The St Andrews Uniting Church Hall will feature a century of books between 1850 and 1950, at the Heritage Book
Sale over the coming long weekend.
A variety of childrens books and other treasures of the
ages will be on sale, with all proceeds going to Frontier
Services.
Mavis Blackie, from the Uniting Church has generously
provided the books, with an exception of one or two, from
her own antique collection.

I have been collecting these books for many years, and


some of them are really quite rare, Ms Blackie said.
We always have book stores at our Church fates, but this
one is my own contribution.
With a variety of different books, collectors can be enticed
by old assortments of annuals and school papers from the
late 1800s, along side old classics such as
The History of the Fairchild Family by Mary Sherwood,
and a miniature three and a half centimetre bible.
I also have quite a few series, a very delightful set of books
are on offer called the Bessie Books by Joanna Mathews.

There will be lots of little treasures, so Im hoping I can find


a few interested buyers.
All proceeds will be in aid of Frontier Services, a major
charity to people in remote Australia.
This is a very worth while organisation, we are helping
not only aboriginals, but miners and their families, kindergartens, aged care and those making a living in tourism,
Ms Blackie said.
The Book Sale will run from June 7 9 at 10am until 4pm.

Claims killer met

CORRECTIONS Victoria has denied
ever holding parole meetings with
convicted murderer Steven James
Hunter at the Lerderderg Library.
Last week during an interview
with the mother of murder victim
Sarah Cafferkey, Noelle Dickson, the
Moorabool News learned that parole
meetings with Ms Cafferkeys killer had
been held at the main public library in
Bacchus Marsh.
Ms Dickson said shed been told a lot
of Mr Hunters parole meetings had
been held at the library rather than
the police station and that Bacchus
Marsh police had no knowledge that
the serious high risk offender had been
placed in the local community.

Prevention) was red-faced when I
confronted him with this knowledge.
He couldnt deny it, Ms Dickson said.
However this week a spokesperson for
Corrections Victoria said: Corrections
Victoria does not hold parole meetings
in the Bacchus Marsh public library.
Corrections staff never held meetings
with Hunter in the library.
The spokesperson also denied that
Bacchus Marsh police were kept in
the dark about Hunters placement
in the community. All parole
information goes to (relevant) police
in the mornings. Over the last three
to four years weve strengthened our
information sharing with Victorian
police.

Reforms a small step for landowners


Last week Victorian planning minister Matthew
Guy announced sweeping
changes to Victorias bushfire planning regulations.
The
changes
recommended by the Black Saturday Royal Commission
have been designed to give
greater certainty to residents and landowners in
bushfire designated areas
across Victoria.
Mr Guy said he has adopted reforms that will allow
alternative safety measures
and sensible safety regulations to be considered,
which could enable people to build on land with

a higher Bushfire Attack


Level (BAL) rating.
We want everyone to be
able to get to the permit
process, where its then
considered on its merits.
Beyond that its the responsibility of their local council, he said.
People can now have alternative solutions to meet
the bushfire regulations.
Key features of the reforms
include allowing people
to build private bushfire
bunkers as an alternative
safety measure; allowing
vegetation clearance to
achieve defendable space;
ensuring the assessment of

bushfire risk is consistent


with the Australian Standard; allowing more sensible
bushfire safety measures
in new master-planned
estates,
and;
allowing
homes to be built on infill
lots surrounded by other
dwellings.
We now believe we have
got a level of advice to get
people to first base. We
wanted to make sure we got
these changes right. The
changes I believe are fair
and reasonable, Mr Guy
said.
He said a new $700,000 assistance fund would also
enable affected landowners

and councils to streamline


planning processes.
Victorians
make
informed decisions about
living in areas of bushfire
risk, and take responsibility
for the risks of living in that
environment, he said.
These changes will help
Victorians address the
challenges of living in
bushfire prone areas. It
will see common sense return to planning decision
making.

blow for common sense in
the world of one size fits all
policy making!.

Gearing up for huge art display

Artists from across the
country will showcase their
works at the 44th annual
Rotary Club Art Show in
Bacchus Marsh.
With over 550 entries expected from Queensland
and New South Wales, to
Hamilton, Yea and the local
Moorabool area, the annual event is considered to be
the pre-eminent art show of
the district.
Mediums include two
stone statues, hand painted

glass, linocuts, and scratchboard, with plenty of watercolours, oils and pastels.
Winners will be determined by guest judge Beckett Rozentals, the assistant
curator at Australian Art,
and organiser of several
National Gallery of Victoria
projects.
Committee
chairman
of the Rotary Club, Alan
Morton said its great to
see people being creative
and thinking outside of the
square.
Although fundraising is

an important part of the


show, one of the biggest
drivers is seeing the wider
community getting involved; they all love to see
some of the art works Mr
Morton said.
There is a really big crosssection of young, middle
aged and older people that
are getting involved, and
this has been the case for
years. With about 1000
people attending, its really
pleasing to see the range of
places the artists are coming from; its not just the
local community, but all

metropolitan areas, and interstate too.


