BRIEF
On completion of this assignment the candidate should be able to demonstrate knowledge,
understanding and application of the subject of Production Organization and Human Resource
Management


ASSIGENMENT

Mega Construction, an experienced and high rated building contractor is interested in bidding for a
commercial building project. This unique project is to construct a large scale shopping mall in a
regional city which is very close to the Central Business District. The investor for the project is
keen on the cost, quality and the timely delivery. Therefore, the bidding documents are prepared
with a grater care and highlight the requisite of expects the contractor to operate with different
technical expertise including, architectural, structural engineering, quantity surveying and building
services. In addition, it is expected to have a continuous monitoring and progress reporting methods
to ensure the smooth progression of the project. Considering the past experience and the industry
rating, there is high possibility for Mega Construction of winning the bid. Therefore, it is required
to adhere to the best possible planning strategies to fulfill the desires of the investor and to gain the
maximum revenue to the company throughout the project including the pre-bid duration. In
addition, Mega Construction has been maintaining an excellent health and safety rating in the
industry, therefore, the company is highly keen on maintaining its high ranking throughout.




TASKS

Suppose that you are the project manager of the above construction project, answers the following
questions in detail. Provide examples where necessary to elaborate your answers.


1. Explain the importance of planning in construction related projects. What are the three
different stages of planning of contractual projects? List different activities expected in the

2. Since the time a concern, Mega Construction is negotiating with their regular sub-contractors
to assign a reasonable amount of specific work packages based on their specialty. What are
the advantages and disadvantages of sub-contracting of work in the above construction
project? How planning and controlling of the above construction is affected when a sub-

Executive Summary
The program BSc (Hons) Quantity Surveying and Construction Management conduct by
Sheffield Hallam University connecting this assessment tasks through the module of Project
Organization and Human Resource Management. Assessment expects to urge that demonstrate
knowledge, understanding and application of Production Organization and Human Resource
Management essential to succeed all projects.
First task clarifies stages of the planning of contractual projects and how they importance to
succeed a project. Also it illuminates stages of planning of contractual projects and what are
the activities should to follow to comply those stages.
Second and third tasks are explaining about advantages and disadvantages of sub-contractors
and risk management. And how they influence the planning and controlling of the project.

1. Introduction
The assessment has been introduced a company for an assumption. Mega construction is
leading company interested to capture of a unique project shopping mall bid. Investor of
this project strict on cost, quality and time delivery. Thus all contract document prepared
in highly consideration. Grater care and highlight the requisite of expects the contractor to
operate with different technical expertise including architectural, structural engineering,
quantity surveying and building services. For achieve above aspects investor suggest to
have a continuous monitoring and progress reporting methods.
And there is more likelihood to win the bid for Mega construction. Thus planning and
controlling strategies needs to comply the aspect of investor. As a project manager of this
project Author has to analyze the following task.
As a Project Manager of this project has to mainly consider on following key area.
Importance of planning and stages of the planning.
Negotiating, planning and controlling sub-contractors
Risk assessment and risk management
Advance information technology application uses in project management
Human resource management
Given assumption in this assignment is Mega construction maintaining an excellent health
and safety rating. All the knowledge gathered in class has been applied and connected to
proper project to fulfill the report.
So far the project planned to build in Sri Lanka. Thus the limitation of this task will
concerning with Sri Lankan construction management practices and explained with the
comprehensive examples and case studies.

