Present Solid Waste Management Condition

Garbage collection in this Municipality was not really a great problem unlike in the early part of
1998, when the road leading to the dumpsite was still rough and partially paved. Now the road
is already concreted and additional garbage trucks are procured.
Of the total amount of the waste discharged, 85% is collected and disposed off the dumpsite.
The rest are burned or illegally dumped on nearby places or dumped into the rivers or creeks.


Ecological Solid Waste Management Plan
VISION The plan is to reduce the solid waste disposed off to 25% for the 1st 5 years, and a
10% increment for every 3 years thereafter.


Objectives:
a. Ensure the protection of public health and environment;
b. Utilized environmentally sound methods that minimize the utilization of valuable resources
and to conserve and recover resources:
c. To adopt the best environmental practice in ecological waste management to ensure the
proper segregation, collection, transport, storage, treatment and disposal of solid waste:
d. Create plan setting the guidelines and target for the volume reduction of the solid waste at
source through composting reuse, recycling and recovery:
e. Enter into cooperation with private sector and NGOs in the implementation process of the
program and the NGOs for funding:
f. To instill environmental health awareness and action among the citizens.


Strategies
a.) LGUs program to enhance awareness on Solid Waste Management has not been effective,
by reason of population resistance for change. It only shows the need to have a comprehensive
and effective information education campaign. The target audience are the Public and Private
schools, professionals, Transport sector, Market vendors, Religious groups and households
(Barangay wise).
b.) With a total of 40 Barangays a number of pilot Barangays were picked to start up with the
project.
c.) Another pilot area is the Public Market;
d.) A series of Public consultation shall be conducted on the pilot Barangays;
e.) At the Market, a series of meetings shall be made with the vendors and officers.


IEC Activities
1. Installation of billboards at strategic places.
2. Distribution of flyers and posters showing the waste characterization.
3. Public consultation starting with pilot Barangays and Public Market.
4. Separate Public hearings with the selected targeted audience.
5. Inform the community through megaphone.
6. Inform the residents on the schedule of collection.
7. Search for cleanest and greenest Barangay.
8. Information dissemination other than the pilot Barangays.
9. Barangay Captains shall be encouraged to create their
own Solid Waste Management committee.


Collection Transfer - Disposal
Collection is to be scheduled at the pilot Barangays, were only residuals are to be collected.
Separate schedules for Biodegradable and non biodegradable.
The solid waste are to be deposited at the Bunot dumpsite MRF, where the biodegradable
are to be composted while the residuals are sorted out and the plastic are pulverized and is
made into hallow blocks, ornamental block and other possible products.


Waste Reduction (Re-use, Recycling, Composting)
The plan for waste reduction is to enforce the segregation of solid waste at source. This will
be done after a series of information campaigns and the waste generators had been informed
and educated about the waste characterization.
A Municipal MRF has been established at the Bunot controlled dumpsite and has been
rehabilitated to accommodate the residuals, mostly plastic collected from the pilot Barangays
and from the Public Market.

Implementing Mechanism
a.) Institutional Mechanism
The Municipal Government has established a Municipal Solid Management Board under the
chairmanship of the Mayor. The board is composed of (18) members from the government
sector and (5) members from the private sector.
The government is represented by the heads of the different departments of the LGU.

1.) Sangguniang Bayan
2.) President of the Association of the Barangay council in the Municipalities.
3.) President of the Sangguniang Kabataan federation.


The private sector is represented by:

1.) Representative from the recycling industry.
2.) An environmentalist whose purpose is to promote recycling and to protect air and water
quality.
3.) A representative with relevant technical and marketing expertise.
The MSWB duties and responsibilities is to ensure the long term management of solid waste,
as well as to integrate the various solid waste management plans and strategies of the
Barangays. It will also conduct consultations with the various sectors of the community.


Monitoring and Evaluation System

1. Every Barangay shall create its own SWM committee.
2. Every Barangay shall formulate their own Solid Waste Management Program consistent with
the municipal SWM plan.
3. The Barangay shall submit a monthly report to the Municipality.

a.) A BSWM office shall deploy initially a core of 10 environmental enforcer, grouped into 3
teams with 3 personnel for each team.

b.) This is to be increased as the program progresses.

4. The Barangay shall organize their own core coordinators.
5. Regular public consultations in every Barangay.
6. Organized junkshops into environment cooperatives.
7. Identify Barangays with ample spaces for the establishment of MRFs and compost facilities.
Evaluation System
A. Physical/ chemical effects
1. Diseases contracted from commonly reported environmental health problems related to
solid waste are reduced.
2. The possibility of ground water contamination due to leach ate shall be reduced
B. Aesthetics and Visual effects
1. Garbage free environment;
2. Water pollution shall be reduced;
3. Flash flooding due to dumping in rivers and lakes, revented;
4. Presence of ECO-PARKS shall increase;
5. General health of the citizenship and of the environment shall improve.
