The report is based on data which has been collected and published on the Forum for Countering Antisemitisms website. Naturally, the numbers of events deployed in this report do not reflect the sum of all events which have actually taken place and at times the data is significantly different from the data published by the different Jewish communities. Never the less, all data reflects the tendencies as we see it.
In comparison to 2009, there has been a slight decrease in Antisemitism activities during 2010 which has created a record in the sense of frequency of Antisemitism activity. This is in-light of operation Cast Lead

During the year of 2010 a decrease in the number of antisemitic incidents has been noted throughout the world as well as a decrease in their severity. This is in comparison to 2009 which has been a record year in light of Operation Cast Lead. The numbers of Antisemitic incidents during that time have still remained significantly high when compared to those of the 1990s and it appears that Antisemitism is in fact rising. Furthermore, the report states that organized activity for the de-legitimating of Israel as a free country has increased during the year of 2010. The blurring of boundaries between legitimate criticism towards Israel and its demonization have become a 4
substantial strategically threat not just to the state of Israel but on Jewish communities throughout the world. The Antisemitism Phenomenon is still growing and finds its expression through propaganda and Antisemitic incitement, spraying swat stickers and hatred slogans, physical violence against Jewish people,
Attacks on Jewish establishments and facilities, desecration of gravestones, provocative political statements and attempt to carryout acts of terrorism. Poles that have taken place in Europe have shown that a third of the continents population hold a negative point of view regarding the Jews and that more than before, people allow themselves to speak out publicly against the Jewish people. Although many countries are aware of the Antisemitic phenomenon and hold ongoing activities against it, it appears that this awareness does not influence the level of Antisemitism among the public. The violent Antisemitism is actually carried out by a small portion of the population however it is supported by growing sections of the public both in the Muslim and Western world. The danger to Jewish communities by Muslim communities around the world is perceptible and ongoing. Physical attacks on Jews and on Jewish facilities are happening on a daily basis and especially in West Europe. Some of the attacks are extremely eminent: The attacks which have taken place in the U.S.A, in India and in Turkey, attacks on Jewish establishments in Kirghizstan, Egypt, France, and Germany and in Belgium. As well as Antisemitic incidents in Sweden and the synagogue in Malmo this has become a regular target. The main threat to the state of Israel and Jewish communities during 2010 has been the De Legitimization campaign, revoking Israels right to exist as a Jewish country. This present year has registered an ongoing worsening of this activity which has been led by both Palestinian and extreme left wing Antisemitic organizations. The most outstanding event has been of course the Gaza Flotilla Raid of May 2010. Most countries which held demonstrations against Israel did not end up becoming violent against the Jewish communities. There have been exceptions in France and in Austria: France had 15 violent attacks against Jews including the attack of a Jewish young man in the Subway of Paris. Stones which were thrown towards a Habad delegate and incendiary bombs were thrown at a Jewish home for the elders. In Austrian 17 attacks took place after the Gaza Flotilla Raid. Five of which were violent ones. 5
2010 has shown an increase in use of Nazi propaganda by extreme Islamic elements. Besides denial of the Holocaust, a well know phenomenon, there have been throughout this year efforts to promote the idea which claims that the Holocaust was an additional link in a number of incidents in which European Jews have been murdered for their crimes and it should be considered as a model for solving the Jewish problem. Another Phenomenon noted has been the modern blood libel which began in Sweden during 2009 and claims that Israel has been reaping out Palestinians organs. This year, this blood libel has been pronounced in Ukraine, Algeria, Haiti, Kosovo and the Moldavia Islands. An expedition of Israeli eye doctors which had been sent towards the end of 2010 to assist the local community in the Moldavia Islands was welcomed by demonstrations, burning of the Israeli flag and cries for the banishment of the doctors whom, according to the demonstrators have come to chop of their limbs.
Iran continues to be an additional center for spreading antisemitism: The Iranian government continues to use Antisemitism as a strategic weapon against Israel and guides different groups in Anti-Israeli and Anti Semitic activities, especially in Europe and in Latin America. In addition to its activity with Left wing groups and Islamic organizations, this year has proven a significant enforcement of Irans relations to extreme right wing organizations including Neo-Nazis in Hungary, Greece, and France and in Chile. In the latter, a group of Neo Nazis was caught while trying to carry out a violent act against Jews. It was later discovered that the group was under Iranian orders. Furthermore, there has been a strengthening among the extreme right wing in Germany, Austria, Greece, Sweden and Hungary where in the latter, the extreme right wing party, the JOBBIK has won 47 out of 386 parliament seats. In the Slavic nations of the CIS, the frequency of Antisemitic incidents continued to be low. The situation of the Jewish communities in the Muslim countries in the CIS remains sensitive and depends on the non-religious regimes. In this manner, as a response to the political changes in Kirghizstan, a Antisemitic incitement had began and a bomb was thrown at the Bishkek Synagogue during the Days of atonement and Anti-Jewish slogans were written on the buildings walls. Detailed Present Situation and Cut Scene Evaluation: The European front: Germany In Germany There have been no change in the total sum of antisemitic incidents during 2010 in comparison to 2009 (53 incidents in 2010 compared to 50 in 2009) yet, the increase of violent incidents (10 violent incidents in 2010 compared to 4 in 2009). A significant increase in Antisemitic incidents had accorded after the Gaza Flotilla Raid (31 st of May). It will be noted that during the previous year an Antisemitic increase related to Israel has accord due to the countys Palestinian policy Which is probably the result of a large Turkish population living in Germany (28 incidents compared to 8 during the same time last year and 14 incidents that took place during the 6 months prior to the Flotilla Raid). In addition, there has been an increase in incidents against Jews carried out by Muslims, especially those of Turkish and Kurdish origin.
Among the most violent incidents that took place during 2010 were throwing incendiary bombs towards the new synagogue in Mainz, the burning of a synagogue in Worms and an attack on an Israeli dance group. According to the German Ministry of Interior, every 10 days, a Jewish cemetery is being desecrated.

