he Connected Kenya Summit is the brainchild of the ICT Authority in consultation with ICT industry layers and key government decision makers. It was first held in 2009 and has now become an annual event. Its aim is to establish a platform for collaboration, capacity building and knowledge sharing between government and the ICT sector with a view of linking and hastening implementation of government IT projects to world-class standards. The Summit has enabled its participants to develop unique insights that allow them to successfully respond and design their engagement in Kenyas vibrant ICT sector. Projects such as Kenya Open Data Initiative, Huduma Citizens Portal and the development of a national Information Security Policy were informed or refined from discussions and panels held at Connected Kenya. Connected Kenya Summit 2014: Breaking Barriers The 6th edition of Connected Kenya Summit will explore and highlight key barriers to adoption and implementation of ICT in counties, among crucial citizen demographics and within government. Understanding and articulating the barriers to successful implementation of ICT projects will allow key players in the industry to explore solutions to mitigate these challenges. The Summits specific objectives are: 1. To create awareness for senior government officials to enable them to effectively support the implementation of ICT projects in public sector 2. To increase the understanding on factors that limit Kenyas full ICT transformation and gain insight on how to mitigate obstacles and increase ICTs impact on service delivery 3. To provide a platform for meaningful networking that will result in fruitful relationships that contribute to the development of Kenya into a middle income economy.

Programme
Connected Kenya Summit 2014 will have increased interactivity as we have introduced breakout sessions in the programme. There will also be presentations and panel discussions as done in the previous Summits and more Fireside Chats as introduced last year. All these will ensure that all delegates share opinions, insight and suggestions towards identifying breakthrough solutions for public sector and industry. he Connected Kenya Summit 2014 will explore and highlight key barriers to adoption and implementation of ICT in the country. Topics at the conference are designed to lead discussions towards offering solutions and therefore growing the industry. The Sub themes are: 1) Digital Leadership in the Country 2) National ICT Masterplan 2017 3) Critical National Projects 4) Cashless Payments 5) County ICT Roadmaps 6) Information Security and Cyber Threats Sub-themes Explained:

For a corporate leader these are turbulent times. However, the test in leadership will come in on how prepared they are to wade through this gloomy projections and turn them into solutions that simplify the life of the everyday person. Digital leaders must have a new set of skills to assist them in dealing with the evolving landscape caused by a range of challenges. In Kenya we must ask ourselves the following questions: How do we run and execute national projects successfully? 2) How do we unlock the potential of our young people through technology? 3) How do we go about creating institutional knowledge? 4) How do we grow our local businesses to world-class standards? And finally; 5) How do we predict and tap into the future?

2) Government Priorities: National ICT Master Plan 2017


The Master Plan is developed in recognition of the fact that ICT has a critical role in driving the economic, social and political development of Kenya as espoused in Vision 2030. It is a roadmap to a knowledge economy and society that will lead to real socio-economic growth. The Plan is not designed in isolation, but rather is derived from multiple stakeholder consultations; review of documents from both private and public institutions; review of Master Plans from other countries; and comparison and benchmarking various development indices with other developed and developing countries.

1) Setting the path on Digital Leadership


It is the era of disruptive technologies and rapid change. According to the World Economic Forums (WEF) Outlook on the Global Agenda 2014 ranks the top ten forthcoming trends as the following: Rising societal tensions in the Middle East and North Africa, Widening income disparities, Persistent structural unemployment, Intensifying cyber threats, Inaction on climate change, The diminishing confidence in economic policies, A lack of values in leadership, The expanding middle class in Asia, The growing importance of megacities and The rapid spread of misinformation online.

In order to build and harness the efforts in transforming Kenya into a digitized economy, the Master Plan serves as the template on which counties, government organs and the private sector must align their ICT programs.

To fully enjoy the benefits of digital payments modern electronic payments must reach all sections of society. In addition the revealed gaps in uptake of digitized payments including infrastructural, technological and behavioural must be significantly reduced and plugged.

3) Identifying Critical National Projects


Understanding the consequences of government policies, programs and strategies is crucial in the socio-economic development of a country. This refers to the effects on a communitys value system; and how communities live, relate to one another, organize to meet their needs and generally cope as members of society. Socio-economic impact determines the extent and level of investment to make improvements on existing programs or create new ones. It also serves as a learning point for best case practice and model to be emulated in other government programs geared towards quality and efficient service to the citizenry.

5) Status of County ICT Roadmaps


In line with the central governments directive to digitize public services, counties are in the process of developing and implementing their County ICT Plans. Counties need to invest in innovative technologies to enhance delivery of critical services like health, education and water, as well as foster healthy interactions between county leadership and citizens.

6) Cyber Threats and Information Security


As Kenya matures into an information society the nation faces an increasingly evolving cyber threat landscape. Nation states, criminal organizations, and hacktivists from all over the world exploit ICT vulnerabilities in Kenya. A policy is required to look into growing e-commerce ventures, as we work towards securing our online transactions. In response to these threats, and in direct support of the national priorities, Kenyas ICT Ministry developed a National Cybersecurity Strategy to be implemented in conjunction and partnership with the private sector, academia, and other non-government entities. The Strategy denes Kenyas ongoing commitment to support national priorities that encourage ICT growth and aggressive protection of critical information infrastructure.

