Sagot: Ang application form para sa tuition loan ngayon ay maaari nang sagutan ng online sa pamamagitan ng link na matatagpuan sa inyong CRS account. 3. Ano ang gagawin kung nawawala ang ilang button o features sa online tuition loan application? Sagot: Una, maaaring mag apila na hindi kayang bayaran ang tuition sa nasabing huling araw ng bayaran. Magtungo lamang sa inyong College Secretary upang makahingi ng endorsement na aaprubahan ng ating Chancellor. Pangalawa, magtungo sa OSSS upang makapagloan o makonsidera sa scholarship at kanilang iba pang proyekto tulad ng adopt-a-student program. 7. Paano kung ang magulang na pipirma sa tuition loan application ay nasa probinsya o kaya'y walang magulang na pwede pumirma? Sagot: 1) Kung ang magulang ay malayo o nasa probinsya, maaaring iscan ang naprint na tuition loan application form at isend ito sa sa magulang upang mapirmahan. 2) Kung mayroon namang malaput na kamag-anak, maaaring sila ang magsilbing codebtor basta't isama lamang sa application form ang kopya ng kanilang ID. 3) Kung walang magulang o malapit na kamag-anak, maaaring makiusap sa faculty, staff o kahit sinong empleyado ng UP na magsilbing co-debtor. Kailangan lamang ng kpya ng kanilang ID at sa ilalim nito ay maglagay ng pahayag na sila ay handa at nangangakong bayaran ang nasabing loan kung hindi mabayaran ng estudyante.

8. Paano kung hindi pa kayang bayaran ang loan noong nakaraang semester? Sagot: Maari lamang magtungo sa Office of Scholarships and Student Services (Loan board) upang mabigyan ng payo at kaukulang dokumento para maapila ang pagbabayad ng nakaraan loan. 9. Paano kung ang pambayad sa loan ay iyong makukuha sa refund sa refund dahil sa pagkakarebracket? Hindi ko naman sinasara talaga na sa kanila lang talaga, pero gusto ko sila (AdCore and JPIA) iprioritize.

Arjay: To give context, AdCore's ready for UJF this year. We still open the event for org partners when it comes to sending attendees. My question now, is if there is some opposition dun sa niraise ni Mikhail. We'll ask AdCore if they're game to add other people for publicity. Mikhail: Gusto for a specific arm, we'll have only one team each. Arjay: May contention ba dun? Body agrees to this.

Tolits: Base it on Gender talks for the students. Ask if the students understand. i.e. Do you know what gender identity is? Evaluate the gap from information to how they understand. AJ: For Labels, GBBTomboy.. who are your prospective speakers? Tolits: Marami. There are alot of debates. that's why i want to convene the National student Gender Advocates Alliance. Encourage debates and find a middle ground.

Mikhail: so STATUS is diagnostic? Tolits: it can be used indicate if we really need to step back. to see if the talks are really understood by the students. Mikhail: For BarangGay, bakit UP campus ung target? aside from convenience. has there been a geographic profiling where the issues are prominent? And the in terms of the lobbying, may related partylist ba na pwede ma push na kasama? Tolits: I'm not familiar with the baranggays so i put the most feasible. i have also interacted with the people in the baranggay. I'm not sure if it's mapped out. Pero makakahanap tayo ng data kung saan pinakamataas ung hate crime. V: Do you have plans sa free breast cancer test in partnership with UP health? like shots. Tolits: with regards sa breast cancer check-ups, there are available. it's free for students in the infirmary. but there are further steps if you have signs ng breast cancer which may be difficult to avail for free. we aim to get free shots. Tin: sa BarangGay, pakipalitan ung pangalan. parang hindi lang nag aaddress sa gays. then coming from a sorority, hinahanap ko yung women's month. Tolits: thank you for bringing up. women's month will be noted for the month of March. Tin: for brest cancer, are you more or less willing to partner with orgs. How will you partner with frats and sororities? Tolits: we can start by inviting them sa gender alliance/gender adhoc. Tin: mahirap din pala ung pag follow through nung sa cases. sana ma distinguish din yun sa dorms. Ralph: what's your opinion on LGBT discriminating fello LGBT Tolits: we want to emphasize "ohana". emphasize that any case related to gender, pwede ka mag approach sa gender committee. Ralph: on gay pageants within UP, do you have plans for these? Tolits: personally, I don't want to. I want to break stereotypes. It's not to stop them from doing it. Ralph: on HIV/AIDS issues, i know it's a national issue. sa HIV testing, you need counselors. what are your plans? Tolits: ask for orgs help to train counselors inside UP. Ralph: i know people who want to take HIV test but they don't want to because they don't want it to be put on student record. Tolits: I think we have to lobby with the to not file it since it's a sensitive issue. proven na less approachable yung test clinic. Ralph: On HIV/AIDS awareness. sana you do research muna. in the UP context, it would be nice to coordinate with mass com. they have a lot of campaigns related to this. sa CSSP psych, counseling. next, there's a law on

