The policy of Electrica Contractor is to insure health and safety of all its employees,
its contractors and those who are in some way affected or involved in ELECTRC!L
C"#TR!CT"R activities$
The Electrical Contractor % Construction Corporation, &!'ET( )"LC( and all
other safety documentation and advice are *ased on Electrical Contractor %
Construction Corporation view that health and safety have e+ual status with any other
*usiness o*,ective$
Ensurin- health and safety is the responsi*ility of mana-ers and supervisors at every
level with ELECTRC!L C"#TR!CT"R and is an inte-ral part of their duties$
ELECTRC!L C"#TR!CT"R personnel have a duty to protect themselves and
others from accident or in,ury, and to -uard a-ainst harm to the environment$
!n a*solute condition of employment is that all staff comply must *e with the
standards set *y T.E ELECTRC!L C"#TR!CT"R &!'ET( )"LC( and the
ensuin- )rocedures for &afe &ystems of /or0$ These standards are the minimum
standards for compliance and shall e+ual or e1ceed and standards set *y Re-ional
le-islation$
n the event of accident or incident at any wor0 location, it is a ELECTRC!L
C"#TR!CT"R re+uirement that the details are properly reported and investi-ated,
prompt action ta0en or avoid recurrence$
ELECTRC!L C"#TR!CT"R re+uires all su*-contractors wor0in- on its *ehalf to
implement health and safety standards which are fully consistent with its own and
e1pects su*-contractors wor0in- on its *ehalf to implement health and safety

3$1 Senior Managers
The &enior 45ana-ers6 or 4)ro,ect 5ana-ers6 of units have overall
responsi*ility to the )resident of ELECTRC!L C"#TR!CT"R , for safety
within ELECTRC!L C"#TR!CT"R and the implementation of the
Electrical Contractor % Construction Corp$, &afety )olicy$ 7nder Re-ional
-uidance, set forth herein they determine the standards set for health and
safety which can only *e chan-ed with their e1plicit authority$ t is their
responsi*ility to ensure that the &afety )olicy is properly implemented in
every operation within ELECTRC!L C"#TR!CT"R $
The )ro,ect 5ana-ers and )ro,ect En-ineers are responsi*le for8
mplementation of the Electrical Contractor &afety )olicy throu-hout
ELECTRC!L C"#TR!CT"R $
Continual monitorin-, review and development of the effectiveness of the
&afety )olicy$
Review of &afety Reported !nd Ensurin- any necessary corrective actions are
ta0en$
3$2 5ana-ers, &upervisors and )ro,ect En-ineers
5ana-ers, &upervisors and )ro,ect En-ineers are responsi*le for the safety of
the staff and all operations under their control and are e1pected to promote a
hi-h de-ree of health, safety and environmental awareness amon- all
personnel$ This involves a num*er of 0ey responsi*ilities as follows8

Electrical represents a si-nificant ha:ard to safety unless used in a controlled
and used in a sensi*le and safe manner$ t must *e appreciated and understood
that a volta-e in e1cess of 24 volts could *e lethal$

aC !ll temporary on-site electrical installation is to *e inspected, and certified
as safe for use *y an Electrical En-ineer provided *y the su*contractor$
*C !ll temporary on-site electrical installation are to *e tested and chec0ed *y
the su*-contractor at least every si1 wee0s to ensure that the re+uired level
of safety is maintained$
cC The relevant EE re-ulations shall *e followed$
dC &ystem desi-n and layout shall *e prepared *y an Electrical En-ineer and a
system drawin- shall *e 0ept at site *y the su*contractor as well as
su*mitted to the contractor for reference$
eC /here appropriate, re-ular surprise inspections of personal
accommodation units shall *e carried out *y an electrical &upervisor in
order to ensure that porta*le e+uipment used *y &taff are connected in a
safe manner$
fC !ll porta*le e+uipment connected *y means of 13 !mp$ plu-s must have
the minimum fuse ratin- re+uired *y the e+uipment which my not
necessarily *e an 13 !mps fuse$

E+uipment to *e wor0ed on must *e stopped *efore any circuit *rea0ers
isolators or starters etc$ are switched J"''H to alleviate the ris0 of electrical
flashovers which can *e fatal, and then loc0ed out *y means of 0ey interloc0s,
padloc0s etc$
The su*contractor to notify all affected employees that a loc0out system is -oin- to *e
utilised and emphasise the reason for operatin- such as a system$ The person
authorisin- the procedures shall *e aware of the type and ma-nitude of ener-y that the
machine or e+uipment utilises and shall understand the ha:ards involved$
Ensure that the e+uipment is isolated from all ener-y sources and any stored ener-y
must *e dissipated or restricted *y methods such as repositionin-, *loc0in-, *leedin-
down etc$
Loc0nut the ener-y isolatin- devices with the appropriate 0ey interloc0 or sin-le 0ey
padloc0 and place a warnin- notice on the device$ "nly authorised personnel are
permitted to install or remove loc0nut devices and warnin- notices$
Ensure that there are no personnel e1posed to ris0 from the e+uipment *ein- loc0ed
out, then as a chec0 of havin- disconnected the ener-y sources, operate the usual
operatin- controls to ma0e certain that the e+uipment will not operate$

!fter the servicin- or maintenance is complete and the e+uipment is ready for
normal operation, chec0 the area around the e+uipment to ensure that no one is

The use of construction e+uipment can lead to many situations which are
potentially ha:ardous$

operators wor0in- with well maintained e+uipment carryin- out the wor0
for which it was desi-ned with the help of the manufacturerHs instructions
and operatin- manuals$

particular class of machinery applica*le to the country in which the pro,ect is
ta0in- place$
!ll movin- machinery is to *e trained, tested and issued with written
authori:ation specifyin- the e+uipment which they are competent to operate$

drives, fans and revolvin- shafts, all of which are present on most of the static