4) Impact of Cashless Payment Solutions on Service Delivery


Cashless payment solutions have great positive social impact, lowering the cost of transactions to expand access to, and uptake of digitally-based financial tools and services. A study on Digitising Government payments, found out that a third of government payments were cash-based providing a high opportunity of leakage. The study done by Accenture Development Partnership in March last year, drew parallels between digitised payments and efficiency in the public sector. Digitizing payments also presents an opportunity for the country to realize significant financial rewards, boosting growth, increasing revenues and lowering incidences of fraud.

n line with our vision, To enable Government services everywhere, all the time, the Ministry of ICT continues to augment the gains and significant strides made in the ICT sector. We believe that we are still on track to make Kenya an ICT hub for the region through ICT-led growth in line with Vision 2030. Over the last few years we have implemented several digital programmes and initiatives aimed at upgrading the Governments service delivery and transparency to the Kenyan people. This includes the Integrated Financial Information Management System (IFMIS), Huduma Centers; Digitization of Civil Registration Database; Public Key Infrastructure; and the launch of the Broadband Strategy. In order to harness the gains from these programmes the Ministry is focusing on several policy documents including the ICT Master Plan, the National Cyber secuirty Strategy and the National Spectrum Policy. These documents are currently undergoing stakeholder consultations. This years Summit has been structured in order to catalyze discussions, efforts and initiatives aimed at ensuring that government has coherent engagement and partnership with private sector and the citizenry. We believe this can be achieved when government and private sector are able to constructively and regularly connect on a common purpose to identify interventions on ICT delivery. For this purpose we intend to launch the Connected Kenya Caucus made up of 15 or so members drawn from the private and public sector. The Summit will also be a platform to encourage and promote the ICT sector as a viable and excellent financial, skill and training investment. The Kenyan ICT success stories will be highlighted to show the achieved and potential growth in the sector. One of the key achievements from last year Summit, is the formation of the ICT Authority which centralised the running of ICT in the country. The authority is intended to provide coordination, standardisation and ensure efficient ICT project delivery in the country. I am optimistic that the institution will create cohesion in the industry. In the true fashion of this year theme, Breaking the Barriers, we have invited our colleagues from the region. We expect East African Ministers to be in attendance and they will give input to the regional approach in tackling ICT matters across the countries. Locally, attendees will be drawn also from the County Governments, which will be a summation of the County ICT Summits held last year. At the conference we expect to launch the Revised National ICT Masterplan 2017 as well as an authoritative report that will guide our policy formulation based on the prevailing discussions.

he Kenya Vision 2030 makes extensive references to the general contribution of the ICT Sector in order to achieve middle income status, rapid industrialization and a high quality of life for all citizens.

As the ICT Ministry, we are leading from the front by digitizing our operations. The Ministry has started with a major initiative to have all its operations on digital platform as a way of improving efficiency, transparency and accountability. This initiative aims at cutting down on huge expenditures derived from procurement. In implementing the Ministrys ICT Policy, focus is directed to the need to promote quality of service and responsiveness to customer needs, the Kenyan citizen. This years Connected Kenya Summit will be guided by a White Paper presented at the beginning of the Summit, with a view to steer high level and refined policy discourse on strengthening existing policies or addressing the areas with gaps. Mr. Joseph Tiampati, Principal Secretary, Ministry of ICT The Ministry will ensure the delivery of identified ICT projects through the ICT Authority and guide their conclusion through the Caucus. We will also have the inclusion of youth, women and physically-challenged owned enterprises in line with the government agenda to uplift them. This is based on our implementation of the governments Access to Government Procurement Opportunities (AGPO) policy of reserving 30 percent of a public entitys procurement to micro and small enterprises owned by the youth, women and the disadvantaged. The greater mechanics of the implementation of the outcomes from Connected Kenya Summit 2014 will fall on the newly formed ICT Authority. We will also facilitate collaboration with other government organs, private sector and academia for increased efficiency in the delivery of ICT projects.

he Kenya ICT Authority came into being in August 2013 after the State consolidated the Kenya ICT Board, Directorate of E-Government and the Government Information and Technology Services. The new agency will have enhanced efficiency, eliminate the overlap that led to duplication of activities and wastage of government resources. As the recently appointed ICT Authority Board, we are passionate about our mandate to advise the government on sector development; ICT projects implementation and investment; and efficiency and effectiveness in service delivery. This is because we are firmly convinced of the crucial role that ICT plays in driving the economic, social and political development of Kenya as espoused in Vision 2030. Our objective is to create cohesion in the industry. We will standardize, systemize and supervise e-Government communication services. We are working to ensure that all government ICT projects align to the revised National ICT Master Plan 2017. We expect to harmonise ICT budgets in line with the priorities of the time. Our immediate future plans include meeting the targets set in the National ICT and Broadband Master Plans, key among them being improvement of the delivery of government services electronically. Ultimately, we aim at growing entrepreneurs and creating jobs for Kenyans. Our mandate though, can only be achieved if we cultivate strong links with government organs, private sector and academia. That is why Connected Kenya Summit occupies an excellent space for these interactions. The discussions at this year Connected will be important as far as realising our goals are concerned.