the rights of people sa HIV. AIDS law: you cannot deny a person in a company. finally, there are a lot of UP students with STIs but they don't want to tell anyone so maybe you can include this. Baba: do you have a mechanism to make the education part mandatory? what if i'm homophobic? Tolits: we cannot impose them. but we can start with small groups of people. quality versus quantity. i want to focus on people who are interested. JP: ma swerte ka kasi agree si chancy mag bigay ng budget. sa HIV test, walang record. attendance lang to track the people who come. Ralph: but i think recorded yung data sa student records. Arjay: hindi siya official record ng University. iba siya sa sinasabi ni Ralph. wala pang HIV testing sa UP. JP: si Dr. Edrosa, public affairs head ng UP health service, willing mag arrange ng HIV testing. Sa services din, empowered na ung LGBT students. My concern is yung staff sa UP na hindi empowered. The staff is not vocal with the issue but they're living in the community. Pola: suggestion sa education, sana ung output is modules. maraming talks, it would be nice kung uniformed and consistent. sana we have the same framework that we can follow sa buong USC. Sa anti discrimination declaration, how is it operationalized? what is the nature? if the anti-discrimination bill is not yet passed, you do not have a legal basis to enforce it in UP. so maybe you can get international treaties in UN. sa scope and limitation, i have doubts because i don't think the whole LGBT issue is a consesus out of yet. so if you have a policy you want to enforce, how can you make this strong? where will you get support? Tolits: we can always tap NGOs. sila yung pinaka maalam sa issues and may hawak silang reference with international treaties. Pola: kailangan i-compensate yung efforts ng students sa lobbying since walang document na anti-discrimination is a right Tolits: may ordinances na around cities so we could start from that. Pola: on the policy, what is its scope? is it with respect sa gender sensitivity? Tolits: basically, may draft na that we have to review more carefully. it contains: you cannot discriminate based on sexual orientation. Tolits: depende. may cross-dressing competition. may different levels on stands. the point, bawal yung may "advantage". for me, i take it as a compliment, i want to be an approachable person on this. Tolits: papasok yung pag empower ng orgs na di sobrang sikat. may orgs na magaling na, gusto ko ung cinemas art movement. so far, sa 20 orgs ng CMC, may 10 na related sa film. Ben: maraming academic paper sa masscomm on boy bakla tomboy... are you willing to get profs in masscomm and academic papers? s

Tolits: yes. inspired ito dito. maraming advocates ang nanggagaling sa media since kailangan pagusapan ung different ng Philippine and American context on gender. I'm glad it's out in the media. I think CMC would be a good college to tap. Ben: what are you plans sa international movements? like maraming nangyayaring movements. and how will you handle religious? Tolits: we are not allowed to impose the same way that they cannot impose to us that being part of LGBT is wrong. it goes both ways. i think the best is to respect each other. specifically, may religious groups na protest against LGBTs. maramig members ng LGBTs na nag heckle pa. i think we should let them be and let them express on what they believe in. that's why i want it to be approachable. Jamie: if we adapt your proposal, does the usc automatically agree on all your campaigns?

