DELMAS PARK NAC MINUTES – MAR 10TH, 2008

NAC Chair updates – Jodene


 Wanted to thank and express gratitude to Sean (owner of Subway) for donating sandwiches to
our monthly meetings.
 Jodene attended the CAP Grant educational training.
 The proposed permit for high density building on Auzerais and Delmas is suggested from the
city to be pulled as a result of building height was higher than originally discussed with Delmas
Park NAC, thus potentially bringing more traffic congestion and people density in a limited
area.

Update from SJPD around the Delmas area.
 The auto body shop (Josefa and Columbia) is not as active during the day shift or swing shift
when he’s patrolling.
 The owner of the house across the street from the liquor store on Auzerais is trying to keep the
area clear of any loitering.
 PAL building – no changes other than police patrolling for squatters/vandalism.
 One of the bigger occurrences lately is parking violations in the permit only areas.
 Female owner of home on Park near Josefa has been warned about homeless friends
disturbing the peace, and must limit the alcohol consumption to her property only.

Feedback regarding police response from one of the NAC members was positive. SJPD is
very responsive to calls from residents.

 Great American Litter Pick Up (national event) meeting set for Sat morning 830-1130am and
celebration lunch at 12 noon, Apr 12th. Call (408) 277-3208 for one of the several meeting
locations around San Jose. They are reaching out for litter pick up volunteers.
 Advisory group meeting Mar 19th to decide on approving/denying a traffic calming survey, and
discuss park priorities.

 The pending development rezone use permit for Delmas Park Towers is not yet withdrawn but
is recommended to be withdrawn by the San Jose city council.
 A second pending conditional use permit to sell alcohol from a convenience store at 374 Bird
Ave is also recommended to be withdrawn by the San Jose city council, being already over
concentrated with local liquor stores, and immediately adjacent to a residential area.

 Signage on the property at the corner of Auzerais and Bird will come down. 30-90 days given
for compliance.
 Recent spike in graffiti on rollup doors of businesses on San Carlos that’s being monitored.
 Los Gatos creek between San Fernando and Park Ave has a transient issue. The SJPD is
aware and a targeted clean and sweep of the area is scheduled. One of the main problems is
the various points of entry along the creek either by the street of San Fernando or businesses
along Autumn St that runs parallel to the creek.
 The empty lot on Auzerais between Bird and Josepha has been cleared, that one was a code
case.
 If there are any code violations, please call 408.277.4528. A dispatcher will take the call and
route it to the appropriate code inspector.
Jeff Krump & Shalini - CAP Grant update
 SJSU Grad students that are going to be writing up the CAP grant proposal, and also looking
to help out with community outreach. They met with Art Nino and have compiled a short list of
projects for the CAP grant which will be due April 4th, and the max request is $15,000.

Green Valley Republic VTA Project – Update


 The proposed development site is located on 8.25 acres of land along West San Carlos and
Sunol St in San Jose.
 In 2005 the VTA asked interested parties to submit proposals to acquire 5.6 acres of land
along West San Carlos and Sunol streets. In 2006, Green Valley Republic LLC was awarded
the exclusive right to negotiate with the VTA to purchase the property. Currently the VTA and
Green Valley Republic LLC are in the process of finalizing their Deposition Development
Agreement (DDA), the land purchase contract.
 GVR LLC is still in the conceptual planning and design phases for the proposed development.
The conceptual idea is to build a TOD (Transit Oriented Development) with a mix of residential
units, retail, parks, and open space. The prelim design includes multiple low and mid-rise
buildings, ranging in height from 60-120 feet (approx 6-12 stories).
 GVR LLC is also focusing on sustainable design meeting the U.S. Green Building Council’s
LEED certification requirements and City of San Jose Green Building Practices. They are also
interested in community engagement and are planning several community meetings for Q&A
and project updates.
 Next community meeting is at Lincoln High School, Tues March 18th at 6:30pm. Following
meeting with Burbank/Del Monte NAC on Thurs March 27th, at 7pm Sherman Oaks community
center 1800A Fruitdale Ave.

Kathy and Craig questioned the impact of additional children and local school support and
also safety issues of children crossing major streets to get to school. Feedback will be
taken back and addressed.

Also the challenge to come up with creative ideas to address limited parking requirements
for new residents where as the current limitations just doesn’t work. Concerns about
additional traffic onto 280 from Bird, and also Auzerais were also brought up for discussion.

Our City Forest – Erin


 The mission of Our City Forest is to cultivate a greener, healthier urban environment and a
renewed sense of community by involving Silicon Valley residents in the understanding,
planting and care of the urban forest.
 Grants for Neighborhoods - Free Shade Trees: Free 15-gallon shade trees are available for
planting along streets and on public school grounds. Please contact us to inquire about the
availability of grants for planting in your neighborhood. Plantings of 15 or more trees are
especially encouraged and will receive first priority for scheduling.
 Our City Forest provides free trees and materials through special grants it obtains in
collaboration with municipalities. Since 1994, Our City Forest has given away over 40,000 15-
gallon shade trees and helped resident volunteers plant these trees in dozens of
neighborhoods, 200 schools and 40 parks. With its focus on community involvement and tree
stewardship, Our City Forest is proud of its track record of mobilizing 100,000+ volunteers in
planting 40,000 trees with a tree survival rate of nearly 90% (City of San José audit).

 Review of Top Ten Initiatives
 DP01 (Improve Park Ave) is on hold until the DPW begins the design process for the Delmas
Park underground utilities expected to begin 2009.
 DP02 (Housing Painting/Rehab project). Next step is to complete fliers and invite neighbors to
come to the next NAC meeting Apr 14th where a workshop will be held to educate the
candidates and applications will be filled out.
 DP03 (Maintain and Improve Los Gatos Creek Area) Subcommittee to review to see if we
should include fund requests from CAP grant for clean up. Chris Palfi to call Santa Clara
Valley Water District regarding fencing of accessible areas into the creek. Minachi Ganjoo
possible contact at the SCVWD.
 DP04 (Traffic Calming Studies/Measures) – DOT staff will perform feasibility analysis on traffic
calming proposal by late March 2008 and report to Delmas Park NAC May 2008.
 DP05 (Plant and Improve Street Trees). Our City Forest presented at the March Delmas Park
NAC meeting and Jodene suggested to also handing out OCF tree grant applications to
candidates that also may look to request city funding from the DP02 Initiative.
 DP06 (Increase Dumpster Days). Will look to include in CAP grant if feasible.
 DP07 (Enhance Gifford Ave/West San Carlos pedestrian crossing) – Khan to contact rep at Cal
Trans by end of March to discuss next steps.
 DP08 (Improve and expand community outreach) – Discussed possible quarterly or bi-monthly
expanded meetings for the larger community, and keep the monthly meetings with the core
residents. Other possible ideas still being discusses.
 DP09 (Street/Sidewalk improvements) – no update
 DP10 (Enhance events management communication) – no update.

For the April NAC meeting:


 Next meeting will be focused on DP02 (Housing Painting/Rehab project) where neighbors can
participate in a workshop to educate them on the program and applications can be filled out.
