CHAPTER I

ECONOMIC SITUATION
ASSAMS ECONOMY:
The economy of the State in terms of Gross State Domestic Product (GSDP)
at factor cost is expected to attain a growth rate of 7.97 per cent at constant (19992000) prices as per Advance Estimates in 2007-08 as against the growth rate of 7.57
per cent estimated as per Quick Estimates. The growth rate of 7.97 per cent in
GSDP has been expected mainly due to the considerable growth rates of (over 4 per
cent) in the sectors of Manufacturing, Electricity, Gas & Water Supply,
Transport, Storage and Communication, Banking & Insurance, Public
Administration and Other Services.The Primary Sector including Agriculture
(2.29%) is likely to show a growth rate of around 2.00 per cent which is lower than
the previous years growth of 2.79 per cent. In Secondary Sector, growth expected
is 3.70 per cent as against 5.15 per cent in 2006-07 while the Service Sector growth
is likely to attain the level of 13.06 per cent in Advance Estimates as against the
11.60 per cent achieved during 2006-07 as per Quick Estimates. At current prices, a
growth of 11.79 per cent is expected in 2007-08 (Advance Estimated) as against
13.02 per cent growth recorded in the previous year. As per Advance Estimates the
Per Capita Income is expected to reach the level of Rs.16624 at constant (19992000) prices and Rs.22081 at current prices as against previous years Per Capita
Income of Rs.15623 and Rs.20166 at constant (1999-2000) prices and at current
prices respectively. A growth of 6.40 per cent and 9.50 per cent is expected in real
term (Base 1999-2000) and at current prices as compared to the previous year 200607. As per Quick Estimates of 2006-07 the growth rate in Per Capita Income is
worked out at 5.66 per cent at Constant (1999-2000) prices and 10.73 per cent at
Current Prices. The state of economy as observed from the estimates of the State
Domestic Product is encouraging and in better position than before.
It has been reported that Assams Below Poverty Line (BPL) population has
fallen to 19.7 per cent in 2004-05 compared to 36.09 per cent in 1999-2000 and
40.86 per cent in 1993-94 as against all-India figures for the same are 27.50 per cent
in 2004-05, 26.10 per cent in 1999-2000 and 35.97 per cent in 1993-94 respectively
on the basis of uniform recall period consumption. Morevoer, poverty ratio in
Assam has been recorded less than that of the advance states like, Tamilnadu
(22.5%), Karnatka (25.0%), Maharastra (30.7%), West Bengal (24.7%) and
Pondicherry (22.4%) for the same year under refernece. So, it is presumed that the
poverty level of this poverty driven State has not been focussed in a proper
dimension. However, a comparaive statement shown poverty estimates of Assam
and India on percentage of population below poverty line of some selected states is
attached to Appendix
The economy of Assam continues to be predominantly agrarian, the
dependence of rural labour force on agriculture and allied activities was nearly 53
per cent as per Population Census, 2001. During the year 2006-07, the State

experienced a drought like situation in almost all districts which stood in the way of
agriculture development in the State. During 2006-07 the productivity of Summer
Rice has increased to 2017 Kg. per hectare as against 1780 Kg. per hectare in the
previous year. On the other hand, the productivity of Autumn Rice has decreased to
899 Kg. per hectare from 1017 Kg. per hectare and that of Winter Rice has also
decreased to 1321 Kg. per hectare from 1543 Kg. per hectare during the same
period. As per available estimates, the production of total foodgrains in the State
was 30.59 lakh tonnes during 2006-07 as against 36.80 lakh tonnes during 2005-06
showing substantial decrease of 16.87 per cent over the previous year. The
production of Rice which is the most important cereal crop grown in the State has
sliced down by 17.90 per cent during the same year over the previous year.
However, the production of total Pulses and Wheat have increased by 3.57 per cent
and 24.07 per cent respectively during 2006-07 over 2005-06. During the same
period, the production of Rape and Mustard has also increased by 13.40 per cent as
compared to the previous year. The production of commercial crop Jute too has
shown some increment to 558 bales in 2006-07 from 579 bales in previous year.
During 2006-07 under horticulture 15.03 lakh MT fruits and 39.00 lakh MT
vegetables were produced against the target of 16.03 lakh MT and 39.84 lakh MT
respectively
The Index of Agricultural Production (base triennium ending 1981-82=100)
for the State lowers to 142.20 (provisional) in 2006-07 as against 152.61 in 200506.
The achievement made by Irrigation Department in creation of additional
irrigation potential has not been much encouraging as per report available. Out of
the total geographical area of 78.44 lakh hectares, the ultimate Gross Irrigation
Potential (Annually Irrigable Area) is estimated at about 27 lakh hectares, which
constitutes 66.06 per cent of the Gross Cropped Area.
The overall performance of Manufacturing and Processing sector of the State
has shown more or less a stable picture in the scenario of States economy during
2006-07. The growth of Manufacturing Sector in Gross State Domestic Product has
recorded at 5.42 per cent in real terms (1999-2000 prices) and 12.25 per cent growth
registered in current prices during 2006-07 over the previous year. Provisional data
available for the year 2006-07 has shown positive growth in the production of
industrial items like, Jute, Fertiliser, Coal etc. over the level of production of the
previous year, while negative growth observed in the production of items like, Tea,
Petroleum Crude, Wheat Flour, Cement etc. as compared to the previous year.
However, the General Index of Industrial Production of the State reduced to 152.82
in 2006-07 from 159.10 in 2005-06.
The Mining Sector of the State showed a mixed performance in production
during 2006-07. During the year, production of Petroleum (Crude) and Lime Stone
have registered negative growth while Natural Gas and Coal recorded positive
growth in production.
The Index of Mineral Production of the State (Base 1993-94=100) has
somewhat increased to 95.33 in 2006-07 from 94.91 in 2005-06.

