PARIS — The choice of Barack
Obama on Friday as the recipient
of the 2009 Nobel Peace Prize, less
than nine months into his eventful
presidency, was an unexpected
honor that elicited praise and
puzzlement around the globe.
Normally the prize has been
presented, even controversially,
for accomplishment. This prize,
to a 48-year-old freshman presi-
dent, for “extraordinary efforts
to strengthen international diplo-
macy and cooperation between
peoples,” seemed a kind of prayer
and encouragement by the Nobel
committee for future endeavor
and more consensual American
leadership.
But the prize quickly loomed
as a potential political liabil-
ity — perhaps more burden than
glory — for Obama. Republicans
contended that he had won more
for his star power and oratorical
skills than for his actual achieve-
New Way to Tap Natural Gas May Expand Global Supplies
OKLAHOMA CITY — A new
technique that tapped previously
inaccessible supplies of natural
gas in the United States is spread-
ing to the rest of the world, rais-
ing hopes of a huge expansion in
global reserves of the cleanest
fossil fuel.
Italian and Norwegian oil engi-
neers and geologists have arrived
in Texas, Oklahoma and Pennsyl-
vania to learn how to extract gas
from layers of shale. Companies
are leasing huge tracts of land
across Europe for exploration.
And oil executives are gathering
rocks and scrutinizing Asian and
North African geological maps in
search of other fields.
The global drilling rush is still
in its early stages. But energy
analysts are already predict-
ing that shale could reduce Eu-
rope’s dependence on Russian
ments, and even some Democrats
privately questioned whether he
deserved it.
The Nobel committee’s em-
brace of Obama was viewed as a
rejection of the unpopular tenure,
in Europe especially, of his prede-
cessor, George W. Bush. But the
committee, based in Norway,
stressed that it made its decision
based on Obama’s efforts toward
nuclear disarmament as well an
American engagement with the
world based more on diplomacy
and dialogue.
“The question we have to ask is
who has done the most in the pre-
vious year to enhance peace in
the world,” the Nobel committee
chairman, Thorbjoern Jagland,
said in Oslo after the announce-
ment. “And who has done more
than Barack Obama?”
Still, Obama, who was de-
scribed as “very surprised” when
he received the news, said he
himself was not quite convinced,
adding that the award “deeply
humbled” him.
“To be honest,” the president
said, “I do not feel that I deserve
to be in the company of so many of
the transformative figures who
gas. They said they believed that
gas reserves in many countries
could increase over the next two
decades, comparable with the 40
percent increase in the United
States in recent years.
“It’s a breakout play that is go-
ing to identify gigantic resources
around the world,” said Amy
Myers Jaffe, an energy expert
at Rice University. “That will
change the geopolitics of natural
gas.”
More extensive use of natural
gas could aid in reducing global
warming, because gas produces
fewer emissions of greenhouse
gases than either oil or coal. Chi-
na and India, which have grow-
ing economies that rely heavily
on coal for electricity, appear to
have large potential for produc-
tion of shale gas. Larger gas re-
serves would encourage develop-

He said, though, that he would
“accept this award as a call to ac-
tion, a call for all nations to con-

century.” Obama plans to travel
to Oslo to accept the award on
Dec. 10. He will donate the prize
money of $1.4 million to charity,
the White House said.
Obama, the third sitting presi-
dent to win the award, is suddenly
put in the company of world lead-
ers like Mikhail S. Gorbachev,
who won for helping to bring an
end to the cold war, and Nelson
Mandela, who sought an end to
apartheid.
The reaction inside the admin-
istration was one of restraint,
perhaps reflecting the awkward-
ness of the moment. Republicans
sought to portray Obama as un-
worthy. Michael Steele, chairman
of the Republican National Com-
mittee, said: “The real question
Americans are asking is, ‘What
has President Obama actually
accomplished?’ ”

Shale is a sedimentary rock
rich in organic material that is
found in many parts of the world.
It was of little use as a source of
gas until about a decade ago,
when U.S. companies developed
new techniques to fracture the
rock and drill horizontally.
Because so little drilling has
been done in shale fields outside
of the United States and Canada,
gas analysts have made a wide
array of estimates for how much
shale gas could be tapped glob-
ally. Even the most conservative
estimates are enormous, project-
ing at least a 20 percent increase
in known reserves of natural gas.

given its people hope for a bet-
ter future,” the committee said.
“His diplomacy is founded in the
concept that those who are to
lead the world must do so on the
basis of values and attitudes that
are shared by the majority of the
world’s population.”

