Affordable housing strategies & rental housing development

(MPHC), FOSTER CITY, CALIF.
MPHC is one of the largest and most successful affordable-housing organizations in
California. MPHC is a Private non-profit housing development, housing management and
housing services corporation, serving San Mateo, Santa Clara, Santa Cruz, Alameda,
Monterey, Napa, Solano, and Contra Costa Counties.

Responsibilities included overall agency administration; planning; resource development;


public relations; liaison to board of directors

Housing Development: Coordinated all aspects of development for more than 80 of MPHC’s
affordable housing projects (not including 10 projects underway upon retirement):
• New construction: 3,000+ rental units; four projects of first-time-ownership housing,
totaling 129 units. Responsible for securing all entitlements, financing and subsidies,
as well as negotiating partnerships.

• Acquisition and rehabilitation: 2,567 units.

• Emergency shelters: 8 facilities for homeless families, including 4 acquisition/rehab


buildings and 4 new construction projects. All facilities were developed with no
resulting hard debt service.

• Technical support: 10 developments for other non-profits comprising 416 housing


units.

Housing Management: Directed a non-profit housing management company (MPHMC) with


over 5,200 assisted-housing units. MPHMC is on the list of HUD-approved management
agents.

Housing Services: Directed non-profit company and its Mid-Peninsula Housing Services
Corporation, which provides social services and service coordination to MPHC tenants.

Fostering New Organizations: Prepared business plan, organized board of directors and
raised over $500,000 to capitalize a new independent non-profit corporation, Shelter
Network of San Mateo County. Shelter network is now the largest homeless service provider
in the county. Assisted in start-up of a new regional non-profit affordable housing
advocacy/education organization, the Leadership Council of San Mateo County, and served
as fiscal agent during its first two years
1977 - 1983: EXECUTIVE DIRECTOR, COMMUNITY HOUSING IMPROVEMENT PROGRAM, INC.
(CHIP)
CHIP is a private non-profit housing agency providing a variety of housing services to low
income households In a predominantly rural area. Responsible for developing and
supervising various housing programs, including:

Housing Rehabilitation: Held corporate contractor’s license and provided housing


rehabilitation and repair services on a material cost only basis to low income owner
occupants.

Mutual Self-Help Housing: Organized groups of families and provided technical assistance in
building and financing new homes.

Cooperative Housing: Limited equity cooperative of 66 units for low-income families

Rental Housing Development: Conversion of vacant historical hotel to rental units

1974 - 1977: CONSTRUCTION EXPERIENCE, (CHIP)


Hands-on construction: remodeling homes and managing construction crews in CHIP’s
housing rehabilitation program.