The Gala Opening Night
kicks off on Friday June 6,
starting at 7pm with drinks
and delicious finger food at
$30 per person.
Meanwhile, the artwork
will be showcased from
Saturday 7 and Sunday 8
June at 10am 5pm, and
Monday 9 June 10am 4pm.
All profits will be directed
to local projects and organisations including the
SES and Guides & Scouts

DEATH is never a pleasant
conversation, but it was the
main topic discussed over
coffee and cake at Djerriwarrh Health Services last
week.
Palliative care nurse Pam
Ryan said Djerriwarrh held
a new venture called The
Death Cafe during Palliative Care Week from May 25
to 31. It opens up the conversation in a safe, supportive environment.
Being diagnosed and living with a terminal illness
is one of the hardest, if not
the hardest thing a person,
their family and carers will
ever have to go through in
their life. Palliative care
services aim to support
people in a holistic manner
throughout this journey,
Ms Ryan said.
The theme for this years
Palliative Care Week was
Palliative Care is everyones business: Lets work
together.
Djerriwarrh Health Services CEO Bruce Marshall
said palliative care was the
specialist care for people
with a life limiting illness.
It is holistic care, addressing the physical and medical needs, as well as the
emotional, social, cultural
and spiritual needs of the ill

person, their family, carers


and community.
Terminal
illness
affects the entire community. When we consider that
each person affected has at
least five family members,
friends, carers and colleagues, terminal illness
affects more than 320,000
people each year. This is
equivalent to the entire
population of Canberra.
Mr Marshall said many
Australians were unaware
of the palliative care services available to them in their
own community.
Djerriwarrh Health Services provides community
palliative care, with access
to palliative care units at
the Bacchus Marsh and
Melton Regional Hospital.
The team of nurses, social
workers, and allied health
workers collaborate closely
with clients and local general practitioners. The
team also incorporates the
services of the two regional
palliative care physicians
and a nurse practitioner
who are based in Ballarat, but visit our region
regularly.

Closing Exhibition and Sale

to visit the former London

last time. After an impressive
40 years running the gallery,
proprietor Mare Heffernan
has decided to sell up and
move to Ballan. Mare and
her husband, Edward Heffernan, a renowned Ballarat
artist,movedintothebuilding
inGordonsmainstreetin1974.
The building celebrated its
centenaryin1984andvisitors
tothegallerycanstillviewthe
strong room, which was used
to store gold on its way to Melbourne via Cobb & Co coach,
during the gold mining days.
The current exhibition at
the Gordon Edgerton Galleries includes works by various
artists and is also the last opportunity to view the works
bythelateEdwardHeffernan
thatwererecentlyexhibitedat
theBallaratGoldMuseumfor
the Double Century Exhibition.Thegalleryisopen11am
to 5pm Friday to Sunday.

GUILTY Magistrate finds

THE fate of a dog that was proven
guilty of attacking a six-year-old
girl at a Balliang property last
June now rests in the hands of
Moorabool Shire Council.
Last Tuesday May 27, magistrate
Peter Mithen found Stuart, Denise and Anthony Wilson guilty of
the charge of owning a dog that
caused serious injury. They were
fined $2000 each, plus pound
costs of almost $12,000 and were
ordered to pay Councils court
costs.
However, Justice Mithen refused
to exercise his powers to have the
kelpie Mack destroyed, instead
putting the owners on notice to
properly manage their dog from
now on.
I find that Christine Oliver suffered one or more dog bites in

June last year and I find the charges proven, Justice Mithen said at
the Ballarat Magistrates Court.
He dismissed arguments by the
defence that Christine fell on
coach bolts or a toolbox on the
truck, and that the childs father
Trevor Oliver corrupted the evidence provided by Christine.
I assessed her evidence as given
honestly and not corrupted in
anyway. I found it honest, unaffected in anyway and accordingly
reliable, he said.
When handing down his sentence, Justice Mithen took into
account that the Wilsons had
no prior convictions, had a
good standing in the community and therefore did not order a
conviction.
The fate of the dog was left until
last. Defence lawyer Phil Brown
argued that if the dog was put

down then Christine might irrationally believe in some way that
the destruction of the dog had
something to do with her. Prosecuting lawyer Richard Knowles
dismissed the claim as pop psychology from the defence and
said it should be given no weight
whatsoever.
Outside the court the daughter
of Stuart and Denise Wilson and
aunty of Christine Oliver, Deb
Clarke, told the Moorabool News
that the family relationship with
Christine Olivers parents Cathy
and Trevor was already fractured
before all of this happened.
This has been completely driven
by Cathy and Trevor (Oliver), she
said.
I dont think the way theyve
responded to this is in the best
interests of the child. Its heartbreaking. The toughest thing has

