Tender Document for A to Z Work for Preparation of Revised
Mining Scheme and Obtaining Environment Clearance and Related
Consent.
Tender are invited from competent persons/ agency/ organisation/ consortium duly
registered as Environmental Consultants and Registered Qualified Persons (RQP) from I.B.M.
for Preparation of revised Mining Scheme for enhanced capacity as mentioned below and
for preparation of rapid EIA/EMP and obtaining Environmental Clearance from competent
authorities along with consent for air and water from M.P. Pollution Control Board for the
following existing Rockphosphate mines of M P State Mining Corporation Ltd. (MPSMC).

Scope of Work
Carryout necessary study, surveys and collection of data etc. for Preparation & submission of
revised mining scheme of above mentioned capacity and obtain approval from Indian Bureau of
Mines. Submission of Form-I for EIA along with feasibility report, make technical presentation before
SEIAA/SEAC to obtain TOR. Preparation of EIA/EMP report, executive summery in Hindi & English for
public hearing, render technical assistance in public hearing, NOC from concerned departments if so
required. After environmental clearance submission of application for Air and Water consent to
M.P. Pollution Control Board, and to obtain consent for Air & Water Tenderer shall necessarily give
consolidated offer for all the above works of both the mines. The scope of work shall be exhaustive
shall include liaisoning with the concerned department/Board etc. No conditional Tender shall be
entertained. Three sets of each reports/relevant documents must be submitted to MPSMC for their
records.

Technical Qualification/Specification

1- Constitution
Tenderer can be a person/ agency/ organisation carrying the necessary qualifications as
prescribed below. A consortium of persons, agencies or organisations may also be
considered for the work if they collectively possess the necessary qualification. A copy of
Agreement/ M.O.U. entered in to by the parties for forming such Consortium shall have to
be enclosed in the Part 1 of the Tender. In case of consortium turn over of lead member
shall be considered for qualifying criteria.
2- Turnover
Person/agency/organisation which may include consortium of two or more of the above
should have turnover of more than 50 Lac Rupees in any of the year during last three years i.
e. 2008-09, 2009-10, 2010-11.
3- Experience
At least 10 mining plans of major mineral mines with an area of more than 5 hectares should
have been cleared from IBM. Copies of approval letters from IBM shall have to be attached,
at least 10 Environmental Clearances must have obtained for major mineral mines with an
area of more than 5 hectares from appropriate authority.
4- Laboratory
Should have their own laboratory or must be tied up with a reputed laboratory having
accreditation to do such type of work.
5- Registration
The consultant must have registered as Registered Qualified Person (RQP) with the IBM and
must have registered under scheme of accreditation with NABET, QCI or having permission
from MOEF to carry out consultancy work, for Environmental Clearance.
6- Financial terms & Conditions
No advance against the work order, 15% after obtaining approval for revised mining scheme
for both the mines, 15% after obtaining date for TOR for both the mines, 15% after
submission of draft EIA report for both the mines, 15% after receiving date for presentation
for EIA for both the mines, 20% after obtaining environment clearance for both the mines
and remaining 20% after obtaining consent from MPPCB for both the mines.
7- Earnest money
Tenderer shall have to be deposit 2.00 lakhs (Two lakhs only) towards Earnest Money which is
to be deposited in form of Demand Draft from any schedule bank drawn in favour of The MP
State Mining Corporation Ltd. Payable at Bhopal. The Earnest Money will be converted in to
security deposit on acceptance of Tender. Tender deposited without Earnest Money shall be
out rightly rejected.
8. Security Deposit
No interest shall be payable on security deposit. Earnest Money shall be refunded to
unsuccessful Tenderers after the selection of consultant Tenderer and acceptance of Tenderer.
Offers are valid for 90 days.
9. Time Schedule
Time schedule for the work shall be as under:-
Obtaining approval for revised Mining scheme- 3 months
Obtaining environmental clearance in 7 Months
Obtaining consent for Air and Water 2 Months
10- Penalty Clause
Non adherence to time schedule shall attract penalty of 5% of total value of contract for
every delayed month at each of the above stages. A delay of more than 20 days shall be
considered as a full month. After the delay of 5 months the agreement shall be terminated
and Security deposit shall be forfeited.
11- Submission of Offer
Interested parties may submit their unconditional and detailed Tender as per the terms and
condition in two separate envelopes, Envelope-I super scribed as Technical Bid containing
all the required documents (Annexure 1) and declaration in (Annexure 2) and Envelop II
super scribed as Price-Bid mentioning the fee to be taken for the work. These two envelops
must be kept in a large envelop and super scribed as Tender for A to Z work of preparation
of revised mining scheme and obtaining environment clearance and related consent. All
the Statutory Taxes/Fees as applicable shall be paid at actual prevailing rate.
Last date : The desirous Tenderer can submit their Tender (Part-I and Part-II) on or before
16.4.2012 Up to 3.00 PM at the Corporations registered office at Bhopal. Part-I of the
Tender shall be opened on the same day at 3.30 PM at the Corporations registered office.
Tenderers may remain present at the time of opening of Tender.
Managing Director reserves right to accept or reject any or all Tenders without assigning any
reason.

Self attested copies carrying seal of the Tenderer of the following documents shall
have to be submitted along with Part-1 of the tender. Tenderer have to mention the
Encloser Nos. and Page Nos. of the documents of verifying their Tender. The Encloser of the
Tender shall be stappeled.
1: Type of Agency-
a) For firm/company- Memorandum of incorporation.

c) For consortium- duly notarized agreement for the purpose.

I/ we hereby declare that I/we have visited the site of Tigora and Maddeora Rock-
phosphate Mines of The M.P. State Mining Corporation and taken note of the present status
of the Mining plan/ scheme, environment clearance, consents for Air and Water.
Also we have fully understood the financial terms and conditions, work schedule and
penalty clause for non-adherence of time Schedule, which shall attract on the work
awarded.
We are offering our price bid taking the facts stated above in to consideration.
