Basic Principles (1) The safety standards of the Nuclear Safety Standards Commission (KTA) are intended to specify safety requirements which shall be met regarding precautions to be taken in accordance with the state of science and technology against hazards arising from the erection and operation of nuclear plants (Section 7, paragraph 2, No. 3 Atomic Energy Act), in order to attain the protective goals specified in the Atomic Energy Act and in the Radiological Protection Ordinance. For nuclear power plants these protective goals have been specified in a more detailed manner in the Safety Criteria for Nuclear Power plants published by the Ministry of the Environment. (2) Criterion 1.1 Principal Safety Precautions of these safety criteria requires, among other things, a comprehensive quality assurance during the construction and erection, and criterion 2.1 Quality Assurance requires the establishment and utilization of construction, test and inspection instructions as well as the documentation of the quality control. KTA safety standard 3205.2 is intended to specify detailed measures for the fulfillment of the aforementioned requirements within its scope. To this end, a number of individual rules covering the conventional technologies, especially DIN standards, are to be applied additionally. (3) Component support structures have the function to safely transfer loads from the supported parts and components to the loadabsorbing plant parts. (4) This safety standard covers component support structures with non-integral connections for pressure and activity-retaining components outside the primary circuit. Components with non-integral connections for primary circuit components (scope in accordance with KTA 3201) are covered by KTA 3205.1. KTA 3205.3 covers standard supports that have been subjected to a qualification test. Component support structures with integral connections for systems outside the primary circuit are covered by KTA 3211.2 and KTA 3211.3. 1 Scope

(1) This safety standard applies to non-integral component support structures of steel construction category 2 for pressure and activity retaining components outside the primary circuit with design temperatures of up to 350 C in nuclear power plants with light-water reactors. The rules apply up to the connection to the anchor plate or other constructions under the responsibility of the building supervision authorities. (2) The assignment of steel construction classes to the components has been laid down in Table 1-1 with the assignment being based on the equivalence of importance regarding safety. Components according to KTA 3211 have principally been assigned to steel construction category S2. Exceptions from this rule are shown in Table 1-1. (3) Standard parts which are loaded or used in another way than described in the annexes covering the qualification test as per KTA 3205.3, require verifications in accordance with this safety standard and if necessary proofs of functional capability in accordance with KTA 3205.3. (4) For structural steel components of steel construction category S3 which are not assigned to steel construction category S1 or S2, the steel construction standards and guidelines, e.g. DIN 18000, Part 1, shall apply. The reference yield stress Rv0.2 can be determined from the yield stress or ultimate strength and is a (fictitios) offset yield strength by means of which material-independent information on allowable stresses can be obtained (see Table 5-1). In the following, the yield stresses ReH and Rp0.2 are considered to be equivalent. (5) Interim file

Interim file is that part of quality documentation filed at the manufacturer's works during the duration of component fabrication until delivery of the component and checking of the documents forming part of the final file. The interim file comprises such documents being important for the verification of the fabrication stages but not for the description of the final condition of the plant and its parts. These documents include e.g. a) certificates on test and for inspections in the final condition of the plant or its parts b) records concerning the quality assurance system (6) Earthquake design load classes (EK)

The classification of earthquake design loads shall be in accordance with KTA 2201.1. (7) Earthquake design load class II A (EK II A)

Support structures of earthquake design load class II which may endanger class I plants due to an earthquake and for which stability is required will be classified under earthquake design load class II A in this safety standard.

3 3.1

Documents, documentation, design approval, and inspection Documents and documentation

(1) The documents listed in Table 3-1 are to be established for steel construction class S2 and be documented in accordance with Table 3-1). (2) For steel construction class S3 Table 3-1 shall also be used under earthquake design load classes EK I and EK II. 3.2 Design approval and inspection

(1) The documents as per Nos. 1 to 6 in Table 3-1 for component support structures according to Table 1-1 shall be submitted for design approval prior to the beginning of fabrication. Table 3-2 indicates how to use the documents as per 3.1 for piping supports. (2) Where series-production parts are used for piping supports, they shall be subjected to a design approval or qualification test in accordance with KTA 3205.3. (3) The design approval or inspection of proper construction on the site (among other things, also the assessment of stability) shall be made by the authorized inspector (see also clause 8.8.3). (4) For steel platforms of steel construction class S3 as per no. 1 of Table 1-1 or anchoring devices as per no. 4 of Table 1-1 which are subject to building supervision, the local building supervision authority shall lay down the inspection requirements. The component loading data shall be checked by the authorized inspector. 4 4.1 Design data, loadings and load cases Design data sheet

The following friction coefficients for the determination of forces and moments apply - without specific verification - to ferritic steels: a) m = 0.45 Steel on steel/ undressed, without antifreeze agents, with painting b) m = 0.30 Steel on steel/ dressed (e.g. also brushed), free from painting (3) A frictional coefficient of m = 0.15 applies without specific verification - for structural stability (4) For friction-type bolted joints the minimum frictional coefficients to a standard (e.g. to DIN 18800, Part 1) apply; see also clause 5.3(4). 4.3 Combined loadings and their assignment to loading levels (load cases)
Note: The combination of assumed simultaneously acting loadings to form combined loading is shown as example in Table 4-1.