he Connected Kenya Summit has become a signature event in ICT. The event now in its 6th year has managed to bring together in an annual conference top executives in both the private and public sector. Its growth has been meteoric. From a summit of 60 attendees in 2009 to over 400 attendees in 2013, the conference has become the biggest event on ICT not only in Kenya but across the region. As usual, each year we add on a little flavour. This years edition has ICT Ministers from other countries in the region in attendance growing it further from a national event to a regional one. The theme, Breaking the Barriers is quite befitting and was inspired by the World Economic Forum agenda for 2014. It is a build up from last years theme, County Citizen. Served. It calls on the need to reflect on the gains and the unique barriers and challenges that the ICT industry in Kenya faces such as capacity, funding, procurement and planning with a view to going beyond what we have set up in our strategic plans. The discussions will seek to identify the dead ends and pitfalls in ICT development agenda for the country and articulate solutions to make progress not only in the IT projects, but also on the National Strategic Projects. This year, the Summit will put a spotlight on the country digital transformation agenda. We will explore the journey to a cashless society, role of National Development Plans both nationally and county wise, identify priority projects and look in to ways of utilising the current infrastructure. We will also delve into the area of Information Security as we examine the Draft National Cyber Security Strategy. Another worthy topic will be on the role of data and analytics in better handling our challenges in the public sector as well as how best to work with the Private sector. ne cannot open a newspaper or magazine these days without reading about how the world is changing at a pace never before imagined. One of the areas in which the implications of consumerisation is increasingly evident is the way in which most Western world cities are being forced to interact with their citizens. In most parts of the Western world, no longer does the average citizen simply blindly accept a dictatorial relationship with the city he/she inhabits; indeed, people are demanding a more personal engagement model with their cities whereby their voices are heard on matters related to the metropolises they inhabit. Yes, the average citizen still has to abide by the rules of land, but he/she is also becoming more and more assertive about having a voice in matters relating to their places of residence. As Africa becomes increasingly urbanized with thousands of people flocking to all major hubs - where the urban population was about 36% in 2010, it is projected to increase to 50% and 60% by 2030 and 2050 respectively - and the continents rapidly growing middle-class is insisting upon more of a say. It is up to cities to relook their models of engagement with their citizens and their urban planning methodologies and efficiencies. Andrew Waititu is the Managing Director for SAP in Eastern Africa, born and raised in Kenya, he developed an interest for Information Technology while attending a part time basic IT course during his gap year, he went on to form a career out of it graduating from the University of Liverpool with a Masters in Computer Science. Andrew has been involved in the Middle East and African ICT sector for over 18 years in various capacities in IBM, Microsoft and now SAP. Passionate about technology, Andrew believes that technology based intellectual property will form one of the major pillars in drawing Africa into the 21st Century, breaking away from the shackles of low value exports from the continent.

The solution focuses on five key pillars: 1.Good governance 2.User empowerment 3.Community engagement 4.Service innovation 5.Urban resilience When talking about the kind of solutions needed by our cities, we must remember that one size certainly does not fit all, he continued. This is especially true when one considers the range of different African cities; each is unique and has its own set of opportunities and challenges. Trying to be the best city possible, while remaining competitive, is a complex and constant challenge for all municipalities. That is why the SAP Urban Matters provides tailored solutions that enable cities to thrive, innovate, and transform, all the while improving the lives of the citizens. Many cities in sub Saharan Africa are challenged by safety, security, and unemployment issues due to the presence of informal settlements, thus affecting the GDP growth of the economy. However, cities in India and China not plagued by such problems show extremely good growth. Citizen related issues clearly take their toll when not effectively addressed. Many cities in Asia and Latin America are changing for the positive faster than cities in

North America and Europe, initiating a migration of highly skilled people to those regions, helping growth in the economy. In Africa, experience has shown SAP that effective city governance is hugely improved if a collaborative model is employed whereby municipalities transparently collaborate with citizens, including those living in informal settlements. Following such a model, African municipalities can differentiate themselves by demonstrating responsiveness and a real willingness to co-innovate with their citizens. This will, in turn, encourage citizens to be accountable and cooperative when they see the citys willingness to work on solving problems together in an efficient manner. What role does technology play in all this? In order to address the challenges of urbanisation faced by a number of African cities, governments must re-examine their previous problem solving models. Harnessing technology best-practices gleaned from experience all over the globe is crucial to success. SAP has helped many of the worlds leading cities solve a number of fundamental issues and it is encouraging to see Africa starting to embrace this approach and adopt innovative technologies to become smarter and more efficient.

he National ICT Master Plan sets the agenda for the Kenyan ICT sector and its contribution towards significant ICT-led economic growth in line with Vision 2030. The Master Plan details the roles of both the private and public sectors to avoid wasteful overlap and competition.