The Moorabool News conducted a survey on
their facebook page with the question:
1. Should council issue a notice to destroy the dog

2. Declare Mack as a Dangerous Dog

If you have seen the tears and wounds
on this childs face you will see she was
not just bitten she was savaged.... I love
dogs I have 2 and I never leave them
alone with kids even if they know the
dogs well... Mack was a known biter
but this was ignored by the owners....

For once I think the court got it right.


Its the humans involved that should
be blamed. Mack doesnt deserve to
die. He should be supervised and not
put in that position again. Killing

done. You cant leave a 6yr old child
alone unsupervised with ANY dog, it

doesnt have the same thought process
as a human, nor can it say hey please
stop that youre annoying, hurting, or

What Now?
The Moorabool News contacted council and asked what
would happen to the dog now the magistrate has found
three members of the Wilson family guilty of owning a dog
that did bite another person namely Christine Oliver and
caused a serious injury to the person contrary to section
29(4) of the Domestic Animals Act 1994.
CEO Rob Croxford responded:
Council has noted the Courts
decision and will incorporate the
new information from the trial
and the Magistrates findings to
its own extensive deliberations
and investigation to date. Council
officers are now assessing the
options available to it under the
Domestic Animal Act (1994).
Rob Croxford is now overseas on
annual leave for two weeks.

youth to take
action

Do you want to make a difference in your community?
The
Moorabool
Shire
Youth Action Group is calling on all young people
aged between 12 and 25 to
voice their opinion, and
support the local shire in
making positive changes in
our area.
The Youth Action Group is
a youth-led program, which
will allow for young leaders
to advocate for what they
want in their community,
whilst working on a range
of projects and youth related events.
Youth Development Officer, Jade Addicott said it
is a great way to allow the
youth of our community to
make decisions which affect them directly.
It really gives them their
own voice, if the council
decides to run a particular community event, the
young people have the
chance to decide how it is

going to benefit them, she


said.
Members of the group will
be able to consult the wider
youth population to gain
feedback on what it is they
want in our community.
They will be working on
things like youth facilities
and events, and a youth
charter will be created
which will stipulate how
both the council and community agencies can work
with them in a positive
way.
Applications are due by
June 20, and once a team
has been chosen they will
meet to establish how the
group will be run.
Whether it be on a weekly
basis, or monthly, or even
online. It will be a very
youth-led program, Ms
Addicott said.

A BACCHUS Marsh festival has been given a cherry on top


thanks to a funding boost by the Victorian Government.
The Strawberries and Cherries Weekend received a $3000
country Victoria events program grant for the event held
in November.
The annual weekend celebrates the arrival of the first
crop of strawberries and cherries in Bacchus Marsh.
The fruits can be purchased at farm gates, or better still,
growers offer visitors to pick their own, Member for
Western Victoria, Simon Ramsay, said.
These events have become huge highlights on the local
tourism calendar. Each is unique for their region and
each attracts different people to the regions that might
otherwise not have visited.
Nineteen regional organisations across Victoria will
receive a total of $75,000 under the April 2014 round of
grants.

Karate Club recently competed in the
Victorian All Styles Karate competition in
Geelong.

Healthy start to the day

Last Friday, students from Gordon Primary School (pictured) met at the Gordon Post
Office to share a walk to school. Teachers, parents, younger siblings and family dogs
also joined in the fun. Despite the rain, there were lots of smiles, laughter and chatting
as everyone chose a healthier way to start the day and get to school - on foot! Schools
around Victoria joined in the event as part of Vic Healths Walk to School Day initiative.

EPA Victoria has wrapped


up a successful summer
litter campaign with 4124
new litter reporters signing
up to stamp out litter.
The campaign which ran
from 1 December 2013 to
the end of March 2014 saw
9612 litter reports made to
EPA.
Acting CEO Katrina McKenzie said the results were
very positive, highlighting the fact that Victorians
were fed up with litterers.
We increased our number
of registered litter reporters
by 39 per cent on the same
time last year which shows
that people are more aware
of the problem and are willing to do something about
it, Ms McKenzie said.
From the reports that EPA
received 80 per cent related
to cigarette litter both lit
and unlit with majority of
litter offenders living in
the outer suburbs of Melbourne, predominately residing in the South East or
Northern suburbs.