The design data sheet (ADB) shall contain the following information: a) steel construction category, earthquake design load class, type of component support structure b) plant part c) room number d) elevation (only for earthquake design) e) system identification, e.g. identification of piping in accordance with the power plant identification system (KKS) f) material or material group g) loads occurring including superposition of loads and classification and, if required, degrees of freedom (flexibilities) h) components to be supported i) design temperature, operating and incident temperature of component support structures k) check note 4.2 Loads

(1) Combined loadings and their assignment shall be laid down in the design data sheet specific to each individual project and system. (2) The assignment of combined loadings to the steel construction load cases (loading levels) shall be made in accordance with Table 4-1 unless deviations are laid down in the design data sheet. 5 5.1 Calculation General stipulations

(1) The substantiation by calculation is based on clause 1.2.1 of DIN 18800, Part 1. The calculation contains data on assumed loadings, verifications required and allowable stresses. (2) By means of the strength calculation the following verifications shall be made for all load cases with simultaneously applied loadings - if applicable: a) General stress analysis (verification of strength) b) Proof of stability (Buckling, safety against overturning, instability) structural stability c) Structural stability (overturning, sliding, lifting) d) Limitation of deformation (data - if required - to be laid down in the design data sheet in dependence of the function) (3) The substantiation by calculation may also be replaced or supplemented by verifications based on testing. (4) A fatigue analysis shall only be made if a stress range (total stresses including peak stress) equivalent to the yield

(1) All loadings shall be indicated which may act individually or in combination with other loadings. Portions of loads may not be taken into account if they are comparably low (e.g. dead weight of pipe supports). These loadings include: a) Permanent standard loadings Deadweight of the supporting structure and weight of components with filling and insulation (if any) - such as piping unless covered by the component loadings A to D according to KTA 3211.2. b) Non-permanent standard loadings

strength or 0.2 % proof stress and a number of load cycles exceeding 20.000 is obtained.
Note: This stipulation is prerequisite to the use of the materials listed in Table 7-2.

5.3

Allowable stresses

(5) If applicable the individual substantiation by calculation may be substituted by a general analysis. 5.2 Calculation procedures

(1) The reference (offset) yield stress values have been determined in dependence of the material in Table 5-1. For the load cases H, HZ and HS the allowable stresses referred to the reference yield stress in accordance with Tables 5-2 to 5-5 apply for temperatures 80 C and are the same values as in, or supplement the values of, DIN 18800, Part 1. (2) For component temperatures > 80 C the reduction of yield stress values due to temperature shall be taken into account. For the steels St37 and St52 Figure 5-1 applies:

(1) The substantiations by calculation shall generally be made on the basis of the theory of bending and statics of bars (see pertinent clauses 6 and 7 of DIN 18800, Part 1) (2) If the design is proved to be a plane loadbearing structure, e.g. by means of the theory of shells, higher stresses than given in Section 5 may be agreed with the authorized inspector in well justified cases unless the allowable stresses were taken from KTA 3401.2. (3) Dynamic loadings may be covered by equivalent static loads. In this case, however, the limit analysis as per Section 7 shall not be used. (4) Proofs of stability shall be rendered in accordance with the requirements of DIN 4114, Parts 1 and 2 or the DASt guidelines 012 or 013. For the steel construction load categoH ries HS2 and HS3 a safety factor of 0.77 n - but at least 1.15 - shall be adhered to (except for the verification of the omega value). (5) Except for the steel St37 the omega values of the steel St52 shall be taken for the omega values of the materials listed in Table 7-2. The omega values for stainless steels shall be taken from the approval document Z-30.44.1 of the Institute of Building Technology. (6) For the steel construction load category HS1 the safety factors shall be 10 % higher than for steel construction load category HS2 / HS3. The slenderness ratios of pressed parts shall be limited to a value 150. (7) The use of the limit analysis is principally permitted. In load case HS3 however, it shall be preferably used in which case a failure due to instability as per DASt guideline 008 shall be excluded. (8) The proof of structural stability shall be made in accordance with DIN 18800, Part 1 and be verified with the safety factors for the steel construction load categories H and HZ to be taken from this standard. In addition, stabilizing loads shall have a safety factor of 1.0, destabilizing loads for load category HS1 a factor of 1.30 and load categories HS2 and HS3 a factor of 1.15. (9) Stresses due to restraint to thermal expansion within component support structures shall not be analyzed if the design requirements of Section 6 are met. Deviating herefrom the necessity of a verification of constraint of the supporting structure transition to the concrete structure shall be checked for temperatures (mean temperature) T 120 C in the support. (10) The stresses (including stress intensities) shall be determined in accordance with DIN 18800, Part 1 unless a more detailed analysis is made.