With the Master Plan the government, private sector and international investors can now make prudent decisions and investments in the ICT sector. All stakeholders will act purposefully to secure Kenyas prosperity towards transitioning Kenya into a knowledge economy. The launch will be preceded by the presentation of a White Paper that gives a picture of the ICT environment in Kenya to appreciate the sectors history and future trends. The White Paper will provide a baseline for the importance of the National ICT Master Plan as well as provide the basis for the discussions and deliberations to be held throughout the Summit.

ntegrating ICT infrastructure is definite factor in reducing the cost of doing business across various sectors. Easier and less costly access to the fibre infrastructure drives the adoption of connectivity services as well as investments in IT services.

During the Transform Africa Forum held in Kigali, Rwanda last year, a Regional Inter-Ministerial Committee was formed to look into matters of Integrated Shares Services across the region. The Committee is expected to look into areas of ICT Infrastructure, capacity and innovation across the region. This is an effort to bring down costs of ICT infrastructure, increase reach at the grassroots and tackle inter-border tariffs. The panel will discuss these key components in integrating ICT infrastructure with a view aligning ICT interventions in East Africa and agreement on sharing certain frameworks as the regional members. he Vision 2030 ICT Innovation Awards seek to recognise and celebrate Kenyans, who have developed ICT solutions that drive economic growth and social development. The Awards are designed to highlight innovations steering development in line with Kenyas blueprint vision to build a vibrant middle income economy by the year 2030. The awards cover two of the three key pillars of Vision 2030Economic and Social pillars. Since inauguration in 2011 at the third edition of the Connected Kenya Summit, the Awards have recognised close to 40 new ICT products and solutions. The Awards not only promote solutions that provide service delivery to the citizenry, but also recognise and celebrate start-ups and innovators that are essential in growing the ICT sector. Companies and organisations officially registered in Kenya and offering a product or service that addresses at least one of the Vision 2030 social economic pillars are eligible to participate. Other considerations for eligibility include a product or service that has the citizenry as the end user and has been in complete and full use for at least six months.

A team of independent judges representing the ICT private sector, academia, public sector and civil society is convened to review each complete entry against the set criteria. The judging panel has considered market impact, functionality and unique utilisation of ICT as the key criteria for winning entries. The Awards have been sponsored by such companies as Accenture Development Partnerships, Safaricom and Google East Africa.

igital Divide Data Kenya Ltd (DDD) is a Business Process Outsourcing company that offers digitisation services through a model known as Impact Sourcing. Impact Sourcing is a strategy of harnessing the internet to bring low cost data management jobs to remote and impoverished communities. DDD does this by employing youth from disadvantaged backgrounds. DDD also gives these young people scholarships to pursue higher education in a bid to break the cycle of poverty in their families. DDD also offers employment to disadvantaged or vulnerable groups such as those hard of hearing through a partnership with Deaf Aid. DDDs model and services address two main issues namely; creation of jobs especially to the disadvantaged or vulnerable groups; and exploiting the potential of the huge BPO market in Africa for profitability and to grow the Kenyan economy. DDD was the first to launch a local e-book in Kenya, e-Kitabu. Other key successes include employment of over 200 youth, over 75% of who are from poor backgrounds or vulnerable groups; service provision to a range of local and international organizations such as The World Bank and The Kenya Bureau of Statistics.

Winning the BPO and Education and Training Awards last year has raised the image of DDD to current and potential clients. As a consequence, there has been an increase in clients necessitating the need for fast expansion in order to scale up the companys operations. DDD now employs over 400 youth. The staff members have also become motivated to work harder and smarter, in order to provide highly efficient and quality service in a bid to live up to the recognition as the best BPO in the country. With the Awards, DDD has increased its customer base both locally and internationally.

UMA is an SMS-based, social job matching service designed for short-term labour. DUMA provides employees with SMS alerts about jobs they qualify for nearby, and employers with the top matches for their job opening to save the time and energy of sifting through CVs. Traditional job-networking sites are not accessible to the informal sector. Because DUMA uses mobile phone, it is able to easily reach out to job seekers in the informal sector. In addition, DUMAs software accounts for many facets of hiring not captured by other services including social network, ratings, location, skills, salary, and more. The software also includes a career map for users based on their job history. DUMA promotes informal sector workers by automatically converting users profiles into a professional CV. The platform also keeps a record of the workers past job, thus allowing short-term workers to build credibility, which they can leverage on to advance their careers. Within the first six months of operations DUMA recruited more than 2,000 users, made more than 1,000 job matches and established a presence in five major cities in Kenya. After winning the Social Equity and Poverty Reduction Award, DUMA has expanded from a recruiting platform to a career building platform. This involves helping job seekers discover the next steps in their career by devel-

oping sector-specific tests that job seekers can complete via SMS and receive immediate feedback about their careers. The company has also been working on making the DUMA product more robust by upgrading its website, changing to short code and a more reliable SMS gateway, and improving security measures. DUMAs main area of concentration is marketing its product in order to build more awareness through a viral social network effect. Toward this end the Award has lent the business more credibility and consequently opened doors to important networks within the government and the ICT community. Such connections have assisted DUMA in refining its product through such ways as collaborations with Strathmore University to build content for the sector-specific quizzes.

So far, the Award has opened up important network in the ICT community. We are hoping to further leverage the Award in the coming year by connecting with Google and the ICT Authority to further open up channels for our business.