The power supply position in the State is not much encouraging since last
few years. The installed capacity of generating plants in the State has also come
down to 415.5 MW in 2006-07, from 574.4 MW in the previous year as reported.
During 2006-07 the generation of power has slightly moved upto 867.539 MU in
2006-07 from 808.047 MU in 2005-06. The per capita availablity of power in the
State is 116 Kwh in 2006-07. In order to meet the shortage of power supply, the
State continued to purchase power from other state and private power traders.
Assam is also lagging behind most of the other states in the country in rural
households electrification by electrifying 77 per cent villages till date, out of which
20 per cent of the households in the villages have electric supply, as per report
available. However, for better improvement of the power supply position in the
State various projects have been undertaken and are in progress.
The total number of reporting Scheduled Commercial Bank Offices
(including Regional Rural Banks) in the State at the end of June, 2007 was 1279.
The volume of Deposits and Credit of these Banks stood at Rs.26039 crore and
Rs.11068 crore respectively at the end of the said period. The Credit-Deposit Ratio
in the State at the end of June, 2007 was 43.8 per cent as against all-India ratio of
71.5 per cent.
The Revenue Receipt of the State during the financial year 2007-08 stood at
Rs.16988.22 crore as against the total expenditure estimated at Rs.16090.81 crore,
thereby showing a deficit amounting to Rs.897.41 crore in the Revenue Receipt.
The opening balance in the Budget for 2007-08 (B.E.) is in the deficit of Rs.2469.87
crore and the closing balance for the year is estimated at the deficit of Rs.2836.24
crore. The Revenue Receipt under States own Taxes during 2007-08 stood at
Rs.5143.78 crore (B.E.) as against Rs.4519.19 crore (R.E.) showing an increase of
13.82 per cent. The debt outstanding of the State has been increasing from year to
year. Debt outstanding is estimated during 2006-07 (pre-actual) at 32.24 as
percentage of Gross State Domestic Product.
Price situation in the State remained more or less satisfactory during the
period under report. The behaviour of price level can be observed from the
movement of Consumer Price Index Number (CPI) for the Working Class
Population and the Wholesale Price Index Number for Agricultural Commodities.
The average Consumer Price Index Number for the Working Class Population (Base
1982=100) for the State revealed a price rise of 4.6 per cent in 2006 over 2005 as
against 3.1 per cent increase recorded in 2005 over 2004. The annual average
Wholesale Price Index Number for Agricultural Commodities (Base 1993-94=100)
stood at 185 in 2006-07 as against 176 in 2005-06 and 170 in 2004-05. During
2006 the annual average of Consumer Price Index for Industrial Workers for Assam
has shown a rise of 5.2 per cent over 2005. The Consumer Price Index Number for
Industrial Worker increased from the point of 498 in January 2007 to 528 in August
2007, the increase being 6.0 per cent during the period.

As regards the Employment Sector, the number of persons employed in


organized economic activity (comprising both Public and Private Sectors) was 11.19
lakh in the year 2006 thereby registering a decrease of 1.78 per cent in employment
over the previous year. The employment of women in organised sector of the State
was 381 thousand at the end of 2006 which was 34.0 per cent of the total
employment. The most alarming feature of the State is growing unemployment
problems. The job-seekers specially educated job-seekers are increasing year by
year. As per data available from the Employment Exchanges of the State it is
revealed that during 2006 the number of job-seekers on the Live Register of
Employment Exchanges has stood at 12.0 lakh in 2006.
In order to increase employment avenues through generation of gainful
employment opportunities the Government has been implementing various schemes
like Swarnajayanti Gram Swarajgar Yojana (SGSY), Sampoorna Gramin Rozgar
Yojana (SGRY), National Rural Employment Gaurantee Act (NREGA), Prime
Ministers Rojgar Yojana (PMRY) etc., and at the same time which also aims at
upliftment of rural people at the grass root level. The concept of Self Help Group
(SHG) has already brought a revolution in the field of self employment. The
Government of Assam has launched an unique self-employment scheme called
Chief Ministers Swaniyojan Yojana for imparting job oriented training to the
educated unemployed youth of the State. It is encouraging to observe that more and
more people of the State are taking keen interest in availing opportunities offered
through implementation of these schemes. A positive development is already under
way in various key sectors of the States rural economy as evident from the
achievements made in their repsective areas.
Over the recent few years, the State has had to pass through a lot of
constraints such as insurgency problem, recurrence of natural calamities in the
shape of flood, drought etc. and despite of such constraints, the State has been able
to achieve considerable progress as is revealed by the overall growth of the States
economy in terms of GSDP which has increased during the 10th five year plan
period (2001-02 to 2006-07) over the 9th five year plan (1997-98 to 2001-02) to 5.75
per cent from 2.73 per cent.
