On 04/10/14 at approximately 2115 hours I was patrolling the Lakewood north sector W. Colfax Ave. corridor in an unmarked police vehicle
and in a soft police uniform. I am a member of the Special Enforcement Team, along with Agent Mains and Agent Schmachtenberger. I was
travelling southbound on the 1500 block of Ingalls St. heading toward W. Colfax Ave, and Agent Mains and Schmachtenberger were parked in
the parking lot of Champion Liquor located at 6111 W. Colfax Ave. Champion Liquor is located on the northwest corner of W. Colfax Ave. and
Ingalls St. Agent Mains and Agent Schmachtenberger were also in an unmarked police vehicle and in soft uniforms. Upon stopping at the
southbound stop sign at W. Colfax Ave. and Ingalls St, I observed a white female walking from the southwest corner of the intersection
southbound on the 1400 block of Ingalls St.
Next, I noticed that there was a silver colored full sized sport utility vehicle stopped on Ingalls St.
approximately a quarter block south of W. Colfax Ave.
At this time, I advised Agent Mains and Agent Schmachtenberger of my observations on a vice police radio channel, and Agent
Mains communicated back to me that they had observed the same female.
Next, the Chevrolet drove off southbound on Ingalls St, and then it turned eastbound onto W. 14th Ave. Agent Mains/ Schmachtenberger and I
then began to follow the vehicle. When the vehicle stopped at the red light at W. 14th Ave. and Sheridan Blvd, I was directly behind the vehicle
and I aired the license plate of " " out of to Agent Mains/ Schmachtenberger. The Chevrolet then turned southbound on
Sheridan Blvd. and drove to the 1000 block, and then it abruptly made a U-turn from the southbound #1 lane into the northbound lanes. It was
apparent the driver was doing a "burn run", which through my 17 years of police experience I have learned to be erratic driving by a driver to
determine if they are being followed by police vehicles. Next, the vehicle drove back northbound to W. 14th Ave. and then turned eastbound
into Denver. At this time I was still following the vehicle, as I also did a U-turn shortly after the Chevrolet; as did Agent Mains/
Schmachtenberger. Upon following the vehicle eastbound it turned southbound on what appeared to be Wolff St, where it continued its "burn
run" in the neighborhood. It is very typical for suspects involved in prostitution related activity to frequent this Denver neighborhood to perform
a `burn run". The street configuration is complicated in this neighborhood and the streets do not go through southbound beyond the green belt
located parallel to W. 13th Ave.
Over the course of us following the Chevrolet using both unmarked police vehicles, I found the Chevrolet entered the cul-de-sac located just
north of W. Wells Pl, and between Winona Ct. and Utica St. in Denver. I pulled into the cul-de-sac behind the Chevrolet, and I observed it
parked on the most extreme northern tip of the cul-de-sac, and I parked to the west of the Chevrolet with several vehicles between us. After a
few seconds, the Chevrolet backed out of its parking spot, where it was blacked out, and drove southbound out of the cul-de-sac. When the
Chevrolet exited the cul-de-sac the vehicle was observed by Agent Mains and Agent Schmachtenberger travelling westbound. Agent Mains and
Agent Schmachtenberger then observed the Chevrolet park in the northern parking lot of 1275 Winona Ct. I then confirmed the vehicle was
there after a drive-by, and shortly after we made contact with the vehicle.
Agent Mains and Agent Schmachtenberger made initial contact with the vehicle, and I was right behind them. I confirmed this was the same
Chevrolet we were following by verifying the license plate, and then I recognized the female that was inside the vehicle was the same female I
observed enter the vehicle in Lakewood. Agent Schmachtenberger contacted the female outside the vehicle when she exited the right side, and
she was found to be "Maureen Steffen ".