IBU is a Hybrid Solution designed to work with Android devices and Cloud based infrastructure, in all places including remote locations where there is no electricity and mobile signals. It empowers the Health Facility staff to collect patient information on Android tablets and seamlessly integrate the same with the National Health Information System (DHIS/2). This provides real time data on patients, treatment and outcome, drug availability, lab inventory and payments done. In less than four months of national roll out across Kenya, TIBU had already captured electronic medical records of 75% of the TB patients. It had also reimbursed over Ksh. 28 Million, more than 146,000 mobile payment transactions. TIBU is the only Comprehensive Program Management System for Disease tracking and Health Information System available globally offering seamless integration from facility level to the National Health Information System. Since last year, among many other milestones, TIBU has scaled up data collection for more Tuberculosis patients and has been rolled out to other diseases such as Leprosy and Asthma. New modules have also been added, like the Lab Management System and Supervision, and the Control and Command Centre. The Health Care Delivery Award has provided TIBU with global acknowledgement and recognition as a World Class Innovation and a global benchmark. This has pre-

sented an opportunity to present TIBU at global events such as the Get Health Summit hosted by John Hopkins and UN and the 44th Union World Conference on Lung Conference in France. Key partners within the Division of Leprosy, Tuberculosis and Lung Disease were invited by CDC to create Data Model around TIBU which is a Global Reference for Standards. TIBU has also received exposure in the World Health Organization Global Tuberculosis Report, Voice of America and the East African Public Health Network (EAPHLN). The Award is also stamp of credibility giving reassurance on the systems abilities, the quality of data collected and the expected impact. The Award has also opened doors to strategic partnerships with such companies as IBM Research for Africa. Other African countries have expressed interest in developing similar systems in their respective National TB programs. These include Tanzania, Nigeria, Liberia, South Africa, Zimbabwe, Uganda, Ethiopia and Zambia.

The search is filtered by city, area, date, or type of event. The app provides a positive impact on the Kenyan social scene where previously it was difficult to get accurate and up to date information on the go. KenyaBuzz RAHA is best placed to address the growing need for people who are looking for something fun to do during their leisure time in Kenya. The Tourism Award has assisted KenyaBuzz in its marketing efforts. The public gives respect to a product that has won an award from a recognized company such as Google. As such the app has had a steady increase in number of new downloads every month.

The title has been used in some of the companys digital media platforms including social media sites, the e-newsletter, newspaper and the website. There are plans to officially launch the KenyaBuzz RAHA product in May 2014 with a clear strategy on how to leverage on the Award

ilimo-Online is a product by Kisasa Technologies, a start-up in Kenya, that focuses on providing reliable and usable IT solutions to the farmers and the management in agricultural cooperative societies in the rural areas. The software uses web and SMS technology to provide a means of relaying information and enhancing quality service delivery to the farmers. Kilimo-Online has two major subsystems, namely, Administrative Subsystem and SMS Processing Subsystem. The administrative subsystem is web based and functions as statistical recorder and analyser of the various farmers and factories/collection centres; and management of the member register among other functionalities. On the other hand the SMS processing subsystem is a script that communicates to farmers on details regarding production, farm advice, news, debt and payments. Kilimo-Online automates the service given to farmers and digitizes the cooperative societys data. In this way man-made errors and manipulations are reduced in weighing produce and lending to farmers. Communication to the farmers is also faster and more efficient. Winning the County Focus Award has provided an opportunity for tremendous growth for Kilimo Online. The product has broadened its scope by adding new features to further assist the small scale growers and cooperative societies in farm management. The Award has also opened doors to new customers and projects.

Adoption of software in rural areas, where Kilimo-Online operates, tends to be slow. However the credibility derived from winning a government endorsed Award has made it easier to sell the product to coffee and dairy cooperative societies. Kilimo-Online is now serving approximately 20,000 farmers in Kikuyu, Muranga, Kangundo and Gatanga. Kisasa Technologies intends to continue using the Award as a selling point in its bid to venture into more counties in Kenya and in future, the East African region. With this upward growth, the company also intends to attract funding organizations which will assist in subsidizing the cost of the product and attract more coffee and dairy co-operative societies.

The Award has acted as a platform for advertisement and branding Kisasa Technologies. It has expedited the process of adoption of Kilimo-Online as the farmers are convinced that the product can deliver value.

The blog contains specific information on farming in Kenya including agricultural and livestock production as well as post harvest processing. The blog has grown to become a leading source of information on farming and agricultural practices in Kenya. In addition to the blog, Youth Agro Environmental Initiative also offers a question-and-answer service via email and social media. These services are mainly targeted at young people with an interest in agriculture but with no farming skills. M-Secured Solutions is a product of Techno Brain BPO / ITES, the business process outsourcing and IT enabled services division of Africas leading IT Solutions & IT Training services provider Techno Brain Group. With these services more young people have become increasing involved in agribusiness, applying diversified modern farming technologies in their practice. Winning the Agriculture Awards has given the Youth Agro Environmental Initiative higher standing with investors and financing institutions and has led to funding of the organization. The call for entries for the 2014 Vision 2030 Awards was made on 18 March 2014. Over 200 were received. The winners of this years Vision 2030 Innovation Awards will be recognised and honoured with a special tribute event during the 6th Connected Kenya Summit on 16th April, 2014.

