Reason for the Change Note: Problem: Memory leak in BTS, causing spontaneous BTS restart.

Root cause: ALMAG (antenna line management) was not ready to handle bad case in device scanning. It occurs when devices on one antenna line with address assignment still replies on scanning messages. It leads to very high and expanded binary tree which consumed more and more memory. Correction: The correction is that there could be max 20 devices on one antenna line, binary tree height is 152, so no it might be 20 * 152 = 3040 max scanning messages sent and scanning is stopped. On Upgrade to RU10, FTM plan files uploaded from such WBTS using Traffic Descriptors with identifiers greater than 131 were failed during validation at NetAct. Correction: This has been corrected by changing the range back to previously allowed range of 100-999999999.