While Agent Schmachtenberger spoke to Steffen and Agent Mains contacted the driver, I initially stood-by with Agent Schmachtenberger; that is
until Agent Mains called me to the driver`s side window. When I approached the driver`s side window, Agent Mains informed me that the
driver had identified himself as a Denver Police officer, and I then observed the badge that the driver was exposing to me. The badge was in
fact a Denver Police badge. At this time, I questioned the driver of the Chevrolet as to his actions, but before he could answer it popped into my
head that he was potentially involved in a police related under-cover operation.
I noticed the driver had his pants unzipped and pulled below his waist-line approximately 3-4 inches, and so he pulled up his pants, tucked in
his shirt and then buttoned and zipped up his pants. The driver was dressed in slacks and a dress shirt. The driver then exited the vehicle, he
was searched for further weapons (none located) and then Agent Mains escorted him behind one of our unmarked police vehicles to continue
this conversation. At this time, I located the driver`s handgun in between the driver`s seat and the center console. I then unloaded the fully
loaded and topped off hand gun, and then I secured the handgun in my police vehicle.
Next, I walked to the area where Agent Mains and the driver were speaking, and at this time I found the driver to be Michael Ryan, by visually
examining his police photo identification. Ryan`s wallet and police identification were also inside his vehicle in the center console, and I
collected these items at his request when I secured his service weapon.

Next, Steffen was released from the scene, Ryan was released from the scene and the incident was detailed in a report for follow up by a Special
Investigations Unit detective. Ryan contacted his brother, who responded to the scene to pick him up and this was done for precautionary
reasons. We did not have probable cause to arrest Ryan for driving under the influence of alcohol, but I still felt it was the best option to have
Ryan picked up from the scene by a sober responsible party considering the circumstances. Steffen did not exhibit any signs of intoxication at
all, and she chose to walk away from the scene to take the bus home. Sgt. Direzza was then informed of the situation.

On 041014 around 2115 hours I was conducting directed prostitution enforcement along W Colfax Ave along with other members of the LPD
Special Enforcement Team. Agent Schmachtenberger and I were operating a SET unmarked vehicle while Agent Alderete was operating solo in
a separate vehicle.
At the date and time mentioned above, while in the area of W Colfax Ave and Ingalls St. I observed a large silver colored suv (suburban) turning
s/b on Ingalls St. from W Colfax Ave and then pull over on the side of the road. The vehicle was stopped with its head lights on and was still
running. Seconds later a female was observed walking off of W Colfax Ave and onto Ingalls St. The female was alone and appeared to be
headed over towards the suv, which remained running and was still stopped on the side of the road. Agent Alderete then advised that he
observed the same female approaching the suv and getting inside the front passenger seat area before it drove away s/b on Ingalls St and headed
towards 14th Ave.
From my vantage point I could not see what the rear license plate was but I observed it being white in color and it appeared to be from out of
state. Agent Alderete advised he was moving in behind the vehicle and initiated a follow on the vehicle while Agent Schmachtenberger and I
then headed e/b onto W Colfax Ave as we began to parallel the suspect vehicle. Agent Alderete advised the vehicle was turning e/b on 14th Ave
and was headed e/b towards Sheridan Blvd. Agent Schmachtenberger and I continued the follow on a parallel headed e/b on W Colfax Ave
where I could see the suspect vehicle driving in the same direction along W 14th Ave. Agent Schmachtenberger and I turned s/b onto Ames St
and drove towards 14th Ave as the suspect vehicle and Agent Alderete drove passed us headed e/b on 14th Ave approaching Sheridan Blvd.
The suspect vehicle was then observed making a right hand turn onto s/b Sheridan Blvd while fellow SET Agents and I continued to conduct a
two vehicle follow of the suspect(s).
As the suspect vehicle approached 10th Ave it got into the e/b turn lane but conducted a u-turn over the traffic lines prior to reaching the
intersection of Sheridan Blvd and 10th Ave. With Agent Schmachtenberger still driving s/b on Sheridan Blvd while I was riding shotgun in the
front passengers seat, I turned and observed the suspect vehicle driving away from us now headed n/b on Sheridan Blvd. It was making its way
back towards 14th Ave while setting up for a e/b turn. With the suspect vehicle still in my sight both SET vehicles allowed distance between the
suspect vehicle to avoid notice of our "follow" by the suspect. At the appropriate time both SET vehicles made u-turns and began to head n/b on
Sheridan Blvd towards the direction of the suspect vehicle.
Based off the suspects observed driving maneuvers thus far it was believed that the suspect was conducting a "burn run" after picking up a
prostitute on W Colfax Ave. As a member of the Special Enforcement Team I have observed numerous "burn runs" by suspects and or criminals
involved in a wide variety of criminal activity. Prostitution crimes are just one area that I have consistently observed "Johns" conducting "burn
runs" during the commission of their crimes. Furthermore, it is well known between both LPD SIU/SET and Denver Vice that prostitutes will
work the streets in one neighboring city and after they get picked up will direct their "Johns" to the other neighboring city to complete the crime.
This is in part because W Colfax Ave runs through both Lakewood and Denver while sharing Sheridan Blvd as a border or dividing line. On
other occasions suspects will conduct their "burn runs" starting in one neighboring city then cross over to the other city, before returning back to
the city of origin and the initial prostitute pick up. As previously mentioned the driving patterns observed so far were consistent with a suspects
"burn run".
With the suspect now headed e/b on 14th Ave Agent Alderete advised of a s/b turn into the west Denver neighborhood as they headed towards
13th Ave. The suspect vehicle then proceeded to make a series of turns on various streets, nooks and alley-ways throughout west Denver. On
more than one occasion the suspect would either slow down or pull over and stop to see if he was being followed. At one time the suspect and