The Authorities battle against Antisemitism Germany is outstanding in its commitment to the Antisemitic battle. Merkel, president of Germany and the ruling party (CDU) are continuously demonstrating their support of Israel and Germanys commitment to battle Antisemitism and perpetuation of the Holocaust. The political system and the Law Enforcement Authorities take felonies of racial and Antisemitic motives very seriously and activate a suitable penalization system: A. The court in Saarbrcken has sentenced Udo Pastrs, the leader of the National Democratic Party (NPD) to 10 months of incarceration, as well as a fine of 6000 Euros after he has publicly spoke against the Turkish and Jewish communities in Germany. B. Retired citizens were sentence to incarceration on parole for denial of the Holocaust.
C. Thilo Sarrazin was fired from his position as member of bank management as a result of his statements against Jews and Muslims.
Austria During this current year, a significant drop in the total of Antisemitic events has been noted, this alongside with the specific increase in number of Antisemitic events and their severity due to the Gaza Flotilla Raid. Naturally, Most of the activity after the Flotilla has been generally initiated by Muslim elements and by the Turkish public in particular. Within this frame, the anti Israeli demonstrations have stood up and proved to be of Antisemitic flavor as well as the condemnation of Israel and its policy towards the Flotilla.

Belgium When compared to 2009, Belgium has demonstrated a decrease in Antisemitic events during 2010. (20 events during the course of 2010 compared to 41 in 2009) as well as in violent incidents in particular (9 incidents in 2010 compared to 16 in 2009). Yet the threat and its potential by Muslim fundamentalists towards Jewish communities have grown.

Great Britain In the course of 2010 a decrease in number of Antisemitic incidents in Britain has occurred, including in the number of violent incidents. (639 incidents during 2010 compared to 926 in 2009). The high level of Antisemitic and Anti-Israeli propaganda has been evident by demonization and de-Legitimacy of Israel by left and right wing extremists, Pro- Palestinians and Muslim radicals. This drastic increase has been mostly evident in Universities. The Pro-Palestinian radical left, which includes some Israeli and Jewish Academics as well as professional unions, continues to promote initiatives for boycotting academic institutions and Israeli products (so far with no avail) within the framework of an Anti- Israeli campaign which contains Antisemitic expressions. By doing so, these elements 9
are contributing to the hostile environment towards Israel and its supporters. These elements have continued to call out for the prosecution of Israeli officers visiting Britain in light of their involvement in what are supposedly war crimes.
Significant Events See detailed report of the CST The Authorities battle against Antisemitism 1. A governmental report of battling Antisemitism has been published. 2. The government has declared its funding of security in Jewish schools. 3. Member of The House of Lords, Baroness Jenny tonge, was dismissed from her position after asking to investigate the rumors implying that the IDF has stolen body organs in Haiti. 4. Although the governmental policy of battling racial and Antisemitic events, in most cases, those responsible remain unpunished. It is our assumption that the authorities battle alongside significant activity of the Jewish community and the cooperation between them has contributed to the decrease in number of Antisemitic incidents in Britain this year. In addition, there are moderate Islamic elements who have been trying to calm everybody down. However, the level of Antisemitic activity in Britain is still of the highest in Europe and the world and will probably remain this way. Elements of the left wing are now conducting a wide scale campaign against Israel while receiving great support from academic spheres, elements in parliament and in the main professional unions influence the increase in hostility towards Israel and the Jews and are indirectly legitimizing acts of violent against Jews.

