1. Summary of the project
Since gaining independence in 1957, Malaysia has undergone tremendous growth and
prosperity by shifting the economic activities from labour-intensive industries to energy
and capital-intensive industries particularly heavy industry. Malaysias energy
consumption has increased and become comparable to larger energy consumers
worldwide. Thus, Malaysia is increasing its efforts to promote renewable energy and
energy efficiency especially in buildings.
The Third Outline Perspective Plan (OPP3) and the Eighth Malaysia Plan (8
th
MP) are
the two main policy references for the promotion and development of renewable energy
in Malaysia. Recognising the huge potential of BIPV, Malaysia is working together with
the United Nations Development Programme and the Global Environment Facility on a
Malaysian Building Integrated Photovoltaic Technology Application Project. (MBIPV)
The long-term goal of the MBIPV project is to reduce the annual growth rate of GHG
emissions from fossil fuel-fired power generators through widespread BIPV application
and reduced technology cost. The project is expected to catalyze wider adoption of BIPV
applications within Malaysia and the ASEAN region that will lead to the long-term
technology cost reduction. Specifically, the MBIPV project strategies will focus on the
following components to establish enabling environments towards a sustainable BIPV
market:
PV information services, awareness and capacity building
Market enhancement and infrastructure development
Policies and financing mechanisms
Industry Development and R & D enhancement
2. Objectives
The general objective of the project was to facilitate the implementation of the Malaysian
policy guidelines for renewable energy. The immediate project purpose was to
significantly improve the overall capacity of government and private sectors to develop,
design and utilize the BIPV potential. The specific objectives were:
Build awareness and supply information about state-of-the art technology,
architectural and technical experience of BIPV made in the EU
Develop modification of EU experiences and technology towards Malaysia
building conditions
Collect information of socio-economic impact of BIPV
Develop local quality control instruments by training local technical staff in the
EU
Build awareness of EU policy framework conditions with high multiplier effect
for renewable energies, especially photovoltaics (PV)
3. Activities
A comparison of the planned activities and actual results obtained is presented in the
table below:

Market and socio-
economic survey
2.1 The market survey on different
BIPV components will be done and
documented by UKM staff. These are:
PV Modules
-collect information on existing market
- A technical market survey
on BIPV technology
components was conducted
by the Malaysian
Universities UKM and UM.

demand and manufacturing in Malaysia,

strength/weakness/threat/opportunities
of locally produced PV modules

market of inverters, technical feasibility
and economic viability of state-of-the