the female passenger pulled into a cult-de-sac and stopped before pulling back out and reengaging in their driving around the area.
Communication between Agent Alderete, Agent Schmachtenberger and I remained constant throughout this elaborate "burn run". SET Agents
were able to observe the suspect vehicle and continued to find its maneuvers to be consistent with criminal activity and prostitution related
crimes.
Prostitution crimes are often committed in this west Denver neighborhood and specifically this area that the suspect vehicle was observed
driving around in. The street between 13th Ave & W Wells Pl and between Yates St and Utica St are referred to by SET Agents as the
"Bermuda Triangle". The reason being as suspects conducting "burn runs" use the complexity of these streets to lose anyone who may be
following them and this area also provides ample opportunities for suspects to park and complete prostitution related crimes inside their
vehicles. With the suspect and female in this area it provided even more confirmation that a "deal" was about to be completed.
Agent Schmachtenber and I then observed the large suv driven by the suspect pull into a small dark parking lot located just north of 1275
Winona Ct. My partner and I positioned our vehicle to observe the vehicle and anyone who may get into or out of the vehicle without pulling into
the parking lot ourselves. The suspect vehicle was parked in a parking spot along the north side facing a large brick building, surrounded by
vacant cars parked in the same lot. The parking lot was very dark and I found it to be a very good choice on behalf of the female and "John" to
conduct prostitution sex acts.
As with similar related cases a plan was devised on when and how to approach the suspect vehicle. Lakewood SET often will allow a few
moments of alone time between the "John" and the prostitute before attempting contact. This tactic allows SET Agents the opportunity to catch
both parties in the criminal sex act and is an acceptable practice of investigation by both Lakewood City Attorneys and County District
Attorneys. At the appropriate time I exited our SET vehicle and approached the suspect vehicle on foot while Agent Schmachtenberger drove
slowly into the parking lot behind me. Just as I lit up the drivers side window with my flashlight, Agent Schmachtenberger activated the Police
lights and sirens on our LPD SET vehicle. I was now close enough to the vehicle to see the woman move from the center console area and reach
for the passengers door. She opened the door and began to exit as she tried to flee the parking lot. I yelled out to Agent Schmachtenberger that
the female was trying to run away before she was contacted and detained by Agent Schmachtenberger. I remained at the drivers door and with
caution identified myself as Police while observing the male driver immediately placing both hands on the steering wheel and looking at my
direction. The male appeared to be compliant and did not conduct any movements without being instructed or allowed.
While at the door I observed the male driver to be an older clean cut white male. He looked familiar to me but at the time I thought he might
have been a "John" that SET had arrested before. I did observe his pants to be unzipped and opened and asked if he had any identification. The
male acknowledged that he did but remained still with his hands firmly on the steering wheel. The male spoke in a very slow quiet tone and
appeared to be very nervous. I continued to ask the male for his identification which he appeared hesitant to hand over to me even after agreeing
to do so. With the males peculiar and suspicious behavior I decided to ask the male to step out of his vehicle. I was uncertain of what was inside
that vehicle to include any weapons in close proximity to the male driver. I
confirmed with the male what he had just admitted to me but based off the manner in which he spoke to me, I felt the male was attempting to try
and see if I would leave him alone. I asked the male if he had any Police credentials, as he had still not yet provided me his identification.
However, if in fact for some reason this male was conducting official Police business in an "Undercover" capacity I wanted the opportunity to
confirm it without ruining any investigation on behalf of another Law Enforcement Agency.
The male`s pants made me very suspicious and raised red flags that he was lying to me. Still with no identification other than a verbal
acknowledgement and a self-admission that this male was a
"cop" I requested proof of identification again. The male continued to speak in a very thought out manner, as if he was thinking about every
answer he was giving me before he spoke. The male asked if he could get his badge and then displayed to me a Denver Police Badge (only) with
no ID. I was now concerned that this "John" might be armed if he was in fact a Denver Police Officer of some kind of Police impersonator. I
immediately advised Agent Alderete of what I had learned and asked him to come up to the driver`s door with me. This was with the intent of
safely removing this male from the car and then searching him for weapons. Agent Alderete responded accordingly and walked over to my
location.