(3) The temperature dependence of Young's modulus, shear modulus and coefficient of thermal expansion need not be considered. (4) For austenitic bolts the factors for determining the allowable loadings of bolts in quality class 4.6 to DIN ISO 898, Part 1 apply. Alternately, the allowable values may also be determined in accordance with KTA 3205.1. The design strength values shall be taken from Tables 4 and 6 of DIN 267, Part 11. A calculation for full utilization of stresses by friction-type connections is not permitted for stainless steels. (5) The thermal stress range shall be safeguarded as secondary stress against two times the yield stress. A superposition with loadings resulting from external loads is not required.
6 6.1 Design

General principles

The design of steel structures shall be effected to comply with the generally accepted rules of technology (especially the requirements of DIN 18800, Parts 1 and 7 as well as DIN 18801 and additionally shall a) meet the functional requirements

(19) For sliding supports sufficient clearance shall be provided (e.g. 3 mm for piping). Inadmissible jamming shall be excluded. (20) Sliding supports shall be so designed that an inadmissible slipping during pipe movement is impossible. (21) For sliding supports with composite austenitic materials specific verifications of friction are required. (22) For planar pipe guides composite austenitic materials are permitted in the case of low surface pressure and sufficient clearance (2 to 3 mm). (23) Data for the tightening of pre-tensioned bolts (e.g. reduced-shank bolts) shall be entered in the design drawing (e.g. required minimum and maximum allowable torque or nut rotation as well as lubricants). (24) Shearing sections within the thread area of bolts are permitted. The calculation shall be made in accordance with EUROCODE No. 3. (25) The thread engagement length of threaded parts shall be at least 0.8 d (see clause A 2.9.4.3.2 of KTA 3211.2) in which case the combination of materials shall be taken into account. d is the outside diameter of the thread. The acceptability of shorter thread engagement lengths shall be verified. (26) Local instabilities shall be prevented, if required, by means of shiftings, especially at points of load application and points of support. (27) Double-welded joints shall be preferred to single-side welds. (Connections of hollow profiles or plates to anchor plates, front plates or others). (28) The design shall be such that higher supporting conditions due to plastic deformation are possible. Designs of critical stability which may lead to sudden failure of the component shall be avoided, e.g. by safety devices against overturning or other stiffenings. (29) When locating pipe supports care shall be taken to ensure that the pipe welds can be inspected (also for periodic inspections). (30) To avoid spalling of concrete due to high heat input, a sufficiently great edge distance shall be ensured when welding profiles to the anchoring elements unless the heat input is kept low by sufficiently small weld bead thicknesses. (31) Support structures made of non-metallic parts including lubricants should maintain their operability during their speci5 fied lifetime if exposed to radiation doses of up to 10 J/kg.
7 Materials and product forms

6.2

(1) Thermal expansion at high temperatures shall be considered. If required, expansions shall be made possible. (2) The selection of the design (storage conditions, support function and interactions) shall be such that the assumptions made in the piping design are satisfied. (3) The minimum dimensions for load-carrying parts shall be: a) wall thickness 4 mm b) bolts M 12 In justified cases, exceptions to these requirements are possible. (4) Tolerances for buildings and location of anchoring systems shall be considered. (5) Slots are permitted; care shall be taken to ensure that the distance between the slot edges is sufficient. (6) Where hollow profiles are use, the requirements of DIN 18808 shall be met. (7) Where welded joints are laid, the accessibility of welds and minimization of weld residual stresses shall be taken into account. Overhead weld positions and unfavourable angular positions shall be avoided, if possible. (8) In the case of oblique bearing faces the bolt heads as well as the nuts shall be provided with e.g. conical washers to equalize the inclination. (9) Deviating from DIN 18800, Part 1 bolted bar connections shall be provided with at least 2 bolts. Bar connection with only one bolt are permitted in exceptional cases only e.g. for railings or secondary parts. (10) Care shall be taken to ensure that the components (including piping) are readily accessible. (11) The requirements regarding decontamination capabilities shall be met. (12) Thermal movement of components shall be taken into account. (13) The weld form shall be in accordance with DIN 18800, Part 7. Intermittent fillet welds are not permitted. (14) It shall be ensured that welds for which proof of quality is to be rendered can be inspected and/or tested. (15) The tolerances shall be fixed in accordance with DIN 8570, Parts 1 and 3 or DIN 7168, Parts 1 and 2. The selection of the tolerance class shall be made in due consideration of the individual intended use. In special cases, adjustment tolerances justified by design reserves may be fixed separately. (16) Mechanical fasteners shall always be secured in the case of primarily non-static loading (e.g. by means of counter or lock nuts or pre-loading; a fixation by welding may only be provided in the case of weldable steels). (17) In the case of tensile loading in thickness direction on welded parts DASt guideline 014 shall be considered (see also Section 7). (18) Slot welds are permitted (see EUROCODE No. 3).