o we could see which ones are general consensus and the rest we can debate about during sem planning. Arjay: to clarify, even if we approve your committee, the six campaigns you propose on the GGC, they will go through careful deliberation? o yes, those with contentions, we'll go through debates. Baba: what differentiates your committee from the people's struggles committee? o from my understanding, it's more on the sectors. GGC is more on governance, structure. it's all about in government and managing JP: at first, i saw the difference of your committee from the other committees. but when i saw your projects, baka mawalan na yung trabaho ung LCC. i want to see the dynamics between GGC and LCC. o what i want to work on with you is ung seal of good governance. it will be a good opportunity. JP: sa seal of good governance, maganda siya sa Philippines. Sa UP, sino magjujudge? sa tingin ko hindi tayo. dapat independent bodies. and dapat hindi mandatory. o sa seal of good governance, they are very objective. covers transparency and accountability and citizens charter like student council services. it's an optional thing since a new concept. JP: ano yung benefit or incentive sa seal of good governance? o besides from prestige, it can be standard practice sa councils Mikhail: same as JP's concern, upon going through the entire proposal, where do you see GGC sa buong larga ng USC? marami siyang mauubos na resources. some of the campaigns can be covered by EdRes. ano yung dynamics ng committee mo sa USC? para makita ung importance ng GGC. o I'm glad that EdRes came first. the EdRes people have so much to do already but we can push for campaigns that fall on the function of GGC. From MMC, other than feedback. I think it's dialogue and response. We can push for specific advocacies and we can act as a watchdog sa administration and sa USC. I haven't seen also measures of success from the past USCs. Ben: sa performance-based budgeting, o sa proposals we ask for a budget but we want to look for the goals of each project -- qualitative and quantitative. this is to know that the budget is going somewhere. Ben: so if maganda yung project, maganda yung budget? o no that's not it. Ben: your other projects, are puro evaluation. tapos magiging watchdog tayo ng administration. i think this is the job of the media. ung administration, dapat third party siya lagi. coming from masscomm. kasi baka may type of bias yung evaluator. o the only assessment of the USC performance, it comes from the students. i don't think there is no way we can interfere or put bias to this. because it will be the students who will input their evaluation. Pola: is there an option for a local council not to participate in seal of good governance campaign? how do you expect that that will be productive? how will the pubmat showing all the councils performances be incentive if it is optional. o yes it is optional. in terms of incentive, it's a matter of convincing people. like in UFTRS, no one is really asking them to do this. Pola: the grade your USC, it's part of accountability to release the results. but there is a conflict of responsiblity if we release an evaluation of the USC. if we do show raw data, how do we ensure of the survey keeps its integrity. o we can partner with stat council so we can have them verify that the results are not tampered with. Pola: with respect sa mode ng governance, if we look at other committees, our campaigns come from consultation, dialogues with sectors and other UP communitites. As compared to GGC, the policies and bills, parang GGC ang nagbaba sa students. isn't this very top-down? what if there is no public clamour? at the end of the day, what if there is no supports from the students? o i'd like to think that UP students are smart. my campaign, i gave a lot of projects. the students saw the potential. i'm willing to bet and survey students if they are against political dynasties. Jamie: on the survey, i think it's comprehensive. but coming from the local council, it's very hard to get the students to answer surveys. we're also a big school, getting a number of respondents for that length of

a survey would be very difficult. in terms of grading councils, medyo student council-centric yung dating? baka maging pang-council lang talaga siya? how does it directly serve the students? o i've seen the tendency of projects they don't really focus on student councils so i want to give it a twist. anything that will improve the level of service of students will improve the student services. i have projects like crowdsourcing so it will actually hit other sectors. IC: as incumbent of stat council, maraming haharapin ang stat council. have you spoken with any org regarding that? as a member of the org, di talaga ganon ang stat orgs na nangingialam sa student councils. kung hindi ba nag-agree yung two orgs sa stat, anong process mo sa paggawa ng survey? o i got to talk to a stat council member, we can go through stat students and profs Jethro: pano mo siyang gagawing inviting? like what Pola said, parang top-down siya and it will be difficult to encourage students. o i really think it's USc going to students, that makes it inviting. they get something value-adding to this like credentials. Reg: i appreciate your presentation. manifestation, your presentation was about the campaign then at some point, i felt that your projects overlap with the other committees like sec, MMC, finance. there might not be a solid accountability. how about the things that i've presented and what you presented? o i plan to to consolidate. i just want to make sure that Pola: with respect to the bills taht you what the passs, what are the levels of engagement that you have for the bills that you want to pass? it's hard to pass bills that have no clamour in the congress like antipolitical dynasty. what is your master plan like the G3 movement? o in the senate, more people actually want to push for it. we just want to show that we also want this. there are a lot of congressmen who are pushing for it if we show that students are pushing for it. i think we can push hard for this if we can make noise.