Once outside the vehicle the male adjusted his clothing yet again and then placed his hands on the back of his head as instructed. He was
searched for weapons, of which none were found, and then I escorted him back towards the rear of the vehicle. Agent Alderete remained with
the vehicle as he attempted to locate the gun that the male advised was near the front seat. While speaking with the male I advised him that I
and my partners were with Lakewood SET and were investigating prostitution activity with him and the woman inside his suv.
The male was very nervous and appeared almost sick to his stomach.
It
was at this moment that realized why I recognized him, as he has worked with the LPD Special Investigations Unit on complicated Prostitution,
Pimping and Human Trafficking cases in the past which I have been apart of. Furthermore, I along with other LPD Agents have gone through his
training classes.
Agent Alderete returned to our location holding a handgun, badge and ID. The male was identified as Michael Ryan I left the male
with Agent Alderete so that I could touch base with Agent Schmachtenberger and advise him of my investigation while discussing what he had
learned from the female.
I approached Agent Schmachtenberger and advised him of what was occurring, which he then handed me the females ID. I documented the
female as being Maureen Steffen ( I would later learn that she agreed to
$30.00 dollars for oral sex with Ryan but that the act had not been completed and no money had been exchanged. I allowed Agent
Schmachtenberger to complete his investigation and returned to Ryan and Agent Alderete.

