The Master of a ship arriving from outside the United Kingdom must
complete a Customs Form C13 Masters Declaration. In addition, he

arriving from ports outside the European Union.
The above forms shall be delivered to a Customs Officer within 3 hours
of the ships arrival at its working berth or within 6 hours if prior notification
by ships Agent or in any case within 12 hours of entry into the port.

Immigration:
Quote:
Masters of all ships arriving from ports outside the Common Trading
Area (United Kingdom, Channel Islands, Isle of Man and Republic of
Ireland) must complete a Crew List IMO FAL Form 5 (IS6) and deliver
it to the Immigration Officer within 12 hours of the ships arrival.
Presentation of Passengers: The Master must ensure all passengers
remain onboard until an Immigration Officer has seen them.
Seamen Paying Off: The Master must inform an Immigration Officer
before any member of the crew who:
Was engaged outside the United Kingdom or
Who was engaged in the United Kingdom but who is subject to
immigration control.
Hospital Treatment: The Master must report at once to an Immigration
Officer when it is necessary to land for hospital treatment any member
of the crew who is subject to immigration control.
Temporary Shore Leave: Members of the crew may be granted
temporary shore leave during the ships stay in port on condition they
leave in the same ship.
Deserters: The Master must report at once to an Immigration Officer any
deserters.
Immigration Control: When
Preparing the Crew List, or
Notifying crew signing off or entering hospital, or
Reporting deserters.
A crew member should be regarded as subject to Immigration Control
unless he holds:
A British Seamans Card, or
A United Kingdom Passport, describing him as a British Citizen or
showing that he was born in the United Kingdom, the Channel
Islands or the Isle of Man, before 1.1.83, or to be otherwise exempt
from Immigration Control, or
A passport of the Republic of Ireland.

PILOTAGE: Pilotage is compulsory for all vessels navigating within the Port of Liverpool (as defined in the M.D. & H.C. Act 1971). The M.D. &
H.C. is also empowered to act on behalf of Garston Docks for Pilotage Directions. The following vessels shall be exempt from Compulsory
Pilotage:
1. Any vessels belonging to Her Majesty.
2. Any vessel which is under 82 m. LOA, provided that this exemption shall not apply to any such vessel which is:-
(a) Carrying hazardous cargoes.
(b) The navigation of which is, in the opinion of the company,
affected by a defect in or damage to the vessel or her
equipment, or inadequacy of the Master or crew.
(c) Navigating solely to adjust her compasses within the Port limits.
Attention is drawn to the General Directions for Navigation in the Port
of Liverpool No. 5, the Pilotage Directions and the Mersey Channel
Collision Rules.
Boarding Position: The normal boarding position will be in the vicinity of the Bar Buoy, but vessels may, by arrangement, board their Pilots at Point
Lynas. Both stations are served by launches controlled from Port Operations Control in Liverpool. The Control Centre operates on VHF Channel 11
(and 9, 12 or 16) with the call sign Liverpool Pilot. The Pilot launches will show the appropriate Pilot Flag or Lights and will have the words Liverpool
Pilot painted on the superstructure.
Inward Bound Vessels: Vessels requiring a Pilot must give not less than 24 hours notice before the expected time of arrival of the relevant vessel at
the Pilot Station at which the Pilot is to be boarded; via Agents, via
G.P.O. Coast Stations to the Liverpool Pilotage Control Centre, or via telex to 626264 P.T.O.P.S. Liverpool and ETAs must be kept up-dated.
Penalty charges are made for non-compliance with the ETA Regulations (Reference Pilotage Directions).
Outward Bound Vessels: Vessels requiring a Pilot must give not less than 3 hours notice before the expected time of departure of the relevant
vessel to the Port Operations Control Centre, between the hours of 0800 hrs. to 1630 hrs. on weekdays and 0800 hrs. to 1000 hrs. on
Saturdays, Sundays and Bank Holidays.
ANCHORAGES: In the event of berths not being readily available for vessels, normally they must wait at the Mersey Bar Anchorage which is in the
open roadstead. There are river anchorages, but these are only usually for vessels about to enter the dock system.
RESTRICTIONS: No restrictions on night entry, except VLCCs, tidal restrictions depend on vessels draft and to which berth vessel
proceeding, larger vessels usually have to wait for HW.
MAX. SIZE: Tranmere: Up to 12.5 m. draft, dependent on tide.
Birkenhead: Up to 8.68 m. draft.
Liverpool Docks: Up to 12.8 m. draft.
Royal Seaforth Dock: 12.8 m. of water depth, up to 292 m. LOA and
36.1 m. beam.