End - 7:22 PM Deliberations Proper AJ: More on the campaigns, he said that we have to decide on them individually. i'm not comfortable deciding on the specific issues. we have to really discuss some issues that are really debatable. i think we shouldn't yet approve the campaigns. V: manifestation, Reg said that some of the functions of the committee overlap the others. pero kung sakali na hindi naman sobrang mag overlap, i think it would be okay. and if maayos naman yung committees. we just have to make it clear na hindi redundant yung functions. Walter: naging clear naman yung visions niya when he presented. sa independent body, baka pwede don tayo tumulong in terms of his proposal. we can find professors and students who can build this independent body. but i like the vision he has for his committee. Ben: nagkakaroon talaga ng conflict of interest like sinabi ni Pola. pag inadopt natin proposal niya, sana hindi maging biased towards us and the institution. it's good pero mahirap talaga siya gawin. sa local palang mahirap din i-push yung surveys. kailangan talaga more participation from us. like yung 50 members na kailangan niya. Jethro: nag-overlap yung functions because i think yun yung call nung committees for this year. like yung call to be transparent for a certain committee, i think it's good that GGC is independent of this. Aaron: yung mga plano naman niya, for me pwede siya ipasok sa ibang committees. nung simula, i saw the purpose of his committee, pero nakikita ko na na di kailangan ng parang audit committee. last year, nagawa naman siya na transparent without having a pressure of a committee. why is there a need to even audit? ang auditor external din talaga yan, malaki din yung scale na mahirap controlin. i like the concept but is the committee appropriate given the nature of the council? i don't htink it's apporpriate yet.

Tolits: i like his idea because it's fresh. pagdating sa audit, nagkakasingilan din naman tayo pagdating ng campaign. may accoutnability in real time hindi yung sa end nagkakaroon ng singilan and regrets.. Mikhail: Una, we hae to recognize the concept of good governance as an independent thing. we see it's overlap with other committees. yung concern ni Aaron, mas nag focus si Raymond sa pagbaba sa local council. hindi siya nagfofocus sa USC lang and it's a good avenue for USC to be felt in a more local level. and for the USC to be felt. while there may be reservations on how the campaigns will be done, i don't think that the pros are not outweighed. maganda na sa atin mag simula ito and ma recognize natin na ma appreciate siya ng local councils na may initiative tayo. JP: sa gender committee, we know that there are a lot of concerns and we want to achieve campaigns kaya siya ginawa. i think it's the same with good governance committee, na halos lahat ng hinaharap ng bansa ay nag root sa maling pamamahala. i think it's the time we take good governance as a serious matter. yun ay dapat nating ginagawa. maganda na mag-focus tayo na posible ung objective na nadedeliver top-down. parang services, kung hindi mo titingnan na seryoso ung problema, hindi natin makikita yung issue. Ben: sa local councils, hindi ba work yun ng college reps? also ung LCC, hindi ba kasama sila sa pag make sure na maayos ung local councils. ang laki kasi niya, i think nakaka overlap talaga siya and redundant siya sa ibang projects na meron tayo. if we want to push the campaigns, we maximize ung ibang committees. Ryan: with tutorials, service courses yung mentioned meaning theyre taken by different majors. but were not closing it to service courses. that is why we have an academic support coordinator who can find out what other courses. Leo: I believe yes, we should be active in this. we need to address these kinds of concerns. we can come together with a world prevention game. Ryan: for me, for the past year of serving as a volunteer sa COFS, kilala ko na yung offices involved na nagbibigay ng BSS like OHS, UFS. alam ko na ung kalakaran sa mga offices na yon. Ralph: anong suggestions niiyo sa bukluran system? Ryan: like I mentioned, sa org recog process, we can coordinate with OSA sa mga technological innovation that can make the process easier. For example, confirming membership through UP webmail, maybe we can partner with those managing with CRS if it could be done through there instead. Leo: I also mentioned that I consulted with OSA. We can include this concern to a report to OSA na kailangan gawan ng paraan including this concern sa pagbabago ng system sa bukluran. Ralph: For Ryan, pa explain yung quiet zone. how would it work? Ryan: I know people who use and they say that it releases stress. pero marami namang other stressrelieving activities like jogging. we have to teach na hindi lang ito yung way to relieve stress. we know that addiction is detrimental to people. Leo: for me, importante na kasama siya. lahat naman tayo gumagamit nito. sa dorms, pwedeng with WAM, we can ask alumni to help with rehabilitate the toilets and other facilities. Ryan: feel ko pinaka overlooked yung health related services. marami naman pero hindi siya nakikita dahil one, di alam ng students na may ganitong services. I think pwede naman upuan with the administration to have a dialogue and involve the students. to know why and have a resolution to have orgs provide such tutorials. Leo: I believe wala namang mali sa pagbibigay ng tutorial services like sa DLRC. we can have a dialogue with the professor. if the students dont find the need, they wont look for tutorial. IC: For Ryan, yung sa quiet zone, you said the college will provide a space. also for academic meetings. do you think all colleges can provide this? Ryan: I think kaya kasi di naman siya limited sa loob ng building. pwede rin naman sa outside or around the building. dapat hindi natin limitahan we should explore the vicinity. Pola: For Ryan, would you prefer of quanitity of BSS or quality of BSS? Ryan: Quality pa rin. Sa vision mission, we aim for efficiency, effectiveness and accessibility. Pola: For Leo, since youre a dormer, what do you think is the biggest or main concern of dormers? Leo: I think its facilities in the dorms. I consider the dorm as my second home so dapat okay yung facilities and condusive for studying. I believe we should give more attention to this issue. Pola: Since the name of the committee is BSS, ano yung isa at pinaka basic student service na all students would need? Leo: For me, I think it is to provide tutorials and other academic related services. Ryan: For me, I think its health-related services pa rin. Dito kasi nakasalalay yung wellbeing ng students. paano sila makakapasok and matututo ng maayos? paano sila makakasali ng orgs kung may problema sa wellbeing nila. we have to ensure holistic org.