Legal Marijuana Program Operates in Fear
SANTA FE, N.M. — The only
person in America with a state
license to distribute marijuana
wants to keep her identity secret.
“I’m so totally paranoid I can’t
stand myself,” said the distribu-
tor, who runs a nonprofit group
here that grows and sells mari-
juana for medicinal purposes.
It was not meant to be this way.
New Mexico’s new medical
marijuana law was intended to
provide safe, aboveboard ac-
cess to the drug for hundreds of
residents with chronic pain and
other debilitating conditions. By
licensing nonprofit distributors,
New Mexico hoped to improve
upon the free-for-all distribution
systems in some states like Cali-
fornia and Colorado, where hun-
dreds of for-profit dispensaries
have sprung up with virtually no
state oversight.
But even in New Mexico, the
process — from procuring the

Citigroup Averts Clash Over Huge Bonus
Citigroup is letting go of its $100
million man, Andrew J. Hall, and
the lucrative energy trading busi-
ness he ran, after Washington’s
special compensation master
threatened a public showdown
over his nine-figure bonus.
The bank handed its energy-
trading operation, Phibro, to the
oil giant Occidental Petroleum on
Friday, averting a clash between
Citigroup and the Obama admin-
istration over executive pay.
Hall’s $98 million bonus for
2008, and a $30 million bonus to an-
other Phibro trader, had posed a
thorny for problem the Treasury
Department’s pay czar, Kenneth
R. Feinberg, who must approve
the 25 largest pay packages this
year at Citigroup and six other
companies that received multiple
government bailouts. The outsize

A day after the Obama admin-
istration proclaimed significant
progress in its effort to spare
troubled homeowners from fore-
closure, an oversight panel on
Friday sharply criticized the pro-
gram and declared it would leave
millions of Americans vulnerable
to losing their homes.
The Congressional Oversight
Panel — a watchdog created last
year to keep tabs on taxpayer
bailout funds — said the admin-
istration’s program would, “in
the best case,” prevent “fewer
than half of the predicted foreclo-
sures.”

Feinberg, Citigroup officials
concluded that their position was
program that addressed the most
significant engines of the foreclo-
sure crisis — soaring joblessness
and exotic mortgages with low
introductory interest rates that
give way to sharply higher pay-
ments. Many of those mortgages
are too large to qualify for modi-
fication under the administra-
tion’s plan. People who lose their
jobs often lack sufficient income
to qualify for relief.
The administration’s plan ap-
pears “targeted at the housing
crisis as it existed six months ago,
rather than as it exists now,” the
oversight panel said in its report.
“The panel urges Treasury to
reconsider the scope, scalability

Debt Trips Up Venerable Maine Yacht Maker
SOUTHWEST HARBOR, Me.
— David Rockefeller Sr. ordered
a new boat last year, a $3 million,
55-foot powerboat.
Rockefeller, now 94, may not
have needed a new boat. It was,
after all, the sixth he has bought
from Hinckley Yachts in South-
west Harbor. But Hinckley
Yachts and its workers certainly
needed the order — and providing
them with work was part of Rock-
efeller’s motivation, his spokes-
man said.
Hinckley — which has been
making boats since 1928 and is
known for classically designed,
beautifully constructed sailboats,
as well as sleek, easy-to-maneu-
ver powerboats — is under finan-
cial pressure. It has significantly
reduced its work force — from
about 625 employees at its peak
in mid-2008 to 305 at the end of
August.
Like other yacht makers,
Hinckley lost substantial busi-
ness when the economy turned
sour. But Hinckley’s problems
can also be traced to its sale to
one, and then another, private
equity firm over the last dozen
years. With each sale, it took on
more debt, which became oner-
ous when business slowed. And
the culture also shifted from a
family-owned business to one
controlled by outsiders.
Beginning early this decade,
near the peak of demand, private
equity buyers poured money into
yachting, convinced — wrongly,
it turned out — that the business
could weather any economic
storms because its wealthy cli-
ents would continue to buy. Sev-
eral other boat makers have run
into problems, including Ferretti
S.p.A. of Italy and MasterCraft
Boat Co. of Vonore, Tenn.
Hinckley may well survive
this downturn, thanks to a strong
brand name nurtured over de-
cades of Hinckley family owner-
ship and a loyal clientele.
But the constant pressure on

that debt, we could have weath-
ered this,” said Ruth Brunetti,
who, during a 20-year-career at

