What i s a Li vi ng Lab?
A Living Lab is a real-life test and
experimentation environment where users
and producers co-create innovation, Public-
Private-People Partnerships (PPPP) fostering
user-driven open innovation. A Living Lab
engages in four main activities:
Co-Creation: co-design by users and
producers;
Exploration: discovering emerging
tendencies, behaviors and market
opportunities;
Experimentation: implementing live
scenarios within communities of users;

The

Eval uat i on
An evaluation panel of experts divided into
different teams carries out the evaluation.
Each group is composed of three
evaluators coming from different EU
nations.
Applications passing the eligibility test are
assigned to teams having no member from
proposing nation and are scored
according to the above criteria, clustered
into five categories.
A special cross-evaluation team ensures
consistency of scoring in the following
criteria:
Evidence of co-created values from
research, development and innovation
Values/services offered/provided to LL
actors
Measures to involve users
Reality usage contexts, where the LL
runs its operations
User-centricity within the entire service
process
Full product lifecycle support
capability and maturity
LL covers several entities within value-
chain(s)
Quality of user-driven innovation
methods and tools
Availability of required technology
and/ or test-beds
Evidence of expertise gained for the LL
operations
Commitment to open processes
IPR principles supporting capability
and openness
Openness towards new partners and
investors
Business-citizens-government
partnership: strength and maturity
Organisation of LL governance,
management and operations
Business model for LL sustainability
Interest and capacity to be active
in EU innovation systems
International networking experience
Channels (e.g. web) supporting public
visibility and interaction
People/positions dedicated to LL
management and operations

All applicants will be informed of the evaluation outcome 40 days after the call
closes! The successful applicants will be officially welcomed during the 8th
Wave Launch Ceremony at the Living Lab Summer School in Amsterdam, 2nd -
6th of September 2014! www.openlivinglabdays14.com

Applications can be submitted by any legal
entity from any country in the world that is
or hosts (on a behalf of a partnership) a
Living Lab. This organization will have to
prove its capacity to operate as a Living
Lab and/or act as an innovation service
provider through the Living Lab
methodology and/or develop its
operations towards Living Labs.

Note that since the 5th Wave ENoLL has
introduced compulsory administrative fee
for all adherent members (500 EUR/year).
Eval uat i on

Membership application proposals are first
checked for eligibility and are rejected on
the following conditions:

Missing LL legal body (host
organization)
Missing name or VAT/Registration
number
Missing LL contact person name, email
or phone
Grossly exceeding the length of 10
pages with 11 pt font for the
application document and 10 pages
for the annex.

All applications must be in English. Eligible
proposals are then evaluated through the
experience of ENoLL members in running
sustainable Living Labs. It is not necessary
to satisfy all the criteria: evaluators look
more at their balance with respect to the