2. Task 01
Each project has different requirements and scopes. To accomplish that requirements and
scopes, applications of knowledge, experiences, skills, tools and techniques are bonding
through the project. The PMBOK (2008) defines Project Management is the application
of knowledge, skills, tools, and techniques to project activities to meet the project
requirements. Thus Project management is the backbone of the project. And it comprises
five process groups as following.
Initiating
Planning
Executing
Monitoring and Controlling
Closing
Investor of Shopping mall project highly keen on cost, quality and time delivery. So the
planning of cost, quality and time should have to consider strictly in pre contract planning.
Its challenging and basic activity in project management. A small mistakes can leads abyss
of the project. As a Project manager author has to identify the importance of the planning
construction, stages of planning and expected activities in each stages.
2.1.Importance of Planning in Construction?
Planning process implemented to create the scope of the project and to define the objectives
both quantitative and qualitative. At every level of management necessity of planning
influencing more. In lack of planning the project is worthless. The planning is depends on
the size and complexity of the project. In above project the planning will be challenging
and little complex with the requirement of investor. Following facts can be verify the
importance of the planning process.
It delivers the direction In this stage only the objectives of organization are
clarifying clearly and simply. Thus it leads to focus all team members to the target
and goal the organization.
It reduces energy and time waste While planning future activities buried risk can
identify easily. And it helps to face any kind of risks with scheduled and under the
cost.
It gives Alternatives Proper planning provide exact resources and energy in correct
time. And its well planned to provide an alternative what is not available on proper
needs.
It forms controlling standards Planned to control resources and time what the
project need and when it is need.
It simplifies decision making strategy It helps to choose what alternative plan at
the moment project needs. And how can it accomplish easier.

2.2.Stages of Planning
To accomplish the goal the contractual planning classified in three major stages. Figure
2.2.1 shows the stages of contractual planning

Each stages aspects some key activities and facts to consider. Followings topics briefly
discuss about those aspects.
2.2.1. Pre Tender Planning
As a project manager of Mega Construction has a responsibility to prepare pre tender
planning for above project. This is a common process carried out by contractor and it is the
best opportunity to find the best construction method and it helps to prepare a realistic
program for forwarding the construction work. Also it helps to prepare appropriate bid, to
find out the actual duration of the project and contractor can see whether project is
profitable or not. Following key steps are to consider on this stage.
Studying and analyzing the specifications and drawings to find item works
Investigating site and doing market survey helps to find availability of resources in
project surroundings
Choosing appropriate and economical methods of executing work from chosen
alternative methods.
Take off quantities of item works
Preparing rough construction schedule on stipulated time of the project
Finalizing profit margin and overhead to calculate bid price

2.2.2. Pre Contract Planning
This is the common process duration between contract award and commencement of work.
Mega construction is now in this stage for above project. As responsible person project
manager able to establish pre-tender program and master program. Following key steps are
to consider on this stage.
Attending to the pre-bid meetings
Pre arrangements and orders of Sub-contractors
Preparation layout plan of site
Understanding and clarify the roles of proper contract people who involved
Submitting unsettled documents on proper projects
Discussion and get solution in issues of nomination instruction
Preparation of master program
Establishing construction safety plans
Preparation of likely method statement
2.2.3. Post Contract Planning
The contract stage called as post contract. The stage extend from commencement of work
until end of the project. Most probably in this stage contractor should monitor and control
and chalk the program what prepared in pre contract planning stage. Following key steps
are to consider on this stage.
Make proper communication between the roles who involved in the project
Identified alternative methods in pre tender stages should evaluate
Material take off in phases basis
Preparation of monthly and weekly planning
Progress reporting in required method

3. Task 02
For large type of projects most of the construction portions are performed by sub-
contractors. Especially services type work packages such as HVAC systems, water and
electric supply works, etc. The success of the project is rely on the performance of sub-
contractors. In other hand controlling and monitoring sub-contractor is very tough in critical
situations. Indeed sub-contractor deliver positive and negative services, but it is rely on the
selection of sub-contractor by main contractor. There are more advantages comparatively
disadvantages by sub-contractor involvement in the projects.

