, o que los edificios de Dacca, u otras obras de Kahn, o la Colonia Weissenhoff de Stuttgart, o por poner algunos ejemplos significativos, no se encuentren declara- dos todava. Seguramente existen numerosas causas solo explicables por las contradicciones que existen a nivel internacional en el terreno patrimonial. Esperamos que paulatinamente se vayan incorporando a la lista de la UNESCO las edificaciones que han sido claves en el desarrollo de la arquitectura del siglo XX. Notas 1 RIELG, Alois. From the White City of Tel Aviv, Israel, designed by Patrick Geddes and built in the 1930s by German Jewish architects trained in the Bauhaus; the area of Le Havre, France, destroyed in World War II and rebuilt between 1945 and 1960 by Auguste Perret; to Brasilia, built between 1957 and 1960 by Lucio Costa and Oscar Niemeyer in the centre of Brazil, or the cities with an educational function like the University of Caracas, Venezuela, built under the direction of the architect Carlos Ral Villanueva, between 1940 and 1960, and in which famous artists like Calder took part; or the University City of Mexico, built between 1949 and 1962 by a team of architects which included Juan OGorman, Pedro Ramrez Vzquez, Eugenio de la Mora, etc., and artists such as Diego Rivera, Alfaro Siqueiros, Matas Goetriz, etc. A student complex which will enjoy an extraordinary consideration in the history of modernity, and also in the history of modern architecture will be the Bauhaus built in 1925 by Walter Gropius in Dessau, Germany. The only industrial elements, if they can be so considered, are the defensive Dutch works at sea level, such as the bombing station of D. F. Wouda in Lemmer, Frisia, or mili- tary ones like the line of defence of Amsterdam, both from the first decade of the 20th Century, and the Radio Varberg Station, built between 1922 and 1924 by the engineer Carl Akeerblod in Grimeton, Switzerland, and which is consid- ered the beginning of wireless communication. Two works dedicated to leisure activities, the Jahrehundershalle, built in 1911 by Max Berg in Wroclow, Poland, key building of the expressionist architecture, and the Sydney Opera House in Australia, built in the 1970s by Jrn Utzon, and which was defined in its day by public opinion as the most comic opera house have come to be consecrated by the List of the UNESCO. Finalizing our review of the List we find three constructions consecrated to the com- memoration of the dead. The Cemetery of the Forest, in Stockholm, Sweden, built between 1918 and 1940 by Gunnard Asplund and Sigurd Lewerentz, is a notable monument of modern architecture. The other two, the Hiroshima Peace Memorial in Japan and the Auschwitz 229 Arriba.rea de Le Havre, Francia, reconstruida entre 1945 a 1960 por Auguste Perret. Abajo. Walter Gropius. Bauhaus. Dessau. Concentration Camp in Poland would not have any patri- monial value and if the UNESCO has decided to include them in its List it is for their significance as symbolic spaces, as spaces of the memory, which seek to remind us that what they represent can never be repeated. 4 As we've been able to verify in the review of the World Heritage List, every year more examples of modern archi- tecture are incorporated, some of great significance in its evolution, nonetheless the number of such buildings is scant, and above all there are notable absences. There are no examples from among the most important architects of modernity. There is no work declared by Frank Lloyd Wright, none by Le Corbusier, none by Alvar Aalto, none by Lous Kahn, etc. It is surprising that the Prairie Houses, the Cascade House, or the Guggenheim Museum by Wright; or the Saboya Villa, the Chapel of Ronchamp, or the governmental area of Chandigarth by Le Corbusier, or that the Mairea house, or the Sanatorium of Paimio, by Aalto; or that the buildings of Dacca or other works by Kahn; or the Weissenhoff Colony of Stutgart, to give a few significant examples, are still not declared. Surely there are numerous reasons only explainable by the contradictions that exist on an inter- national level in the realm of Heritage. We hope that step by step the buildings which have been key in the devel- opment of architecture in the 20th Centure come to be incorporated in the List of the UNESCO. Notes 1 RIELG, Alois.