JP: ano project niyo for grad students? sobrang sila palagi yung nasasantabi na grupo ng students. Ryan: yung Check UP, hindi siya limited sa undergrad. we know that grad students iba iba ung age nila. sila yung nakaka experience ng complications like hypertension, diabetes and ulcer. through Check UP, we can ensure that services are provided for them sa health service. Leo: sa scholarships, kasama rin yung grad students doon. may mga graduate students din na nagdodorm, and may services and activities tayo na gusto i-provide sa kanila. JP: sobrang important ung coordination with offices around UP for BSS. what do you think is the quality you have that you think the staff in the offices will like? I think not all students gusto ng staff ng offices, I think thats the reality. not all students know how to speak with the staff. Leo: I had a series of consultations around the offices in UP so from there, I already felt the connection. approachable and respectful. Ryan: I have 4H. Hardworking, Humble, Humor, Heart. Aaron: you enumerated a couple projects. if you were to choose 3 projects, what are they and how will you rank them? Ryan: third, skill-sharing seminars. second, check UP to promote physical and mental wellbeing. first, SHIP happens. I think pinaka malaking concern parin yung accessibility of education so this will provide opportunities to access education.. Leo: third, organization assistance like org recog. second, policy consultation. first, provide services that will cater to all. Leo: I read before that some international students have complained with the behavior of some varsity players. I think mas lubog talaga si Leo sa services na lubog talaga sa students. oo, pwede siya isama sa BSS. to be honest, very homogenous. I think sobrang specific yung kay Leo. he really told us how he talked with the different offices so may certain mastery na siya sa plans niya. Ralph: for me, its the same pero magkaiba ung structure. si Ryan, meron siyang Light UP! for Leo, meron ding UP police. Im torn. V: wala akong masabing masama sa proposals nila kasi they both gave really good points. the thing is, if youre two good choices, you have to choose the better one. its hard to be the committee to have two to decide. between the two of them, I really feel like leo has the upper hand. may dorm issues din. and he focused on the academic part. I think Ryans plans are more complimentary to Leos plans. I really feel that the efficiency will be there, given the history of the co-head system. I think we should stick to what is a lot better. we shouldnt try to risk failure with the proposed co-head system.
