Overview
Under the National Registration Act, an Identity Card (IC) holder is required to report his/her change of
residential address within 28 days, including changes to a place of residence outside Singapore.
Participating government agencies and statutory boards will then be informed of the change in address through
OSCARS on the next working day. OSCARS is a free service.

About OSCARS
The One-Stop Change of Address Reporting Service (OSCARS) system informs participating government
agencies and statutory boards of your change of residential address, so that you can receive mail from these
agencies at your new address.
Procedure
(i) Reporting an overseas address; and
If you are reporting an overseas address on your IC, you may
(a) Inform in writing to ICA at:

Upon receipt of your notification, ICA will update your address through OSCARS and an address sticker will be
sent to you for affixing on your IC.
(ii) Providing a Local Contact Address (LCA) for election voting purposes ( For Singapore Citizens)
To report a Local Contact Address (LCA) for voting purpose, Singapore Citizens must already have an overseas
address registered with ICA. After which please register your LCA at the Elections Department Website. The

Election Department will then forward your application to ICA to inform your family member/relative, whose
address of the place of residence in Singapore is your LCA.
This contact address must be either:
The address of any premises in Singapore which you still own an estate or interest in, and which is used or
permitted under written law to be used as residence; or
The address of the place of residence in Singapore of:
your spouse, grandparent, parent, sibling, child or grandchild
any grandparent, parent or sibling of your spouse
any sibling of any of your parents or your spouse's parent
any child of any of your siblings or your spouse's siblings
If you are registering the residential address of any of your family members/relatives listed above as your Local
Contact Address (LCA) for voting purpose, please inform the family member/relative concerned that they would
receive a letter from ICA seeking the confirmation of the relationship and the consent for the use of their
address. They are advised to reply to ICA in writing within 7 days of receipt of the letter. Please note that
registration of your contact address will be accepted only upon your family member's/relative's confirmation of
relationship and consent is received by ICA.

Note: Your local contact address will be used for the purpose of voting during the Elections only.
Mail Redirection
OSCARS does not change your mailing address. When you shift homes, you should inform your
correspondents (including private institutions and non-participating government agencies) of the change in
address.
Advance Notice
Please note that you must report your change in address within 28 days. However, several agencies under
OSCARS impose a shorter reporting time limit. For example, if you own a vehicle, the Vehicle Registration
Unit requires you to report your change of address immediately.