HEALTH: The procedures for health clearance of ships arriving in the United Kingdom are governed by the Public Health (Ships) Regulations 1978.
The Master of a ship arriving from a foreign port must report to the Port Health Authority:
1. The occurrence on board during the voyage or the last 4 weeks if more than 4 weeks have elapsed since the voyage began of
(a) Death, other than by accident.
(b) Illness with associated persistent fever or diarrhoea.
2. The presence on board of
(a) Person suffering from an infectious disease.
(b) Any animal or captive bird.
3. Any other circumstances which are likely to cause the spread of
infectious disease.
If there is nothing to report under any of these headings, the Master
has no need to obtain health clearance unless an authorised Officer
otherwise directs.
If any of the conditions in 1.(a), 1.(b) and 2.(a) or 3. have occurred, permission from an authorised Officer will be necessary before
disembarkation or commencing operation.
If the Master has something to report under 1. 3. above, he must:
(a) Send a radio message not more than 12 hours and where practicable not less than 4 hours before arrival, giving the relative information to the
Port Health Authority.
(b) Show or give the appropriate day or night signal when the ship enters the jurisdiction of the Port Authority.
(c) Until 2 Free Pratiques for health purposes have been given, make sure that no person, other than a Pilot, Customs Officer, Immigration
Officer or authorised Officer boards or leaves the ship without the permission of the Medical Officer.
(d) Complete a Maritime Declaration of Health and arrange for it to be handed to the authorised Officer.
The requirement for (d) above does not apply to a ship which has come directly from a port of the European Union.
Where Free Pratique is necessary, the Master should have a Passenger and Crew List available of the persons disembarking at that port,
including their addresses in the United Kingdom.
In any circumstances, an authorised Officer may request the completion of a Maritime Declaration of Health and the Master shall apply the
necessary restrictions.
When it is necessary for a ship approaching Liverpool to report to the Port Health, the Master should send a radio message to Port Health
Liverpool, giving:
1. Name of ship.
2. Names and dates of departure from ports within the last 28 days.
3. Number ages and sex of infectious diseases or other relevant information.
4. Expected time of arrival off Rock Light or name of berth and ETA at dock entrance or off berth if river berth.

VHF: VTS operational. Vessels should establish contact by VHF with the Port Operations Control, call sign Mersey Radio, before sailing and
inward bound when within VHF range and not later than when in the vicinity of the Bar Lighted Buoy.
Harbour Radar: The radar coverage extends seaward over Liverpool Bay for a radius of 20 miles from the station and in the River Mersey as far
South as the approaches to the Manchester Ship Canal.
Vessels entering or leaving the Port in conditions of low visibility can, on request, be supplied with continuous information of their position whilst
navigating in the river or sea channels.
A general situation and movement statement, giving all intended movements inwards and outwards for the Port of Liverpool, Eastham, Garston
and Cammell Lairds and approximate times at the dock entrance or river berth, together with a list of Local Navigation warnings in force, latest weather
reports and area forecast, is broadcast on Channel 9 at
3 hours before each HW. This full statement is repeated with any amendments and the disposition of the River Anchorages North and South at 2
hours before each HW.
Any local navigation warning, gale warnings and amendments to gale warnings are broadcast on receipt on Channel 12.
Docking Instructions: The VHF Stations at the Dock Entrances and Stages are provided to facilitate docking and berthing operations and to provide
direct communication between the Dock Master or Stage Master and a vessel. The Range of these stations is limited to a distance of 6 miles to 8
miles.
Tug Communications: Channels 8 and 10 are reserved for tug communications and should not be used for any other purpose. Due to the heavy
working of these Channels, especially at tide time, and in order to minimise interference, vessels and their tugs when communicating to one
another on VHF, should, when possible transmit on reduced power.
Large Vessels Swinging: Vessels of 150 m. or over in length intending to swing in the river should give advance notice of at least 10 minutes to
Mersey Radio of their intentions so that Mersey Radio can broadcast
on Channel 12 a swinging warning to all ships.