(1) The allowable materials and the related test certificates to DIN 50049 are shown in Table 7-2. Other materials shall only be used upon agreement with the authorized inspector.
Note: The use of the steel RSt 37-2 is recommended.

(2) For ferritic plates subject to tensile loading in thickness direction quality category Z to SEL 096 shall be used in consideration of DASt guideline 014: at least the requirements of Table 7-2 shall be met. (3) The filler metals and consumables shall be qualified and be acceptable regarding the respective welding procedure. (4) For bolts and nuts the following strength categories to DIN/ISO 898, Parts 1 and 2 are permitted: a) 4.6, 5.6, 8.8, 10.9 (Bolts)

b) 4, 5, 8, 10 (nuts) (5) Bolts shall be certified by stamping. For bolts of strength category 10.9 a work's certificate (certificate to clause 2.2 of DIN 50049) is additionally required. (6) Bolts and nuts shall be marked in accordance with DIN/ISO 898, Parts 1 and 2. Austenitic bolts and nuts shall be marked in accordance with DIN 267, Part 11. (7) Elements used for the design which are not required to maintain the equilibrium of forces, e.g. stiffness outside the points of main load application, may be certified by a works certificate (certificate to clause 2.2 of DIN 50049).
8 8.1 Manufacture

8.3.2

Welders

(1) For the welding of welded constructions only welders with a valid certificate of qualification to DIN 8560 shall be employed. (2) A single-purpose performance qualification to DIN 8560 is permitted. The limitations shall be shown in the certificate to ensure that the welder is only employed in this limited area of employment.
8.3.3

Operators of fully mechanized welding equipment

Requirements

(1) Operators of fully mechanized welding equipment shall demonstrate that they have sufficient knowledge required for operating the equipment. This may be demonstrated by means of suitable test pieces or the use of procedure qualification or production tests. (2) The manufacturer shall fill in a formless certificate to indicate when and by which test pieces or production or procedure qualification tests the operators have been qualified.
8.4 8.4.1

(1) The manufacturer of component support structures shall ensure the proper performance of all necessary work in due consideration of the requirements of this safety standard. (2) The manufacturer shall have facilities and personnel at his disposal for the proper processing, testing and transportation of product forms. Facilities and personnel of other organizations may also be employed. (3) The manufacturer shall ensure that his products obtain the required quality, and shall employ responsible and competent supervisory personnel for all manufacturing stages and inspection hold-points to be carried out under his responsibility.
8.2

Working principles for welding Requirements

(1) In addition to the requirements of this clause, the requirements of DIN 8563, Part 1 and DIN 18800, Parts 1 and 7 shall be met. (2) Welding work shall not begin before the following requirements have been met: a) All tests and inspections on the product forms and on the component including the inspection of the weld areas and fusion faces, if required, shall have been performed successfully. b) All documents required for welding (working instructions of the manufacturer, welding procedure sheets, heat treatment plans, if any, or in process inspection plans, drawings) shall be available at the work place.
8.4.2 8.4.2.1

Qualification of the manufacturer's works

The manufacturer's works shall be qualified in accordance with DIN 18800, Part 7. In the case of support structures not subject to inspection under the building law the demonstration of qualification to DIN 18800, Part 7 may be replaced by a certificate of the manufacturer in accordance with DIN 8563, Part 2 (Application of AD-Merkblatt HP 0).
8.3 8.3.1

Personnel requirements Welding supervision

Performance of welding work General requirements

(1) The responsible welding supervisor shall be employed by the manufacturer's works and shall take care to ensure that the technical rules are adhered to. (2) Where several persons are nominated responsible supervisors in a manufacturer's works, the areas of responsibility of each supervisor shall be defined. (3) For designs subject to inspection under the building law the responsible welding supervisor shall be a welding engineer trained to DVS guideline 1173 and qualified to DVS guideline 1174. (4) For designs not subject to inspection under the building law the responsible welding supervisor shall satisfy the requirements of clause 3.2.1 of DIN 8563, Part 2. (5) To support the responsible welding supervisor (e.g. by delegation or as representative) welding technicians, welding experts or welding instructors trained and qualified to DVS guidelines - as well as other persons which on account of experience made are suited for certain limited areas of employment may be employed. Such personnel shall be employed by the manufacturer's works.