After discussing the investigation with both of my partners Steffen was released from the scene. I then walked over to Steffen and confirmed her
physical address, phone number and information for ongoing investigation purposes. I advised Steffen that at this time no enforcement action
would be taken with her and told her that the male was not yet free to leave. She was relieved with this information and was anxious to leave the
scene. I walked along side Steffen and escorted her out of the parking lot. I stood between her and Ryan as they passed and once both she and I
made it out of the parking lot I asked her if she needed a ride. She advised that she had a bus pass and would be just fine. I asked to escort her to
the bus stop and Steffen advised that she didn`t need my assistance and said, "thank you" before walking n/b out of the neighborhood.
Once back in the parking lot my partners and I discussed our ongoing investigation. It was mutually decided that we would reconvene in the
McDonalds parking lot just a few blocks away at W Colfax Ave and Perry St. for officer safety purposes. I drove Ryan`s suv, followed by Agent
Schmachtenberger in a SET vehicle and Agent Alderete in his SET vehicle with both he and Ryan inside. We relocated at the selected location
and I parked and secured the vehicle before handing over the keys and Ryan`s identification to Agent Alderete who remained inside his SET
vehicle with Ryan, until a sober family member arrived on scene. Agent Schmachtenberger and I remained in our vehicle until Ryan`s family
arrived as well.
No enforcement action was taken with Ryan either but all contact information and investigation details would be documented in a report for
ongoing investigation purposes. Our SET supervisor, Sgt DiRezza was notified of what occurred during this incident.

On 041014 Agent Mains and I were together in a Lakewood Police Department un- marked patrol vehicle. I was driving and Agent Mains was
the front seat passenger, both Agent Mains and I were wearing our Lakewood Police SET shirts that were issued by the Lakewood Police
Department. Agent Mains and I along with fellow Lakewood SET Agent Alderete, who was solo in a second un- marked patrol vehicle, were
working together doing directed street crime enforcement along the west Colfax Ave corridor.
At about 2115 hours Agent Mains saw a female subject walking eastbound on the south side of W Colfax Ave. At that time Agent Alderete
advised that he saw the same female subject start walking south on Ingalls St towards a silver SUV. At that time I had parked the un- marked
patrol vehicle on the north side of W Colfax Ave on Ingalls St and was able to see the female subject get into the passenger front seat of the
large silver SUV. Based on my training and experience and the fact that the behavior of the vehicle and the female subject were consistent with
prostitution along the W Colfax Ave corridor; Agent Mains, Alderete and I began to follow the SUV.
Once the female subject was in the SUV, the driver left south bound on Ingalls St to W 14th Ave. Then the SUV went east on W 14th Ave to
Sheridan Blvd, then southbound on Sheridan Blvd to a red light at W 10th Ave. As the SUV was approaching the red light at W 10th Ave, he
made a u- turn on Sheridan Blvd and went north on Sheridan back to W 14th Ave. Then the SUV went east on W 14th Ave to Wolff St, then
south on Wolff St to Wells Pl. At this time the SUV stayed in Wells Pl for around a minute and eventually came back out and went east on W
12th Ave to Winona Ct. The SUV finally went north on Winona Ct and parked on the north end of the apartment complex at 1275 Winona Ct.
The parking had no lights and was extremely dark.
After about two minutes Agent Mains, Alderete and I contacted the vehicle. Agent Mains approached the suspect vehicle on foot towards the
driver side door as I drove behind Agent Mains and Agent Alderete was pulling into the parking lot behind me from the south. Once Agent
Mains made contact at the driver side door, I turned on the vehicles head lights, and police lights.
As I was getting out of the patrol vehicle Agent Mains advised that the female subject was exiting the suspect vehicle and at that time I went to
the passenger side of the suspect vehicle and contacted the female subject. Agent Mains and Alderete stayed in contact with the driver of the
suspect vehicle.
The female subject was identified by her Colorado ID as Maureen Steffen.

Once I was in contact with Maureen I patted her down for weapons and had her set her purse down on the hood of the vehicle that was parked
west of the suspect vehicle.

