SCOPE OF CONTRACT FOR ANNUAL OPERATION AND MAINTENANCE


A. SCOPE OF WORK FOR MAINTENANCE OF THE VEHICLE The scope of maintenance of DIESEL OPERATED INDUSTRIAL SWEEPING MACHINES broadly covers mandatory Regular monthly preventive maintenance and Breakdown / Major maintenance as and when required.Break down/major maintenance shall be covered under warranty/Guarantee clause(Clause 8 of Annexure-I),where required spares,manpower and all other expenses shall be borne by the vendor.
A1. MONTHLY PREVENTIVE MAINTENANCE :- Normally the vehicle is to be checked on day to day basis prior to operation. However preventive maintenance covering the following minimum activities shall have to be carried out by the vendor once in a month to keep the machine in workable condition. The vendor shall have to deploy one skilled technician for the smooth execution of the job with the active assistance of the manpower available at site for vehicle operation. (a) Washing of vehicle at MES washing area (b) Engine oil filter and engine oil change if required (c) Diesel oil filter change , if required (d) Radiator checking and cleaning if required. (e) Checking of clutch, gear and brake system (f) All instrument panel gauges checking and rectifying if problem noticed. (g) All electrical system checking (h) All vacuum operation checking

A2: BREAKDOWN/MAJOR MAINTENANCE(shall be covered under Warranty/Guarantee):- Apart from the regular monthly maintenance ,it may be required to do some emergency / breakdown repair of the machine in some occasions when the machine in full or in some part thereof develops major technical snag and beyond the repair scope of the site team. In such occasions , the manufacturer shall depute their technical team to Angul site within two/three working days for further investigation and fixing of the problem after receiving intimation from NALCO. Normally for attending such calls , vendor shall depute their technical expert to site. The technical expert shall work with the assistance of their manpower already available at site The following minimum jobs shall be covered under Breakdown Maintenance. (a) Thorough investigation and identification of the defective part/ system. (b) Dismantling of the defective unit and replace it with new spare . (c) Demonstrate the satisfactory operation of the vehicle or any of its parts to NALCO after completion of the activities mentioned above.

B. SCOPE OF WORK FOR ANNUAL OPERATION OF THE VEHICLE B.1: Before starting of the actual cleaning job , the vendor shall ensure satisfactory execution of the following minimum jobs in each working day. i. Checking the physical condition of the machine like healthiness of structural of body including doors, lights, horn, different measuring meters & gauges, battery, seats inside cabin, tyres, Sweeping brushes, level of coolant ,level of engine oil, level of hydraulic oil, level of brake oil, level of diesel etc. before start of the machine. Start the machine & record all the parameters displaying in the dash board like engine oil pressure, temperature, battery condition etc. . Check diesel level & fill diesel from Nalco diesel pump available inside plant premises, if required after taking diesel SIV from the concerned engineer. Lubricant filling, tyre pressure(if pneumatic tyre) etc. shall be done from Mobile Equipment Shop, if required. Checking of leakage of oil & air. All minor maintenance shall be done by vehicle operating group. Required tools, tackles, spares shall be arranged by the vendor without additional cost to Nalco. Checking of healthiness of filtering system like pulsing system, creation of adequate vacuum etc.& if required, necessary rectification shall be done for effective working of the system. B.2 : Cleaning of the assigned area shall be done by sweeping using brush & vacuum system. Bigger particles shall be segregated manually & kept in a suitable location for further shifting by Nalco. B.3 : Criteria for cleaning I. The vendors representative at the beginning of each working day (at 8.00 am) shall collect written/ verbal instruction from the EIC or his authorized representative regarding list of areas to be cleaned on the day along with area wise priority. At end of the day he (Vendors representative) shall appraise the EIC or his authorized representative regarding the actual quantity job executed by them. Cleaning shall be inspected (jointly) area wise as per schedule by the concerned EIC or his authorized representative. Cleaning shall be done to the extent that no visible dust is left on the floor after cleaning. Measurement of area in M2 shall be jointly done & recorded on daily basis. The daily target for cleaning shall be 60000 M2 . The excess or shortfall of cleaning shall be recorded on daily basis. The monthly target of cleaning shall be fixed