(1) In the case of fully mechanized welding procedures qualifications to DVS guideline 1702 or AD-Merkblatt HP 2/1 shall be performed. (2) The welding filler metals and consumables shall be permitted for welding the base metal. (3) For the storage of filler metals and consumables the requirements of the filler metal fabricators shall apply. Filler metals and consumables shall be stored in a dry storage room. (4) Basic-coated electrodes shall be redried in accordance with the fabricator's instructions. At the work place the electrodes shall be stored in a suitable warm-up device (electrode quiver).
8.4.2.2

Preheating

(1) For the steel St 52-3 the preheating temperature shall be based on DVS guideline 1703, for fine-grained structural steels on the specifications of SEW 088, and for unalloyed and alloyed heat-resisting ferritic steels on the specification of SEW 086. (2) In addition, the requirements of Table 7-1 shall be met.

8.4.2.4

Weld quality

(1) At least the requirements of DIN 18800 Part 7 shall be met. (2) In the case of pipe whip restraints quality category BS or BK to DIN 8563, Part 3 shall be obtained.
8.5

Heat treatment

The following checks and inspections shall be indicated in the fabrication documents: a) Check of materials certificate, stamping and identification marking of parts b) Dimensional check and inspection for transport damage c) Receiving inspection of product forms (parts) in the works and on the site d) Supervision of welding work (weld preparation, welding filler metals, preheating, if required, welding process) e) Heat treatment
8.8.2.2

Where post-weld heat treatment is required depending on the material, wall thickness or design, it shall be performed in accordance with the pertinent material specification sheets or technical rules.
8.6

Inspection after fabrication

Identification marking

(1) The constructions shall be marked clearly, properly and durable with the following: a) System identification (e.g. according to the KKS (power plant identification) system b) manufacturer's name (2) Prior to cutting of parts delivered with works test certificates and acceptance test certificates B (certificates in accordance with clauses 2.1 and 3.1 B to DIN 50049, as required by Table 7-2, the markings shall be transferred to the individual parts, except for the steels RSt 37-2 and St 37-3 if the manufacturer is able to proof that he has not processed materials with less stringent requirements at the same time or confusion of materials can be excluded by other equivalent measures. (3) An agreement shall be made between the manufacturer and the authorized inspector on the transfer of identification markings by the manufacturer in the manufacturer's works and on the site. The markings shall be transferred such that the assignment of materials' certificates to the parts is possible in the same way as for the original marking.
8.7

The following inspections shall be performed by the manufacturer: a) 100 % visual inspection of welds b) Non-destructive tests of welds for which the quality has to be demonstrated. Corrosion protection and cleanliness requirements

(1) The requirements of DIN 50976 and DIN 55928, Parts 1 to 9 apply. In individual cases, additional requirements may be necessary. (2) The parts and their surfaces shall be such as to make decontamination possible. (3) Contaminants causing corrosion (e.g. chloride-containing or ferritic) on the surface of stainless steels shall be avoided during fabrication, transportation and assembly.

8.8.3

Inspection by the authorized inspector

(1) The tests and inspections laid down in clause 8.8.2 shall additionally be subject to random checks by the authorized inspector. (2) If no design-approved drawings including strength calculations are available, the authorized inspector shall inspect the plant for proper and professional construction as well as for conformance with the statutory approval requirements (conditions) for the plant in-situ during assembly. For piping supports the requirements of Table 3-2 apply.

In-process and final inspections General requirements

(1) The extent of tests and inspections as well as the participation of the inspector and the purchaser in such tests/ inspections shall be laid down in the in-process inspection plan. (2) The in-process inspections shall be confirmed in the course of fabrication. Collective confirmatory reports are permitted.

Periodic inspections

(1) Component support structures the function of which requires operational flexibility shall be visually inspected within the course of inspection. (2) Where spring hangers, shock absorbers and dampers are manufactured in accordance with this safety standard, they shall be subjected to periodic inspections to comply with KTA 3205.3.