Because Hinckley is privately
held, it does not release details
about its profits and losses. But
according to people close to the
company, Hinckley’s revenue
in 2008 was roughly $100 million,

million. But this year it will have
a taxable loss of about $4 million,
they said. Several people close to
the company estimate that rev-

The Peace Prize Eye of the Beholder

President Obama responded to the news of
his Nobel Peace Prize the right way. He said
he was humbled, acknowledged that the ef-
forts for which he was honored are only begin-
ning and pledged to see them through in con-
cert with other nations.
There cannot have been unbridled joy in
the White House early Friday. Obama’s aides
had to expect a barrage of churlish reaction,
and they got it. The left denounced the Nobel
committee for giving the prize to a wartime
president. The right proclaimed that Obama
sold out the United States by engaging in di-
plomacy. Members of the dwindling band of
George W. Bush loyalists also sneered that
Obama has not yet ended the wars in Afghani-
stan and in Iraq.
Certainly, the prize is a (barely) implicit
condemnation of Bush’s presidency. But coun-
tering the ill will that Bush created around the
world is one of Obama’s great achievements.
Obama has bolstered this country’s global
standing by renouncing torture; by pledging
to close the prison camp at Guantánamo Bay,
Cuba; by rejoining the effort to combat cli-
mate change and to rid the world of nuclear
weapons; by recommitting himself to ending
the Israeli-Palestinian conflict; and by offer-
ing to engage Iran while also insisting that it
abandon its nuclear ambitions.
The prize is a reminder of the extraordi-
narily high expectations for any U.S. presi-
dent — and does bring into sharp focus all that
he has left to do.
In Iraq, Obama is still a long way from
Toxic Hamburgers
Eating a hamburger should not be a death-
defying experience. Too often it is. As Michael
Moss wrote in The Times, E. coli sickens thou-
sands of people annually, including a young
dance teacher named Stephanie Smith, who
was paralyzed after eating a contaminated
hamburger. Her case offers a poignant re-
minder that President Obama and Congress
need to fill the safety gaps in food production.
Agriculture Secretary Tom Vilsack, who
called Smith’s case “unacceptable and
tragic,” said his department has stepped up
inspections of meat facilities and plans to es-
tablish new rules to help trace tainted ground
meat more swiftly. There is a lot more to do.
Hamburger is no longer a simple patty
created by grinding up cuts of beef from one
cow. It is a mix of meat and other parts, of-
ten from a variety of slaughterhouses around
the world. Testing is done in meat-production
facilities, but Moss found troubling instances
when slaughterhouses refused to sell their
meat to producers or companies that wanted
to do extra testing for the particularly danger-
ous E. coli that paralyzed Smith.
Costco, for example, routinely tests ham-
burger and other foods as they come into its
managing an orderly withdrawal that does
not leave a power vacuum. He must decide,
soon, on a strategy for Afghanistan that will
do what Bush failed to do — defeat Al Qaeda
and contain the Taliban — without miring U.S.
and allied troops in an endless unwinnable
conflict.
The United States and Russia must both
agree to deep cuts in their nuclear arsenals.
If, as we suspect, Iran refuses to give up its
illicit nuclear activities, Obama will have to
press the rest of the world’s big powers to im-
pose tough sanctions. He must come up with
a more effective strategy to roll back North
Korea’s nuclear program.
While he has made an excellent start on cli-
mate change with new regulations that finally
begin to grapple with carbon emissions, the
United States has to lead the way to a global
agreement.
Obama is going to have to overcome nar-
row-minded opposition in Congress to keep his
promise to close Guantánamo and deal with
its inmates in a way consistent with the Con-
stitution and American values. He has much
more to do to erase the worst excesses of Bush
in detaining prisoners without charges and
flaunting the Geneva Conventions.
Americans elected Obama because they
wanted him to restore American values and
leadership — and because they believed he
could. The Nobel Prize, and the broad en-
dorsement that followed, shows how many
people around the world want the same
thing.