Creswick percussionist and musician, Dylan Quinlan-Baskett will perform on an old
fashion typewriter, accompanied by the

The typewriter is a novelty instrumental
piece written by Leroy Anderson in 1950,
where it was first performed by the Boston
Pops Orchestra.

Ten Moorabool Shire residents have
received official Australian Citizenship, after a ceremony held at the Lerderderg Library last Monday.
Moorabools new citizens have originated from countries across the globe
including the United Kingdom, India,
Philippines, Malta and Poland to officially call Australia their new home.
Council presented all new citizens

with a welcome gift comprising of a


certificate and a native tree.
Moorabool Shire Mayor, Paul Tatchell was host for the ceremony.
In life, the best thing you can have
is belonging to something. Today you
belong to something that is 26 million people. We will look after you, he
said.
This year marked the 65th anniversary of Australian citizenship.

proposed for FY14/15. This
follows on from a 5.5%
increase in the FY13/14
budget.
This increase coincides
with the proposed 6% increase in all other fees,
services and charges but
not including the bi-annual
rip-off called land valuations. The last time the
valuation was conducted,
FY12/13, my property increased in value by some
30% despite an extremely
depressed housing market.
Please explain why rates
are calculated, (Capital
Improved Value (CIV)), by
whether an owner has a
million dollar house or a
$10 000 caravan on their
property? To be fair on all
concerned, rates should be
calculated on the actual
land value (Site Value (SV))
NOT what has been done to
improve the lifestyle of its
owner.
Just in case anyone at
Council was wondering
or had forgot to check, the
annual inflation rate in
Australia in March 2014
was 2.9% according to
the Reserve Bank of Australia website. I thought
that might be worth
mentioning.
Perhaps Council needs to
streamline its workforce.
An increase of 6.9% for employee costs is budgeted for
FY14/15. On the other hand

Council is saving 30.9%.


Where pray is this money
being spent/allocated?
I note with interest, an increase of $35 000 to improve
Councils Customer Service
Management System. Does
this mean I might actually
receive an answer to questions posed to Council via
its online service in Jan,
Mar and May 2014 regarding corella and myna bird
destruction and increased
population issues?
As for increased grant
funding. In these hard
times (not that you would
know it the way Council
propose to gouge more)
why is grant funding being
increased by 1.5% or $128
000? With all the State and
Federal governments are
taking, surely it would be
financially prudent and responsible to decrease grant
funding to soften the blow
to the wallets of already
struggling ratepayers.
I fully understand that
sporting clubs and the
like are struggling to have
amenities
built/refurbished but there has to be
a line drawn in the sand
regarding giving money
away. The community in
general is struggling what
with the recent Federal
budget and increases announced at the State level
to vehicle registration etc.

Are days numbered on GM crops?


In this weeks opinion
piece I will share three tales
of joy, sadness and apprehension. So, what is new I
hear you ask?
First, some apprehension
and the ways we can treat
it. You might remember my
talking about the threats to
alternative energy sources
in Victoria in the recent
past. What follows is more
information on this and a
way you can take some action if you wish. As I have
said before, for the last 10
years, both major political
parties have been throwing their support behind
renewable energy. So much
so that its created nearly
25,000 jobs, with up to
17,000 more planned by
2020. Yet corporate interests are set to put all this
at risk -- and the culprit

could be your own energy

Three of them - AGL, Origin Energy and Energy Australia - control 77% of the
household energy market,
and most of it comes from
coal and gas. But the growth
of solar and wind power is
threatening their profits. It
seems they just dont want
any competition. So it appears from what I have read
that theyre using their political muscle to try to destroy the Renewable Energy
Target. This would lock out
solar and wind and lock in
higher household bills and
climate-driving coal and
gas power for decades to
come. So if you buy your
energy from one of these
three why dont you simply
ask them if what I write is
correct, or simply ask them

if they support the Renewable Energy Target, and if


not why not?
Second, some further apprehension and an old
name you have come across
a good number of times
if you read these articles;
Monsanto. For the details of
this article I am indebted to

lethal kidney disease and
so on. Their livestock die,
get diarrhoea, become sterile, cannot conceive, or give
birth to dead and deformed
animals.
Monsanto and other biotech companies have been
poisoning us with GMOs
and herbicides for the past
20 years; and theyve also
done their best to suppress
the information by vilifying the scientists, and the
farmers, who dare to fight
them.
The days of GMOs are
numbered. If you look at
the real evidence behind
the hype and the lies, you
will see that GM crops have
remained a minority sector in food production, now

shrinking fast from consumer and farmer rejection


worldwide. US farmers are
abandoning GM crops and
turning back to non-GM
and organic, mainly because it is more profitable
due to increased demand
for non-GMO and GM-free
produce by people everywhere including in the
USA, the worlds top GM
producer. GM crops now
occupy 175.2 m ha or 11 %
of cultivated land globally
compared with the 89 % occupied by non-GM crops.