IBM + UNDP Innovation Awards 2014 Panel of Judges


This years panel of judges was drawn from the ICT private sector, academia, public sector and civil society to review each complete entry against the set criteria. The set criteria looked at market impact, functionality and unique utilisation of ICT of the presented product or service.

Veronica Nguti works with the Institute of Economic Affairs as a consultant under the Futures Programme. Her work involves using scenarios planning in development and policy work. She has been involved in selection and management of various innovative projects, the most recent being the identification and fundraising for Ubuni Studio (Fab Lab) as the innovation of choice for Nairobi City under the Rockefellers Informal Cities Dialogue Project. Nguti has also worked in several other non-governmental organisations, mainly with adolescents and youth in institutions of higher learning and urban slums. Nguti is currently pursuing her Masters in Public Administration from the University of Nairobi. She is also trained in political leadership, branding, strategic planning, ethics in leadership, gender and leadership, policy making in Kenya, poverty alleviation, resource mobilisation and result based management in Monitoring, Evaluation, Reporting and Learning.

Barnabas Sang is the County Executive in charge of the ICT and E-Government Department in the County Government of Uasin Gishu. He is also a member of technical team working on ICT Strategy formulation for effective leverage of ICT tools in Counties. Sang previously worked as Chief Information Officer of the Ministry of Education between 2004 and May 2010. He was appointed the Manager for the National ICT Innovation and Integration Centre (NI3C), Kenya, a Facility mandated with testing and vetting of educational solutions proposed by partners for use in education sector. With programming experience from 1995, he has steered the development of Key Government Automation initiatives in Kenya. Sang has a number of educational accolades including: Masters in Science (Information Technology) from Strathmore University (2011); Masters in Philosophy (GIS and Remote Sensing) from Moi University (2003); and a Graduate Diploma, Leadership on ICT and Knowledge Society, Dublin City University (2013).

Cory Wiegert is the Director of Product Management for Software Group Africa at IBM. He is responsible for definition of the software solutions for the African markets, and ensuring the growth of the IBM software business. He focuses on market assessment, solution definition, business partner ecosystem development and go-to market strategy. Wiegert has over 20 years of experience in delivering enterprise software solutions. Prior to joining IBM, Mr. Wiegert was the Vice President of Product Management at Sterling Commerce; and at Siebel Systems overseeing the design and implementation of Sales Force Automation, Call Centre, integration technology and Analytic solutions. Prior to Siebel, Wiegert was with Gupta where he held roles in technical support, application design, and led consultative implementations for Guptas top customers. Daniel Obam is a Communications Radio Technology Expert. He has worked in various positions in Radio and TV broadcasting engineering project management in public and private organisations. He has experience in the management of commercial and public radio TV stations; and in the deployment, management and technical operations of satellite ground infrastructure. Obam is actively involved in the development of the digital broadcasting plan for Kenya and accordingly served as expert and the deputy leader of Kenyan delegation to the Regional Radio Communication Conferences which developed the GE-06 Digital Broadcasting Plan. Obam holds an MSc Engineering Management from the University of Southern California, Los Angeles, USA and a BSc (Hons) in Electrical Engineering from the University of Nairobi. He is also holds a Certificate in Project Management and Appraisal, Arthur D. Little Management Education Institution, Cambridge, Massachusetts, USA. Paul Ohaga is a Partner at Fanisi Capital, a venture capital and private equity firm investing in high growth SMEs across East Africa. He has a strong background in investment banking and private equity. He previously worked with PwC and the Aga Khan Fund for Economic Development. He was worked across several countries around Africa. Ohaga holds an MBA in Finance and a Bachelors degree in Mechanical Engineering from the University of Nairobi.

Anabel Siongok, Head of ICT, UNDP Kenya Anabel Siongok is currently the Head of ICT of UNDP Kenya responsible for the management of ICT for UNDP Kenya and its Affiliated Agencies. She has over 17 years experience in the ICT Industry in various capacities in the United Nations System (UNDP and UNEP), ICT Specialist under the UNDP E-Governance project based at the then Ministry of Planning and National Development and in the Private Sector. Siongok holds a Masters Degree in Information Systems and a Bachelors Degree in Management Information Systems. r. Fred Okengo Matiangi is the Cabinet Secretary, Ministry of ICT in the Government of Kenya.

Before his appointment, Matiangi was the Centre for International Development, Rockefeller College of Public Affairs and Policy, the State University of New York SUNY/CID Liaison in East Africa. He formerly served as Chief of Party for Kenyas Parliamentary Strengthening Program. Matiangi held research and program implementation positions in various civil society organizations in Kenya and conducted research and training for the Commonwealth Parliamentary Association, the parliaments of Ethiopia, Uganda, and the East African Legislative Assembly. He has also been a columnist for the Daily Nation, Kenyas leading newspaper, and has consulted extensively with USAID, the Canadian Development Agency (CIDA), the World Bank, and Transparency International.