At that time Agent Mains approached me and I handed him Maureen`s ID. As Agent Mains was walking away from he; Agent Mains advised
me that the male driver was a police officer.
At that time I stopped talking to Maureen and looked over towards Agents Mains and Alderete. The male suspect was out of the vehicle and
was standing behind the Lakewood Police un- marked vehicles, while Agent Mains and Alderete were talking away from the male suspect.
After several minutes I left Maureen and I walked towards the male suspect. I was able to see Maureen while I saw the male who was
identified earlier by his Colorado Driver`s License along with his Denver Police credentials. As soon as I saw the male, I recognized him as
Michael Ryan. I did not speak to Michael, and I joined Agent`s Mains and Alderete.
At that time Agents Mains, Alderete and I agreed to release both parties involved pending charges after a detailed report was written and
forwarded to the Special Investigations unit of the Lakewood Police Department.
At that time Agent Mains contacted Maureen, while Agent Alderete and I contacted Michael.
Agents on scene released Maureen with no charges at that time.
Once Maureen was released, we relocated to the McDonalds at W Colfax Ave and Perry St to wait for Michael`s brother to come and pick
Michael up.
Once Michael was released to his brother with no charges at that time; Agents Mains, Alderete and I returned to the LPD police station and
called our immediate supervisor, Sergeant DiRezza.

On 041514 Agent Fairbanks and I were asked by investigations to attempt to locate Maureen Steffen ( ) in reference to an ongoing
investigation.
I searched police records for a possible address for Maureen and found At approximately 1711 Agent Fairbanks and I
stopped by this address to attempt to contact Maureen. Owner of the residence, Donald Gordon advised that Maureen and her
boyfriend "Bill" have been residing with him for approximately a week and a half but was not currently home. Donald said that Maureen
doesn`t have a phone and he doesn`t know where she went, but she always returns at night and stays through the morning. Donald said that he
would have Maureen give us a call if she returned home.
After speaking with Donald I looked though contacts with Maureen and noticed that she had been contacted with William Everett Brooks
I was familiar with William from prior contacts and thought that this could be Maureen`s boyfriend "Bill." Agent Fairbanks and I
decided to drive down W Colfax Ave to see if we could locate either Bill or Maureen.
At approximately 1749 hours we were driving eastbound on W Colfax Ave when I spotted William Brooks sitting at the bus stop in front of the
Safeway located at 9160 W Colfax Ave. There was a female sitting on the bench with William, but I was unable to see if it was Maureen as she
had her head down. Agent Fairbanks and I pulled into the parking lot and contacted the female who identified herself as Maureen Steffen.
I advised Maureen that detectives wished to ask her a few questions about an ongoing investigation if she was willing. Maureen agreed to speak
with Detective Torsak and advised she also had a few questions as well. I provided Maureen with contact information for Detective Torsak and
she set up a time to meet. Maureen then left on foot to meet a friend.

On 041514, at about 1800 hours, I received a telephone call from Agent Fairbanks. Agent Fairbacks told me he was in contact with Ms. Steffen
at a bus stop in Lakewood. I had Agent Fairbanks ask Ms. Steffen if she would be agreeable to meeting with myself and Detective Delashmutt
the next morning, at a time and location of her choice. Agent Fairbanks told me Ms. Steffen was willing to meet with us and requested that we
come to her residence the next day at 1000 hours.
On 041614, at about 1000 hours, Detective Delashmutt and I arrived at Ms. Steffen was doing yardwork in the front yard
when we introduced ourselves. Ms. Steffen invited us inside and we conducted the interview in the front living room of the residence. Our
interview concluded at about 1100 hours. Please see Detective Delashmutt`s report for details of this interview.
On 041614, at about 1345 hours, Sgt Amick and I responded to the Denver Police Department`s headquarters building located at 1331 Cherokee
St, Denver, CO. We met with members of DPD`s Internal Affairs Bureau for a few minutes and then Michael Ryan was brought into the room.
Mr. Ryan was issused a Lakewood Municipal summons (L578210), charged with Soliciting for Prostitution and Patronizing a Prostitute.
Mr. Ryan was offered an opportunity to make a statement or tell his side of the story and he refused to give a statement.
On 041614, at about 1700 hours, Detective Delashmutt and I returned to Ms. Steffen`s residence where she was issued a summons for Prostitute
Making a Display.

