JUSTIFICATION

This is to justify that the attached claims through reimbursement for OR No. 133254 dated November 7, 2013 SPARE PARTS. Engine Check Up, Buttery Replace and Labor Materials used for the Mitsubishi Strada SKX 733 , where the general rule on bidding cannot be applied. This representation opted to procure through shopping amounting to EIGHHT THOUSAND THREE HUNDRED TWEENTY PESOS (P 8,320.00) This is to justify that the prompt payment to the supplier was reasonable and inevitable because the prevailing business practice in the payment of goods/services is to pay in cash. Justify finally, that the said transaction is advantageous to the part of the government because the amount considered is cheaper as manifested in the actual canvass of the said goods (attached) . Thus, requesting your end to reimburse the same considering the urgency of the services for the Supplies.

RATIONALE E.O. 376, 1989, As amended by E.O. 93, s. 1993, issued by the President of the Republic of the Philippines established the Regional Project Monitoring and evaluation System ( RPMES) to facilitate project implementation, problem- solving, monitoring and evaluation of foreign, national and locally- funded projects at the Provincial/Municipal LGUs;

OBJECTIVES
To prescribe guidelines and procedures in project monitoring and the scope of project monitoring for Provincial and Municipal LGUs; To provide reporting requirements such as Report Format ( Forms 1-3) and schedule of report submission to ensure effective monitoring/feed backing of the Departments/Agency s/LGUs status of projects implementation;

The MLGU shall ensure that all programs/projects are implemented within their respective municipality, Consolidates report of the status of Projects implemented per barangay and submits consolidated report to the province thru the PPDO as basis for monitoring/validation;