3.1.Advantages
Investor of the above shopping mall project keen in cost, quality and time deliver. So main
contractor has to consider the cost and quality of the sub-contractors work with stipulated
time. Assignment data defines the contractor to operate with different technical expertise.
No choice the contractor should go for leading sub-contractors for each technical works.
Thus the project has more advantages using sub-contractors. They are following:
They can be hire when projects or project manager needs. Its shows flexibility
Main contractor save more time by breaking the work packages to more sub-
contractors.
High quality delivers from especial sub-contractors
Able to use sub-contractor for one-off work packages
Able reduction for delays
Easy to control the cost
3.2.Disadvantages
And there are some key disadvantages relying on sub-contractors. But poor sub-contractor
management can leads to vital effect on the deliver. Following disadvantages can be able
to effect the project.
Main contractor relying on sub-contractor. It may cost the main contractor
Own staff of the organization cant promote their skills
Controlling and management sub-contractors is most difficult to project manager
Sub-contractor paid more than own labor of the organization may loses the own labor
3.3.Effect of Sub-contractor on Planning and controlling
First of all the time planning and controlling mostly effecting using sub-contractors. It
delivers the work done earlier than what scheduled before. For an example if a plastering
mass area of the building sub out to many sub-contractors it can deliver the work done as
soon as project need. In other hand delay of deliver gives mass impact on the plan of project.
It leads to pay liquidated damages for main contractor.
Sub out the work packages can minimize the risk or it transfers the risk. Meanwhile poor
quality of the work delay the work by doing it again. It must overrun the cost and the time
of the project.
Increases of sub-contractors may lacks direct control of the main contractor. It delivers poor
quality works. In other hand own labor also try to follow the culture of sub-contractors it
may lose the labor controlling. Vastly scheduled plan and controlling effect by sub out the
works.

4. Task 03
Risks are inseparable from construction project. Even it cant be assure exactly where it is
or where it come from. Proper management can avoid those kind of risk at least it can be
minimize mass impact on the project cycle. In this project cost and the time likelihood risk
that can expects by the management of Mega Construction. Risk management is one of
essential part in project to minimize the risks.
4.1.Difference between the risk management and risk assessment
Risk assessment is process of Risk management to analyze likely losses. The purpose of
risk assessment is identifying unsafe circumstances buried in the project. (Deviprasadh
2007) states that Risk assessment is defined in this study as a technique that aims to
identify and estimate risks to personnel and property impacted upon by a project. Thus the
risk assessment is the process to identify the risks.
Risk management is large tool used in construction industry to identifying risks and
developing appropriate solution, combining a risk assessment process. (Deviprasadh 2007)
states that Risk management in a project encompasses identifying influencing factors that
could potentially negatively impact a projects cost schedule or quality baselines;
quantifying the associated potential impact of the identified risk; and implementing
measures to manage and mitigate the potential impact. Thus proper risk management not
only stop at finding risk also it must manage those risks in each phases.
4.2.Possible Risk associated with construction projects
Recent researches found 51 common risks in construction industry. 20 risks of them are
impact much stronger in the objectives of organization. As a project manager author
expects some key risks buried in above project.

4.3.Risk Management Process
Nowadays most of the organizations are practiced and succeed their projects using
management processes provide by Project Management Institute. Here as a Project
manager author is suggesting to follow the same process what suggested by Project
Management Institute. The PMBOK (2008) states following processes have to follow in
risk management. They are:
Plan Risk Management How to conduct risk management activities for above
project
Identify Risks Find which risks may affect the project and documenting their
characteristics

Perform Qualitative Risk Analysis Action by assessing and combining their
probability of occurrence and impact
Perform Quantitative Risk Analysis Numerically analyzing the effect of
identified risks on overall project objectives
Plan Risk Responses Developing options and actions to enhance opportunities and
to reduce threats to project objectives
Monitor and Control Risks Implementing risk response plans, tracking identified
risks, monitoring residual risks, identifying new risks, and evaluating risk process
effectiveness throughout the project.
5. Task 04
Computerized technology developed numerous tools and software to make easier
management documentation and monitor the project management. Following software
packages are commonly using in the market. Two of them are explains below.