OBSERVATION/INVESTIGATION:
On 041014 at approximately 2115 hours Agents of the Lakewood Police Department`s Special Enforcement Team observed a white female,
subsequently identified as Maureen Elaine Steffen, approach and enter a vehicle that was stopped southbound on Ingalls St, south of W. Colfax
Ave, City of Lakewood, Jefferson County, Colorado.
After Ms. Steffen entered the vehicle, it drove from the scene, eventually stopping
in a parking lot at 1275 Winona Ct., City and County of Denver, CO. After the vehicle stopped, the occupants were contacted and identified as
Mike Ryan (driver) and Maureen Steffen (passenger).
Mr. Ryan did not make any statements regarding the offer of money for a sex act. Mike Ryan and Maureen
Steffen were released from the scene pending further investigation.
On 041414 I was assigned to assist with this investigation. I was informed the vehicle driven by Mr. Ryan was currently in the care and custody
of the Denver Police Department. Detective Torsak, Technician Kim Orcutt, and I went to the Denver Police Department where we met with
Sergeant T. J. Blair #95016, who is currently assigned to the Denver Police Department`s Internal Affairs Bureau. Sergeant Blair confirmed the
vehicle assigned to Mike Ryan was currently located in the Denver Police Department`s parking garage. Sergeant Blair escorted us to the
vehicle, Sergeant Blair provided me with
the keys to the Chevrolet and informed me a Technician of the Denver Police Department had looked through the vehicle after it had been
delivered to the Denver Police Department. Nothing had been removed from the vehicle. I unlocked the Chevrolet and Technician Orcutt
photographed the exterior and interior of the vehicle. After the vehicle was photographed Detective Torsak and I searched the vehicle, but no
items of evidentiary value were located. The vehicle keys were returned to Sergeant Blair.
On 041614 at approximately 1000 hours Detective Torsak and I went to City of Lakewood, Jefferson County, Colorado, and
met with Maureen Steffen to interview her regarding the circumstances of this investigation. Detective Torsak and I were dressed in casual
plain clothes. We were both armed, but our weapons were concealed by our clothing. We encountered Ms. Steffen in the front yard of the
residence and informed her that we wanted to talk with her regarding the circumstances surrounding this investigation. Ms. Steffen invited
inside the residence to conduct the interview.
We all took seats in the living room of the residence. Ms. Steffen was informed she was not under arrest and no decision had been made at that
time whether or not criminal charges would be filed against her in this investigation. I told Ms. Steffen we wanted to record the interview, but
she declined to do a recorded interview. Detective Torsak and I then conducted an interview without recording it.

Ms. Steffen was released at the scene without being issued a summons. Ms. Steffen said one of the Lakewood Police Agents told her it was her
lucky day and the driver has other issues going on.
One of the Lakewood Police Agents initially walked her toward W. 14th Ave. on Winona Ct, then she walked to W. Colfax Ave. and Winona Ct,
where she got on a bus going westbound on W. Colfax Ave.
While they were sitting in the parkinlg lot prior to being contacted by the Lakewood Police Agents,


The interview was concluded at approximately 1100 hours.
On 041614 at approximately 1700 hours Detective Torsak and I returned to City of Lakewood, Jefferson County,
Colorado, to meet with Ms. Steffen again and issue her a summons. She was at the residence, but before I informed her she would be issued the
summons I asked her to clarify why she had been walking eastbound on W. Colfax Ave. prior to getting into the vehicle at W. Colfax Ave and
Ingalls St. Ms. Steffen said
Maureen Steffen was issued Lakewood Municipal Summons L578211 for violation of Lakewood Municipal Ordinance 9.45.070, Prostitute
Making Display.
Ms. Steffen provided a business card for her probation officer, David Franks, of Denver Adult Probation.
On 041714 I telephoned David Franks and notified him Maureen Steffen had been issued a summons for Prostitute Making Display.