burger producers refused to sell to Costco for
fear the tests would start a major recall.
More companies should follow the best
practices used by Costco and others. In the
meantime, it should be illegal to discourage
such additional safety precautions. So far,
Congress and the Department of Agriculture
have failed to take that important step.
Congress must also give the Agriculture
Department more authority to recall foods
as needed or to shut down plants that keep
sending out contaminated products. And the
administration should nominate a strong un-
dersecretary for food safety. That vacancy
leaves a huge gap.
Already too much of the burden for food
safety falls on consumers who are advised
to cook hamburgers into shoe leather to kill
off any dangerous germs. But even that is not
enough because it is too easy for raw ground
beef to leave behind toxic traces in the kitch-
en. Ground beef is a major part of the Ameri-
can diet. Consumers should not have to fear
that their hamburger comes with a trip to the
nearest emergency room.
Our question for today is whether it’s fair
for a politician to point out that his opponent
is fat. This involves the New Jersey guberna-
torial race, where Gov. Jon Corzine has been
running ads showing extremely unflatter-
ing shots of the Republican contender, Chris
Christie, and claiming that Christie “threw
his weight around” when he was stopped for
traffic infractions.
While Christie is certainly a large guy, the
more interesting factoids in the ad would
seem to be that he is a bad driver. A bad driver
who was given to loudly pointing out that he
was the U.S. attorney when he was stopped
for things like speeding, driving without a car
registration, or — whoops! — running into a
motorcyclist while going the wrong way on a
one-way street.
However, the weight issue is the one that
has caught all the attention.
It is definitely true that you do not see many
overweight people in Washington these days.
The Obama administration is so pathological-
ly fit that I have developed a truly unexpected
affection for Larry Summers.
But I would really hate to see national anti-
fat standards move into state government.
For one thing, it would totally ruin my hopes
of becoming the next person to be appointed
lieutenant governor of New York.
Also, one of the best things about state capi-
tols is that they are places where people who
have most of their teeth and some of their hair
can count on feeling pretty darned attrac-
tive.
Some people have argued that the ad will
backfire, and elicit sympathy for Christie
among the multitudes of overweight voters.
That’s happened in the past. Like the time
Mitt Romney ran against Ted Kennedy for the
Senate during one of Kennedy’s particularly
unslender periods. The Romney camp ran
film of Kennedy struggling to squeeze behind
a table. (Subliminal message: Too much fat in
the budget.) Kennedy responded with workers
who had been laid off after a factory takeover
engineered by Romney’s firm. (Subliminal
message: How do you like downsizing?)
Of course, Kennedy cleaned his clock.
This is my second favorite Romney story. I
couldn’t figure out any way to bring up the one
about him driving to Canada with the family
dog strapped to the car roof.
I think we can all agree that William How-
ard Taft would not have made it into the White
House if there had been YouTube in 1908.
But George W. Bush gave fitness such a bad
name I really expected the next president to
be someone like Hillary Clinton, who does not
seem to regard her treadmill as an integral
part of the family circle. Instead, we elected
a guy who’s so attractive that the Nobel com-
mittee couldn’t resist giving him a Peace
Prize before he ever did anything. It was like
one of those greeting cards that say: “Thank
you for being you.”

their division series on Friday,
tying it in the ninth inning on a
two-run home run by Alex Rodri-
guez and winning in the 11th, 4-3,
on a screamer down the left-field
line by Mark Teixeira that just
cleared the 318-foot sign and sent
50,006 fans into sudden delirium.
“The emotions of this game
were unbelievable,” Manager Joe
Girardi said. “The emotions were
up, down and all around.”
The Yankees have taken a two-
games-to-none lead in the divi-
sion series for the first time in
10 years. Unless the Twins beat
them in the Metrodome on Sun-
day and Monday, the Yankees
will play their next home game
on Oct. 16 in the opener of the
American League Championship
Series.
Teixeira tied for the American
League lead in homers this sea-
son, with 39, and most of his shots
were no-doubters. This one was
different, a laser to left on a 2-and-
1 fastball at 91 miles an hour from
the left-hander Jose Mijares.
Teixeira ran hard, and when
the ball bounced into the first
row, he stuck his index finger to
the sky. It was the first game-
ending posteason homer for the
Yankees since Aaron Boone’s
home run won the 2003 pennant,
and the first game-ending hit for
Teixeira as a Yankee. He was re-
warded with a pie in the face from
A.J. Burnett.
“A.J. told me, ‘I finally got
you,’ ” Teixeira said. “If I’m go-
ing to get one this season, I’m
glad I waited until the postsea-
son. It was fun. I really thought it
was a double. I hit it with so much
topspin I thought there was no
chance it was going out. The
crowd started going nuts, and
then I knew it was a home run.”
It was a sudden and emphatic
ending to a twisting and turning
game. The Yankees had runners
at the corners with one out in the
10th, but Johnny Damon lined
to short and Brett Gardner was
doubled off third.
Then the Twins loaded the bas-
es with no outs in the 11th before
Dave Robertson survived with a
line out, a force at the plate on a
grounder and a fly to center.
The Twins might have scored,
but the umpire Phil Cuzzi missed
a call down the line with Joe
Mauer batting against Damaso
Marte. Mauer sliced a ball that
replays showed was clearly in-
side the line. It negated a double,
and though Mauer singled, the
Twins would have appreciated