He has been the Member of Parliament for Kazo County, Kiruhura District for over 2 decades. Hon. ean Philbert Nsengimana is the Minister for Youth and ICT in the Government of Rwanda

Before his appointment Nsengimana worked for Voxiva Inc. as a Country Director for two years. In that position he built and led teams that delivered award winning mobile health solutions, TRACnet and mUbuzima, which won the Technology in Government Award (TIGA) in 2007 for best e-Health solution in Africa. He also managed the implementation of eSoko, a mobile-based Market information system serving more than 2,500,000 farmers in real time market information in Rwanda. The solution won the Intego Award (2010) in Rwanda and the TIGA Award 2011 for best e-Agriculture solution in Africa.. Nsengimana also worked at Development Gateway Foundation as a Regional Coordinator for Africa between 2006 and 2008, where he coordinated the Foundations Aid Management (AMP), e-Procurement, and Country Gateways programs in 15 African Countries. Prior to that he worked as a Director at Rwanda Development Gateway between 2003 and 2007 and pioneered and managed the organisation that built the National Portal and deployed web presence for dozens of public institutions in Rwanda. Nsengimana holds a Global Masters in Business Administration (Major: Information Technology Management) from S P Jain School of Global Management Dubai-Singapore; and a Master of Information and Communication Technology (Major: Software Engineering) from the National University of Rwanda.

Prof. Waema has a wealth of experience in university management and is currently serving as a member of the Mombasa Polytechnic University Council. He has a wide experience in consultancy in many areas of ICT and management, including strategic planning at both corporate and ICT levels, telecommunications, information systems assessment, ICT systems development and implementation, project management, change management, results-based management, and ICTs and national socio-economic development. His research interests are in information systems strategy, social issues in information systems development and implementation, ICT for national socio-economic development (ICT4D), software engineering and management of change. Prof. Waema is the Lead Researcher in Kenya for the Research ICT Africa (RIA!) network and the Team Leader in an ICT research awards project for M.Sc. and Ph.D. students from universities in Eastern and Southern Africa countries. He is also the Research Director of the Local Governance and ICTs Research Network for Africa (LOG-IN Africa), a pan-African network of researchers and research institutions from nine African countries focusing on local e-governance. Further, he is the University of Nairobi Research Leader in a bridging the global digital divide project in collaboration with 5 leading UK Universities and sponsored by the British Engineering and Physical Sciences Research Council.

on Edwin Ochieng Yinda is the Chairman of the Board of the ICT Authority. The ICT Authority is a State Corporation under the Ministry of Information, Communication and Technology (ICT) mandated to foster the development of ICTs in Kenya. Yinda is a businessman by profession and is the current Chairman and Executive Director at Supply Linkages Limited. He is also a Director at Cent Savvy Investments Ltd, serves as a Trustee for Wema Centre and sits on the Board of St. Andrews School, Turi. Since 1996, Yinda has served as a Board Director in a number of organizations including Kenya Pipeline Company and Venus Tea Brokers Ltd. Before that he was the Managing Director for Span Freight Shipping Limited-one of the leading shipping agencies in Kenya in 1989 to 1995. He worked for various shipping companies in senior management positions between 1976 and 1988.

efore his appointment to head the ICT Authority, Victor Kyalo served as the Acting CEO of the Authority and earlier on as the Program Manager in charge of World Bank, Kenya Transparency and Communications Infrastructure Project (KTCIP) at the former Kenya ICT Board. He was a long term faculty member of the University of Nairobi where he was instrumental in the development of communication network courses as well as in the setting up of communication labs in the faculty. Kyalo was also involved in a number of communication networks including working in the pioneering processes of Internet in Kenya (ARCC & Kenyaweb). He has participated in several Government of Kenya ICT projects as an ICT infrastructure consultant in the telecommunication and education sectors. Kyalos focus is on the deployment of communication technologies and services targeted at providing effective delivery mechanisms and processes in learning and teaching. Apart from systems design and implementation, his key interests are in the selection, measurements, and management of technology solutions, aiming at enabling an enterprise to optimize the return on its investment. vans Kahuthu is an Information Security Specialist with over 10 years experience in the IT industry.He works as an Independent Contractor with the ICT Authority in the area of Information Security. In this capacity, he has spearheaded the development of the National Cybersecurity Master Plan and Strategy and the establishment of the National Public Key Infrastructure. From 2001 until June 2009, he worked as the Web and Application Development coordinator at the California State University, San Bernardino where he was in charge of over 150 websites and database applications. Security and accessibility of these applications was his core job function. In addition, Kahuthu was a member of the IT team that was tasked with Security Awareness and Training at the California State University. This team was the author of the Web Security Policies for the California State University. Between September 2006 and December 2008, he was a part time Lecturer at the California State University, San Bernardino College of Business and Public Administration where he taught database security and e-commerce.. Kahuthu is a Certified Information System Security Professional (CISSP) and a member of International Information Systems Security Certification Consortium (ISC) 2, and the Open Web Application Security Project (OWASP).

rancis W. Wangusi has been the Director-General of the Communications Authority of Kenya (CAK) since August 2012 and has over 20 years experience in the ICT sector.