Local Priority Messages: A vessel which has an urgent message to transmit to Mersey Radio concerning urgent navigation matters and which
message should receive priority over normal Port Operations R/T Communications, should indicate the urgency of the message by prefixing the
call sign of the Port Operations Control with the spoken word PRIORITY i.e. PRIORITY MERSEY RADIO repeated 3 times followed by normal
procedure.
In special circumstances such as the launch of a vessel or in an emergency such as a wreck, it may be necessary temporarily to establish a
patrol for the control of traffic. Vessels will be warned of the existence of any such patrol by Mersey Radio and any such patrol vessels or
launches will maintain a listening watch on Channel 12 and communicate with other vessels on Channel 6.
VHF Procedure:
Channels to be used for Calling and for Preparatory Signals:
Mersey Radio and ship stations will call on Channel 12. Channel 16 should only be used for distress, urgency or safety communications.
Channels for Reply: Calls received on Channel 12 should be replied to on the same Channel, but if calls are received on Channel 16, replies
should be made on this Channel.
Indication of the Channel to be used for VHF Traffic:
When communication has been established on Channel 12 between a ship and Mersey Radio, the shore station will indicate the Channel to be
used for passing and receiving information if Channel 12 is busy.
Times: All times in messages should be given in local time, i.e. BST or GMT, using the 24 hour notation.
VHF Discipline: To ensure that the full advantage of efficient communication is achieved, strict VHF discipline and attention to
procedure, particularly on the calling Channel is imperative. Channel 16 must only be used for establishing contact between ship and shore or ship
and ship, and must not be used for the passing of messages except in cases of distress within Port limits. Channel 12 should be used for
establishing contact between ship and shore or ship and ship. Sequence of VHF Communication for Vessels Entering the River Mersey:
37 Vessels wishing to communicate with the Liverpool Pilotage District Point Lynas Shore Station should call Lynas Pilot on Channel 9. Channel
16 shall only be used in case of difficulty in establishing initial contact.
38 Vessels wishing to communicate with the Liverpool Pilotage Control Centre should call Liverpool Pilot on Channel 11. Channels 16 and 12
should only be used in cases of difficulty in establishing initial contact.
39 When within VHF range and not later than when in the vicinity of the Bar Lighted Buoy the vessel should establish contact with Mersey Radio
on Channel 12 and pass her arrival information on Channel 12 or other Channel indicated by Mersey Radio, watch should be kept on Channel 12
unless instructed to remain on another working Channel for Port Operational reasons. A vessel at anchor at the Bar anchorage should keep
watch on Channels 16 and 12.
40 Vessels requiring radar information or assistance will be requested to shift to Channel 18.
41 Vessels should inform Mersey Radio when they are ceasing to keep a listening watch on Channel 12. If they are shifting to a tug or a dock
entrance or Tranmere Oil Stage Channel they should inform Mersey Radio of such intention.
Vessels Sailing from the River Mersey: Vessels, on sailing from any Stage or Dock, should establish contact with Mersey Radio on Channel 12
and then maintain watch on that Channel unless instructed to remain on another working Channel for Port Operational reasons. Vessels requiring
radar information or assistance will be requested to work on Channel 18.

TUGS: Join vessel after passing Rock Light. Normally use tugs lines but optional. Charge for tugs hawsers.

CARGO HANDLING FACILITIES: Liverpool Intermodal Freeport Terminal (LIFT): LIFT owned and operated by the Mersey Docks and Harbour
Company extends to 833 acres (337 ka.) in Liverpool and Birkenhead, inclusive of the recent 70 acres (30 ha.) expansion of the Freeport, which
offers 70,000 sq.m. (750,000 sq.ft.) of new accommodation.
LIFTs light industrial and warehousing units offer a total of 80,000 sq.m. (860,000 sq.ft.) of sophisticated, state-of-the-art

accommodation.
The 3 main elements are Rimrose Business Park (high-bay
warehousing and distribution units), Langton Park (warehousing and
distribution) and Strand View (light industrial and storage).
BULK CARGO FACILITIES: Grain Berths: Royal Seaforth Grain
Terminal accommodates ships of up to 75,000 d.w.t. up to 260 m. overall
length and 12.8 m. draft. Discharge is by 2 marine towers at up to
2,000 tonnes/hr. into 160,000 tonnes capacity silo. 1X750 tonnes/hr.

dischargers (Buhler) for animal feedstuffs at Berth S.2, storage capacity

30,000 tonnes. 1X220 tonnes/hr. Vigan pneumatic discharger for heavy grains and animal feedstuffs ex-small vessels up to 4,000 d.w.t.

S.1 Canada Dock: Equipped with mobile crane with grab.
West Alexandra Dock: Vessels up to 8.84 m. draft, equipped with
2 grabbing cranes for handling animal feeding stuffs; discharge to road
via hoppers.

Reas Cavendish Quay: 2X20 tonnes level luffing jib cranes with a grabbing capacity of 15 tonnes. Each designed to handle up to 450 t.p.h. Grabbing
mobile crane 1X100 tonnes capacity plus 2X2.5 tonne grabbing cranes.

S.1 Husskison Dock: Cement import facility operated by Seament.
S.1 Gladstone Dock: Bulk terminal with length 250 m. and depth 12.5 m.

