04-25-14 A local Seymour resident was arrested Thursday evening (April 24) after an investigation revealed he had locked his 56 year old sister in her bedroom in the home they lived in and held her captive over a period of several years. Seymour Police Officers arrested 58 year old Arthur Gauvin of 10 Eleanor Road, Seymour, CT. Gauvin was charged with the following crimes; Unlawful Restraint 1st Degree, Reckless Endangerment 2nd Degree, and Cruelty to Persons. Gauvin was released after he posted a $20,000 bond and was given a court date of 04-25-14 to appear in the Derby Superior Court to answer to the above charges. However, after being released from custody Gauvin made a threatening comment to a family member in front of Officers that would impede and hinder the ongoing investigation. Gauvin was immediately placed under arrest a second time and was charged with Tampering with a Witness. Gauvin was held on a $25,000 bond which he could not post and was arraigned this morning at the Derby Superior Court on all the charges listed above. The incident unfolded shortly before 7:30 P.M. Thursday evening when Seymour Police Officers received an anonymous call from a caller stating they were concerned for the welfare of a 56 year old female who lived at 10 Eleanor Rd. in the Town of Seymour. Officers responded to the address to begin an investigation into the welfare of the female. Officers were let inside the residence by family members and spoke to Gauvin. While speaking to Gauvin Officers immediately detected a foul odor inside of the residence. Officers were led to a bedroom in the house where the female victim was located. Upon locating the victim investigating Officers were astounded by the living conditions that the female victim was living in. Officers found the female victim to be covered in filth with urine and human feces covering her entire body. The victim was disheveled and it was immediately apparent she had not been bathed in a long period of time. She was frail, extremely thin and appeared to be malnourished. Officers found a locking clasp on the outside of the bedroom door that prevented the female from exiting her bedroom. Once inside the bedroom Officers found the female victim to be living in squalor like conditions. Urine and human feces was spread throughout the entire bedroom including the bed in which she slept. A portable toilet was located inside of the room which was in an unsanitary condition. The bedroom was kept like a dungeon. The one window inside the room was blacked out with black paint to prevent the female victim from seeing the outside. The window was also boarded up to prevent the victim from escaping. The smell inside the house was so horrendous Officers

had to immediately evacuate the residence after only several minutes of being inside the room. A Detective with a special hazmat suit and a self contained breathing apparatus (SCBA) was called in to assist Patrol Officers process the scene of the deplorable living conditions. The female victim was immediately transported to Yale New Haven Hospital by Seymour Ambulance personnel for treatment and evaluation. Since minor children also reside inside the house at 10 Eleanor Rd., the Department of Children and Families (DCF) was called and will conduct a follow up investigation. This incident remains under investigation. Seymour Police Officers and Detectives will continue to work with other agencies at the local and state level to ensure the victim receives the proper care and medical services. Officers and Detectives have determined the motive for Gauvin keeping the victim locked up inside of the house was so he did not lose the house to the State of Connecticut. Apparently the female victim signed the house over to Gauvin approximately seven years ago. Gauvin then was responsible for taking care of the victim for nine years before she could receive any services from the State of Connecticut.