based on the available working days of Nalco excluding Sundays & Nalco holidays multiplied by 60000 M2. However , the shortfall quantity shall be compensated by the execution of extra quantity of cleaning on monthly basis. The payment shall be done on based on actual execution of cleaning in monthly basis. C. SCOPE OF SUPPLY (a) The vendor shall supply all spares, consumable, required tools & tackles etc. which are not explicitly covered under FIM but are required for satisfactory maintenance of the vehicle. (b) The bidder shall have to deploy required nos. of manpower for the above work. D. PAYMENT TERMS 90 % payment shall be made against submission of monthly R.A bills duly certified by the Engineer-in-Charge & balance 10 % shall kept as security deposit with Nalco till completion of the contract period.. E. LIST OF FREE ISSUE MATERIALS The following material /consumables shall be issued to the Vendor as Free Issue Material (FIM) . However the issuing quantity and frequency of the FIM shall be limited to / governed by the actual requirement at site and/or quantity recommended by the OEM guideline. i. Diesel ii. Engine Oil iii. Grease iv. Battery v. Tyre vi. Compressed air F. Special Condition of the Contract - PART- A i. The vendor has to abide by/comply to all the rules & regulation of Odisha Government, Nalco General Conditions of Contract, Occupational Health & safety Management System, General Environment requirements, Environment Policy, Occupation, Health & Safety Policy,SA-8000 requirements & other Policy/requirement of Nalco adopted during the contract period. The vehicle shall be operated normally in general shift hours i.e, 8.00AM to 5.00PM with one hour lunch break from 1.00PM to 2.00PM. However, in case of exigency it shall be operated in A shift, (6.00AM to 2.00PM), B shift(2.00PM to 10.00PM) & C shift(10.00PM to 6.00AM) for which suitable arrangement shall be made by the vendor. One driver of skilled manpower having valid heavy vehicle driving license & one helper of semi-skilled manpower shall be deployed daily. In the absence

of any one the manpower ,the vehicle shall not be allowed for operation & penalty @ double the daily rate shall be levied. iv. v. vi. The vendor must ensure maximum utilization of the machine for sweeping. Working day means the total number days in a year minus Sundays minus declared holidays in NALCO. The manpower shall be deployed for daily operation of the vehicle for all the working days. However, in case of exigency of requirement, the vendor may have to deploy manpower as per the requirement & direction of Engineer-incharge. The vendor shall have to work as per the direction of Engineer-in charge, from time to time. However NALCO shall have the right to check / supervise the quality and/or quantity of the work executed by the vendor on daily/periodic basis. After completion of daily assigned job, the driver shall park the vehicle at NALCOs designated location and handover the key to the EIC or his authorized representative. No idle charge shall be admissible in the event of breakdown of the vehicle.

G. Special Condition of the Contract - PART- B i. The vendor must quote prices in line with the FORMAT FOR PRICE BID attached at Annexure -IX , categorically mentioning the prices in different heads for a duration of 1(one) year. The quoted price shall be broadly divided into the following for Commercial Evaluation. a. Monthly rate for the preventive maintenance(For 01 year) b. Rate in M2 of Area cleaned. ii. The vendor shall submit the list of equipment used in the vehicle including the installed quantity ,detailed Ordering Specification , current price and companys policy for future pricing against each item in a separately sealed envelope. Service Tax will be applicable at extra at actual.The current rate for Service Tax is 12.36% For the jobs mentioned at Cl. A1 & B above, for the vendor have to provide accommodation to their operation and maintenance team , the cost of which shall be absorbed in their quoted price. The quoted price shall remain firm during the contract period.
