Dear Colleagues, It is a pleasure to bring you this newsletter, our first for 2013, as it affords us a unique opportunity to take stock of the key events of 2012. This edition of the newsletter is also published against the background of the UN General Assemblys historic resolution that declared the period 2014 to 2024 as the Decade for Sustainable Energy for All. Across Pakistan, we are working hard to translate the energy conservation policy visions into action. To achieve concrete measures on the ground however, it is important for the private sector and private capital to engage more robustly with the policy and regulatory frameworks we are putting in place. We are confident that the execution of these policy measures will lay the foundation for making our energy systems far more sustainable and ensuring that we move rapidly from a carbon- based to a low-carbon economy. The knowledge and technologies required for this transformation are feasible and already with us. We hope you find this edition both interesting and informative.

All around the world, there has been progressively increasing emphasis on improving the energy efficiency of electrical home appliances, and this has been recognized as a major initiative for energy conservation. It implies fixing a national label/ logo on those appliances which meet a prescribed energy efficiency standard; and thus creating market preferences/ sustainability for such appliances. So far around 57 countries have adopted this labeling regime in one form or the other for one or more products. In Pakistan, such initiative started through Project BRESL (Barrier Removal to the Cost-Effective Development and Implementation of Energy Efficiency Standards and Labeling), a regional project funded by GEF, implemented by UNDP with ENERCON (Ministry of Water & Power) being Responsible Party/ Implementing Agent.The United Nations Development Program and the Government of Pakistan (through ENERCON) entered into an Agreement in July, 2009 with a view to: Improve and produce Energy Efficient Home Appliances. Set Standards and Labels for the six targeted home appliances i.e. Fans, CFLs, Ballasts, Motors, Refrigerators and Air-conditioners.
BRESL Project Pakistan started in 2010 and has now gathered momentum and is well on its way to achieving its visualized objectives/ targets. It is estimated that over time application of labeling for these targeted appliances can be instrumental in: Saving up to 6000 MW of electricity generation.
Facilitating exports to those countries who have adopted the labeling regime Reduction in bills of the consumers. Progress & Current Status Energy Efficiency Standards Testing Protocols have been adopted for all the six targeted appliances. Minimum Efficiency Performance Standards (MEPS) have been adopted for CFLs, Electronic and Magnetic Ballasts, Fans and Motors. Energy Efficiency Labeling. Procedure for grant of Endorsement Labels along with Endorsement Logo have been finalized/ approved, and is being launched in 1 st Quarter of 2013. Policy: Summary ES&L (Energy Efficiency Standards and Labeling) Policy has been submitted to Ministry of Water & Power for processing and approval by the Federal Cabinet. ES&L Support Activities: These have been initiated through awareness campaigns in print and electronic media, workshops, seminars and meetings with academia and manufacturers associations. Harmonization of regional ES&L activities being pursued through country offices, RPMU and TWG members.

Formed in 1923, WEC is the UN- accredited global energy body, representing the entire energy spectrum, with more than 3000 member organizations located in over 90 countries and drawn from governments, private and state corporations, academia, NGOs and energy-related stakeholders WEC informs global, regional and national energy strategies by hosting high-level events, publishing authoritative studies, and working through its extensive member network to facilitate the worlds energy policy dialogue. WEC has Member Committees in nearly 100 countries, including the largest energy-producing and energy consuming countries. Corporations, organisations and individuals can join the WEC network through the National Committee in their country of interest. WECs membership is made up of autonomous Member Committees representing the broadest

Nationally Appropriate Mitigation Action (NAMA) refers to a set of policies and actions that countries undertake as part of a commitment to reduce greenhouse gas emissions. The term recognizes that different countries may take different nationally appropriate action on the basis of equity and in accordance with common but differentiated responsibilities and respective capabilities. It also emphasizes financial assistance from developed countries to developing countries to reduce emissions. Ministry of Climate Change (MOCC) - CDM Cell is looking after development of NAMAs with the support of concerned departments. ENERCON being a central focal institution for Energy Efficiency is working in close interaction with MOCC to develop an Efficient Lighting NAMA for Pakistan. UNEP enlighten project
team has shown consent to review and give feedback on the draft NAMA concept note developed by Ministry of Climate Change-CDM Cell which after required changes is going to be submitted to Centre for Clean Air Policy (CCAP) by 1st April 2013 for their comments and inclusion in the upcoming CCAP conference. There is a dire need that donor agencies should consider capacity building of focal persons for developing NAMAs.
The transition to efficient lighting in the residential, commercial/industrial and outdoor lighting sectors would result in the reduction of 1.97 million tonnes of CO2 annually. Annual energy savings would be 4.06 TWh, 5.46% of total national electricity consumption and 35.1% of lighting electricity consumption. Annual savings would be approximately 408 million USD.
Under FERTS project 50 Tune-up centers were established and more than 50 Tune- up centers have so far been facilitated / established through ECF Revolving Loan Fund (RLF). Many workshop owners and 3S dealers with computerized diagnostic & tune-up facilities wanted to use ENERCON Name & Logo on their workshop billboards. Keeping in view the interest of workshop owners and those who wanted to start their new business of computerized diagnostic & tune-up services there was a dire need to establish such a registration criteria by which ECF team can evaluate the facilities of the workshop of old and newly established setups thus giving them the registration certificate and permission to display ENERCON name & logo and be called as ENERCON Computerized Tune- up Center. Monitoring mechanism of tune-
up centers is an integral component of registration criteria with fixed timelines. Tune-up centers which were already using ENERCON name & logo have been sent legal notices to fulfill the registration criteria. On 22 nd March, 2013 ECF Team headed by MD ENERCON visited Toyota Airport Motors Lahore which got registered as ENERCON Computerized Tune-up Center.
