The Board wishes to make those in attendance aware that this meeting is being recorded on video

Subject 9.10 Approval of additional hours for School Based Youth Service Program Specialist

exceed program funds for a School Based Youth Services Program Specialist:

Subject 9.11 Approval of a Sidebar Agreement Between the Hoboken Board of Education and the Hoboken Education
Association With Regard to the Position of Athletic Director
Recommended Action RESOLVED, that the Board of Education, upon recommendation of the Superintendent, approves a Sidebar Agreement between The
Hoboken Board of Education and The Hoboken Education Association concerning the Athletic Trainer. The Athletic Trainer will work
from August 1, 2014 through June 1, 2015. As a certified staff member the Athletic Trainer is entitled to representation by the
Association and has been placed on the appropriate step of the salary guide set forth in the Agreement. He must work a minimum
of 1,248.75 hours during the time period. If the Athletic Trainer exceeds 1,248.75 hours, he shall be entitled to compensation at
the rate of $34.00 per hour pending HEA negotiations.

Subject 9.12 Approval of Stronge & Associates Educational Consulting, LLC to film in Hoboken
Recommended Action RESOLVED, that the Board of Education, upon recommendation of the Superintendent approves Stronge & Associates Educational
Consulting, LLC to film a selection of teachers in Hoboken. In return, Stronge & Associates will offer participating teachers a stipend
of $500.00 for their participation as well as provide the Hoboken Public Schools access to a library of videos that can be used for
in-district training.

Subject 10.02 Approval of the Finance Certification for March 2014
Recommended Action Pursuant to N.J.A.C. 6A:23-2.11(c)3, the Board Secretary does certify that no line item account has encumbrances and
expenditures, which in total exceed the line item appropriation in violation of N.J.A.C. 6A:23-2.11(a). Pursuant to N.J.A.C. 6A:23-
2.11(c)4, the Hoboken Board of Education has reviewed for the minutes of this meeting the Board Secretary and Cash Flow
monthly financial reports for March 2014 are in agreement and that no major account or fund has been over-expended in violation
of N.J.A.C. 6A:23-2.11(b).

Recommended Action RESOLVED, that the Hoboken Board of Education, at the request of its current vendor, Global Connect, LLC, approves the
assignment and transfer of its Notification Services, from Global Connect, LLC to Blackboard Inc. in accordance with the existing
agreement with Global Connect, LLC and renews subject service agreement through June 30, 2015.

Subject 10.12 Approval of Contract for Advertisement Creation and Placement Services
Recommended Action RESOLVED, that the Hoboken Board of Education approves a contract for the professional services of Success Communications
Group, Parsippany, New Jersey as the firm to provide advertisement creation and placement services for the Hoboken School
District for the remainder of the 2013-2014 and 2014-2015 school years as needed. This professional service contract was
procured through a fair and open process pursuant to P.L. 2005, c.271, for the period beginning May 14, 2014 and ending June 30,
2015 and is awarded to Success Communications Group, Parsippany, New Jersey with fees as set forth in the submitted proposal.
The Board solicited for quotes on April 14, 2014; responses were to be received by the District by April 28, 2014. The District also
posted this notice on its website throughout this period, under Advertisement Creation and Placement Services. Proposals were
received from three (3) respondents.

Subject 10.13 Approval of Settlement Agreement
Recommended Action RESOLVED, that the Hoboken Board of Education approves the attached Settlement Agreement for Claim 13EO02370L.

Subject 10.14 Resolution on School Funding in the FY15 NJ State Budget
Recommended Action WHEREAS, the New Jersey School Funding Reform Act of 2008 (SFRA), the States school aid formula, ensures adequate and
equitable school funding for each child on the basis of individual need, regardless of where that child lives;
WHEREAS, 2014-15 will mark the fifth year of underfunding of the SFRA, resulting in 80% of New Jersey school districts receiving
state aid at levels below those of 2009-10;
WHEREAS, continued underfunding of the SFRA has resulted in cuts to vital educational programs and services in schools
throughout the state; and
WHEREAS, state aid for New Jersey schools in the proposed FY15 State Budget was not calculated in accordance with the SFRA,
and the trivial increase in per pupil aid in 2014-15 will be allocated through new, off-formula aid categories;
WHEREAS, the Hoboken Board of Education supports the SFRA and a clearly designated pathway to full funding of the law in order
to provide New Jersey schoolchildren with the resources they need to ensure a successful future and to which they are entitled by
law;
NOW, THEREFORE, BE IT RESOLVED, that the Hoboken Board of Education urges the New Jersey State Legislature to increase state
aid to school districts in FY15 by at least 5%, or approximately $370 million, in order to lessen the impact of SFRA underfunding
resulting in harmful cuts to programs, staff and services;
RESOLVED, THAT the Hoboken Board of Education urges the New Jersey State Legislature to increase preschool education aid by at
least 5%, or $30 million, in order to begin to implement the preschool expansion program set forth in the SFRA to at-risk students
across the state of New Jersey.