local inverter design and manufacturing
and address the requirements and
business needs for a local inverter
product that should be at par quality-
wise but slightly cheaper in price against
existing inverter brands.
Mounting& construction material
-inspect existing standard construction
for BIPV but mainly tailor-made
mounting systems.
-address the status of local constructing
material industry in applying BIPV
technology
-identify the technical needs to address
various methods of PV integrations into
the buildings.
2.2 Survey on socio-economic aspects
of PV technology
A socio-economic survey will be done
and documented mainly by PSE staff.
Experience from different EU incentive
programmes
The EU incentive programmes will be
classified and an overview of the main
results would be given. A survey on the
recent national EU incentive
programmes shall also be given.
Key factors for successful
implementation
PSE,through the survey, will identify
main key aspects for successful
implementation. This should be done in
direct relation to incentive programmes.
2.3 Dissemination of survey results
Once the survey is documented by
UKM and PSE, it will be handed over to
PTM who will publish and disseminate
within its network of recent technical
stakeholders and target groups defined.
The first concentrated on
solar module and mounting
structure devices while the
latter one was a survey on
the inverter market.
- PTM published and
disseminated the surveys
within its network. Around
50 copies were disseminated.
3 High level meeting and
Study tour in Europe
3.1 Preparation
- PSE to plan the study tours visit
around 10 different demonstration sites
- High level meetings and a
study tour took place in June
2005. The delegation stated
during a 4 days trip in Germany and the
Netherlands
- plan to visit an important trade fair or
conference of solar energy technology
- PSE to use its network of policy
makers in Germany deeply involved in
the promotion and legislation process of
German renewable energy policy
- PSE to organize at least three
meetings with decision makers
- PSE to work out an information leaflet
about the major steps and results of
solar energy incentive programmes in
Germany over the last 5 years; to
provide English translations of the most
important laws. These information to be
provided during the visiting programme.
- Once study tour is set and meetings
fixed, PSE to work out an information
leaflet containing short programme
description to be used in contacting high
level decision makers from target
groups.
PTM will be the main and only contact
office responsible for the registration of
participants. Only 10 participants will
be supported by EU contribution.
3.2 Implementation of tour and
meetings
- PSE and its partners to document the
most important statements of the
participants to result in a report of the
whole visiting programme
- PTM to organize the dissemination of
the report to participants and other
representatives of the target group. PSE
to organize distribution of report to all
EU dialog partners
4. Exchange of technical personal
- PSE to work out a hands-on training
course on PV components, system
technology, grid connected PV
installations and PV system monitoring
in cooperation with Fraunhofer Institute
for solar Energy ISE in Freiburg,
Germany to take place in Freiburg.
-A handbook of important features of
quality control on PV systems should be
written by technicians sent from PTM to
ISE.
- PTM to disseminate the handbook
5. Documentation of project results and
in Berlin (Germany) and
traveled via Utrecht (The
Netherlands) and Bonn to
Freiburg (Germany). The
tour finished with a visit of
the trade fair Intersolar
2005 on June 24, 2005. The
delegation consisted of 10
political decision makers,
technical and media
representatives.
- All presentations and
important background
information, which were
relevant during the stay of
the Malaysian
representatives were
documented on a CD. A
total of 25 copies were
distributed.
- A technical exchange visit
of four participants of UKM
and UM at Fraunhofer
Institute for Solar Energy
System, Freiburg, Germany
was conducted during
November 14 to 26, 2005. A
handbook was written by the
four participants of the
training course. The
handbook concentrated on
measurement of I-V curves
as a tool to identify the
performance (quality) of PV
systems.
final Reporting
-The documentation should include (a)
expectations and obstacles on successful
implementation of policy guidelines;
(b) applications and quality control
issues on BIPV in Malaysia; (c) point
out lessons learned from EU experience;
(d) mutual exchange on the topic
between technical and political
stakeholders and (e) special
recommendations on follow-up
activities

5. Impacts
5.1 Energy impact:
Not directly applicable.
5.2 Environmental impact:
Not directly applicable.
5.3 Business impact:
The application of solar PV in buildings can only be successful if such installations prove
to be economical and sustainable. The introduction of this new technology, as in Europe,
needed to be supported by incentives and subventions. The technical issues related to the
adoption of the technology could be addressed if situations found in Malaysia could be
proven in Europe. Accordingly, current and future stakeholders of PV building as
represented in the study were made aware of the economic sense and technical feasibility
of BIPV intended to achieve the following: (a) anticipated growth in solar PV
installations; (b) shift economic development towards sustainability and (c) provide an
excellent outreach for European Member States PV promotion programmes.
The geographical conditions of Malaysia for using solar technology are favourable. The
country lies entirely in the equatorial region with an average daily solar radiation of 45oo
kwh/m
2
. Sunshine duration is about 12 hours. The technical potentials of BIPV in the
residential and commercial sectors are huge.
Accordingly, BIPV systems can add several values to buildings:
(a) to produce electricity from solar systems on roofs and facade
(b) to shade buildings and thus lower the heatload and the energy consumption for
cooling
(c) to keep maintenance cost for roofing material lower.
This undertaking indirectly facilitated the recent action called SURIA 100 , a support
program, targeting the residential and commercial sectors, which will establish the new
BIPV market and will provide direct opportunities to the public and industry to be
involved in renewable energy initiatives and environmental protection. Every year,
starting 2007, limited number of grid-connected solar PV systems (in total 1,000 kWp)
will be offered to the public on a bidding (auction) concept, through local mass media
and administered by the project team.