France Despite the decent in the number of Antisemitic incidents during the year of 2010 in comparison to 2009 (466 incidents in 2010 versus 832 in 2009 according to SPCJ data), the level of violence remained high and included sever physical assaults which were carried out in most cases by a single attacker. According to our understanding, this phenomenon indicates the influence of incitement against the Jewish people which is affected by a wide range de-legitimating activity against Israel which is lead by both Muslims and Left wing organization.

The Authorities battle against antisemitism The French authorities penalize policy against Antisemitic elements continues. Towards both right extremists and the Black Antisemitic movement (which has not been active this year although legal activity in regards to its crimes in the past continues). In this manner, the Sentences on the 7 people involved in the murder of Ilan Halimi have been exacerbated and the broadcasting of Egyptian Antisemitic television received in France has been terminated. Russia and the CIS Throughout Russia and the CIS, a low level of Antisemitic incidents has been kept while registering a decrease in the number of violent events (3 violent events in 2010 in comparison to 8 in 2009). Neo-Nazi and national organizations in the Slavic countries continues to act against Jewish symbols (such as the bombing a Synagogue in the city of TVER in Russia) yet they center for now most of their activity against illegal immigration in those countries

During the year of 2010, the Russian Neo-Nazi parties continued to demonstrate their power by marching through the streets and taking responsibility for threats sent to Jewish communities as well as signing Antisemitic pamphlets. The organization members continued to spread literary and documentary material and were busy in assimilation of the Third Reichs ideology among potential support groups. Although a clear undertaking of the Russian government to battle Xenophobia has been noted, several political elements continue to promote racial initiatives in the society. On June 10 th an assembly of right wing extremists took place at the Russian parliament which was sealed by a signed declaration accusing the Zionists in committing genocide against the Russian people. The Jewish communities condition in Muslim countries continues to be sensitive and depends on the stability of the regimes. During the political uprising in Kirgizstan, before stabilizing its regime, there were many Antisemitic emotions which led to publicly speaking against Jews and later on throwing a demolition charge at the Bishkek synagogue during festivities of the Month of Tishri.

Hungary The year of 2010 was marked by the JOBBIK Party and its gaining of power. It is a right wing extreamest party which holds a Nazi ideology. Party leaders (third in size) use an Anti-Israeli fundamentalist rhetoric method. The party acts on the edge of the law and uses the Hungarian Legal system and legislation which is not firm enough. The Maggyar Grada, the military arm of the JOBBIK and which was band from activity by the court has changed its name to the New Hungarian Guard and continues its work although with less intensity then in the past.
During the year there have been 25 registered Antisemitic acts which constitute a rise compared to 2009. However, it will be stated that most racial acts of the Hungarian right wing are aimed towards Gypsies. Czech Republic In general, the level of Antisemitism in the Czech Republic is low. During this year there have been 7 Antisemitic incidents. The Czech government continues to carry out a low tolerance policy and an efficient battle against Antisemitism and the activities of fascists organizations. Greece There have been 10 registered Antisemitic acts in Greece in 2010. The most significant one was setting fire to the Synagogue in Hania, Crete. This happened twice during the month of January 2010. On the Political scene, the uprising of the extreme right wing party in general (11%-12%) and particularly the rising of the fundamentalist right wing party Chrisi Avagi, which hold a Neo-Nazi ideology during the municipal elections. Sweden Sweden was home to 19 registered Antisemitic acts in 2010 compared to 15 in 2009. These acts included hatred pamphlets, bombing of the Malmo synagogue and throwing stones at the Jewish community building. It will be stated here that although the relatively low number of incidents, there exists an Anti-Israeli atmosphere and Antisemitism is clearly eminent. The assumption is that the number of acts is in fact much higher than that reported.

The clear and present danger to Jewish communities in Sweden today is by local radical Muslim elements which are responsible for clear Antisemitic acts and their integration with extreme left wing elements. Most acts reported have taken place in Malmo which is a city with a large Muslim population and a great number of young and unemployed who may be a comfortable recruiting target by fundamentalist elements. The town mayor is Llmar Reepalu, an Anti-Israeli who has compared Zionism to racism and has declared his understanding of violence towards Jews due to Operation Cast Lead.
The Authorities battle against antisemitism The Swedish Authorities demonstrate tolerance and forgiveness towards Antisemitic expressions, by doing so they give such expressions legitimization. There is hardly any public debate or reference to the issue of Antisemitism.