Angels’ Running Game Goes Beyond Stolen Bases Manning Practices

ANAHEIM, Calif. — Observ-
ers of the Los Angeles Angels
routinely see Chone Figgins win
games with his feet, with his daz-
zling dogs burning around the
bases and generally giving field-
ers facial tics.
In the opening game of the
Angels’ division series against
the Boston Red Sox on Thursday
night, Figgins never reached
base. Nobody else on the Angels,
a team known for its derring-do
on the base paths, even had an
official stolen base attempt. But
still, the quick feet of Figgins,
and a well-timed break toward
second by Bobby Abreu, keyed
the Angels’ 5-0 win and reminded
onlookers how their quickness
can kill in ways the box score will
never show.
A 5-foot-8 water bug, Figgins
made two crucial plays at third
base because of fast footwork. In
the sixth inning, just after the An-
gels had taken a 3-0 lead and dur-
ing the Red Sox’ only true rally of
the night against Angels pitcher
John Lackey, Boston put runners
on first and second with two outs
before Kevin Youkilis topped
a high grounder to third that
looked as if it would eat Figgins
up and load the bases for David
Ortiz. Figgins not only charged
and caught the ball on a short hop,
but he also deftly flashed later-
ally to touch the bag for the third-
out force just as Dustin Pedroia
came barreling into the base. In-
ning and threat over.
Two innings later, after the
Red Sox’ J.D. Drew led off with a
single and Lackey appeared to be
tiring after a wild pitch, pinch-hit-
ter Casey Kotchman smacked a
hard ground ball to Figgins’s left
that could have put runners on
first and third with none out. But
Figgins shot over and snagged
the ball, checked the runner and
threw to first for the out. Darren
Oliver relieved Lackey with far
less of a threat than there could
have been, and two quick outs
later, the Angels still had their
comfortable 5-0 lead.
Figgins was hitless in five plate
appearances and never could af-
fect the game on the bases. He
stole 42 bases this year as the An-
gels’ leadoff man. But those quick
feet still played a major role in
quelling trouble.
“He’s an athlete over there,
man,” said Torii Hunter, whose
three-run homer in the fifth made
him, with Lackey, the game’s of-
ficial hero. “I think he can dunk.”
Responded Figgins: “Yeah, I
can. And not those kiddie hoops.”
Figgins began his career as a
utility man extraordinaire and
has only recently settled into
third base, but Manager Mike
Scioscia said: “Chone’s a Gold
Glove-caliber third baseman.
What you saw tonight we’ve been
seeing all year.”

The Giants received a dose
of good news on Friday, when
quarterback Eli Manning prac-
ticed for the first time this
week.
With his right heel heav-
ily taped, Manning took about
half the snaps and had no trou-
ble dropping back or launch-
ing deep passes. He is listed as
questionable for Sunday’s game
against the Oakland Raiders,
but Coach Tom Coughlin said
he was “absolutely” encouraged
by what he saw from Manning,
who injured the plantar fascia
during last Sunday’s victory
against the Chiefs.
Manning did not practice
Wednesday and Thursday. Man-
ning said that doctors had not
been able to assure him that
playing would not make the in-
jury worse, but he also said that
the shoulder injury he played
through in 2007 was much worse
