Brazil Government Weighs Mixing More Biodiesel With Diesel Fuel

Brazil proposed raising the amount of biodiesel thats blended with diesel from 5 percent as producers of the
renewable fuel contend with a supply glut.
Weve already sent to the Presidency a proposal to increase the mixture of biodiesel with diesel, Energy
Minister Edison Lobao told reporters today in Brasilia. Theres still been no decision taken.
The worlds second-biggest biodiesel industry is operating at 50 percent of capacity, Jeronimo Goergen,
president of a parliamentary lobby group for the renewable fuel, said today in a telephone interview.
Goergen said the blend rate may rise to 7 percent and then expand again to 10 percent in 2020. Lobao didnt
give a figure for the proposed increase.
Brazil started requiring distributors to blend 2 percent biodiesel with diesel in 2008, and initially planned to
increase that to 5 percent in 2013, the Ministry of Mines and Energy said on its website.
The 5 percent blend was pushed forward to 2010 after companies brought sufficient capacity online to meet
demand and the industry has been lobbying for a higher mix for two years, according to Goergen, whos also a
member of the lower house representing the Progressive Party for Rio Grande do Sul.
Brazil produced 2.7 billion liters (712 million gallons) of biodiesel last year, fuel regulator Agencia Nacional
do Petroleo, Gas Natural e Biocombustiveis said on its website.
The U.S. has the worlds biggest biodiesel industry with 10.3 billion liters of production capacity, according to
data compiled by Bloomberg.

HOW STAYING MENTALLY FIT CAN MAKE A DIFFERENCE

Your brain isnt a muscle, but you can treat it like one
Many people focus on physical fitness, but few know that brain fitness is also something you can

The science behind brain training
Mental abilities are not fixed in adulthood. Studies on neuroplasticity have provoked millions of people around the
world to adopt the new practice of brain training.
The most popular of these brain training products is made by the San Francisco-based Lumosity, which employs a
team of in-house neuroscientists with degrees from Stanford and UC Berkeley. Realizing that brains need more
sophisticated programs and guidance to grow and change, Lumositys scientists work with an experienced team of
game designers. Together theyve developed a fun, effective online brain training program that measure, tracks, and
adapts to your progress so youll always be challenged. Lumosity's training algorithm and 40+ games are based on
well-studied tests used in clinical neuropsychology research.
Promising studies on the effects of brain training
In a 2013 Stanford study, a treatment group of 21 breast cancer survivors used 12 weeks of Lumosity training to work
on processing speed, mental flexibility, and working memory tasks. On average, those who trained improved on tests
of these abilities, compared to a group that did not train with Lumosity. There is even some preliminary evidence
suggesting that Lumosity may be beneficial to normal, healthy adults. In a 2011 study by Lumosity and San Francisco
State University researchers, 13 people who did Lumosity training over 5 weeks improved on tests of brain
performance compared to a group that did not train. On average, those who trained improved working memory scores
by 10% and attention scores by 20%. []
Lumosity is one of the first and most popular brain training programs in existence. Theres a small fee to use the full
product, or new users can start a free trial.

Brazil's investment in science has reached an all-time high, with the science ministry's budget
increasing from 8.6 billion reals (about US$3.8 billion) in 2012 to 12.7 billion reals (around US$5.6
billion) this year, according to science minister Marco Antonio Raupp.

During much of the last decade, under President Luiz Incio Lula da Silva, the science budget allocated
through Brazil's Ministry of Science, Technology and Innovation substantially rose.

In 2002, it was 1.3 billion reals (about US$575 million) near the end of Lula's mandate, in 2010, it
reached 7.5 billion reals (just over US$3.3 billion). But in 2011, the budget dipped to 7.4 billion
increase (nearly US$3.3 billion).

Ennio Candotti, vice-president of the Brazilian Association for the Advancement of Science, welcomed
the announcement of the budget rise. But he warned that the budget presented during the conference
included funds that are not directly for scientific research, such as money to offer low-interest loans to
encourage industrial innovation.

"This money is important, but, if we look at the money targeted specifically at science, we observe that
the figures are not much higher than in 2010". "It is good to see the recuperation of the amount, but it is
a pity that the steady increase since 2003 was interrupted."

Since Lula's time, and more so recently, the science ministry has been prioritising innovation in the
industrial sector, which will receive half of the entire 2013 budget. "It is not enough to generate
knowledge, it is important to make such knowledge available for the productive sector," Raupp said at
the conference.

Luana Bonone, president of the National Association of Postgraduates, says that "the emphasis given
by the government to technological innovation makes sense, since Brazil needs to develop its
productive sector".

But she adds that she would like to see more funding of social innovations (innovations geared towards
strengthening and extending civil society) and basic science, rather than industry and applied sciences.

"The concern [within the science community] about social innovations does exist but it is not at the
core of the strategic policy for the development of the country," she tells SciDev.Net. "The scientific
community needs to defend basic science."

Brazil is now responsible for 2.7 per cent of world scientific production and occupies 14th place in the
world ranking, according to ministry's figures. About 35,000 scientific papers were published and
14,000 dissertations and theses were defended in the country in 2012.