5.1.Microsoft Project
It allows users to established objectives for project teams by generating schedules,
resources allocating and cost managing. MS Project is won the best software among the
Project Managers. Figure 5.1.1 shows the main interface of the MS project management.
And it allows to:
Helping to understand and control the project schedule and cost plans
Study the present project progress
To organize the resource as per scheduled plan
Easy to study the progress from Gantt Chart

5.2.Primavera
Is little advance than MS Project designed to managing large complex projects. Mainly it
provides:
Easy accessible All tools are in finger tips to see the progress of project
Forecasting Informations are up to date, find resources shortages and plan
accordingly
Improved Monitoring
Simplified management

5.3.Use of Gantt chart in Primavera
Gantt chart simply drawn bars based on time scale of the project. It shows the time
limitation of each work packages in construction project. It is prepared to keep works and
teams on targeted track. It allows to see the starting and end of the scheduled work and find
overlapping activities and critical activities on a project.
5.4.Use of Cost Baselines in Primavera
Baseline cost is describes as comparison at figures of actual cost and cost at completion.
So variation columns of Primavera helps to calculate the cost baselines. Project Manager
can locate the Baseline Cost while he wants to evaluate entire planned costs for work
packages.

5.5.Use of Resource sheets in Primavera
Helps to define the allocated resources in correct time with the needed quantity. Before that
management should plan the availability of resources in what amount. After entering all of
this detail in software it is easy control and monitor the resource activity throughout the
project cycle. Also it helps to over-allocation of the resources.
5.6.Use of Network Diagram in Primavera
Most commonly Network diagram is created from work break structure (WBS) of the
project. It helps to find the critical paths of the project and find alternatives accordingly.

6. Task 05
Human Resource Management (HRM) is indeed process in all organization to accomplish
their objectives and goal. Since starting of the project until closing the project it is utilizing
the resources according the need of project.
6.1.Recruiting Human Resources
Human Resources Department has a great responsibility to recruit human in right time,
right place with the right people, right skills and right cost. Absence of above feature
recruitment may impact the life cycle of project. As a project manager author suggesting to
follow the following process while recruit human resources.
Analyze the job required
Documentation of job description and person specification for suite to that place
Finalizing required source number and employment type
Short Listing employee with required character
Arranging interviews for short listed candidates
Decision making by conducting interviews
6.2.Human Resources Development (HRD)
Human Resource Department doesnt stop their duty after recruiting people. It has
responsibility to develop the available resources to accomplish the objectives of the
organization in stipulated time, cost with quality. So following different process are
handling to develop the resources. It develops capable employee in the organization.
Training aims to improve efficiency of deliverables and keep employee up to date
Motivating Rewards system, promoting and compensation system may motivate
the human resource to work with satisfaction
Job Rotation Job rotation must help to avoid organization rely on single person

Opportunities for career development

6.3.Impact of Human Resource performance in project performance.
Well-developed human resource managements recruit right resource in right time. And it
develops the internal resources too. Direct or indirect the performance of HRM give
positive result on project performance. By motivating employee efficiency of working
increasing automatically and it delivers more services and goods to organization.
Allocating right human resource in right time with right cost helps avoid wasting of energy.
Utilization of human resources may avoid the cost overrun. By developing human resource,
organization can be minimize employee turnover. It helps to keep uniqueness of the deliver.
Other motivation system also effect organizational performance by increasing quality of
delivers.

7. Conclusion
Project Management is the Skelton of all projects lack of management may leads to
washout the organization. Also planning is very important tool to carry out in all phases of
the project. Awareness of planning make variations in scheduled cost and time. Sub out the
contract and selecting sub-contractor must effect the project whether it can be positive or
negative depends on the decision making of project manager.
Finding risk adopt in the project and minimizing them by proper risk management process
is very important in project until it closing. Cant calculate accurately where it buried and
how much big it is. Proper risk management can avoid the risk before it comes.
Computerized management software make easier to documentation, controlling and
planning in construction management. It helps to schedule the task with appropriate
resources on time and it is easy to access all information in single interface.
Indeed with planning tools the Human Resource management is important process through
the project cycle. Performance of project is depends on human resource development and
appropriate human resource development helps to deliver quality products in stipulated
time and planned cost. Proper project management strategies can deliver the exact product
what client wants.