Before his appointment, he served in the same position in an acting capacity for a year. He is the immediate former Director in charge of Broadcasting. In that position, he coordinated the Digital Secretariat responsible for the implementation of decisions by the National Committee on the transition from analogue to digital broadcasting in Kenya. He had earlier served as the Director in charge of Licensing, Compliance and Standards (LCS) and before that he was an Assistant Director. Prior to joining CCK in 2000, Wangusi worked in various capacities at the defunct Kenya Posts and Telecommunications Corporation (KP&TC). He has also worked as a Senior Lecturer at the former Kenya College for Communications Technology (KCCT now Multimedia University College). Francis Wangusi, Director General, CAK Wangusi has played a pivotal role in a number of key projects, most notably as the Head of the Implementing Team for the development of regulations and related instruments. Prior to her appointment she was a Part Time Lecturer in Project Planning and Management at the University of Nairobi and a Mathematics Lecturer at Kibabii Diploma Teachers College and Matili Technical Institute of Science And Technology from 2009 to June 2012. yrus Muya Kamau is the Head of Information Security & Risk at Cellulant Group. Cellulant powers mobile payments across banks, merchants and other financial institutions across 10 African countries. His role is to protect Cellulants IT assets, customer transactions, develop policies, frameworks and oversee day to day security operations based on ISO 27001. He also develops threat models which provide trends and insights to various attack vectors. Kamau is one of the founding members of The AfricaHackOn; an IT security outfit which brings together skilled professionals to show case various elements of cyber security. n her current role, Eunice Kariuki participates in strategy formulation and gives direction on marketing Kenya as an ICT investment destination. She has influence over development of the ICT sector to align with market and investor ICT needs. She also drives promotion of ICT as a tool for improving livelihoods and is instrumental in creating and managing strategic partnerships, conception of sector development initiatives and ICT investor facilitation. Notable achievements in this role include supporting local Kenyan Pioneer BPO & IT enabled Services (ITeS) companies during the industry formative years; developing a BPO/ITES strategy with assistance of Mckinsey Consulting; and negotiating and signing strategic partnerships including one with NASSCOM of India, the worlds largest and most successful ICT industry body. She has also influenced numerous marketing and communication programs that have significantly raised Kenyas profile as Africas emerging and premier ICT hub. Kariuki has also contributed towards development of the Konza Technology City master plan. She supports the World Bank funded projects and leads the European Commission, Bill and Melinda Gates Foundation and Rockefeller Foundation research funded projects for the Kenya ICT Board. ince August 2013, Dr. Katherine Getao has been assisting with the formation of the newly created ICT Authority providing strategic planning expertise, transition and change management guidance and leading a team tasked with the responsibility to revamp Government websites and portals. Before that Getao worked as the ICT Secretary in charge of the eGovernment Directorate where she was instrumental in the design phase of the Huduma Kenya Initiative, which has transformed the way citizens access Government services.In 2008, Getao became the project manager in the NEPAD e-Schools Initiative, a priority project of the NEPAD e-Africa Commission. From 2001 to 2007 Getao was the Director of the School of Computing and Informatics at the University of Nairobi. During her tenure the School expanded its undergraduate and postgraduate programmes in Computer Science and became the first East African University to graduate doctoral students in Computer Science. Getao is extensively published in journal and conference papers in the areas of Grid Computing and the use of computers in education. She is an Elder of the Burning Spear (EBS) and was elected to the ICT Hall of Fame in Kenya in 2007 for her work in education. Getao holds a Ph.D. in Computing from Lancaster University, U.K; an M.Sc. in Intelligent Knowledge-based Systems from the University of Essex, U.K; and a B.Sc. (Hons) in Combined Sciences (Chemistry and Computer Studies) from Brighton Polytechnic, U.K. She is a Commonwealth Research Fellow (2005).

uriuki Mureithi is among the pioneers in ICT4D. The focus of his consultancy is policy, regulatory and strategy evolution of ICTs in Africa in a 30+ years career emanating from consulting engagements with various governmental, non-governmental as well as private sector. Under the auspices of Summit Strategies Ltd, founded 15 years ago, Mureithi has been involved in key projects on regional and national regulatory reform, rural ICT development, market analysis and competitive issues and evaluation. He began consulting in the sector in the mid 90s driven by a passion to help exploit the benefits of ICTs with a special focus on the rural and disadvantaged communities; and development of strategies to empower such communities using ICTs in Africa. wende Gatabaki has been seconded by AfDB, and appointed by the President of Kenya, to spearhead the Presidential Digital Transformation of Government initiative. She has over 19 years of progressive ICT leadership experience at national, continental and international levels Prior to joining AfDB at the headquarters in Tunisia, Gatabaki was the General Manager ICT at Kenya Tea Development Agency (KTDA Ltd) for six years since 2004. Between 1997 and 2004 she began an intercontinental journey serving in various ICT capacities at the United Nations in many countries (and continents). She began her inroad into the geeky ICT sector in 1992 at USAID Kenya. Gatabaki has been recognized for her ICT leadership including the ICT Woman of the Year 2013; Excellence in ICT Utilization at the Kenya@50 ICT awards; and Top Public Sector CIO in Africa 2007 at the Africa ICT Achievers in South Africa. She also propelled her employer then KTDA, to become a CIO Global 100 company, the first African company, and the only one to date to receive a global ICT award.