Buying through a
private sale process
With all the attention directed to Melbournes auction boom in the lead up to
Queens Birthday weekend,
it is often overlooked that
the vast majority of home
sales throughout Victoria
are private sales.
That is particularly so in regional Victoria, where 76 per
cent of all sales so far this
year have been private sales.
In some areas virtually all
sales are private sales. But
even in Melbourne, where
more homes are being sold
by auction, including in the
outer suburbs, private sales
still account for close to 70
per cent of sales.
While the health of the city
market is diagnosed according to clearance rates
that is, what percentage
of homes auctioned sell at
auction for private sales it
is days on the market which
are significant. That indicates how long homes are
taking to sell and whether
they are being snapped up
or languishing.
In April the median number of days on the market in
Victoria was 36. Although
that was up from 32 in
March, the slight increase
could relate to the timing
of Easter which, combined
with the Anzac Day weekend, reduced the number of
April trading days this year.
And it was lower than at this
time last year - when the
number of days on the market for private sale was 41.
While auctions rely on a
short sharp campaign with
vendors hoping buyers will
get carried away, some sellers request a private sale
rather than facing auction
campaign pressures, setting a reserve and having to
decide what to do if a property is passed in. This is particularly so in areas where

inconsistencies in auction
prices make predicting outcomes difficult.
REIV agents are often asked
about making an offer to
buy in a private sale. While
the agent will certainly try
to help, it is important to remember that the agent acts
for the seller not the buyer. If
anxious or uncertain about
negotiating, it is worth hiring a buyers agent. REIV
membership includes buyers agents and members
sign up to our code of ethics.
It is important to keep in
mind that the seller does
not have to accept your offer. He or she may want to
wait to see what other offers
are made, or want different settlement terms for
example a longer or shorter
settlement period.
This
may result in a negotiation
between you and the seller,
with the agent acting as
go-between.
Also, if you make your offer
conditional for example
subject to finance or subject
to the results of a building
survey the seller may not
want to accept this.
Offers must be in writing
and in the form of a contract signed by you. Often
you will be asked to pay a
deposit with your offer. Of
course this is refunded if it
is not accepted. If the seller
accepts and countersigns
the contract before your offer expires, it is binding.
Unlike auctions, for which
there is no cooling off period, private sales of residential property are subject to
a cooling off period of three
clear business days from
the time you sign. Note that
this does not apply if you

Responsibilities:
This role will involve but not be limited to: Supervising, Training and

Marsh Cross Country runners last week at Myrniong.
59 runners tackled the
winding course throughout
the Myrniong Recreation
Reserve.
This coming weekend over
40 athletes will participate
at the Benalla Cross Coun-

try Open Day at Reef Hills

10.30am. Bacchus Marsh
will be endeavouring to
win the Benalla Perpetual
Trophy for the 10th consecutive year. Athletes must

McKenzie boot a big goal.
The scoring slowed down
until the third quarter

when Tom Conroy goaled.


Michael Fletcher played
well and contributed with
a final term goal. Jonny
DeBono and Riley Young
were in the best players this
week. It was a very convincing win by the team.
Under 14.5 - It was a tough
trip to Clunes for the under
15s. The boys battled hard
but were outplayed all over
the ground. A special mention to the six under 12 boys
who showed a lot of heart
to play a second game and
continued to run and work
hard.
Under 17.5 - After being a
very untidy first three quarters the last quarter was the
clubs best of the day. The

In the first real wet weather
day for the season the U10
Reserves got their hands to
the ball first and played to
the conditions. The strong
opposition forced the team
to deviate from the plan,
however the team adapted
well. Award - N. Knaver,
E. Steeholdt, J. Wood, B.
Wilson.
The U10 Senior team came
up against a good opposition on a wet morning. All
the players gave their all in
the wet and slippery conditions. Award - L. Meech, T.
Freeman, E. Thewma, F.

The U12 Reserve match
began with a goalless first
quarter for both teams.
Once some adjustments
were made to the line up
the Cobra team began

chalking up some majors


and proceeded to dominate
the scoreboard.