SPECIALISED CARGO HANDLING FACILITIES: Containers: The
container terminal at Royal Seaforth Dock has a continuous quay
1,100 m. in length, served by 6 gantry cranes up to 50 tons capacity and
a fleet of straddle carriers working to a 22 ha. container park supported
by a 26 ha. back-up area. Tractor trailer units are used to feed the integral
Rail Terminal, which links with direct services through the channel tunnel.
Containers can also be handled at all general cargo berths.
Timber and Forest Products: At the Royal Seaforth Timber Terminal, Berths No. S7 S9, there is 793 m. of continuous quay served by 4X10
tonnes cranes discharging packaged timber to a 26 ha. stacking and back-up area. 3 sheds provide covered storage of 16,000 sq.m. for plywood,
pulp-kiln-dried timber.
Ro-Ro: There are 10 berths in the port with Ro-Ro ramp facilities; Royal Seaforth, S.3, S.6 and S.10; Gladstone No. 3, Gladstone No. 2,
N.W. Alexandra, E. Langton, N.E. 3 Canada and S.W. Victoria Dock. Ro-Ro facilities for Irish services available at Twelve Quays facility,
Birkenhead.
Heavy and Indivisible Loads: Good road access and specialised facilities include 3 berths strengthened to accept loads of up to 300, 400 and 1,000
tonnes respectively. 250 tonne capacity sea-going floating crane.
STEVEDORES: Earliest possible ETA to be given to arrange gangs.
MEDICAL: If doctor is required to attend immediately on arrival of vessel, prior notice will be required, but generally doctor is arranged for most
convenient time after vessels arrival.
Hospitalisation is available, but seamen will only be admitted if immediate treatment is required. It is preferred for foreign seamen requiring
hospital treatment to be repatriated, if able to travel.
Dentist available by appointment only.
TANKERS: Tranmere: Petroleum oils at Tranmere South Stage, accommodating tankers up to 115,000 tons displacement, max. draft
11.1 m. plus height of tide and Tranmere North Stage accommodating tankers after lightening up to 210,000 tons displacement, max. draft
12.0 m. plus height of tide. Facilities operated by Shell U.K. Ltd. Cautionary Advice: Vessels which are required to pump over the tide must
discharge so as to reach, 30 minutes before LW, a draft not greater than 12.5 m. plus height of LW at the North stage, or 11.5 m. plus height of LW at
the South stage. (These figures may vary slightly from time to time and should be checked with the Berthing Master).
Bulk Liquid Facilities: Liverpool: N.2 Gladstone (edible oils berth, total
S2 Gladstone (chemicals, total quay length 175 m. and 12.8 m. draft).
S.1 Canada (edible oils and molasses, up to 213 m. length and 9.75 m.
draft).
Birkenhead: N. Alfred (8.6 m. draft, edible oils).
Ilchester Wharf (8.6 m. draft).
E. Lewis (bulk chemicals for vessels up to 192 m. in length, 8.7 m.
draft).
DENSITY: River Mersey salt water. Docks approximately 1024.
FRESH WATER: Available at all berths, ex-quay. No water barges
available. Rate of delivery 15-20 t.p.h.
FUEL: Most major oil companies are represented and can supply range
of fuels of various viscosities. Notice required depends on the berth at
which vessel is lying as bunkers are supplied ex-lighter at most berths.
Notice required can vary depending on availability of barges, but
generally at least 3 to 4 days notice is required.
FIRE PRECAUTIONS: Tankers may not carry out repairs whilst at
discharging berth unless permission is obtained from Harbour
Authorities. Fire precautions notice is placed on board by Harbour
Authorities.
CONSULS: The following countries have representatives in Liverpool:

Hungary, Netherlands, Panama, Sweden and Thailand.

CARGO GEAR: Cargo Gear Certificates must be produced with the necessary up-to-date endorsement.
REPATRIATION: Can be effected, but must be arranged through Agent, so that Immigration Clearance can be arranged.
AIRPORT: City Centre to Airport approximately 7 miles, regular service to London for international connections.

SHORE LEAVE: All bona fide crew members may be granted temporary shore leave during the vessels stay in port, on condition that they leave in the
same ship. This permission does not apply to any alien member of the crew who is refused leave to land by an Immigration Officer, or to whom an
Immigration Officer has given notice prohibiting him from landing without leave.
IDENTIFICATION CARDS: Not required.
GARBAGE DISPOSAL: Skips can be provided alongside through ships
Agents and by approved contractors only. A list of Approved Contractors
can be obtained from MDHC Marine Operations Department.
WASTE OIL DISPOSAL: Road tankers can be provided through ships
Agents and by approved contractors only. A list of Approved Contractors
can be obtained form MDHC Marine Operations Department.