The Latin American Scene General When compared to 2009, the 2010 data reflects a decrease in number of Antisemitic incidents in the Latin American Scene. In 2010 there have been 30 Antisemitic incidents on the Latin American scene compared to 82 in 2009. Most have been Antisemitic sprayings near to different Jewish Institutes. In addition, there have been acts of Jewish cemetery desecrations. Venezuela The incitement tendency in the media which is guided by president Chaves regime continues. It includes reports with a clear Antisemitic flavor. Chile During the months of August to September there has been a clear increase in Antisemitic acts which included threats against the president of the Jewish communities as well as spraying of hatred notes on Buildings belonging to the Jewish community in Santiago. These acts were carried out by right wing extremists who have cooperated with Muslim elements in the south of the country which are supported by Iran.

The United States The year of 2010 has registered a decrease in Antisemitic incidents and in its level of violence. This is based on partial data of the Forum for Countering Antisemitisms website (the complete data will be published by the ADL on March 2011). 179 incidents in 2010 compared to 251 in 2009. 11 of them were violent compared to 27 in 2009. Although the partial data, it does reflect our vision of the tendency. Most incidents were in fact spraying of hatred inscriptions and Swat Stickers on Jewish institutes and homes public grounds and in campuses, desecration of cemeteries, arson of synagogues and Jewish property (cars, doorposts and more). Jews have been attacked, especially in the city of New York and particularly in Orthodox neighborhoods.

The Authorities battle against antisemitism The United States holds advance legislation in regards to racial and Antisemitic crimes. Within it arrests are being made, prosecutions, punishments and even firing from work place based on racial discrimination. (Helen Thomas, Rick Sanchez). However, it is very rare that offenders are being caught and punished.

Australia All in all there has been a decrease in the recent year in number of Antisemitic incidents when compared to the previous one, in which number of incidents reached a record in verbal harassments and there has been noted a sharp increase in Antisemitism over the Internet, yet there were no incidents in which lives were in danger. There has been a sharp increase in Antisemitic incidents due to the Gaze Flotilla.
South Africa Most of Antisemitic incidents in South Africa are characterized as plotting. We do not have any information of violent assaults during the course of the previous year. The Antisemitic in South Africa is mostly expressed in the de-legitimization activity which is supported and encouraged by the government. The boycott campaign against Israel is highly active in South Africa and is supported by the professional unions. In this way the consumers boycott against LOVE products was lead, COSATU (professional unions) activists entered shops, took Israeli merchandise and called upon shop keepers to stop selling it. In addition, the Johannesburg University called for terminating all cooperation with the Israeli Occupation and the boycott of the Beer Sheva University. The Apartheid week took place in South Africa Between the months of February and September. During which Pro-Palestinian and Anti-Israeli activities took place during 5 weeks. Muslim Organizations take part in the de-legitimization activities in South Africa.

Turkey The Turkish Flotilla which constituted the most significant Antisemitic event of 2010 had set out and was lead by the Turkish IHH organization an Islamic organization with a clear Antisemitic policy. It will be noted in this context that even before the flotilla had set sail (in April); threats were made to attack the Jewish community in Turkey as a demand to release an IHH activist who has been arrested in Israel.
The Flotilla events had serious repercussions on the hostile Antisemitic atmosphere in Turkey (as well as in Turkish communities in the European countries) and enhanced the fear for the well being of the Jewish community.
The Turkish government is doing great efforts to keep the Jewish community in Turkey, both by declarations denouncing Antisemitism and by actions (such as the arrest of a young man who had planned to murder Jewish Rabanim in the month of June). Still, the verbal attacks on Israel contribute to the promotion of the hatred industry which was evident during 2010 by distribution of films, series and Antisemitic books (most eminent event has been the film ambush in wolf valley.
Iran The Iranian Antisemitism constitutes a central layer in the Annihilation of Israel Doctrine. As in prior year, Iran continued to promote an official Antisemitic policy lead by an industry of denial of the Holocaust. Alongside the directing and funding of well-known Antisemitic elements around the world, signs of acceleration in development of relations with fundamentalist right wing organizations in Europe and in South America have been noted while encouraging some of these elements to take violent actions against Jews. As part of this framework we have witnessed a rise in right wing Antisemitic activity in Chile this year.
